Riding North on U S Highway 79 through bean and cotton fields in east Arkansas hungry at noon, no buildings for miles, Just up ahead I see the entrance ramps onto I-40. Suddenly a lone concrete block country grocery store appears, with sign saying "food... here".. It was far from fancy, more than 50 years old, but one semi was rumbling in the lot. I am so glad I went in because there was a counter overlooking the griddle where I took a seat with the trucker. The owner was friendly, the cook had her back to me working away, a chalk board menu above her, and something was sizzling. A sign proclaimed that they served real Angus beef here. Suddenly the trucker two seats over was served a hamburger, the meat extending fully beyond the warm, griddle toasted bun. No question, decision made, " I'll have one of those." It came moments later with a smile from the cook and friendly conversation with the owner, and fixed just the way I like it. Fun, happy, 20 minute experience and a wonderful American hamburger too. Man charged with sexually assaulting, trafficking 14-year-old girl

The final person who was reportedly involved in sexually assaulting and trafficking a 14-year-old girl, a series of Odessa Police Department affidavits detailed, was arrested late Wednesday night, according to the

PJ Russell Proctor, 32, was charged with two counts of aggravated sexual assault of a child, a first-degree felony, indecency with a child, a second-degree felony, and trafficking of persons under 18, a first degree felony. Proctor is also charged with failure to appear for driving while his license was invalid, a class B misdemeanor, from Dec. 17, 2018.

The other two people listed in Proctor’s affidavits have already been arrested and charged, jail records show. The other people involved were the 14-year-old girl’s mother, Ashley Jacobson, 34, and 23-year-old Marshall Wayne Dillion Woolis. Proctor was detailed in several affidavits as Jacobson’s boyfriend and Woolis’ brother.

Jacobson was booked in the Ector County Law Enforcement Center on Feb. 23, while Woolis was booked on Feb. 9, jail records show. Proctor has six bonds totaling $805,000, while Jacobson has five bonds totaling $361,000 and Woolis has 25 bonds totaling $950,000. All three are still in custody.

OPD responded to a complaint that several men in a neighboring motel room were talking about performing sexual acts on a 14-year-old girl at 11:03 p.m. Jan. 18 at Motel One, several OPD affidavits stated. The sexual assaults reportedly happened from Jan. 7 to Jan. 13.

Jacobson was charged with endangering a child, a first-degree felony, endanger child imminent danger bodily injury, a second-degree felony, trafficking of persons under 18 (aggravated sexual assault of a child), a second-degree felony, failure to report aggravated sexual assault of a child, a class A misdemeanor. Jacobson also had a motion to revoke probation for an injury to a child charge, a third-degree felony, from Midland County.

Woolis was charged with 12 counts of aggravated sexual assault of a child, a first-degree felony, 12 counts of indecency with a child (sexual contact), a second-degree felony and trafficking a person under 18 with aggravated sexual assault of a child, a first-degree felony.

The 14-year-old girl was reported as a runaway from the Dallas area through Child Protective Services, an OPD affidavit stated. Jacobson reportedly facilitated the transport of the girl from Garland to Odessa. Jacobson did not have legal custody of the 14-year-old, the affidavit detailed.

Between Jan. 7 and Jan. 13, the 14-year-old stated she was sexually assaulted numerous times by Woolis and Proctor. The girl also stated she was exposed to and was under the influence of methamphetamine as numerous males engaged in sexual intercourse with her.

The 14-year-old was transported to a hospital for a SANE exam, affidavits detailed. The girl told the SANE nurse that several males had engaged in sexual intercourse with her. The 14-year-old also stated to the child advocacy center that she performed a sexual act on Woolis more than once.

Dr. Cori Armstead works as the executive director of the nonprofit organization Reflection Ministries, which has the main purpose of combating sex trafficking. Armstead worked in hospice and at Midland Memorial Hospital as a certified sexual assault examiner and did the forensic exams for 14 years prior to being employed by Reflection Ministries.

Armstead said trafficking is prevalent in the Permian Basin, but she said it’s important if a person suspects suspicious activity to contact law enforcement or the National Human Trafficking Hotline. A person also has the ability to report human trafficking on the Department of Public Safety phone app.

“It’s common and the more people are aware of it, the more I think there are reports or discovery of victims,” Armstead said. “It’s common. It’s here. If somebody sees something that is concerning, we want them to say something whether it’s law enforcement, the National Human Trafficking Hotline or Crime Stoppers. There’s a multitude of things. They just need to alert the hotline or law enforcement about their concern.”
