Travel Saver Pass Applications

Please read before proceeding.

Applications for 2024-2025 passes will commence on Monday 10th June. Please note that no further applications can be made now for 2023-2024 passes, other than Replacements for lost/damaged cards.

Welcome to the KCC Travel Saver and KCC 16+ Travel Saver application system. The full explanation of these schemes, which you are advised to read, can be found on the Kent County Council website.

The KCC Travel Saver is for children in school years 7 to 11 who are resident in Kent attending a school or other recognised educational provision/establishment.

The KCC 16+ Travel Saver is for the over 16s who are resident in Kent fully attending a school or college of further education or other recognised educational provision/establishment. Note this pass is also available for Care Leavers in the age range 18 to 21.

This website enables those entitled to one of the above passes to apply for the pass, to capture/upload an identification photograph to appear on the pass and, where appropriate, to pay for the pass, which can be done in full by online card transaction or by requesting payment be made by monthly instalments via direct debit (the instalments option not available in the later stages of the school year).

The photograph must be a typical head and shoulders passport-style photo - looking directly at the camera, the right way up, no head or face covering (unless for religious or medical reasons), no tinted glasses (unless for medical reasons), neither too dark nor too light and against a plain background. The system will also guide the User through a simple cropping stage to ensure the uploaded image is of the correct aspect (height/width) ratio.

Applicants should additionally note the following:

  • Many applicants will have used this system last year and so will already have an account with existing passholder details. (There is a forgotten password function if needed.) For people new to this scheme, the Submitter (typically parent/guardian/carer) must set up an account and provide full details of the passholder(s) along with the required photograph.
  • It is the submitter's responsibility to ensure the photograph is of good quality and a true likeness of the individual concerned, otherwise the bus driver may not accept the pass.
  • Full up-front payments, and also the lost/damaged cards replacement fee, will be made by online card transaction and handled securely by temporary pass-through to Opayo (formerly Sage Pay). No debit/credit card details will be entered or stored within this applications system itself.
  • For payments by Direct Debit, bank account details will be used by KCC Financial Systems to set-up and subsequently manage the process of monthly payment collection.
  • Until your pass has been produced you will be able to amend details of the school to be attended.
  • Residence in Kent is defined as living in a household which pays Council Tax to a Kent district/borough council for Kent County Council services.
  • This website can be accessed via PC, smart phone or tablet and the image can be uploaded from a photo file (jpeg, bmp or png, max size 10mb), captured via webcam or taken using a phone/tablet's inbuilt camera.

Free KCC Travel Saver for Young Carers

Both the KCC Travel Saver and 16+ Travel Saver bus pass applications for the academic year 2024/25 are now open.

These Travel Savers are free for all registered and engaging Young Carers aged 11-18yrs.

Helpful Information

We have put together a list of the most common questions as well as a step by step guide on how to complete the application which you may find useful having open whilst completing the form.

Renewing your Pass

If you had a KCC Travel Saver last year, you can log into your account and select 'Enter new 24/25 application' to renew your pass. On the personal details screen, select the pass you'd like to renew and the details will be copied across for you to accept or amend. As long as the name and date of birth are the same, you won't need to upload a new photo, but you can change it if you want to.

