Singapore and economic growth are synonymous. It’s one of the most flourishing economies in the world. Excellent infrastructure, helpful government, and a great business environment make Singapore the best place for businesses.

Foreigners move to Singapore for fantastic employment opportunities. Also, in June 2021, the total foreign workforce was 1,197,100 . Although it’s comparatively lower than the last few years, it’s still considerably good.

However, there are limitations concerning the family members Employment Pass (EP) or S Pass holders can bring along or the duration of the stay. There are different passes offered to family members of the work pass holders. Dependant’s Pass is pretty famous, but you’ve got another choice — Long Term Visit Pass (LTVP).

So what is LTVP? How can you get one?

What is Long Term Visit Pass (LTVP)?

The LTVP is for a common-law partner/spouse, handicapped child, or stepchild of an Employment or S pass holder. Also, remember, one can also apply for this pass for their parents if they earn over $12,000 per month.

There is another pass called the Singapore Long Term Visit Pass-Plus (LTVP+). This has been designed for the Singapore Permanent Residents (SPR) or Foreign Partners/Spouse of Singapore Citizens (SC).

If foreign spouses/partners of Singaporean citizens have applied for LTVP, they will automatically be considered for the LTVP+if they are eligible for it.

This pass will offer Singaporean citizens’ foreign spouses/partners a verified stay by allowing the partner to stay for a longer period. If approved, they can live in Singapore for around 3 years. After the renewal, they can stay for about 5 years.

The best thing is LTVP+ holders are offered employment and healthcare benefit.

Eligibility

Both Employment Pass and S Pass holders can apply for the LTPV for their family members. In simpler terms, the holders are responsible for the members that apply for the pass. They have to bear the sponsorship.

However, not all family members are eligible to apply for the pass as per the Ministry of Manpower (MOM) . Only a few family members are eligible for the sponsorship, and they are:

  • Common-law Spouse
  • Parents (those who earn at least $12,000/monthly)
  • Disabled kids who are above the age of 21 and unmarried
  • Stepchildren who are under the age of 21 and unmarried

Apart from this, Immigration and Checkpoints Authority (ICA) added the following people as eligible for the LTVP.

  • Visitors with foreign educational degrees and looking for Singaporean jobs.
  • A visitor who uses the educational facilities and looking for Singaporean jobs.
  • A female visitor’s grandchild or child is a Singaporean student on Student’s pass.
  • A visitor’s spouse or partner is a Singaporean Citizen (SC) or a Singaporean Permanent Resident (SPR).
  • A visitor’s child who is above 21 years and is an SC or SPR.
  • A visitor requiring permission to underdo her child delivery in Singapore
  • A visitor who is interested in a prolonged stay.

The holders of LTVP can stay for 2 years in Singapore as for their application type. But they cannot work unless they obtain the S Pass, Singapore Work Visa, or work permit.

If you want to sponsor your parents, you have to meet the following requirements:

  • You have to own an S Pass or Employment Pass
  • Earn at least $6,000 of monthly salary (should be fixed). This is solely on your salary, not the combined income of your home.
  • A Singaporean company or an employer sponsors you.

Couples must meet at least one of these to be qualified for the LTVP+ scheme.

  • They should have at least one kid who’s a Singaporean.
  • Their marriage should be at least 3 years old and have the capacity to sponsor their foreign spouse.

Process of Applying for an LTVP

The process of applying is different for every pass, so you shouldn’t assume that applying for one pass is similar to others. You must submit original copies of the documents in English when you’re applying. If your documents are not in English, you should request a professional translator to do it.

Then, you have to submit the application and wait for MOM’s in-principle approval letter.

After you are in Singapore, you need to apply for passes for your family members.

If the process of applying is through ICA, you have to submit the following:

  • A copy of the passport’s bio page.
  • Embarkation/Disembakation (D/E) card.
  • One of your recent pictures.
  • Additional documents as per the travel’s purpose.

For spouses:

  • Certificate of Marriage
  • Documents mentioning spouses’ educational level.
  • In case you’re divorced, you should have a divorce certificate.
  • If needed, the Letter of Long-Term Visit Pass Eligibility (LLE)

For child/children who are dependent:

  • Birth certificate of the child or children
  • If parents are divorced, the custody documents must be submitted.

