mga boss magtatanong sana ako, plano ko po kumuha ng motor pang service sa trabaho ang provlema po mtagal ang photocopy ng or/cr anu ba ang pwse kung gawin pra pwde ko na magamit pangservice yung bago kong motor na wlang problema sa checkpoints at LTO may permit to travel ba ako or update permit every week pra magamit araw2 ang bagong biling motor na wlng problema sa LTO o checkpoints..? thank you

Pag naglabas ka ng motor sa casa, bibigyan ka ng permit to travel which is usually may 7 days validity para lang maiuwi mo yung motor mo sa inyo galing casa. Thing is, hindi na ito ini-honor ng LTO. Mahigpit na sila sa NO OR/CR NO TRAVEL policy. Pag na checkpoint ka, impounded/confiscated ang bike mo with a corresponding Php 10,000 penalty na babayaran. Pag PNP/Pulis ang naka checkpoint sayo, usually lisensya lang naman ang titignan and baka madaan sa pakiusap pag nagkataong usisain din ang registration, pero pag LTO ang checkpoint yari ka.

tama si boss b79ck8h33p minsan nga wala pang permit to travel hanggang bhay kasi kayo lang din makakawawa lalo na lto...ung iba nga pag bili iniiwan muna sa casa saka iuuwi pag ok na photocopy ng or cr
I highly suggest na hintayin mo na lang ang issuance ng OR/CR mo para maiwasan ang multa. I-follow up mo din ang dealer mo kung anong status na ng registration ng motor mo. Better na mag-commute ka muna para walang sakit ng bulsa at ulo.

No ORCR No Travel Policy, If you want na madalian mong makuha ung ORCR ikaw mismo maglakad sa LTO. tingin ko sa ibang mga branches 40 to 60days ang process ng ORCR pero hindi lahat, yung iba 1 week lang meron kana, ako that time nung wala pa akong ORCR naiddrive ko naman kaso hindi pa muna sa mga public road. the best way is to wait than to impound God bless!

yung sakin 1 month bago ko nakuha yung OR/CR, ginagamit ko sya from QC to Makati kahit wla pa akong OR/CR na hawak. 3 beses na ako na checkpoint ng PNP basta mahinahon mo lang silang kausapin, okay lang sa kanila kahit receipt or invoice lang ang ipakita mo kasi tinitignan naman nila yung odo mo kung bagong bili talaga. nakaka gigil at super exciting talaga ang bago motmot, pero mahirap ng mag sisi bandang huli pag na tyempuhan ka, bukod sa 10k na babayaran mo, hindi mo agad makukuha motor mo hanggat wala ka copy ng OR/CR. Imagine, nandun lang sa impounding area yung bagong motor mo, malay mo ba kung gamitin nila yun or worse, pyesahin nila bagong motor mo. kaya wag na tayong magbakasakali, better to wait than to be sorry. baka ma sayang lang pinaghirapang nating pera pang bili ng dream bike natin.

Land Transportation Office (LTO) Philippines: What You Need to Know

What is the Meaning and Purpose of LTO?
The Land Transportation Office (LTO) is a government body within the Department of Transportation in charge of all land transportation in the Philippines. The LTO’s tasks include motor vehicle inspection and registration, license and permit issuance, enforcement of land transportation laws and regulations, and traffic adjudication.
Its primary goal is to simplify land transportation services and facilities while efficiently applying complex transportation laws, rules, and regulations. It contends that those in public service must be more aware of their position in the overarching strategy for the development of national leadership. One of LTO’s constant commitments is to promote safety and comfort in land travel. It seeks to be a frontline government agency that exhibits prompt and effective public service for a forward-thinking land transportation business.
Brief History
The concept of a land transportation system began in the Philippines when our predecessors invented the use of animals as a form of transport for transferring people and commodities from one place to another. Despite the fact that their forms of land travel were not as complex as current cars and the roads were not as well constructed as they are now, early Filipinos followed some mobility rules. These rules were as simple and informal as defining which animals might be used for various reasons, but they demonstrated that our predecessors recognized the importance of managing the transportation system.
As early as 1910, there were few motor automobiles on public roads in Manila and its adjacent areas.
Better modes of transportation were developed and implemented across the country. Filipinos learnt to drive automobiles, trucks, jeeps, and other vehicles over time. Modes of transportation evolved and got more powerful, while land movement restrictions became more formal and sophisticated.
Legislative Act No. 2159 was passed on February 6, 1912, to administer motor vehicles in the Philippine Islands and to provide for operator license and regulation. This was the legislature’s first explicit law covering land transportation. This act established an Automobile Section within the Bureau of Public Works’ Administrative Division. The Section is in charge of motor vehicles and driver services.
Legislative Acts 2389, 2556, 2587, 2639, and 2925 revised Legislative Act 2159. Act No. 3045 was passed in 1922, and it gathered and incorporated all motor vehicle rules. Within the Bureau of Public Works, the Automobile Section was raised to the Automobile Division.
Act No. 3992, also known as “The Revised Motor Vehicle Law,” was enacted on January 1, 1933, to amend Act No. 3045.
The Automobile Division has been replaced by the Motor Vehicle Division.
The Division’s Chief was the Superintendent of the Motor Vehicles Division.
Commonwealth Acts 123, 548, 556, and 652, as well as Republic Acts 314, 587, and 2392, amended Act No. 3992.
The Department of Public Works and Highways issued Department Order No. 4, restructuring the Division, on June 2, 1945.
Following the liberation of the Philippines from the Japanese invasion, this entered into effect.
Executive Order No. 94 was established in 1947 to combine the many executive departments, bureaus, and offices. Section 82 of this Executive Order renamed the Division of Motor Vehicles the Motor Vehicles Office (MVO). The MVO Chief had the same powers and responsibilities as a Bureau Director.
In the 1950s and early 1960s, our country saw amazing economic progress.
More and better roads were developed as industrialization evolved.
The Filipinos then realized the importance of having more and better transportation options. Only the requirement for medications such as sovaldi exceeded this standard. The rising quantity of motor vehicles increased public demand for the services provided by the MVO. The DPWH issued Administrative Regulation No. 1 on June 5, 1961, transferring the job of collecting registration fees from municipal treasurers to the several MVO vehicle bureaus.
R.A. 4136, often known as the “Land Transportation and Traffic Code,” was signed into law on June 20, 1964, eliminating the Motor Vehicle Office and establishing the Land Transportation Commission.
Similarly, Act No. 3992 was effectively repealed by this legislation. The Land Transportation Commission is in charge of “governing motor vehicle registration and operation, as well as the licensing of owners, dealers, conductors, and drivers, to the extent relevant.” The Land Transportation Commission created regional offices across the country to adequately carry out its duty.
Executive Order 546 was issued on July 23, 1979, establishing the Ministry of Transportation and Communications (MOTC).
This marked a reorganization.
The Land Transportation Commission was renamed the Bureau of Land Transportation and merged with the MOTC.
On June 2, 1980, Batas Pambansa Bilang 43 was passed, amending Section 17 of RA 4136 to provide permanent number plates to owners of motor vehicles and trailers.
On March 20, 1985, Executive Order 1011 went into effect.
This Executive Order abolished the Board of Transportation and the Bureau of Land Transportation, establishing the Land Transportation Commission.
The rights, functions, and responsibilities of the previous BLT and BOT were transferred to the Land Transportation Commission (LTC), which is led by a Chairman and assisted by four Commissioners.
The LTC was in charge of motor vehicle registration, driver and conductor licensing, public utility vehicle franchising, traffic law and regulation enforcement, and traffic violation adjudication. The Land Transportation Commission was dissolved on January 30, 1987, and two offices were established: the Land Transportation Office (LTO) and the Land Transportation Franchising and Regulatory Board (LTFRB). The LTO assumed the functions of the former BLT, while the LTFRB assumed those of the former BOT. Similarly, the MOTC was renamed DOTC.
All of these revisions became effective with the publication of Executive Order No. 125, which was later amended by Executive Orders No. 125-A on April 13, 1987, and E.O. 226 on July 25, 1987. Despite multiple name changes and reorganizations, the Office’s critical functions on the land transportation system have not changed. Its mission is to promote land travel safety and comfort constantly. When Executive Orders 125, 125-A, and 226 were adopted, there were thirteen (13) LTO zones. More regions evolved throughout time, including CAR, CARAGA, and MIMAROPA. CAR and CARAGA are part of the DOTC. However, they report to the LTO Central Office on motor vehicle registration, driver license issuance, land transportation legislation and regulatory enforcement.
Functions and Responsibilities
The LTO has a four-fold mission:
1. To register motor vehicles and issue corresponding license plates – The LTO is the agency that handles the registration and renewals of motor vehicles. It can register new vehicles, such as imported cars, light electric vehicles, and three-wheelers. Some various procedures and requirements must be followed to be fully registered in each category.
Those who wish to renew their registration must submit all of the necessary documents and follow the procedures in order to be fully registered. The LTO also handles other transactions, such as those involving the change of registration certificate.
2. To administer the drivers’ licensing program, including the examination of applicants for driver’s licenses – The LTO is responsible for the regulation and issuance of driver’s licenses. It can also issue licenses to foreigners and citizens depending on the requirements. Aside from being able to issue licenses, the LTO also provides a non-professional driver’s license that allows individuals to drive vehicles that are restricted by restriction codes.

