How to Apply for a Visa

Please note that the information below changes regularly. For example, the UK leaving the EU may change the ability to travel visa-free to European countries. Therefore, you should always check the visa requirements of your country of destination before you travel.

This question comes up when you are considering travelling to one of the European or Schengen Countries or another country. Once you have obtained refugee status, you may wonder where you can travel without the need for a visa.

If you are a holder of a Refugee Travel Document issued by the United Kingdom under the 1951 United Nations Convention Relating to the Status of Refugees , you can travel visa-free to a lot of countries. Different countries have their own travel restrictions and require you to have a visa even for short term visits like tourism, even if you have a Refugee Travel Document.

When you are travelling, you will need to make sure that you carry your valid UK residence permit confirming your refugee status together with the Refugee Travel Document.

All the above countries issue refugee travel documents in one form or another. They allow you to leave the country that issued them and return with the same documents. Some countries allow you to travel to other countries without the need for a visa. Whereas, you may need to obtain a visa for other countries. These arrangements are usually due to agreements between countries.

Please note that in some instances, you may lose your refugee status if you travel to the country from which you sought refuge. You will need to check with the country that issued your travel documents.

Getting a Travel Visa

A travel visa is an official document, usually stamped or affixed into the bearer’s passport, that grants the right to legally enter, remain within, or leave a foreign country. A  Schengen visa , for example, allows you to travel to any of the  Schengen countries  as well as other  non-Schengen countries  that allow travellers to enter their countries with a Schengen visa.

Travellers without a valid travel visa will be refused entry into a country. And, if the individual enters the country through illegal means and is later discovered, may be punished and deported.

Each country has their own processes for applying for a visa. Generally, you will need to fill in an application form and submit any requirements that the consulate or embassy asks for, and some even require you to appear for an interview .

There are many factors that could add to your visa being approved or rejected by the consulate, and many find the process of applying for a visa stressful for this reason. You can choose to do this on your own, or get a service like IaM to help you either make the application or check the application that you filled out yourself.

Hi I am a Zimbabwean national who holds a UK refugee travel document and I just wanted to check if South Africa definitely does not require a visa as the last time a friend travelled there about ten years ago they did require one. The United States has been experiencing a refugee crisis for several years now, with an influx of people fleeing war-torn countries in the Middle East and North Africa. Fortunately, there are a number of countries that offer visa-free travel for refugees with a United States Travel Document. This document is issued to refugees who have been granted asylum in the United States, and allows them to travel outside of the United States without having to obtain a visa.

The following categories do not  require a C-visa : 

  • US citizens
  • Holders of a US Refugee travel document;
  • Holders of a US Permit to Re-enter, when their nationality exempts them from the visa requirement;
  • Holders of a diplomatic or service passport of certain countries (see exceptions and special categories  here).

When traveling frequently to the Schengen area, you must respect the 90/180 days rule, or use the  Schengen Calculator to prepare the next trip or visa application.  

ETIAS travel authorization is an entry requirement for visa-exempt nationals traveling to any of these 30 European countries .

Please note that ETIAS has been postponed until mid-2025. For any and all information regarding ETIAS, please only consult the official website: www.europa.eu/etias .  

General information

Before applying, ensure that Belgium is your main destination and that the purpose of your trip has been determined. To do so, consider the following:  

  • If you intend to visit only one Schengen country, apply at the Embassy or Consulate General of that particular country.  
  • If you intend to visit several Schengen countries for tourism, apply at the Embassy or Consulate General of the country where you will stay the longest. 
  • If you stay an equal amount of days in different countries, apply at the Embassy or Consulate General of the country which is your first point of entry. 
  • If you intend to visit several Schengen countries for different reasons, combining professional and private travel, apply with the country where your main professional event takes place. Tourism is considered a secondary purpose for travel in this case.

When applying, make sure that your biometric data (fingerprints and photo) can be taken in person or has been collected within the last 59 months. First time applicants must make an appointment. Others, who have had their biometrics registered within the last 59 months by any Schengen country, can mail in their application  with jurisdiction over the State of their primary residence.

The following categories of applicants  do not require to have their fingerprints taken :  

  • children under the age of twelve (appearance in person not needed);
  • applicants for whom the collection of fingerprints is physically impossible (appearance in person needed); 
  • heads of State and members of National Governments and their accompanying spouses, as well as the members of their official delegation when invited by Member States' governments or by international organizations for an official purpose (appearance in person not needed).

When to apply

It is recommended to apply at least 15 business days but not more than 6 months ahead of the planned travel date. Non-residents and applicants traveling on non-ordinary passports will be subject to longer processing times.