For parents of permanent residents or Singapore citizens,

  • Birth certificate of the child.
  • If the child is adopted, the relevant documents.

For a foreign graduate who is looking for Singaporean jobs:

  • The certificate states the highest level of academic qualification.

For the Student Pass holder’s Mother/Grandmother:

  • If applicable, should submit the custody documents/divorce documents.
  • Passport of the Student Pass holder
  • Pass Card of the student

For mother:

  • Birth certificate of the Child.

For grandmother:

  • Birth certificate of the child and their parents.

A foreign visitor planning undergoes her child delivery in Singapore :

  • A local doctor’s letter mentions the mother’s due date and complications if any.
  • A letter from the high commissioner or mother’s embassy says that the child will get the mother’s nationality and passport.

Documents needed from the PR and SC:

  • Identity Card
  • The employment letter mentions the start date, monthly salary, and position.
  • Assessment of Notice for the past 3 years of Income Tax.
  • Central Provident Fund Statment for the last year includes the monthly contribution of CPF.

For self-employed individuals:

  • Certificate of registration from the Accounting and Corporate Regulatory Authority (ACRA)
  • The Profit and Loss Statement of the company for the last 12 months.

If the process of applying is for MOM, you have to do the following:

For spouses/partners (any of the following):.

  • A copy of the common law certificate
  • An embassy letter that mentions you and your spouse/partner is treated as a common-law relationship based on the rules.
  • A legally written statement from you mentioning you and your spouse/partner are living under the common-law relationship rules of your home country.

Stepchildren who are under the age of 21:

  • A copy provided by the court for the child’s custody
  • A letter from the other parent declaring that they aren’t opposed to the decision of the child moving to Singapore.
  • The Health Promotion Board verifies vaccination requirements if the child is below the age of 12.

Dependant children who are above the age of 21:

  • A report from a relevant doctor concerning the child’s condition.
  • The birth certificate including the names of your parents.

Don’t forget that the list is not exhaustive. So if the Singaporean authorities need more documents, they have the right to ask for them.

So if you are thinking about the time duration taken for the application, remember that it differs accordingly. Some might take 7 working days whereas others might go up to 6 weeks.

The sponsor or applicant can find the application status through the Foreign Identification Number (FIN) assigned to them.

Renewing an LTVP

Yes, it’s possible to renew the LTVP regardless of its type. You have to follow the same procedure as you did in the initial application.

If the ICA has issued your pass and you want to renew that, you have to do it 10 days before the expiration of the current LTVP. If MOM has issued your pass and if you want to renew that, you can apply for it at least 6 months from the date of expiration.

It’s vigilant to renew the LTVP at the earliest possible. Though you can’t be assured that you’ll get a new Pass, your renewal request will be considered and evaluated.

Can LTVP Holders Work in Singapore?

Of course, you can. But only if your potential employer is ready to do the needful to get you a Work Pass.

If your LTVP is from the ICA, the employer must request a Letter of Consent (LOC) from the MOM. They can apply for this later through MOM online portal.

What is the difference between a Long-Term Visit Pass (LTVP) and Long Term Visit Pass-Plus (LTVP+) in Singapore? This guide explains it.

What Is the Long-Term Visit Pass (LTVP)?

Long-Term Visit Pass (LTVP) and Long-Term Visit Pass-Plus (LTVP+)

If a pass holder earns more than $12,000 monthly, they may apply for an LTVP for their parents. The LTVP must be applied by an employer or an approved employment agency. An LTVP has a validity period of 2 years and may be eligible for renewal if all the conditions are met.

Foreign worker quotas and levies don’t apply to the LTVP. The fee for an LTVP application is $105. Once the LTVP has been issued, there is a fee of $225 for each pass issued. Multiple Journey Visas will cost $30 if applicable.

LTVPs are generally approved within 3 weeks.

Eligibility Criteria For the LTVP

Those applying for an LTVP for their family members must fulfil certain criteria before they apply. The main applicant must be an EP or S Pass holder. They must also earn a fixed monthly income of $6,000 individually (not combined household income).