All applicants must pass the written and practical examinations in order to receive their licenses.
Individuals can apply for a license or permit at any of the LTO’s District/Extension Offices or Licensing Centers.
3. To enforce laws regulating the land transportation system, including traffic and safety regulations – The Land Transportation Office (LTO) is responsible for enforcing and implementing the laws related to land transportation. It also handles cases involving impounded vehicles and driver’s licenses. To settle these cases, the agency follows a strict procedure. It allows for the application of duplicate plates for hire and private vehicles.
The LTO is also responsible for ensuring that public transportation services follow the fare rules of the Land Transportation Franchising and Regulatory Board (LTFRB). It has the power to impose sanctions on those who overcharge or undercharge.
4. To accredit certain manufacturers, assemblers, importers and dealers who wish to transact business with the LTO – Through the LTO, certain companies and individuals can transact business with the agency. These include importers, manufacturers, and dealers of motor vehicles. To be accredited, a firm or corporation must first apply with the Assistant Secretary for Land Transportation.
The LTO issues a Certificate of Stock Reported (CSR), which shows that the manufacturer, importer, or assembler of a motor vehicle has already reported the stock to the MAIDRS. It also requires sales reports to confirm that the reported stock has already been sold to the end users.
The agency’s sales reports contain various details about the transactions, such as stock transfers and regular sales. They also report the issuance of motor vehicles composed of components that are not registered or licensed. In addition, the LTO handles the requests for MAID approval related to its transactions.
Conductions sticker, public bidding, and chassis identification number are some of the procedures involved in these transactions.