Spouses and dependents of EU/EEA nationals may be entitled to an accelerated visa procedure free of charge if they meet certain criteria at the time of application ( European Directive 2004/38/EC ).

Applicants appearing in person , can make an appointment at the diplomatic post of their choice.

When applying by mail , make sure to send your application to the consular post competent for your place of residence . 

Residents of Puerto Rico, the Bahamas and all other islands can also apply at the diplomatic post of their choice in the U.S when applying in person. 

How to apply

Visa applicants must create an account online on  visaonweb.diplomatie.be and schedule an appointment , if they did not submit their fingerprints to any Schengen country in the past 59 months.

Applicants who mail in their documents, must have their signature notarized . 

The need for more than 1 entry for non-business related travel must be clearly demonstrated with transportation in and out of the Schengen territory. Only 1 entry is required when traveling within the 27 countries. Multiple entries are normally not issued for tourism.

The CGRS recognises refugees. After his recognition, a refugee is at first entitled to limited residence in Belgium. The recognised refugee is subject to Belgian law and must respect the same laws as Belgian citizens.

The recognised refugee cannot as a rule return to his country of origin.

A recognised refugee may travel abroad with a travel document for refugees, because he may no longer use the international passport of his country of origin.

Short stay abroad

Before his departure, the recognised refugee must inquire at the embassy or the consulate of the country of destination whether he needs a visa for his trip. A short stay is for a maximum period of three months.

Long stay abroad

The recognised refugee must inform the municipality if he wants to stay in another country for a longer period of time. The recognised refugee has the right to return to Belgium within 1 year; after that, a return is not guaranteed.

If the recognised refugee wants to settle in another country, he will be subject to the laws and regulations of that country.

The recognised refugee can obtain documents of civil status and a refugee certificate from the CGRS.

The minor children of a recognised refugee can obtain refugee status on the same grounds. The procedure to be followed depends on the time when the children join their parents:

  • children who arrived in Belgium together with their parents receive refugee status together with their parents
  • children born after their parents are recognised as refugees have to submit an application to obtain refugee status
  • children who arrived in Belgium after their parents were recognised as refugees have to report to the Immigration Office (IO).

Stay of maximum three months

A refugee recognised in another European Union Member State is allowed to stay in Belgium for a maximum of 3 months. To enter Belgium, he/she needs a travel document for refugees issued by  his/her country of asylum.

A refugee recognised in a country which is not a member of the European Union is also allowed to stay in Belgium for a maximum of 3 months. A tourist visa will usually be necessary to enter Belgium.

Stay of more than three months

To stay in Belgium for more than 3 months , a residence permit , issued by the Belgian embassy or consulate in the country which granted refugee status, will be necessary.

Confirmation of refugee status

To obtain in Belgium confirmation of a refugee status granted by another country, a request for confirmation has to be made at the CGRS. The Immigration Office must have issued a prior authorization to stay for an indefinite period to the recognized refugee.

  • The recognised refugee must have stayed legally in Belgium for at least 18 months.
  • The duration of the stay in Belgium must not have been restricted for a specific reason.

The recognised refugee has to add copies of the following documents to his/her request:

  • His/her residence card or residence permit
  • the travel document issued by the country which granted refugee status.

Voluntary ending of the refugee status

The recognised refugee can renounce his protection status when he thinks the reasons for leaving his country no longer exist.

The recognised refugee may renounce his/her refugee status by personally presenting at the CGRS Helpdesk recognised refugees and stateless persons. He/she brings the necessary documents (travel document, refugee certificate and an identity document) and signs a declaration of renounciation. If the CGRS is in possession of his/her national passport, it gives it back to the person

The consequences of renouncing the refugee status

The CGRS is no longer responsible for issuing documents of civil status to this person who must again contact the authorities of his country of origin.

Ending the refugee status does not automatically end residence in Belgium and the person is still subject to the same rules as before.

After the renounciation of refugee status, the person  is allowed to:

  • travel abroad with the passport of his country of origin
  • travel to his country of origin

Cessation of the refugee status by the CGRS

The CGRS ends the refugee status when:

  • the refugee has voluntarily re-availed himself or herself of the protection of the country of nationality;
  • the refugee having lost his or her nationality, has voluntarily re-acquired it;
  • the refugee has acquired a new nationality, and enjoys the protection of the country of his or her new nationality;
  • the refugee has voluntarily re-established himself or herself in the country where he/ she fears persecution;
  • the circumstances in connection with which he or she has been recognised as a refugee have ceased to exist, (for example if there have been significant and permanent changes in his/her country of origin),

In case of  examination of a possible revocation of the  refugee status, the CGRS  may interview the refugee but is not legally required to do so. The CGRS gives the refugee the opportunity to submit in writing the reasons for maintaining his/her status.