An established company in Singapore must sponsor LTVP applicants and EP and S Pass holders. An employer or approved employment agency can apply for the LTVP on your behalf.

Documents You Need to Submit for An LTVP

Applicants of an LTVP must submit several documents for approval . You will need copies of your passport details and your birth and marriage certificate. Additional documents must be submitted depending on the family member applying.

A common-law spouse must submit a common-law marriage certificate. The work pass holder must also submit an affidavit that declares the spouses are in a common-law relationship. The laws in their home country must recognise this relationship. Common-law spouses must also submit a letter from the embassy of their home country that acknowledges the legitimacy of the relationship.

Unmarried handicapped children above the age of 21 years, a medical report or letter regarding the child’s condition.

Unmarried stepchildren under the age of 21 years must submit a copy of the court order regarding the custody of the child. A letter from the biological parent must also be submitted. The letter must state that there are no objections to the child coming to Singapore.

Children under the age of 12 years must submit a Verification of Vaccination Requirements (for entry into Singapore).

EP and S Pass holders need to submit a copy of their birth certificate if they are applying for an LTVP for their parents. The birth certificate should contain the names of both parents.

Can I Renew My LTVP?

An LTVP may be eligible for renewal. However, renewals are not always guaranteed. All applications will be evaluated individually based on the current eligibility criteria.

LTVP passes can be renewed up to 6 months before expiry. Applicants are encouraged to apply before the expiry date. If you miss the renewal deadline, you must apply for a new pass altogether. All renewals can be done online via EP Online.

How to Cancel A LTVP

Employers can cancel a Long-Term Visit Pass if the LTVP holder does not need it anymore. Once the pass has been cancelled the card must be cut up immediately. If the LTVP holder needs to stay a little longer, a request must be submitted one week before the Short-Term Visit Pass (STVP) expires.

Cancellations can be submitted up to 14 days in advance. Cancellations are usually made because the LTVP holder is leaving Singapore or if they become a Permanent Resident.

Before the LTVP is cancelled, employers must purchase a ticket for them to leave Singapore. Employers must also pay for any connecting transportation costs unless the LTVP agrees to bear the cost themselves in writing. Employers must check and ensure the LTVP holder complies with all the pre-Covid requirements. If they don’t, they may not be allowed to travel.

Cancellations are made by logging into the myMOM portal.

Notifying MOM of Changes

If there are any changes to the details originally submitted with MOM, you must notify MOM of the changes. This includes any changes in residential address or personal particulars.

Reporting Lost, Stolen, or Damaged Cards

Lost, stolen, or damaged cards must be replaced. Requests for a replacement card must be done within 1 week. If a card is stolen, a police report must be made. a fee of $60 will apply to replace the card. The fee to replace a lost card is $100. Subsequent losses will incur a fee of $300.

What About the Long-Term Visit Pass-Plus (LTVP+)?

On the other hand, the Long-Term Visit Pass-Plus (LTVP+) is for foreign spouses of Singapore citizens or Permanent Residents. If a foreign spouse of a citizen submits an LTVP application, they will immediately be eligible for LTVP+ and considered if they meet all the conditions.

LTVP+ gives the spouses of Singaporean citizens more certainty and a longer stay period in the country. Once approved, an LTVP+ has a validity period of 3 years. If eligible for renewal, the LTVP+ holder can stay for 5 years.

The added benefit an LTVP+ has over the regular LTVP is that the LTVP+ holders are eligible for employment and healthcare benefits. Employers of the LTVP+ holders can apply for a Letter of Consent (LOC) via EP Online on the Ministry of Manpower (MOM)’s website.

LOCs are not included in the foreign manpower quota. This means that foreign worker levies are not applicable for LOC holders too.

Eligibility Criteria for LTVP+ Holders

Couples must provide evidence of either three years of marriage to a foreign spouse or one Singaporean child from their marriage to be eligible.

Applications are processed within 7 working days.