Know Before You Apply

  • All registered and engaging Young Carers of secondary/college age from 11-18yrs (inc those moving up to Yr 7 from September) are entitled to apply for this  free pass  as long as they will not be 18 or older at the start of the academic school year
  • This year, KCC have changed their process allowing Young Carers aged 16+ to apply through this specific option. Simply select the 16+ pass application and follow the Young Carer instructions
  • In order to endorse the online application, we  must have an up to date consent form as well as your Young Carers latest  carers assessment  – you will be notified should we need this. We will not be able to endorse without engagement
  • The travel pass is endorsed for use on  bus services only and will not include any other mode of transport such as trains
  • If your child uses a private bus or coach company to get to and from school, you will need to contact the company directly to check if this pass can be used. If not, your child can still apply for this Traver Saver for use of other bus services at other times
  • The pass can be used outside of Kent i.e Medway providing that the journey  starts and ends in Kent
  • The pass isn't just for school transport and can be used at most times of day (this can be the discretion of the bus service and may vary, including weekends and half terms, but please check)
  • The pass will  NOT show that your child is a Young Carer – this is the same pass as everyone else would have
  • We can  only endorse the Travel Saver for Young Carers registered with our Kent Young Carers service. If you have a  child with a disability, you can contact KCC to ask about their other passes and offers
  • If your child is on the school roll but not attending , you can select the school they’re on roll with and arrange with them to collect or have posted
  • You can still apply for this pass if your Young Carer is  Home Educated just follow the instructions on site
  • The pass will be  delivered to your Young Carers School reception for collection after approx. 28 days
  • The deadline to ensure the pass is there for their first day back in September is the 11th of August however, you can  still apply beyond the deadline date but KCC advise it may delay the delivery of your pass
  • Should your child’s pass be lost or stolen, a  £10 replacement fee will need to be paid directly through KCC
  • KCC will make us aware that an application has been made so there is nothing more for you to do once you apply

Imago (Kent Young Carers)  will not have any information about your child’s pass  i.e when it will be delivered, any errors etc. You will need to contact KCC directly  should you have any questions regarding this.  Our service simply confirms  with KCC that your child is registered with our service.

How to Apply

  • You need an email address in order to create an account – please note, you don't need to have debit or credit card information to apply for the free pass
  • You will need to create a 12-16 digit password which needs to be at least one Uppercase Letter, one Lowercase Letter and a number – for example; Youngcarers10
  • Photos should be ‘passport style’ therefore a head shot facing straight into the camera. No head or face covering (unless for religious or medical reasons), no tinted glasses (unless for medical reasons), neither too dark nor too light and against a plain background These can be taken on a webcam or a mobile

Once on the KCC Travel Saver site, simply click apply as below and again click ‘apply for your KCC Travel Saver’ on the next page.

You will need to read through the wording in the page in order to proceed with the application. Once your account has been created for this year you will be able to renew using your details for next year.

Check the box at the bottom to confirm you have read and understood.

If your Young Carer will be going into Years 7 – 11 – you need to apply for a KCC Travel Saver.

If your Young Carers will be going into years 12 or 13, either at school or college, then you need to apply for a KCC 16+ Travel Saver.

Ensure you select ‘Travel Saver – Pupils registered as a Young Carer – Free’

Enter your Young Carers Details, including full name, DOB, school year they will be going into, and the school name. Once you have selected the school, check the address line is correct. You will need to look for the full school name for example, there is a Charles Dickens School and The Charles Dickens School, selecting the wrong one will mean the pass will be sent to the wrong school.

Next, you will need to confirm that your address details are correct – you may change if necessary.

Once you have uploaded your child’s clear headshot, you will be given the opportunity to crop if necessary to appear more like a passport photo.

Review your application ensuring all details are correct before selecting both confirmation boxes at the bottom and saving the application.

  • KCC 16+ Travel Card

The KCC 16+ Travel Saver is a bus pass which can save parents and students up to 50% on the cost of bus travel to and from school and college. To apply for a pass you must be:

  • a resident of Kent (whose household pays Council Tax to a Kent  district or borough council  for Kent County Council services)
  • 16 to 19 years old and in academic years 12 to 14 (to be eligible your date of birth must be between 1 September 2004 and 31 August 2006)
  • attending a participating school, college, work, learning provider or apprenticeship provider.

How do I apply?

If you fulfil the eligibility criteria and wish to apply for the KCC 16+ Travel Saver Card you can apply online directly via the Kent County Council website.

For most students, this pass will save you around 50% of what you might pay if you bought an annual season ticket from a bus operator.

The KCC 16+ Travel Saver is valid at any time of the day and on any day of the year, including evenings, weekends and school holidays.

