Military Access, Mobility & Safety Improvement Program Updates for Week of June 2, 2024

Colorado Springs —­­­­ The Colorado Department of Transportation will temporarily close north- and southbound Interstate 25 between Santa Fe Avenue and Mesa Ridge Parkway, as part of the MAMSIP project to improve the I-25 roadway with a new asphalt surface. Crews will mill the roadway surface of northbound I-25 from Mile Point 127.75 to MP 128.34 on Monday night, June 3, and place new asphalt during nighttime hours on Tuesday, June 4 through Friday, June 7. Also, crews will mill the roadway surface of southbound I-25 from MP 128.34 to MP 127.75 to prepare for placement of new asphalt during nighttime hours on Tuesday, June 4 through Friday, June 7. These closures are necessary for the safety of the traveling public.

Temporary full closures of northbound I-25

  • Monday, June 3 through Thursday, June 6, 6 p.m. to 6 a.m.
  • Friday, June 7, 8 p.m. to 10 a.m.

Temporary full closures of southbound I-25:

  • Tuesday, June 4 through Thursday, June 6, 8 p.m. to 6 a.m.

Detours will be in place:

  • Northbound I-25 traffic will exit at Santa Fe Avenue, turn north onto the CanAm Highway (US 85/87), travel to Mesa Ridge Parkway, turn west and re-enter I-25.
  • Southbound I-25 traffic will exit at Mesa Ridge Parkway (exit 132A), travel to the CanAm Highway (US 85/87), turn south and continue to Santa Fe Avenue to re-enter I-25 (MP 128).

The speed limit in this area has been reduced to 60 MPH. Traffic delays of 10 to 15 minutes are expected and motorists are urged to use extra caution while traveling in the area. Fines will be doubled through the construction zone.

On Monday, June 3, 7 p.m. to 5 a.m., there will be a nighttime northbound I-25 right lane closure at South Academy Boulevard for work on the bridge abutment walls.

El Paso County – MAMSIP – South Academy Boulevard Widening Project

Northbound South Academy Boulevard will be temporarily closed between US 85/87 and Bradley Road on Friday, June 7 at 7 p.m. until Monday, June 10 at 6 a.m. to allow crews to install drainage pipes across the roadway. A detour will be in place:

  • Northbound South Academy Boulevard traffic will exit to US 85/87, travel south and turn left onto Fontaine Boulevard, travel east and turn left onto Grinnell Boulevard, travel north and turn left onto Bradley Road, travel west and turn right onto the on-ramp to northbound South Academy Boulevard.

A shift to a temporary on-ramp for drivers entering northbound South Academy Boulevard from US 85/87 is ongoing as crews will perform work on roadway, drainage and utilities in the area. The ramp lane width will be reduced to 12 feet and speeds will be reduced to 30 MPH. This closure will be in effect approximately until Fall.

Motorists are advised to use caution at all entrance ramps as merge lengths have been shortened. In particular, motorists should be prepared to stop on the US 85/87 on-ramp to eastbound South Academy  and the Bradley Road on-ramp to eastbound South Academy since merge area is greatly reduced.

All lanes of Bradley Road under South Academy Boulevard are shifted to the center of the roadway ongoing to allow crews to perform work on new bridge piers.

A left lane closure is ongoing for northbound and southbound South Academy Boulevard over Bradley Road to allow crews to perform bridge work.

These closures are weather dependent and subject to change.

  • Monday, June 3 through Thursday, June 6, 8 p.m. to 6 a.m.

South Academy Boulevard Widening Project

  • Temporary full closure of northbound South Academy Boulevard between US 85/87 and Bradley Road. Use detour route.
  • Ongoing full closure of existing northbound South Academy Boulevard on-ramp from US 85/87 and shift to temporary on-ramp, in place for approx. 5 to 6 months
  • Ongoing northbound and southbound left lane closure at South Academy Boulevard over Bradley Road
  • Ongoing shift of all lanes on Bradley Road under South Academy Boulevard bridge

Project Overview

Interstate-25 – Safety and Efficiency Improvements

The improvements to I-25 addressed in this project are located along an approximately 7.5-mile segment of south I-25 beginning at South Academy Boulevard and extending to the Santa Fe Avenue (U.S. 85/87) exit at Fountain (MP 128), which exits to Gate 19 of Fort Carson. The project includes:

  • Replacement of two bridges crossing over South Academy Boulevard
  • Widening of both inside and outside shoulders and installing safety improvements
  • Concrete surface treatment overlay to provide an improved riding surface
  • Installation of median barrier
  • Rehab and widening work on four bridges
  • Installation of an I-25 southbound deceleration lane at the interchange with CO 16

The improvements to South Academy Boulevard in this project are located on South Academy Boulevard at the southern mile and a half of this arterial road from the I-25 interchange, crossing U.S. Highway 85/87, and continuing to the road’s approach to Milton Proby Parkway (which connects to Powers Boulevard/CO 21). Construction focuses on widening an approximately 1.5-mile section of South Academy Boulevard from two lanes to three in each direction to alleviate recurring congestion. The project includes improved drainage facilities, lighting, striping, and expanded shoulders, modified merge lanes, sound walls and bridgework. The project is expected to be complete by early 2026. This project is managed by El Paso County.

Safety Benefits

CDOT conducted a safety assessment for the corridor to evaluate the magnitude and nature of safety problems and analyze the causes of crashes. These transportation improvements are mitigation measures to reduce crashes, improve infrastructure, and address physical deficiencies that contribute to crashes in the corridor. Over the next 20 years, the project is estimated to result in fewer deaths, injuries and crashes on the four MAMSIP corridors.

About the Military Access, Mobility & Safety Improvement Program Build Grant

Colorado Department of Transportation (CDOT) has initiated a program to deliver more efficient and safer mobility along I-25, Colorado Highway 94, South Academy Boulevard, and Charter Oak Ranch Road, enabling economic stability and development. The Military Access, Mobility & Safety Improvement Program is partially funded through an $18 million BUILD grant award from the US Department of Transportation. The delivery of these improvements will strengthen and enhance the redundancy of strategic movement between the nationally significant El Paso County military installations of Fort Carson, Peterson Space Force Base, Cheyenne Mountain Space Force Station, and Schriever Space Force Base.

Next time I go, I'll spend a day on the West Coast before taking the U.S.-Australia 14-hour flight.

My recommendation is to take a red-eye flight to Australia and use it to sleep and switch over time zones.

Flight availability from the U.S. to Melbourne and Sydney (to transfer to Tasmania) is plentiful, with several major airlines offering regular routes. Travelers can choose from direct flights departing from major U.S. cities like Los Angeles, San Francisco, Houston, Dallas and even New York (with direct service to Auckland). Airlines such as United, American, Delta, Hawaiian, Qantas and Air New Zealand provide nonstop services.

Not even more than 30 hours of travel could keep gymnastics fans Courtney Wright and Zara Stanes, both of whom live in Australia, from seeing gymnastics superstar Simone Biles and the 2024 U.S. Gymnastics Championships live in Ft. Worth, Texas.

The duo began their more than 10,000 miles of travel from Perth on Wednesday afternoon, flying first to Singapore, a five-and-a-half hour flight, then to Los Angeles, adding another 15 hours in the air.

Weather delayed them there the following morning, turning a planned two-and-a-half trip to Ft. Worth into "an eight hour ordeal."

They were, then, turned away at the rental car agency and forced to Uber to their hotel.

But the trip has been in the works for much longer.

"The journey really began when Simone came back last year, and I went, 'This is it. We've got I feel like one more opportunity to see her compete in person.'" Wright told Olympics.com Friday (31 May), having slept just three hours. "I messaged Zara because she's always willing to go along with my crazy ideas, and I said, 'Let's go to nationals next year.'"

They booked their travel last September with dreams of seeing one particular piece of gymmnastics from Biles: "The Yurchenko double pike," they both say.

Wright and Stanes have both followed Biles since her international debut in 2013.

"I have really been following her from the very beginning," said Wright. "So, it's really, really cool to be able to watch her in person today."

And nothing - not delays or lack of sleep or stormy weather - can dull the excitement.

"We made it, and that's what matters," said Wright.

Travelers contended with big crowds and flight delays Friday, which was expected to be the busiest day of the Memorial Day weekend.

More than 6,000 U.S. flights were delayed by early evening on the East Coast, continuing a trend that has tested the patience of travelers all week. Cancellations were more modest, at slightly more than 200, according to tracking data from FlightAware.

There were delays on the highways, too.

Along Florida’s Turnpike, Wallis Tinnie said a traffic accident and road work slowed her drive to an African American history commemoration in the Florida Panhandle, the site in 1816 of the first battle of the Seminole Wars.

“But we’re comfortable with it,” the Miami woman said during a stop at Port Saint Lucie. “We left early, and our event is tomorrow. So hopefully — God willing, creek don’t rise — we’ll be there in plenty of time.”