Long Term Visit Pass (LTVP)

Long Term Visit Pass (LTVP) is a long-term visa that allows eligible foreigners to stay in Singapore. LTVP can be issued by either Ministry of Manpower (MOM) or the Immigration and Checkpoints Authority (ICA) .

Long Term Visit Pass (LTVP) issued by MOM

MOM issues LTVP for certain family members of eligible Employment Pass (EP) , S Pass , EntrePass , and Personalised Employment Pass (PEP) holders. The pass needs to be applied by the employer of the main pass holder or an authorized third party for EP and S Pass holder’s dependants. For dependants of EntrePass and PEP, the application needs to be submitted by the main pass holder. The pass is valid for up to 2 years and is tied to the main pass holder’s pass. It can also be renewed up to the duration of the main pass or as requested, whichever is shorter.

Eligibility Criteria

The eligibility criteria for EP, S Pass, and PEP holders to apply for an LTVP is as below:

  • Should be common-law spouse, unmarried children with disabilities above 21 years old, or unmarried step-children under 21 years old.
  • The pass holder must earn a fixed monthly income of $6000.
  • The pass holder must earn a fixed monthly income of $12,000 to apply for parents.
  • The pass should be sponsored by the employer of the main pass holder.

The eligibility criteria for EntrePass holders are as below:

  • The total annual business spending must be at least $100,000.
  • The company must appoint at least 3 LQS¹ or 1 local PME².
  • For parents – total annual business spending must be at least $200000, and they must employ at least 6 LQS or 2 local PMEs.
  • LQS (formerly known as FTE) refers to Singaporeans and Permanent Residents (PR) who earn a monthly salary of at least $1,400 and receive CPF contributions for at least 3 months.
  • Local PMEs refer to professionals, managers, and executives who are Singaporeans or Permanent Residents, earn a monthly salary of at least $3,900 and receive CPF contributions for at least 3 months.

Long Term Visit Pass (LTVP) issued by ICA

ICA also issues LTVP for foreigners who meet the below-mentioned conditions:

  • Spouse of a Singapore Citizen (SC) or Singapore permanent resident (PR)
  • Children below the age of 21 years of an SC or PR
  • Parent of an SC or PR
  • Graduate from an Institute of Higher Learning seeking employment in Singapore
  • Mother or Grandmother of a child or grandchild studying in Singapore on a Student’s Pass
  • Visitor seeking permission to give birth in Singapore

Long-Term Visit Pass – Plus (LTVP+) scheme was introduced in April 2012 for foreign spouses of SCs. This pass grants a longer stay period to the holder. The pass is valid for three years in the first instance and up to five years for each subsequent renewal. They are also eligible for healthcare and employment benefits. The application process for LTVP+ is the same as for LTVP. If the applicant is eligible, they would automatically be considered for LTVP+.

Can a Long Term Visit Pass (LTVP) holder work in Singapore?

An LTVP holder can work in Singapore provided they have a valid work pass like EP, S Pass, Work Permit, or EntrePass. The LTVP gets canceled once they receive the work pass.

What is a Long-Term Visit Pass (LTVP)?

The Long-Term Visit Pass (LTVP) is a type of pass designed for certain family members of an Employment Pass or S Pass holder.

Foreign partners of Singapore Citizens (SCs) or Singapore Permanent Residents (SPRs) are eligible for the Long Term Visit Pass-Plus (LTVP+) system. Foreign partners of SCs who apply for LTVP will be immediately considered for LTVP+ if they’re qualified.

It provides foreign partners of SCs with an extended period of residency, increasing their chances of staying in the country. Upon approval, they can stay in Singapore for three years initially, and if their LTVP+ is renewed, they are allowed to reside for five years.

The best part is that LTVP+ holders are entitled to healthcare and employment benefits.

