CB with electronic trip seal

Hi, I have a question regarding breakers with solid state trip units with adjustable long time. The project was installing a panelboard (800A 347/600V 3Ph 4W) to feed some new feeds in a customers expansion (freezers, tow motor chargers, and several machines). One of the breakers feeding a machine was a 60A frame with an electronic trip unit that had an adjustable trip unit dialed to 45A - it adjustable by a dial in the front of the breaker. The inspector wants to see a seal on the trip unit to stop anyone from accidently' dialing the breaker up to 60A which is the max setting. I do not want to piss him off but where does it say in the code book that I need to provide a seal to stop this from happening? The board is located in a locked electrical room and only authorized people have access. I also asked him what would he do if these were fusible units and I stuck 45A fuses in a 60A disconnect switch - what is stopping someone from sticking in 60A fuses??

What size wire do you have from the machine to the breaker, if it's good for 60A ... then he does not have a leg to stand on. Lol to drop the ball back in his court, check to see if there is a "seal" / anti-tamper device for the breaker available from the manufacturer, when you can't find one, tell him that there is not one from the manufacture of the breaker and you know of no CSA or UL approved method of modifying the breaker to meet his specific request and to please advise on the method that he requires it to be "sealed". Or maybe a label-maker note on the panel sched that says 45A max. Or cut a nice square of electrical tape and place it on the trip unit, and that may shut him up without wasting any more of your time. If the fused system has wire smaller than the rating for the disconnect system and lets say you run 60A in a 100A disconnect. Then you must write the max fuse size on the disconnect. If the wire is rated for the full 100A, you don't write anything.

I don't know anything at all about Canadian code, but I'd still bet money that inspector is full of crap. "Accidentally" changing the trip setting? How does someone do that? I was standing nearby and my terminal screwdriver just slipped out of my hand and when it bounced off this unprotected trip unit it rotated the long-time dial! Darn! If a fool is determined to play with something they shouldn't be playing with, a little protective cover isn't gonna stop them.  

To answer your questions we ran #6 to the machine! The manufacturer does have a seal available but get this.......the cover is a think piece of plastic that gets locked out with tiny little plastic wrap smaller then and smallest tye wrap. I will install it and then ask him, to he above point, how is this little thing going to stop anyone from tampering with it. Thanks for all your assistance guys! John

Actually they did just add something about this to the NEC but I don't know about Canada  

240.6(C) Restricted Access Adjustable-Trip Circuit Breakers. I found this...... 14-304 Non-tampering circuit breakers "Branch CB's, unless accessible only to authorized persons, shall be designed so that any alteration by the user of either tripping current or time will be difficult" ......what the hell does 'difficult' mean

All that the tamper seal for an ETU (Electronic Trip Unit) is meant for is that IF something goes wrong and someone investigates why the breaker failed to trip, then a broken tamper seal says that someone may have messed with it. It doesn't say WHO did it, just like putting in a 45A fuse doesn't say WHO installed it either. That is left up to professionalism. That's why the "tie-wrap" device is so small, as you noted smaller than anything readily available as a tie-wrap. They don't want the average Joe to be able to easily replace it in a hurry after the fire is out. If the breakers did not have ETUs, i.e. Thermal-Mag breakers with adjustable thermal trips, you cannot get UL / CSA listing for them as "circuit breakers", only as manual motor starters where they can only be used for motor control. This problem with adjustable ETU breakers has always been there however because people needed to use them for highly coordinated systems, and needed the more complex tripping adjustments, plus were willing to pay a lot more for them. So UL and CSA allowed them to be listed as Circuit Breakers knowing the intended use was, as mentioned, when part of a switchboard or switchgear that had controlled access to qualified personnel only. It's for that reason that ETUs were not available on anything below a 250A Frame for years. That has changed now because ETUs are less expensive to make, hence the AHJs being on guard for it being misapplied.