The Transportation Security Administration predicted that Friday would be the busiest day of the holiday weekend for air travel, with nearly 3 million people expected to pass through airport checkpoints . TSA screened just under 2.9 million people Thursday, coming within about 11,000 of breaking the record set on the Sunday after Thanksgiving last year.

“Airports are going to be more packed than we have seen in 20 years,” AAA spokesperson Aixa Diaz said.

Highways also are likely to be jammed as motorists head out of town and then return home. AAA predicted this will be the busiest start-of-summer weekend in nearly 20 years, with 43.8 million people expected to roam at least 50 miles from home between Thursday and Monday — 38 million of them taking vehicles.

The annual expression of wanderlust that accompanies the start of the summer travel season is happening at a time when Americans tell pollsters they are worried about the economy and the direction of the country.

“Memorial Day is a holiday weekend. I get to hang with family and friends, so I’d say that’s priceless, right?” Nene Efebo said during a two-hour wait for a delayed flight at Denver International Airport. “Anything to hang out with family and friends.”

Victoria Ramos Valdes of Miami was taking a driving vacation with her husband, Blake, and their children, ages 3 and 4 months old.

“We said, hey, we’re going to go for a $300 budget, and the hotel is around $150,” she said, but it has a water slide, providing plenty of entertainment. “We’re taking a nice family trip and doing our best to have the best Memorial Day weekend possible.”

Some travelers reported experiencing sticker shock when they booked their trips. Upon arriving at Philadelphia International Airport, Ciarra Marsh said the city “was not our original destination, but we chose here because it was cheaper.”

At Chicago’s O’Hare Airport, Larisa Latimer of New Lenox, Illinois, said her airfare was reasonable but other expenses for a getaway to New Orleans were not.

“I just have to make the accommodation,” she said. “The rental car is up ... this year, the hotel accommodations were very unusually expensive.”

“I’m really conscious of looking at the cost of the entire trip. We’re staying a little farther out than we normally would” to get a lower hotel rate, she said. “We’re also flying back a day later, because we could get cheaper miles.”

The weekend’s highway traffic and crowded airports could be a sample of what is to come for several more weeks. U.S. airlines expect to carry a record number of passengers this summer. Their trade group estimates that 271 million travelers will fly between June 1 and August 31, breaking the record of 255 million set – you guessed it – last summer .

World War II veterans travel to France to commemorate 80th anniversary of D-Day

More than 60 veterans of World War II took off Friday from Dallas to France, where they will take part in ceremonies marking the 80th anniversary of D-Day.

The group ranges from 96 to 107 years old, according to American Airlines, which is flying them first to Paris. The flight is one of several that are taking veterans to France for the commemoration.

The group will take part in a wreath-laying ceremony at Suresnes American Cemetery, visit the Eiffel Tower and join in a daily ceremony known as le Ravivage de la Flamme, which honors fallen French service members at the Arc de triomphe.

D-Day 80th Anniversary

They then head to the Normandy region for events that include wreath-laying ceremonies on Omaha and Utah Beaches, two of the landing sites for the Allied forces.

Almost 160,000 Allied troops, 73,000 from the United States, landed at Normandy on June 6, 1944, in a massive amphibious operation designed to break through heavily fortified German defenses and begin the liberation of Western Europe.

A total of 4,415 Allied troops were killed on D-Day itself, according to the Necrology Project , including about 2,500 Americans. More than 5,000 were wounded.

The group traveling from Dallas includes six Medal of Honor recipients from wars in Iraq, Afghanistan and Vietnam who wish to honor the World War II veterans.

There are also two Rosie the Riveters, representing women who worked in factories and shipyards during the war.

Hundreds of thousands of military women from Allied nations also worked in crucial noncombat roles such as codebreakers, ship plotters, radar operators and cartographers.

There are various ceremonies to commemorate the day in France and to thank veterans, some of whom will make the long trans-Atlantic journey despite advanced age, fatigue and physical difficulties.

"We will never forget. And we have to tell them," Philippe Étienne, chairman of commemoration organizer Liberation Mission, told The Associated Press.

Meanwhile, with only approximately 100,000 American World War II veterans still alive, the National World War II Museum in New Orleans is working to preserve their memories.

To reach new generations, the museum sends course programs to schools across the country, and has immersive exhibits like one about the Pacific War.  

"I think that story is vital for them in the future," Michael Arvites, a teacher at Holy Cross High School in New Orleans, told CBS News. "In a world that is ever changing, that has threats that are new, and some threats that are old."  