What does it cost?

The pass is £500 for the year. This can be paid as a lump sum or as instalments. Please note a £10 administration fee applies to those applications paying by instalments.

Teenagers in Kent will have to front an extra £50 to pay for a travel card which gives them unlimited access to most of the county's bus services.

The 16+ Travel Card has been featured in Kent County Council's budget and shows that the hike could be on its way - which is four times the rate of inflation.

The card is currently £400 for a full year and is marketed at teenagers in full-time education beyond secondary school.

Kent Live’s analysis of the budget proposal released earlier this week shows the council is planning to raise the cost to £450, which sees it go up by 12.5 per cent.

The council said the new fee will come into effect from September 1, right at the start of a new academic year.

For many, this vital card acts as a means of getting to and from college.

The price of a 16+ Travel Card is set to rise by £50

Some parents who pay for this pass may find themselves struggling even more to get the money together.

Anyone between the ages of 16 and 19 and attending school, college or other recognised training can apply for one.

The budget proposal for 2018/19 has been put forward by the Conservative-run cabinet and will be put to the full council next month for a vote.

'It's never easy to see council tax rise'

The news comes just days after KCC announced it is plans to raise council tax by by 4.99 per cent - the highest possible increase allowed without a referendum.

In a statement, the council leader Cllr Paul Carter said he was ideologically against raising taxes but conceded it was necessary.

He blamed it on reduced funding from central government and an increase in the cost of delivering services.

The official opposition party, the Liberal Democrats, also pointed the finger at central government but criticised the the council's decision to give itself a 15 per cent pay rise and for failing to adequately show where all the cuts will fall.

In a statement accompanying the release of the budget Council leader Paul Carter said: “My colleagues and I have an instinctive belief in lower, not higher, taxes but we have an equal concern and that is to protect and deliver effective and efficient public services.

“It is a concern that arises not just from our day-to-day roles here at County Hall but from decades of investment in schools, children’s and adults social care, libraries, youth services and transport.

"It is never easy to see council tax rise.

"However, our autumn consultation with the public has shown that the respondents will accept manageable council tax increases if these are used to protect front line services.

“While the additional one per cent will raise £6 million, it by no means compensates for the loss of grants but will go some way to protect frontline services.”

Kent 16+ Travel Saver Card for sixth form students starting in September 2023

KCC Travel Saver

The KCC Travel Saver is a bus pass that can save parents and pupils up to 50% on the cost of travel to and from school. To apply you must be:

  • a resident of Kent (whose household pays Council Tax to a Kent district or borough council for Kent County Council services)
  • at school in years 7 to 11, whether they go to school in or outside of Kent.

For most children's journeys this pass will save you around 50% of what you might pay for an annual season ticket from a bus operator.

For the current Year 11 and Year 12 starting our Sixth Form in September 2024, students wishing to travel by bus will be able to apply directly to KCC Public Transport for a ‘Kent 16+ Travel Saver card’ online .

Applications must be made online at: www.kent.gov.uk/post16travel  by 11 August 2024 . Applicants will need to have all of the student’s information (including details of the establishment that they are going to attend), a passport style photo in the appropriate format and a credit or debit card for payment. Payments must be paid to KCC and should not be sent to the school. The full payment is £600, but you can also apply to pay in instalments.

If you are eligible for a vulnerable learner bursary, eligible for Free School Meals or would like to apply for a discretionary learning bursary, please complete the 16 to 19 Bursary Fund available on our website (link below) and return it to Ms Archer by Friday 12 July 2024 .

All cards will be issued at the beginning of the September term. Please note that if you apply for a Travel Saver card after 11 August 2024 , you may need to wait up to 4 weeks for KCC to send the pass to your school and it may not be ready to collect at the start of term.

    If you applied for the KCC 16+ Travel Saver last year, you can log into your account to renew your pass (es). If you didn't have a pass last academic year, you must create an account to apply.