The LTO has notable programs and services that include:
Land Transportation Office Infrastructure and Information System (LTO-IIS) Project
In 2012, the LTO and the Department of Transportation launched a project aimed at improving the efficiency of the agency by implementing an information and communication system. The system will allow the LTO to enhance its performance and deliver better services to the public.
The project, known as the LTO-IIS, involves building an information technology network for the LTO. This network will allow the agency to automate and improve its processes and services by developing a database information system. It will also allow it to connect its various offices across the country. The system is designed to handle various transactions, such as the registration of motor vehicles and the renewal of driver’s licenses.
The goal of the project is to make it easier for authorities to access the relevant information related to the registration of motor vehicles. It also addresses issues related to the use of third-party providers, such as vehicle registration data.
5-year Validity of Drivers’ Licenses
On August 29, 2017, the LTO started to issue five-year driver’s licenses. In October 2016, applications for renewal and new licenses were accepted. However, due to the issues with the contracts of the printers, the cards were not able to be printed for almost a year. A backlog of around 3.6 million licenses was created.
On August 2, 2017, President Rodrigo Duterte signed Republic Act 10930, which revised Section 23 of the Land Transportation Code and Traffic Code. It extends the validity of the drivers’ licenses by one year. The law provides that except for student permits, all licenses will be valid for five years from the date of the licensee’s birthdate.
The LTO noted that certain professional and non-professional drivers can still get a 10-year license if they do not commit violations during the five-year period. These individuals can still renew their licenses subject to the restrictions imposed by the agency.
Aside from the law’s amendments, the LTO also introduced new security features and improved the quality of the driver’s licenses. The old plastic cards, which were made from PVC and thermoformed, lacked certain features. These new cards are made from polycarbonate, which is more durable and laser engraved.
Arthur Tugade, the Transportation Secretary, and Edgar Galvante, the LTO’s chief assistant secretary, led the rollout of the new legislation.
License & Permit Services :
Student Permit – A student license, also known as a permit, is a legal document that allows individuals to drive a car or motorcycle on Philippine roads if a non-professional driver’s license holder accompanies them. This document can only be used for a year from its date. Aside from learning the rules of the road, students also need to take the LTO driving tests to get their license.
New Driver’s License (Non-Professional) – Non-professional drivers are allowed to operate private vehicles. On the other hand, those who have a professional license are authorized to drive for a living. This includes drivers of public utility vehicles such as taxis, buses, jeepneys, and tricycles.
Conductor’s License – A conductor’s license is a type of permit or license that’s only issued to bus conductors. This is done through the Land Transportation Office.
Plain or Advance Renewal of Driver’s/Conductor’s License and Renewal of Driver’s License of Filipino Living Abroad – The LTO’s guidelines allow advance driver’s license holders to renew their documents before they expire. However, they must not be renewed more than 60 days from their birthdate.
Vehicle Registration Services:
Initial Registration of Motor Vehicle (MV) – The LTO finds that there are a lot of people who have purchased brand-new motorcycles, cars, trucks and other motor vehicles but failed to register them. Initial registration is the first step in acquiring one’s personal vehicle. This process can be done at the LTO’s office or through a motor vehicle dealer. The LTO requires valid documents such as proof of ownership and proof of payment for the road tax. The registration fee is also required. Once these are verified, motorists will be issued a Certificate of Registration (CR). This document serves as evidence that one has successfully registered their vehicle in the Philippines.
Renewal of Motor Vehicle (MV) Registration – A vehicle registration may be renewed in the Philippines. The LTO is tasked with this process, which is done through their offices or through a motor vehicle dealer. A renewal fee will be charged, as well as any applicable taxes and duties that have accrued since the previous registration expired.
Storage of Motor Vehicle – The LTO may issue a Certificate of Storage (CS), which allows motorists to store their vehicle while they are not using it. This certificate can be used in conjunction with a Temporary Permit (TP) to allow the driver to use their vehicle on Philippine roads legally. If a motorist wishes to take their vehicle out of storage, they will need to apply for an Official Receipt (OR), which will indicate that the vehicle was stored by LTO officials and when it is due for inspection.
Re-Stamping of Engine/Chasis Number – The LTO issues a Certificate of Re-Stamping (CRS) every time a motorist has their engine/chasis number re-stamped by an authorized body shop. This certificate is used in conjunction with the vehicle’s old registration papers and new OR, so that LTO officials will know which vehicles have been re-stamped properly and are therefore legal to use on the roads.
Request for Motor Vehicle Verification – This request is used to ascertain whether the vehicle has been registered or not, and if so, the status of its registration (e.g., valid, expired). This document can be used by people who are buying vehicles from private sellers and those who have bought cars that need to be registered with LTO.
Motor Vehicle Inspection – The LTO issues a motor vehicle inspection report, which contains information about the vehicle’s condition and history at the time of the inspection. After the report has been approved and submitted, it can be used to proceed with the registration process.
This is required of both new and used vehicles that are being registered for the first time. The inspection report should be issued by a licensed mechanic and certified as valid by LTO before it can be presented to an LTO office for registration.
Motor Vehicle Inspection Schedule of Fees and Charges – When you visit the LTO to get your vehicle inspected, you will be asked to pay a fee for the service. Depending on whether you are registering a new or used vehicle, the amount varies slightly.
Law Enforcement :
Settlement of Admitted Apprehension – These cases only involve those who are charged with a violation and admit to being liable for the offense. These cases can be settled by paying a fine or performing community service. The amount of the fine varies depending on the violation, but it is usually much less than what is paid in other types of cases.
Adjudication of Contested Apprehension – On the other hand, these cases are for those who deny being liable for the offense and contest it in court. The adjudication process involves a hearing before a judge, where both sides present their evidence. If the judge rules in your favor, you will not have to pay any fines.
Encoding of Alarm – These cases are for those who deny the offense and want to take it to trial. The process involves submitting evidence and testimony, as well as questioning witnesses. If the judge rules in your favor, you will not have to pay any fines or do community service.
Filing of Complaint and Lifting of Alarm – There is an option to file a complaint and lift the alarm. If you are willing to pay for the fine but do not want to do community service or go through the adjudication process, then this is an option for you.

The LTO accepts applications for the renewal of driver’s licenses issued to overseas workers. An administrative order issued on November 8, 1988, provides a list of requirements for the validating of an expired license.
This procedure involves submitting the set of requirements, which include:
Photocopies of Passport (first page, visa-page & departure page-indicating the date of last departure in the Phil. & date of last arrival overseas);
1.2. Letter of Authority to authorized representative;
1.3. Photo-copy of driver’s license and driver’s license receipt (DLR), if available;
1.4. Venues are:
(a) LTO, License Section Central Office – within National Capital Region
(b) Any LTO District Offices / Licensing Centers – Outside Metro Manila
1.5. The driver’s license shall be validated by issuing a driver’s license receipt (DLR) which will serve as temporary driver’s license (TDL);
1.6. The license shall present himself/herself within thirty (30) days upon arrival to the same office where the renewal was made for photo-taking and to submit the
(a) driver’s license
(b) drug-test result
(c) medical certificate
(d) photo-copy of passport
and then paying the fees that apply to your standing with the LTO.
2. I have a valid foreign driver’s license. Can I use it in the Philippines?
Yes, but only within 90 days from the date of arrival. Beyond that, you will have to apply for a driver’s license from the LTO. You may also be required to take a comprehensive driving test, depending on your country of origin.
3. Can I convert my foreign driver’s license into a Philippine driver’s license?
If you can show that your license is still valid, further testing will not be needed. If it has expired, however—like most licenses do after a certain period of time – you would have to take an exam.

