Tunisia: tourism receipts to rebound sharply in 2023

Tourism in Tunisia recorded a clear rebound in 2023 with 8.8 million visitors, up 49.3% in one year, and is well on the way to surpassing a record reached in 2019, before the Covid pandemic, a Tourism Ministry official told AFP on Thursday.

"Our objective was to recover 80% of the tourist flows recorded in 2019", a record year which serves as a benchmark for the last decade, Aymen Rahmani, Director of Studies and Cooperation at the Tunisian National Tourist Office (ONTT), told AFP.

By 10 December 2023, "Tunisia had exceeded this target", he noted, with 8.8 million visitors compared with 8.7 million over the same period in 2019. "If we maintain the same trend between now and the end of 2023, we will reach 9.6 million visitors", stressed Mr Rahmani.

As of 10 December 2023, revenue stood at 6.7 billion dinars (around 2 billion euros). This is an exceptional figure", said Mr Rahmani, who believes that revenue of 6.9 billion dinars is possible by the end of 2023.

According to Mr Rahmani, the top visitors were Algerians (2.7 million), followed by Libyans (2.1 million) and French (+14.6% with 974,000 tourists). The sector was already in recovery in 2022, when Tunisia had recovered 68% of the 2019 tourist flow.

According to the World Bank (WB), the rebound has enabled Tunisia, which is 80% in debt, to partially rebalance its current account deficit, thanks to increased inflows of foreign currency, against a backdrop of very weak growth (+1.2% forecast by the WB for 2023).

The main reason given for the economic slowdown is that the drought that has affected Tunisia since the start of the year has reduced production in the country's important agricultural sector, while the war in Ukraine has increased its imports of cereals (food and fodder) and energy, on which it is heavily dependent.

Over the last decade, tourism, which accounts for 9% of GDP, has been hit by the revolution that toppled dictator Ben Ali in 2011, followed by jihadist attacks that killed nearly 60 tourists in 2015 at the Bardo museum in Tunis and in the seaside resort of Sousse (central-eastern Tunisia).

TUNISIA WELCOMED 6.3 MILLION TOURISTS IN 2022

Tunisia reported a sharp rebound in foreign tourist arrivals in 2022 while recording some 6.3 million foreign travellers according to first estimations from the tunisia national tourist office (ontt)..

According to reports, a total of 6,116,756 foreign visitor arrivals were registered in Tunisia from the beginning of the year until December 20, compared to 2,354,755 tourists during the same period of 2021.

China’s national news agency Xinhua quoted Lotfi Mani, central director of promotion (DCP, marketing, at the Tunisian National Tourist Office (ONTT). According to the director, the total number of tourists in Tunisia is likely to reach 6.3 million by the end of this year, with France, Germany, Poland, Czech and Algeria being the main source countries for foreign travellers. Four of the country’s 29 incoming European markets already surpassed their 2019 results. They are the Czech Republic, Hungary, Poland, and a combined UK/Ireland figure.

For Lotfi Mani, the current indicators for the tourism sector “have so far met the objectives set since the beginning of the year, in particular those achieving 50 to 60% of the rate of tourist activities of the reference year (2019), which stood at 9.5 million tourists”.

The marketing executive pointed out that the number of tourist nights spent in Tunisia during the above -mentioned period amounted to 18.5 million, bringing the receipts of the tourism sector to $1.256 billion (€1,179bn).

Strengthening Tunisia’s tourism sector

Tourism is an important pillar of the Tunisian economy, representing 14% of the country’s gross domestic product (GDP) and offering nearly 400,000 direct and indirect job opportunities.

During 2022, three important steps gave new impetus to the country’s tourism sector: the presentation, on September 27, of the “national strategic vision of Tunisian tourism by 2035” by the Minister of Tourism to the Head of Government;

The project “Promotion of sustainable tourism in Tunisia”, a joint action of the European Union (EU) within the framework of its program “Tounes Wijhetouna” and the German Federal Ministry of Economic Cooperation and Development ( GIZ Tunisia agency ) in partnership with the Ministry of Tourism and Handicrafts;

The project of USAID “Visit Tunisia Activity” . This is a five-year, USAID-funded project designed to grow and diversify Tunisia’s tourism sector, generating sustainable jobs and increasing tourism revenues. It aims at small and medium-sized enterprises with training and support for young people.

Definition: International inbound tourists (overnight visitors) are the number of tourists who travel to a country other than that in which they have their usual residence, but outside their usual environment, for a period not exceeding 12 months and whose main purpose in visiting is other than an activity remunerated from within the country visited. When data on number of tourists are not available, the number of visitors, which includes tourists, same-day visitors, cruise passengers, and crew members, is shown instead. Sources and collection methods for arrivals differ across countries. In some cases data are from border statistics (police, immigration, and the like) and supplemented by border surveys. In other cases data are from tourism accommodation establishments. For some countries number of arrivals is limited to arrivals by air and for others to arrivals staying in hotels. Some countries include arrivals of nationals residing abroad while others do not. Caution should thus be used in comparing arrivals across countries. The data on inbound tourists refer to the number of arrivals, not to the number of people traveling. Thus a person who makes several trips to a country during a given period is counted each time as a new arrival.

Development Relevance: Tourism is officially recognized as a directly measurable activity, enabling more accurate analysis and more effective policy. Whereas previously the sector relied mostly on approximations from related areas of measurement (e.g. Balance of Payments statistics), tourism today possesses a range of instruments to track its productive activities and the activities of the consumers that drive them: visitors (both tourists and excursionists). An increasing number of countries have opened up and invested in tourism development, making tourism a key driver of socio-economic progress through export revenues, the creation of jobs and enterprises, and infrastructure development. As an internationally traded service, inbound tourism has become one of the world's major trade categories. For many developing countries it is one of the main sources of foreign exchange income and a major component of exports, creating much needed employment and development opportunities.