Steve Ellis served on an invasion landing craft in the Pacific during World War II, and recently shared his stories with seniors from Holy Cross High.

"That first time in combat, do you remember being nervous, or do you feel like your training had prepared you for that moment, or what were your feelings going into that?" one student asked.

"For me, and I think most of my contemporaries, when we're in combat, no — not nervous at all, just doing our jobs," Ellis responded.

The Pinta family started the parade six years ago.

"We thought it would be us and our family and tree groups walking down the street, looking at trees," Bob Pinta said.

Instead, it has grown to more than 100 units with plenty of music and a family-friendly atmosphere for the several thousand people lining the streets.

"Who doesn't love a parade that celebrates love, inclusivity and free candy?" said parade-goer Barry Stark.

Molly Pinta and her mother first started the Gay-Straight Alliance in their school, and it led to this Pride festival and parade.

"There are plenty of people in the community, at my school who don't get that support, and that's who this parade is for," Molly said.

In this election year, there are also lots of politicians, including President Joe Biden, or at least, his likeness.

"We did see that. I asked where Jill was. She was not in the car!" said parade-goer Lori Blum.

Many in the LGBTQ+ community are concerned the political gains they have made in recent years could be in jeopardy, and they are focused on getting out the vote.

"It's important to show that everyone's voice matters," said parade-goer Yusuf Tewolde.

"It is dire that we get out the vote," said parade organizer Carolyn Pinta.

Many of these folks will be celebrating Pride for all of June, including at the Chicago Pride Parade at the end of the month.

Long process

I paid for baggage when I purchased tickets, yet I was asked to pay it again before my flights both ways. TAP Portugal was not aware of the payment and did not accept my proof of payment. There is no way to contact travel2be to have this reimbursed. There are no contacts with the agency, so no communication is possible. Update October 24, 2022 I received an email message on October 12, that I would be refunded the amount corresponding to the service and receive the amount paid for my luggage in the same payment method I used to make the booking. So far I did not get any refunds. I do not understand why money goes so fast only one way... Very disappointed. On October 13, 2022 I was informed that repayment is in process and will be made in the next 15 days using the same payment method used to make the purchase. This time period time has passed. Today is November 3, no reimbursement... Today is November 28. Still no progress. Travel2be takes your money for nothing and never gives them back.

4th visit on WORST COMPANY EVER!

This is my 4th visit here to report this company! I paid £1377 for flights 18 months ago and have just had to start legal proceedings against them. First they told me there was no refund. After a year of procrastinating finally they offered £572 MINUS £172 IN CHARGES!!! I asked them to bounce it back to United Airlines and I would reschedule instead but they said 'No, the refund is already in process', even though I had (obviously) rejected the refund. United were no more helpful saying the amount has already been paid. This the worst company I have ever dealt with and I strongly advise to book with ANYONE but them! In fact in future I will only book directly with the airline so as not to get stuck in between the two. In a day or so you will see a very reasonable response to this - but please ignore that as no action is taken regardless of what they say here.

This is a company that makes money by deceit. The charged me about $92 more when they charged my credit card. Luckily, I took the screenshots of every single thing including the details when you hover over the mouse to payment. The way the total is presented is intentionally misleading. As the bottom line in large print and bold has the cheaper price which is what skyscanner advertised. As I stated: buyer beware as Travel2be's practices are intentional to mislead the customer.

I experienced something worse, We have tickets booked to travel via Istanbul in august, Due to the recent events in Turkey we tried to change the booking to avoid going to Istanbul. We called Travel2be and the operator simply refused to help us out saying we should contact Turkish Airlines who already referred us to Travel2be.

The newspaper wanted to determine if DeSantis, who was running for reelection, had piggybacked campaign events on top of official ones without the campaign reimbursing the state for the Aug. 30, 2022, flight.

It also wanted to know whether other candidates reimbursed FDLE for using the jet bought with taxpayer dollars after DeSantis became governor in 2019. The aircraft is available to the governor and other top state leaders for official duties.

The FDLE denied the requests in late April and early May. It delayed the response until a year after DeSantis signed a law that bans the release of his and the other leaders’ travel records. Lawmakers called it necessary to protect their safety.

“My fear and suspicion is they are using public safety as an excuse to hide expenditures they don’t want you to know about,” said Bobby Block, executive director of the First Amendment Foundation. “We have a new model that can be summed up in two words: Trust me.”