6. I’m currently out of the country, and I would like to request copies of my driver’s license records in the Philippines. How can I obtain this?
In order to apply for a driver’s license, you must go to the License Section of the LTO in W-10, East Avenue, QC. The certification fee is P100.00. When you file your written request, state your purpose for the certification and include in your request complete name, birthday, and driver’s license no., if available. The certification is being issued by mail or through representative (due to issuance of Official Receipts and use of Security papers for authentication purposes).
7. How long does a driver’s license have to be lectured?

Getting an LTO student permit in the Philippines today is already very different from previous years, from the prerequisites to the costs that you will have to pay before you can fully obtain an LTO student permit.

Only Filipino citizens over the age of 16 and foreign citizens over the age of 18 who have been in the Philippines for at least one month and have documentation of stay for at least six months are eligible for a student permit.
Filipino citizens can apply for a student permit at any LTO office in their region, however foreign applicants can only apply at the LTO Central Office License Section in East Avenue, Quezon City.
To get a student license on Philippines, you must prepare the following:
- must be physically and mentally fit to drive,
- can read and write in Filipino, English or any major dialect,
- must have completed and passed the 15-hour Theoretical Driving Course (TDC),
- don’t have any unsettled traffic violation; and,
- should have an active personal e-mail address.
How can I apply for an LTO student permit 2022?
Getting an LTO student permit in the Philippines nowadays is already a lengthy procedure, especially when compared to prior years.
However, if you conduct thorough research and follow and prepare all of the necessary steps, you will no longer be worried.
Having stated that, here are the steps you must take one by one in order to obtain a student permit from LTO:
- Enroll in an LTO-accredited driving school’s Theoretical Driving Course (TDC) or acquire a free TDC at an LTO Driver’s Education Center near you.
- Fill out all of the required forms for your Student Permit application.
- Apply for a Student Permit at the LTO Office.
- You may now get your LTO Student Permit.
What are the requirements for an LTO student permit?
Aside from completing a 15-hour TDC, there are additional requirements you must accomplish in terms of getting an LTO student permit.
To minimize any delays in completing your student permit application, make sure to complete all of the prerequisites before visiting the LTO office.
- Application for Driver’s License duly completed (ADL). This may be obtained at the LTO office or downloaded from the LTO website .
- Assess your health in an LTO-accredited clinic (this will serve as your proof of physical and mental fitness to drive).
- One (1) photocopy of a birth certificate from the Philippine Statistics Authority (PSA) or the National Statistics Office (NSO). Bring one (1) photocopy of the Marriage Contract from PSA/NSO for married women. If you have a valid passport, you may then provide a photocopy. Please provide the originals for verification.
- For applicants under the age of 18, provide one (1) parent/guardian consent letter permitting the applicant to get a student permit, along with one (1) original and one (1) photocopy of any valid identification.
- One (1) photocopy of any issued ID containing the applicant’s photo and signature. Bring your original ID with you for verification.
- One (1) copy of a medical certificate from an LTO-accredited medical clinic. The licensed medical clinic also electronically transmits this certificate to LTO.
- Certificate of completion of a 15-hour Theoretical Driving Course (TDC) from an LTO-accredited driving school or LTO Driver’s Education Center.
- If the applicant is employed, provide a Taxpayer Identification Number (TIN).
Can I get an LTO student permit online?
Since the COVID-19 outbreak in the Philippines, the LTO now allows you to apply for an LTO student permit online.
Applicants can now apply for a student permit online using the LTO’s web site.
Here are the steps on how you can apply online:
- If you don’t have an account yet, go to https://portal.lto.gov.ph and select ‘Register Now.’ If you have already registered on the site, click Log In.
- Read the Terms and Conditions, then click ‘Yes, I accept.’ Before going to the next step, encode the security code. When you’re finished, click the ‘Next’ button in the lower right corner of the page.
- Select your registration method. Choose ‘Enroll as an Individual’ to access the registration form.
- You’ll be asked if you already hold a driver’s license. Because you’re applying for a student permit, choose No.
- Next, provide your personal information, such as your email address, birth date, mother’s maiden name, and contact information.
- Check your email for a verification link and click it. Please confirm your email within 24 hours. Otherwise, your account will be terminated automatically.
- Create a safe and strong password after verification.
- Sign in to your account with your login information.
- On your dashboard, go to ‘Licensing’ and fill out your online application form.
- Select the sort of service you wish to use from the service list. Select ‘Student’s License’ in this section.
- Fill out your application form by specifying your chosen application time and LTO office. You may also use this method to submit your medical certificate and make payments.
What is the validity of the LTO student permit?
The student permit is only valid for one year after it is issued. That is, if you do not get a non-professional driver’s license before the expiration date of your student permit, you will be required to obtain a new student permit.
If your student permit has already expired, you will be unable to complete the practical driving course.

Is the LTO student permit a valid ID?
According to the LTO Makati District Office, the student permit is simply a temporary permission and is not considered a legitimate identity number for transactions with government offices and banks.
However, DFA and SSS consider the student permit as a legitimate ID as long as you present it with its official receipt; so, you must carefully keep your student permit’s official receipt from LTO.

NON-PROFESSIONAL DRIVER'S LICENSE QUALIFICATIONS
- Applicant must be physically and mentally fit to operate a motor vehicle.
- He/she must be at least seventeen (17) years old.
- Applicant have undergone and completed at least 8 hours of Practical Driving Course (PDC) from an LTO-accredited Driving School.
- Must be literate - able to read and write in Filipino and/or English.
- Applicant have passed the written or computerized and practical examination (driving test).
- License applicant must be a holder of a valid Student-Driver’s Permit for at least thirty one (31) days from issuance.

Lto non-professional driver's license requirements checklist.
- Duly accomplished Application for Driver's License (ADL) . You can get this at the LTO office, or you may download the form from the LTO website .
- Original copy of valid Student-Driver's Permit.
- Original copy of Practical Driving Course (PDC) Certificate.
- One (1) photocopy of one valid ID.
- Presentation of one (1) copy of the medical certificate from an LTO-accredited clinic. This certificate is also electronically transmitted to LTO by the accredited medical clinic.
- Note: If you are applying for a license in less than 2 months from the issuance of your Student Permit, you will not be submitting a medical certificate because the one you submitted when you applied for Student Permit is still valid. This is based on my experience.
- For applicants aged 17 years old, submit one (1) parent's/guardian's consent letter authorizing the applicant to secure a student permit with presentation of one (1) original and submission of one (1) photocopy of any valid government-issued ID of the parent/guardian. ID should have photo and signature.