A foreign employee can apply for a Long Term Visit Pass for their family if they meet these requirements:

  • Hold an Employment Pass or S Pass
  • Earn a minimum salary of SGD $6,000
  • Are sponsored by an established, Singapore-registered company (usually the employer)

Eligible applicants can then get a pass for the following family members:

  • Common-law spouse
  • Unmarried handicapped children above 21 years old
  • Unmarried step-children under 21 years old
  • Parents – only for those earning a fixed monthly salary of at least $12,000

How to Apply for a Long-Term Visit Pass

The Long-Term Visit Pass, given by the Immigrations & Checkpoints Authority (ICA) or the Ministry of Manpower (MOM), is intended for individuals who possess an Employment Pass or S Pass and are their common-law partner, stepchild, or physically challenged child. A Long-Term Visit Pass is required for any foreign visitor planning to stay in Singapore for over 30 days. Depending on the type of application, holders of long-term visit passes may remain in the nation for up to 2 years.

Types of Singapore Long-Term Visit Pass

There are two different types of Long-Term visit passes in Singapore. Different authorities issue two different kinds of passes. Likewise, they work for different user groups.

The Immigration and Checkpoints Authority (ICA) of Singapore issues the first type of Long-Term Visit Pass. It acts as a continuation of the existing Short-Term Visit Pass. Foreign holders of Short-Term Visit Passes who want to stay in Singapore for longer than 30 days are eligible to apply.

The Ministry of Manpower (MOM) issues the second type of Long-Term Visit Pass, which allows family members of overseas workers who are not eligible for the Dependent Pass to visit Singapore to reside with their relatives. Remember that individuals with passes who make above S$12,000 can also obtain passes for their parents.

Who Can Apply for a Long-Term Visit Pass

S-Pass and Employment Pass holders are eligible for the long-term visit pass. The holders will be each member’s sponsor if they want to apply for a Long-Term Visit Pass.

The following family members are eligible to have a long-term visit pass sponsored:

  • Spouses or spouses from overseas
  • Children who are physically challenged and over 21 and single
  • Stepchildren under 21 and unmarried

The following groups of individuals are now eligible to apply for the Long-Term Visit Pass, according to the Immigration and Checkpoints Authority (ICA):

  • Travelers looking for work in Singapore who have degrees from universities issued abroad.

How to Apply for Singapore Long-Term Visit Pass

Step 1. Fill out the application form and collect the required paperwork. After that, apply it to Employment Pass (EP) eService (formerly EP Online), and the Ministry of Manpower should contact you.

Step 3. Register the member’s picture and fingerprint.

To obtain a short-term Singapore visit pass, you need to provide these documents or certifications:

  • Your short-term visa to Singapore.
  • A passport will be valid for an additional six months following the expiration of the visa.

To apply for a Singapore Short-term visit pass online:

If you decide to apply online, your visa application must be submitted by a relative or agent. Someone in Singapore must apply on your behalf, as you are not permitted to do it alone. However, you can get in touch with the accredited visa firms that file visa applications on behalf of foreign nationals if you don’t have a trustworthy contact in Singapore. 

To apply for a Singapore Short-term visit pass in person:

Suppose you choose to apply for the pass in person, you’d better check the nearest Singapore mission website to get help, where you can learn how to make the application and what documents you need to provide.

If all goes according to plan, you will receive the Singapore e-pass a few days after applying. After that, you or your contact or family member will need to print the pass. As a result, you will be allowed to enter Singapore using the visa.

At the Singaporean entrance port, officials from the Immigration & Checkpoints Authority (ICA) will request the necessary documentation and verify that you have complied with all entry procedures. The office is fully entitled to deny your arrival in Singapore if they discover any issues with your documentation.

The Singapore short-term visit pass, which specifies the number of days you are permitted to stay in Singapore, will be given to you if they approve your entry. Your permitted stay will typically last between 14 and 30 days.

To successfully obtain the short-term visit pass extension, you need to prepare the following necessary documents:

  • The passport that you will have for a minimum of six months after you leave Singapore.
  • A duplicate of the bio-data pages from your passport.
  • Your updated, legitimate Visit Pass.
  • Your card for embarkation/disembarkation (D/E).
  • A legitimate credit card that can be used to cover the $40 Pass Extension cost.
  • If you would like to prolong your stay for medical treatment, you must have a Singaporean doctor sign Form V75, which includes information about your medical condition and the necessary extension duration.
  • If you have family in Singapore and would like to extend a Social Visit Pass: documents attest to your familial relationship with the permanent resident or citizen of Singapore.