The bill’s sponsors, both of them Republican, repeatedly assured public records advocates and Democratic lawmakers that the financial records related to travel would continue to be available to the public as they always had been. The law was meant to shield only the logistics of the trips, they said.

The bill passed along party lines in both the House and Senate.

Rep. Jeff Holcomb, R-Spring Hill, sponsor of the House version of the bill, also assured fellow lawmakers during a committee hearing in March that the bill wouldn’t affect public records requests related to campaign travel.

“This doesn’t affect any of the financial disclosures in place,” Holcomb said. “This is about the methods and means of security protection.”

But that has not turned out to be the case. Other news outlets besides the Orlando Sentinel have waited several months to find out their requests for travel records were denied.

The reason given for the lengthy delay was that the agency’s public records department is short-staffed and deals with a high volume of requests.

Holcomb did not return an email seeking clarification.

Complaints have been filed with the Federal Elections Commission and the state Commission on Ethics over the governor’s frequent use of state and private aircraft and failure to disclose using it for personal reasons. They are pending.

A lawsuit challenging the law’s constitutionality was recently filed in Leon Circuit Court by American Oversight, a nonprofit government watchdog committee.

“It’s about accountability that impacts all the citizens of the state,” Block said. “Are you spending dollars on things that impact citizens or is it a personal trip intended for your career interests and nothing to do with the public good?

The governor’s office did not respond to a request for comment.

Part of the problem is the law includes a long list of things to be exempt from public view but says nothing about the transportation costs or travel related to political campaigns or other personal use, he said. And the language is vague enough to make understanding legislative intent problematic.

“The only way to get to the bottom of this is a court case,” Block said.

It was difficult enough to trace the governor’s travel before he signed the bill into law, which went into effect immediately with hundreds of requests going back months and more than a year still in the pipeline, waiting to be processed. And the law is retroactive.

“The retroactivity makes it such that we’re not going to get anything related to his travel,” Michael Barfield, director of public access for the Florida Center for Government Accountability, said at the time. The FLCGA has filed numerous public records lawsuits against the DeSantis administration.

Other recent trips that have raised concerns about who was paying for them include ones to Japan, Seoul, South Korea and Israel, all paid for with officials said were private donations, Politico reported.

A book tour to launch DeSantis’ memoir and kick off his presidential campaign was handled by a nonprofit that didn’t have to disclose its records.

And a law enforcement report of a fender bender outside of Chattanooga that waylaid the governor’s presidential campaign convoy last July revealed that the FDLE had rented the vehicles used in the motorcade. The cost of those rentals is still unknown.

The Sentinel asked FDLE back in August 2022 how much it had cost to fly the governor to and from Fort Pierce and Live Oak, including flight crew costs, ground transportation, and security team expenses. A September 2022 flight to Fort Myers was also questioned.

Unlike previous campaign reports that show the DeSantis campaign paid back the FDLE $14,459 for transportation, campaign records show no repayment to FDLE for the Aug. 30 trip.

The dates of the three reimbursements lined up with DeSantis news conferences in Vero Beach, Daytona Beach, DeFuniak Springs and Sanford.   But nearly two years later, the FDLE has still not provided details about those reimbursements.

Asked to explain the lengthy delays, FDLE spokeswoman Gretl Plesinger said the agency is overwhelmed by thousands of public requests.

FDLE publishes a Protective Operations Report each year that gives the total annual cost of transporting and protecting the governor, but it’s not broken down into individual trips.

The governor’s security detail for 2023, including transportation and agents’ salaries was  $9.4 million, more than double the amount spent the previous year.

“The information is invariably useless to anyone trying to figure out who paid” for the travel, Block said.

Former FDLE Chief of Staff Shane Desguin said in a sworn statement filed by the Washington Post in a lawsuit against the FDLE that top aides to the governor blocked the release of records detailing the governor’s taxpayer-funded travel.

“This extra layer of review often unquestionably delayed FDLE’s ability to timely respond to the public records requests,” said Desguin, who resigned after arguing the records should be made public. “These delays were not in line with the new law to protect the governor’s safety.”

When he began working at the Florida Amendment Foundation two years ago, Block said, he was reluctant to say that the public records system was broken.

But there is no independent body to mediate when a person’s request for records is denied, delayed or not even met with a response, Block said. The only alternative is to take the agency to court, something most Floridians cannot afford, he said.

“If that’s their only option, then the system is broken,” Block said. “There is no better explanation that the system is broken than this travel financial information brouhaha we’re having now.”