Step-by-step procedures in getting an lto non-professional driver's license.
- STEP 1: Go to the nearesr LTO Office. Proceed to the evaluation window to submit the requirements. In this step, an LTO staff will evaluate if you have the complete requirements. This is also the window, where you will submit the requirements. After that, they will give you a queue number.
- STEP 2: Go to the waiting area and wait for your number to be called. When called, proceed to the window where they will take a photo of you and get your signature. Then proceed to the Cashier for payment exam fee which is ₱167.63 pesos .
- STEP 3: Proceed to the examination room to take the exam . This could be computerized (for LTO Offices using the new system) or written exam (for LTO Offices using the old system). You will get the exam result after a few minutes.
- STEP 4: Bring the exam result to the actual driving test window. In this step, you will undergo a driving test depending on the restriction code/s you are applying for. If you brought a car or a motorcycle, you may use it for the driving test, or you may rent one from private testing testing centers found outside or near LTO Offices. I rented one and paid ₱200 pesos .
- STEP 5: Go back to the waiting area, and wait for your name to be called at the cashier for the payment of fees . Here, I paid ₱652.63 pesos for the non-professional driver's license with restriction code 2. Please note that fees may vary in this step depending on the restriction code/s you are applying for. Addtional fees apply if you are getting more restriction codes.
- STEP 6: You will then be called at the window for the biometrics . In this step they will get your signature, scan your fingerprints, and take your picture. Then, they will ask you to double check all the information that will be printed in your driver's license.
- STEP 7: The last and final step is the releasing of your non-professional driver's license along with the official receipt.

- Written exam - ₱167.63
- Drive test car rental - ₱200.00
- Non-Pro license fee - ₱652.63

Tips and reminders in getting a non-professional driver's license.
- Get your Practical Driving Course (PDC) and PDC Certificate only from LTO-accredited driving schools. Here is my video on how to take PDC and how to get a PDC Certificate .
- Be sure to review before taking the exam. You may review using the LTO Portal and other available reviewers online. For tips on how to pass the LTO Exam, you may watch this video on tips how to pass the LTO Exam .
- Make sure that you already have all the requirements (including the photocopies) before going to the LTO Office to avoid any delays.
- Go to the LTO Office early in the morning so you could finish it within the day. Based on my experience, I went there at 07:00 am and got my new nonpro license at around 02:00 pm.
- Dress appropriately, there are LTO Offices that don't allow applicants wearing short pants.
- If you are wearing eyeglasses, wear it during application, especially during the practical driving test.
- Non-professional driver's license is valid for five (5) year.

Who can enter Russia
At the time of writing, Russia has opened its borders for citizens of the following countries:
- Great Britain
Citizens of these countries can freely enter and leave Russia subject to visa regulations. That is, citizens of the UK, Tanzania and Turkey need to obtain a visa prior to arrival in Russia. As for Abkhazia and Belarus, Russia has a visa-free regime with these countries.

Additionally, on August 2, 2020 Russia opened its borders for Swiss nationals, but international flights to and from Switzerland will only resume on August 15. Flights will be operated once a week on the Moscow-Geneva-Moscow route.
Nationals of other states can also enter Russia if they:
- are family members of Russian citizens (family members include spouses, parents, children, carers and guardians). Grandparents and siblings are not included on the list. When applying for a visa, you will need to provide documents showing proof of kinship;
- have permanent residency in the Russian Federation. A temporary Russian residence permit is not accepted;
- are travelling to attend the funeral of a close relative. To enter the country, they will need to provide the death certificate and documents showing proof of kinship;
- are travelling to look after close relatives. To enter the country, they will need medical certificates and documents showing proof of kinship;
- are travelling to Russia for medical treatment. To enter the country, they will need to provide a certificate issued by a Russian state-run or private clinic. The document must state the date of the medical appointment, the patient’s full name, the name of the procedure and also the particulars and stamp of the medical organization.
There are several categories of foreign nationals to whom Russia has not prohibited entry. They include:
- Employees of consular establishments in the Russian Federation;
- Truck drivers delivering goods to Russia;
- Members of official delegations and persons who hold official visas;
- Aircraft crews, sea and river vessel crews and train and locomotive crews of international railway services.
In all other cases, crossing the border of the Russian Federation will be regarded as illegal. People violating this law can be fined up to 200,000 rubles (approx. $2,668) or face compulsory labor or imprisonment for up to two years.

- Persons with dual nationality;

Resumption of air travel and flight cancellations
Despite the lifting of restrictions on travel to and from Russia, Russian passenger airlines have started to experience problems with international flights.
From early June, the Russian flagship carrier Aeroflot was selling tickets for flights from Moscow to dozens of cities, including Frankfurt am Main, Paris, London, New York, Rome, Seoul and Tel Aviv.

According to the Russian Federal Air Transport Agency’s (Rosaviatsiya) website, the majority of Russian airlines are primarily planning to resume flights to Turkey, which is a popular summer vacation destination among Russians.
“The number of regular and charter flights to Turkey is to be significantly increased from August 10. Russian carriers Sibir, Ural Airlines, Royal Flight, Nordwind Airlines, Azur Air, Rossiya Airlines and iFly are all planning to commence flights,” the air regulator’s website says. Flights to Moscow by international air carriers Turkish Airlines and British Airways are also expected to resume.