Further papers may be requested by the ICA, depending on the circumstances of each case. Meanwhile, you and your local sponsor need to attend an interview.

You can stay for as long as 89 days after the original date of entry—not the date on which you are applying for the pass extension. Through ICS’s e-Service , you can submit an online application for a Visit Pass Extension. You can also apply in person at the ICA offices in Singapore if you are unable to do so online.

Can I work in Singapore if I have a short-term visit pass?

No, you are not permitted to work while using your short-term visit pass. The only things you can do with this pass are travel to Singapore for social events and medical care. What will happen if I overstayed in Singapore?

The Pre-approved Letter of Consent (PLOC) allows eligible LTVP/LTVP+ holders to work in Singapore without having to find a job first.

Who is eligible

You need to be a spouse or unmarried child of a Singapore citizen or permanent resident who is issued with LTVP/LTVP+ with the Immigration & Checkpoints Authority (ICA) to apply for one.

Who can apply

When eligible foreigners apply for, or renew their LTVP/LTVP+ with ICA, they will be given an option to apply for a PLOC at the same time.

Duration of the pass

The duration will be the same as your LTVP/LTVP + that is issued by ICA.

The PLOC will no longer be valid when your LTVP/LTVP+ expires, or is cancelled.

If you do not wish to continue working, you do not need to cancel the PLOC. You can choose not to apply for PLOC when you renew your LTVP/LTVP+.

What if I’m not eligible for a PLOC

You need a Letter of Consent (LOC) if you wish to work. When you get a job offer, the prospective employer will need to help you  apply for an LOC .

Taking up employment

When Pre-approved Letter of Consent (PLOC) holders take up employment in Singapore, the prospective employer needs to notify MOM.

To take up employment in Singapore, PLOC holders must:

  • Show your employer the PLOC that was issued to you together with your valid LTVP/LTVP+.
  • Comply with other specific legal requirements in Singapore (e.g. registration requirements to practise selected professions).

Employers of PLOC holders must  notify MOM :

  • Before the PLOC holder starts work.
  • Within 7 days from their last day of work.

You also need to remind your employee to renew their LTVP/LTVP+ with ICA  3 months before expiry .

Start of Employment

Once the Employer has notified MOM duly then the PLOC holder employee could start work immediately. It’s advisable to keep a copy of submission of notification with MOM by the Employer for records.

Comply with licensing requirements

As an employer, you must also comply with licensing requirements, such as for massage establishments, or security licensing from the Police.

Restricted Occupations

If you are a PLOC holder, you cannot work in certain restricted occupations.

PLOC holders are not allowed to work in restricted occupations such as:

  • any religion-related occupation.

Renew a Long-Term Visit Pass

Employers can start applying to renew Long-Term Visit Passes (LTVP) up to 6 months before they expire.

For LTVP issued by the Immigrations & Checkpoints Authority (ICA), you can only renew them with ICA .

At a glance

  • Remember to apply for renewal early. Renewing early does not mean that you’ll lose the remaining days in your current pass. The duration of the renewed pass will start when the current pass expires.
  • If you miss the deadline, you need to apply for a new pass.
  • You need to apply for renewal using our renewal application form  for dependants of Employment Pass (Sponsorship) and EntrePass holders.

Applications will be evaluated against current eligibility criteria . Renewals are not guaranteed. 

How to renew

Log in to EP eService  to apply for renewal.

For dependants of Employment Pass (Sponsorship) and EntrePass holders :

  • Download and complete the renewal application form .
  • Submit the completed renewal application form and the related supporting documents using the following relevant online forms.
  • Dependants of Employment Pass (Sponsorship) holders
  • Dependants of EntrePass holders

The outcome will be emailed to the contact person indicated in the application.

When you can renew

You can apply to renew 6 months (180 days) before the pass expires.

Enter the pass expiry date to check when you can start renewing.

By using this service, you agree to accept the terms of use .

Upon renewal

If your renewal is successful, you will get an in-principle approval (IPA) letter.

You must follow the instructions in the IPA to get the pass issued before the IPA or current pass expires, whichever occurs first. The duration of the renewed pass will start when the current pass expires.