Limitations and Exceptions: Tourism can be either domestic or international. The data refers to international tourism, where the traveler's country of residence differs from the visiting country. International tourism consists of inbound (arrival) and outbound (departures) tourism. The data are from the World Tourism Organization (WTO), a United Nations agency. The data on inbound and outbound tourists refer to the number of arrivals and departures, not to the number of people traveling. Thus a person who makes several trips to a country during a given period is counted each time as a new arrival. The data on inbound tourism show the arrivals of nonresident tourists (overnight visitors) at national borders. When data on international tourists are unavailable or incomplete, the data show the arrivals of international visitors, which include tourists, same-day visitors, cruise passengers, and crew members. Sources and collection methods for arrivals differ across countries. In some cases data are from border statistics (police, immigration, and the like) and supplemented by border surveys. In other cases data are from tourism accommodation establishments. For some countries number of arrivals is limited to arrivals by air and for others to arrivals staying in hotels. Statistical Concept and Methodology: Statistical information on tourism is based mainly on data on arrivals and overnight stays along with balance of payments information. These data do not completely capture the economic phenomenon of tourism or provide the information needed for effective public policies and efficient business operations. Data are needed on the scale and significance of tourism. Information on the role of tourism in national economies is particularly deficient. Although the World Tourism Organization reports progress in harmonizing definitions and measurement, differences in national practices still prevent full comparability. Arrivals data measure the flows of international visitors to the country of reference: each arrival corresponds to one in inbound tourism trip. If a person visits several countries during the course of a single trip, his/her arrival in each country is recorded separately. In an accounting period, arrivals are not necessarily equal to the number of persons travelling (when a person visits the same country several times a year, each trip by the same person is counted as a separate arrival). Arrivals data should correspond to inbound visitors by including both tourists and same-day non-resident visitors. All other types of travelers (such as border, seasonal and other short-term workers, long-term students and others) should be excluded as they do not qualify as visitors. Data are obtained from different sources: administrative records (immigration, traffic counts, and other possible types of controls), border surveys or a mix of them. If data are obtained from accommodation surveys, the number of guests is used as estimate of arrival figures; consequently, in this case, breakdowns by regions, main purpose of the trip, modes of transport used or forms of organization of the trip are based on complementary visitor surveys.

It was decided to extend to 12/31/2024 the procedure relating to the acceptance of nationals of European Union countries on Tunisian soil, provided with a national identity card, subject to the presentation of a voucher (hotel reservation) and a return plane ticket on a regular or charter flight.

These procedures will end on January 1, 2025 and the passport will again be required.

TUNIS, Tunisia -- The bodies of 13 migrants from sub-Saharan Africa were found washed up on Tunisia's Mediterranean coast this week as authorities struggle to stem unauthorized boat crossings from North Africa to Europe .

Tunisia's Coast Guard said the bodies were recovered on Wednesday near Mahdia, a coastal Tunisian town about 142 kilometers (88 miles) from the Italian island of Lampedusa , which is closer to North Africa than the Italian mainland.

Tunisia, along with neighboring Libya, have long been the key launching pads for Europe, and thousands of migrants reach Lampedusa in ramshackle boats every year, including many whose journeys are facilitated by smugglers.

According to local court spokesperson Ferid Ben Jha, the bodies were all of men from sub-Saharan Africa and an investigation is underway to determine where they came from.

Tens of thousands of people from as far away as Bangladesh attempt to make the dangerous journey across the Mediterranean Sea every year to reach the shores of Spain, Italy, Malta and Greece. Many are fleeing poverty, war, climate change or persecution.

Earlier in September, five bodies were recovered near Monastir, Tunisia, including that of a woman and a child.

Recently, Tunisia has ramped up efforts to patrol its territorial waters with European funding and help, leading to a drop in migrant crossings and deaths.

Tunisia's National Guard said in June that from January through May, authorities recovered bodies of 462 migrants and intercepted more than 30,000 migrants off Tunisia's coast, compared to the same period last year, when 714 bodies were recovered and nearly 22,000 migrants were intercepted.

Roughly 10,000 migrants arrived in Italy by boats from Tunisia in the first half of this year, less than a third of the total that arrived in the same period in 2023, according to Italian authorities.

“The decrease in the Central Mediterranean is largely due to preventive measures taken by the Tunisian, Libyan and Turkish authorities,” FRONTEX, the European Union’s border and coast guard agency said in a statement earlier this month.

The trend is consistent throughout the majority of routes to European Union countries, where unauthorized migration has dropped significantly this year. However, as border and maritime security has been tightened in the Mediterranean, there has been a spike in migrant arrivals to the Canary Islands, a Spanish archipelago close to the Africa's Atlantic coast that is increasingly used as an alternate stepping stone to continental Europe.

The United Nations refugee agency estimates that at least 1,000 people die or go missing each year at sea. A nongovernmental organization, the Tunisian Forum for Economic and Social Rights, said it counted more than 1,300 dead or missing off Tunisia in 2023.

As the number of migrants who reach Europe drops, the number stuck in transit along the Tunisian coastline has risen. Thousands hoping to get on a boat to Europe, live in encampments on the outskirts of Tunisian cities and towns, where tensions have soared between migrants from sub-Saharan Africa, Tunisians and security forces.