To drive legally in the Philippines, you must hold a license and pass the required tests. However, you can only get a driver’s license if you first apply for a student’s license at the Land Transportation Office (LTO).
The LTO Student Permit enables learners to legally practice driving and eventually apply for a driver’s license. LTO Student’s Permit Requirements and Procedure 2022
Every now and then, the requirements for getting a student’s permit change. This would depend on what the government and the LTO would say. This year, the eligibility requirements in applying for a student’s permit are:
- The applicant should be at least sixteen (16) years old for Filipino Citizens
- Must be literate; the person applying should be able to read and write in Filipino and/or English
- Must be both physically and mentally fit to operate a motor vehicle
- Must not have unsettled traffic violation
If the applicant is a foreigner, the applicant must be at least eighteen (18) years old and must have been in the Philippines for at least one (1) month and proof of stay for at least six (6) months.
Student’s permit license documentary requirements
Once all of the criteria listed above are met, the applicant can now prepare the documentary requirements. First off, do know that some documentary requirements might not be included here. So, to be sure, always bring a photocopy of the requirements you are going to bring. The documentary requirements would be:
- Appropriately filled-out and accomplished application form of driver’s license
- If the applicant is below (18) years old, they need to submit an original copy of your parents/guardian/s consent together with a photocopy of at least one (1) of their valid IDs.
- A medical certificate given by a licensed practicing physician. This medical certificate would tell the LTO office that the applicant is physically and mentally capable of handling a motor vehicle.
- An original and a photocopy of the applicant’s PSA-certified birth certificate (with marriage contract for married women)
- Any issued ID with photo and signature
- 15-hour Theoretical Driving Course certificate of completion
- Taxpayer’s Identification Number (TIN), if employed
If the applicant is a foreigner, they need to submit both the original and the photocopy of their passport with the entry date of at least one (1) month. In addition, the visa duration should be at least one (1) year from the date of application. If the foreigner is born in the Philippines, he/she needs to present both the original and the photocopy of the PSA-certified birth certificate.
Now that you know the eligibility requirements and the documentary requirements, you can now start with the process. It’s actually really simple, just bring all of the requirements you need, proceed to any LTO office, and wait for two (2) to three (3) hours with the process, and voila! You’ll get your student’s permit in no time.
Tips on applying for the LTO student’s permit
1. When you go to apply for a student’s permit, line up at least 1 hour earlier before you plan ongoing. At around 6 or 7 AM, the line is already long.
2. Bring everything on your first trip there to avoid delays. You will be expecting a train-ride when you go there so it’s better if you already have everything with you.
3. Expect long lines. All government offices offer this type of deal so it’s better if you finish everything on your next go.
4. Food and water aren’t banned. In LTO stations, there are stores nearby but it’s better if you bring your own snacks and food to avoid going in and out of the office.
How much is the fee for you to get a student’s permit?
Every now and then, the fees change. As of July 2018, the price of applying for a student’s permit is Php317. 63. This does not include the medical examination fees, though.
1. Proceed to the LTO office. There would be instructions on the windows there. More so, the guards and other personnel would be able to assist you where you need to go.
2. Once you submit your documents, you have to wait for the staff to encode your details in the LTO system when your documentary requirements get approved.
3. After all of the verification, they will call you to a separate window where you need to have your picture and signature taken.
4. Once all information is entered, you will be called to the cashier to pay the fees.
5. Wait for the process and they will provide either a student ID card with a receipt or a paper claiming that that is the student’s permit.
That's all guys, now that you know all that you need in order for you to apply for an LTO student’s permit, you just have to prepare all documents, make sure that you’re eligible, and endure the lines in the LTO.

Lto to implement stricter no plate no travel policy.

The Land Transportation Office (LTO) is now implementing stricter adherence to its No Registration No Travel Policy. The government office has released a new memorandum with regards to the reiteration of the No Registration No Travel Policy which was dated November 10, 2020. This was done in light of a viral video between the Highway Patrol Group (HPG) and an SUV that was found to be traveling without a license plate and a conduction sticker. It is hoped that with stricter implementation and in conjunction with law enforcement this will further curb illegal activities of lawless elements who intentionally use motor vehicles with no license plates to commit crimes.
Cars found to be traveling without a license plate and without conduction sticker will be flagged down. Vehicles that have a license plate but do not have a conduction sticker will not be flagged down as the plate serves as a form of identification. Vehicles that only have a conduction sticker are also safe provided that the conduction sticker is also represented on the temporary plate. The driver may also provide a sales invoice for the vehicle as well. It is important to note, however, that the invoice is only valid for 7 days with limited travel.
If flagged down the driver of the vehicle will then have to produce the Certificate of Registration and Official Receipt for the vehicle. Fines and other penalties under Republic Act 4136 will be subjected to the driver of the vehicle if these documents cannot be produced. The LTO states that this will be done without prejudice to the liability of the concerned manufacturer, assembler, importer, and dealer.
The LTO has also notified car dealerships and reiterated the Administrative Order (AO) 83AO-DIR-001 as well with regards to the issuance and use of motor vehicle conduction stickers. The AO provides that conduction stickers attached to a motor vehicle shall be valid until the same is sold and delivered to the end-user. The end-user must then register the vehicle within 7-days from the date of delivery. The government body also suggests that prior to the release of a brand new vehicle, car owners must be briefed on these new policies and that they should be advised to coordinate with authorities when told to do so.
Car dealerships found violating the aforementioned guidelines will be subject to appropriate administrative action in accordance with the existing policies, rules, and regulations.

LTO Enforces “No Registration, No Travel” Policy for Vehicle Owners
The Land Transportation Office (LTO) , in a bid to streamline the registration of motor vehicles and improve road safety, has reiterated its strict operation of the “No Registration, No Travel” policy. The policy is aimed at reducing the number of delinquent vehicles, which currently stands at a staggering 24.7 million.
So this is a reminder to all vehicle owners in the Philippines, especially those with expired registration, to renew their vehicle’s registration as soon as possible. Failure to do so may result in penalties and inconvenience for both the owner and other road users.
Calling All Government Agencies
At the helm of this initiative is LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II. Mendoza has instructed the agency’s regional directors to liaise with other government agencies and consolidate a list of vehicles with expired registrations. These vehicles are often still in use, posing a threat to other road users.
“We are seeking the assistance of these government agencies for the renewal of the registration of the delinquent vehicles under their respective offices,” Mendoza stated, calling for unified efforts to improve road safety in the country.
No Time to Waste
Owners of vehicles with expired registrations have been urged by Mendoza to renew their vehicle registrations as soon as possible. As part of the implementation process, more enforcers will be deployed to implement the “No Registration, No Travel” policy.
The push for strict implementation was prompted by instructions from Department of Transportation Secretary Jaime Bautista, who urged stringent adherence to Republic Act 4136, the Land Transportation and Traffic Act. Specifically, Section 5 of the Act, which necessitates the compulsory registration of all motor vehicles.
Safety Comes First
Mendoza also highlighted the importance of routine checks in ensuring the road worthiness of vehicles. “This provision clearly states that no motor vehicle shall be used, driven or operated on the roads without being currently registered with the LTO,” Mendoza reminded.
Currently, around 65% of the motor vehicles in the country are classified as delinquent, with owners either failing or deliberately refusing to register their vehicles.
A Hit to the Government’s Pocket
The lack of vehicle registrations not only poses a safety risk but also has financial implications. The government has reportedly lost approximately P37 billion in uncollected payments due to unregistered vehicles. These uncollected payments are from the 24.7 million vehicles that have not been registered for at least a year.
The LTO is now coordinating with other law enforcement agencies to strictly implement the “No Registration, No Travel” policy, urging citizens to comply and reminding them of their obligations.
In Mendoza’s words, this is not just about revenue but about “the road worthiness of vehicles and the safety of all road users”. It is a call to action for all vehicle owners to uphold their responsibilities and ensure the safety of all road users.
The LTO’s commitment to enforcing the “No Registration, No Travel” policy is clear. As the policy takes effect, road users, vehicle owners, and government agencies alike are urged to take the necessary steps to comply, ensuring safer roads for all.