After the pass is issued

Angela Rayner is set to become the UK's deputy prime minister if Labour wins the next general election.

Here's what you need to know about the party's deputy leader - from her early life and career in politics to the abuse and controversy she has faced.

Born in Stockport in 1980, Ms Rayner was brought up on a council estate. She left school at 16 with no qualifications and pregnant with her first son.

She says she was told she would "never amount to anything".

"When I was young, we didn't have books because my mother couldn't read or write," Ms Rayner said in an interview with the Financial Times.

Police are investigating allegations that Angela Rayner may have broken electoral law over information she gave about her living situation a decade ago.

It comes after Tory MP James Daly informed  Greater Manchester  Police (GMP) of claims made by neighbours that allegedly contradicted the Labour deputy leader's statement that her property - which was separate from her then husband's - was her main residence.

GMP previously said it would  not be investigating  the allegations.

But the force has now "reassessed" information about the case and launched a probe following a complaint from Mr Daly, an MP in the region and the deputy chairman of the Conservative Party.

As with most political scandals, the heat in the Angela Rayner housing row is less about the (alleged) crime and more about the (alleged) cover-up.

Or, to put it another way, this is all about how honest and transparent the Labour deputy leader has been in responding to allegations about her living arrangements a decade ago.

The rebuttal from Ms Rayner right from the beginning has been (to paraphrase) "this is all a big Tory smear, the house at Vicarage Road was my main residence, nothing to see here".

Greater Manchester Police's newly-reopened investigation may hinge on whether officers believe that was indeed the case.

If they find it wasn't, it's hard to imagine a terribly harsh judicial penalty being handed down.

But there would still be a substantial political price to pay, as it would demolish the defence of the Labour deputy leader and call into question her honesty.

For a politician known for her straight-forward and unvarnished manner - who has often been on the front foot chastising Conservatives for all manner of indiscretions - a humbling like that may prove too severe to survive.

Alternatively, a clean bill of health from the police may finally bury this story for Labour by putting Ms Rayner in the clear.

But even if that later point is reached, it seems the party and its second most senior figure have - at the very least - a few more days of difficult coverage ahead.

Foreign secretary Lord Cameron has been in Brussels for talks on Gibraltar.

The terms of the territory's post-Brexit relationship with the EU remains unresolved.

A statement released by the UK, Spain and the EU after the discussions struck a positive note, saying "significant progress" has been made towards a UK-EU agreement.

Reported sticking points between the sides include the rules for Gibraltar's border with Spain and the EU, and Madrid seeking greater management of its airport.

Gibraltar is a British overseas territory, but this sovereignty is disputed by Spain. 

"European Commission Executive Vice-President Maroš Šefčovič, Spanish Minister for Foreign Affairs José Manuel Albares and UK Foreign Secretary David Cameron, together with the Chief Minister of Gibraltar Fabian Picardo, met in Brussels on Friday 12 April," the European Commission statement said.

"This was the first meeting in this format. Discussions took place in a constructive atmosphere, with significant progress achieved. 

"General political lines have been agreed, including on airport, goods and mobility. 

"Negotiations will continue over the coming weeks to conclude the EU-UK agreement.

"The participants agreed that this was a productive day. 

"The meeting reaffirmed their shared commitment to concluding an EU-UK agreement to secure the future prosperity of the whole region. 

"This agreement will bring confidence, legal certainty and stability to the lives and livelihoods of the people of the whole region, without prejudice to the parties' legal positions."

Sue Gray's ascension to the Labour Party - from civil service partygate investigator to Sir Keir Starmer's chief of staff - has delighted and rankled colleagues in equal measure.

Since her arrival last autumn, Ms Gray has been subject to praise from shadow cabinet members and mayors, whom she is said to have brought closer to the Labour leader.

But there have been negative briefings from Labour insiders too - including a story leaked to the press that she reduced staff to tears with a heavy-handed approach in an internal leak inquiry over the party's decision to ditch its £28bn green investment pledge.

However, one ally Ms Gray has found herself with is Labour's deputy leader Angela Rayner, with whom she is said to have established a good relationship based on mutual respect.