LTO Driver's License Requirements and Limitations

A driver's license is more than just a laminated ID card that proclaims a motorist’s identity and capability; it also symbolizes freedom through personal mobility. Both Filipino citizens and foreign nationals can avail of the privileges of having a driver's license; if they wish to operate a motor vehicle anywhere in the country, provided that they follow the process to get one.
Moreover, they also need to adhere to the limitations or restrictions as stated in the license; otherwise, they might end up paying fines for various violations, and even have their license revoked.
I. Driver's license basics: the tiers
There are three tiers to having a driver's license in the Philippines. Drivers start out by having a student's license, also referred to as a student permit. This allows them to drive a motor vehicle, although they must be accompanied by someone who possesses either a non-professional or professional driver’s license .
After one month, a student license holder can apply for a non-professional license, which entitles him or her to operate a motor vehicle independently. A driver must be a non-professional license holder for at least six months in order to be eligible for a professional license, which is required if one drives a vehicle as an occupation.
If the drivers want to change anything on their driver's license, they will need to submit a request, either it be a name change or an LTO change address request.

II. Limitations and restrictions of each category
For you to understand what your license entails, we've gathered relevant information for each type; this will inform you of what is allowed or not for each license category. You will not to ask some questions like: "Can i drive with student permit only?" or "Can a student driver drive with non pro license?". Comprehending the driver license restrictions will save you from getting into trouble with traffic enforcers and having to pay the resulting penalties. To start off, let's discuss what you need to know upon getting your student's permit.
1. Student permit
- Once you have your student permit, you should be able to drive a privately-owned vehicle.
- You are allowed to drive only when accompanied by someone who possesses either a non-professional or a professional license. This applies to whatever destination you intend to go using a motorized vehicle.
- You and any passenger you are traveling with are required to use the necessary safety gear. Some examples of this are seatbelts (for four-wheeled vehicles) helmets, knee pads, elbow pads, and spine protectors (for motorcycles).

- Slippers, flip-flops or thongs are not considered safe, and their use is discouraged regardless of the motor vehicle you intend to drive.

2. Non-professional driver's license
- Student's license or even just the receipt as proof of your possession.
- You need to file an affidavit of loss with the Land Transportation Office; this should be accomplished by you, and duly notarized by a lawyer.
- Good eyesight, as evaluated by the ophthalmologist, in order to pass. Applicants with less than 20/20 vision will still have a chance of being granted a non-professional license, under the condition that the necessary corrective lenses be used.
- The driving license exam consists of two parts: written and practical. The written exam involves a series of multiple choice questions, while the practical exam requires you to execute basic driving maneuvers in the presence of an evaluator, who will assess your performance behind the wheel. Passing both exams entitles you to receive your non-professional driver's license. However, if you fail the LTO Driving test , you will need to re-take both at a later date.

Limitations
Drivers with a non-professional license are entitled to operate the following:
- Motorcycles/motorized tricycles (Restriction code 1)
- Vehicles that weigh up to 4500kgs (Restriction code 2)
- Vehicles equipped with an automatic clutch and weigh up to 4500kgs (Restriction code 4)
Drivers with a non-professional license are entitled to drive vehicles that can weigh up to 4500kg (cars, SUVs, vans)
3. Professional Driver's License
However, the restriction codes assigned to you will depend on your capability to drive a particular vehicle; for instance, driving a 16-wheeler trailer truck or a bus is different from driving a sedan taxi unit.
You will be allowed to indicate the restrictions that you intend to apply for. Depending on what these are, you will be given a practical test with each vehicle that corresponds to the number. Usually, a vehicle will be provided for the test drives at the LTO branch you are applying at; if not, you will be responsible for providing one.

LTO Portal Registration Guide: How to Register in LTMS Portal
Have you ever been to an LTO office and felt frustrated by the long lines and tedious paperwork? I know I have. That’s why I was pleasantly surprised when I learned that the Land Transportation Office (LTO) has launched a new online system that makes applying for and renewing driver’s licenses, student permits, and vehicle registrations much easier and faster.
The new system is called the LTMS , or Land Transportation Management System. It is a web-based portal that allows you to submit your applications and renewals online without having to visit an LTO office in person. You can also access other services such as scheduling appointments, paying fees, checking the status of your transactions, and more.
However, not everyone is familiar with how to use the LTMS portal . When I went to renew my driver’s license, I saw some elderly people who looked confused and frustrated. They told me that they had to register with the portal first before they could take the CDE test, but they didn’t know how to do it. They asked me if I could help them, and I gladly agreed.
That’s when I realized that there might be many others who need help with the LTMS portal registration. So I decided to create this guide to show you how easy and convenient it is to register and use the LTMS portal. In this guide, I will explain the steps you need to follow, the information and documents you need to prepare, and the benefits you can enjoy from using the LTO portal. By the end of this guide, you will be able to register and use the LTMS portal with confidence and ease.
How to Create an Account in the LTO LTMS Portal
To use the new LTO online system, you must first create an LTMS account on the LTO Portal . To do so, you’ll need to follow these nine easy steps:
1. Go to the LTMS Website
Access the portal website by entering the URL: https://portal.lto.gov.ph/ using a computer with a good internet connection. Yes, you can also access the LTMS portal using a smartphone. It is just much easier to use a computer when transacting online. But you can always use what is available and what you are most familiar with.
After the webpage loads, click the Register Now button. Do not worry if you do not have a driver’s license yet. You will be able to sign up regardless of whether or not you already have a driver’s license.
2. Read the Terms and Conditions
Read the Terms of Service and tick the box that states you accept them, then complete the CAPTCHA to prove that you are not a bot. If you cannot read the generated security code, click the refresh link to generate a new one. Click the “next” button to proceed to the next page.
3. Start the Enrollment Process
The portal will now redirect to the registration page. If you are an individual, click the “Enroll as an Individual” icon. Otherwise, click the appropriate option for you. But this guide will only focus on the registration process as an individual. We will discuss the process of LTMS registration for an organization in a separate post.
4 . Enter your Driver’s License Details
If you already have a driver’s license, click the “Yes” button, then fill out the online form with the information from your card. If you do not have one, click the “No” button to proceed. Many complain that their license numbers are not recognized or do not match any records. If you encounter this problem, click the “No” button and proceed to the next registration stage.
The LTMS will ask if you are a Filipino citizen. Click “Yes” if you are a Filipino, then tap the “Next” button to proceed to the next step. If you are a foreigner, state your nationality using the drop-down menu and enter your Philippine-issued Alien Certificate of Registration (ACR) number and expiration date. Click Next to proceed.
5. Fill out the Registration Form
Fill out all of the essential information to create an account. Use the active email address and mobile number to which you have access. Remember to write it down or save a note with your email address on your smartphone or computer. This way, you won’t forget the email address, which you will use if you forget your LTMS password.
6. Activate your Account
After creating your account, please verify your account registration within twenty-four (24) hours , otherwise, it will automatically be deleted. That is why you need an accessible, valid email address. You will receive an email to your registered email address for verification purposes. To activate your registration, click the link in the verification email. It will redirect you to the LTMS website, where you have to nominate an 8-character account password using the on-screen guidelines.
7. Log in to the LTMS Portal
After you finish the steps above, the portal will give you a 15-digit LTO Client Number as your username. Do not close the webpage until you have recorded the account number! Use this client number to log in to the LTO Portal and gain access to your account. So make sure you either utilize your device’s or browser’s password autofill option or remember it. In my case, I am using a password manager to save the login details. Do not forget to record or store your 15-digit LTO Client Number on your mobile device or computer . You will use this client number if you forget your LTMS password.
8. Complete your Profile
After logging in, click the Profile icon, then fill out the online form. Make sure to enter the correct personal information, especially those with red marks. Any incorrect information or misrepresentation entered in your profile may delay or reject your application. After completing your account profile, click the “Apply Changes” button to save your profile. The portal will now redirect to the main page. You can choose the transaction you want to accomplish using the LTO’s Land Transportation Management System.

- Driver’s license application and renewal.
- Payment of Driver’s License
- Replacement of a lost or damaged license.
- Conversion of foreign driver’s license to local driver’s license (professional and non-professional)
- Reclassification of a driver’s license from non-professional to professional.
- Additional restriction code or category request
- Certificate of No Apprehension request
- Request for Submit position papers for contested cases of traffic violations
- Revision of records
- Online Motor vehicle registration
- Access their e-learning module to prepare for the LTO CDE Validating Exam.

I forgot my LTMS password. What should I do?
Click the “Forgot Password” link on the login page. It will redirect to a change password window. Enter your registered email address or your 15-digit LTO Client Number. LTO will send a confirmation email to your registered email address. Follow the instructions in the email on how to change your password.
Is it truly necessary to create an account in LTMS?
You need an LTMS account when applying for a student permit, a new driver’s license, or renewing your driver’s license. You must first pass the Comprehensive Driver’s Education (CDE) exam to obtain your license. This examination will only be available through the LTO LTMS.
You do not require an LTMS account if you only apply for a vehicle registration renewal unless the LTO office instructs you to do so.

Upon “enrolling as an individual” my license number is not recognized so I clicked the “No: button. I proceeded with the application smoothly until I reached to the point where I need to choose whether my application is for a new DL or a renewal. Of course I choose “Renewal”. Is the Trans-Siberian Railway expensive?
Before starting on your Trans-Siberian Railway adventure you naturally want to know what the entire trip will cost. Although this sounds like a simple question, it is pretty difficult to answer. The Trans-Siberian Railway price of travel depends on the following factors:
- Which travel class do I want to use? The price for a first class ticket is about three times the price of a 3rd class ticket
- Am I willing to buy the tickets myself and assume responsibility for the organisation of the trip?
- How many stopovers do I want to make? The more breaks, the higher the total price.
- What sort of accommodation do I want? Will it be a luxury hotel or will a hostel dormitory be sufficient?
- What tours and excursions would I like to go on?
- What is the current exchange rate for rubles?
Basically, everything from a luxury to a budget holiday is available. If you buy yourself a 3rd Class nonstop ticket at the counter, a few hundred Euros will cover the price. All you will experience is a week on the Trans-Siberian train and will see nothing of the cities on the way. There is, however, any amount of room for upward expansion. Everyone makes different choices about which aspects they are willing to spend money on. I personally prefer to save money on accommodation and railcar class, visit as many cities and do as many trips as possible. To enable better classification of your travel expenses I have contrasted two typical traveler types. In the third column you can calculate the total cost of your own journey on the Trans-Siberian Railway. Please keep in mind that these are only rough estimations and not exact prices.
The all-in costs seem fairly high at first. However, they cover everything and it is quite a long journey taking four weeks. Many people forget to consider that when looking at the list. We should also deduct the running costs for food and leisure at home. I think most visitors to this page will classify themselves somewhere between the two categories, that is around the € 2,000 – € 2,500 range. When comparing these prices with other travel packages, you get the impression that it is hardly worthwhile travelling individually on the Trans-Siberian Railway. Please keep in mind that most packages last no more than 14 days and you are herded like cattle through the most beautiful locations.
If you spend less time on the Trans-Siberian Railway you will, of course, pay less. I chose this particular travel length because I prefer not to do things by halves. If you fulfill your dream of travelling on the Trans-Siberian Railway, enjoy it and don’t rush things. But it’s up to you, of course. Try playing around with the form a bit to find the appropriate price for your trip.