The CGRS  may revoke a refugee status:

  • if the refugee constitutes a danger to the community because he/ she has been convicted by a final judgment of a particularly serious crime;
  • or when there are reasonable grounds  for regarding him/ her as a danger to the national security.

The CGRS revokes the refugee status:

  • if the refugee should have been or is excluded from being a refugee
  • if granting of refugee status was based on, misrepresentation or omission of facts, or on false or forged documents.
  • if the personal behavior of the recognized refugee indicates afterwards that he does not fear persecution.

If the CGRS considers to withdraw the refugee status the recognized refugee will be called for an interview.  During the interview, he/she will have the opportunity to present the reasons for maintaining his/her status.

For some decisions of withdrawal of refugee status, CGRS gives an opinion on the possibility of expulsion.

If CGRS considers that a refugee status has to be ended or revoked, the refugee may lose his/her right to stay in Belgium.

To travel abroad, you must have official travel documents. An identity card is sufficient for some countries or regions, but others require a passport, with or without a visa, as well as a vaccination certificate.

Travel pass (Blue passport)

Recognised refugees or stateless persons residing in Belgium may apply for a travel pass which replaces the national passport they are unable to obtain. 

A refugee travel pass is a type of passport typically in blue color with two stripes at the left top corner issued to individuals, who are recognized as refugees, for travel purposes usually issued from the countries where refugees are seeking asylum from.

Every member of your family who is a recognised refugee in Belgium must carry their own 'blue passport'. Children under 12 years must have an identity certificate for foreign children.

Other Information
  • ‍ How to get a travel pass? : You must contact your municipal administrative service to obtain a travel pass. You must personally go there with your ID card (A, B, C, D, F(+) ) (resident permit) and a photo that conforms to standards. That should be a recent (less than 6 months old) and very similar photo of good quality that meets the standards of the photo matrix. They will directly register your application for a travel pass. It will cost about 77 €. You will receive in 1 – 2 weeks your travel pass in your requested language in Dutch or French. You must go to the municipality to collect your travel pass. It will be valid for two years.  ‍
  • Which countries accept refugee travel documents? : If you are a refugee under the Geneva Convention, your travel pass is accepted by every country that signed the agreement. However, this does not mean that you can travel visa-free to every country- you have to use your travel document to apply for a visitor visa. ‍
  • Which countries can you travel without a visa? : With Belgian blue passport, you may travel to ‘’Schengen states” European countries without visa listed opposite: Denmark, Germany, Estonia, Finland, France, Greece, Hungry, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Austria, Poland, Portugal, Sweden, Slovakia, Slovenia, Spain, Czech Republic, Hungary, Iceland, Liechtenstein, Norway and Switzerland and also, Bulgaria, Cyprus, and Romania. ‍
  • ‍ Which countries do not accept refugee travel document? : Not every country will accept your travel pass. You should check with the office that issued your document before you travel whether you can apply for a visa or not. For countries such as the UAE, Myanmar, and Qatar won't be allowed blue passport-holders to enter the country.

Belgium issues travel documents for both refugees and beneficiaries of subsidiary protection. [1] The duration of validity of both documents is 2 years. [2] However, beneficiaries of subsidiary protection have to fulfil more stringent criteria to obtain such a travel document.

Refugee status

To travel abroad, a refugee needs a valid electronic card for foreign nationals and a “refugee travel document”, also known as “blue passport”. [3] Every member of the family who is a recognised refugee in Belgium must carry their own “blue passport”.

This “blue passport” has to be obtained from the commune where the refugee is officially registered. Documents needed to obtain a “blue passport” include:

  • Identity card;
  • One identity photo;
  • If there are one or more children under the age of 18, a family declaration form which can be obtained from the municipal office;
  • For persons living in the Brussels-Capital Region, a certificate of family composition, which must be requested at the municipal office).

Subsidiary protection

The overall principle has always been that the beneficiary of subsidiary protection could not automatically obtain travel documents from the CGRS. Instead, they should contact the relevant national authorities. As regards the risks of putting their protection status into question because they contacted their national authorities, the CGRS confirmed that they had obtained the protection under article 15 (c) of the Qualification Directive and were therefore allowed to contact their national authorities to obtain travel documents. [4]

Travel documents for beneficiaries of subsidiary protection are issued only if beneficiaries are unable to obtain one from their national authorities. [5] The document is called “travel document for foreigners”. The travel document needs to be requested at the provincial passport service of the province of the municipality where the person is registered. A special travel document will be issued on condition that identity and nationality are established and a certificate of impossibility to obtain a national passport or travel document is submitted.

A certificate of impossibility is not necessary if the person belongs to one of the categories of foreign nationals who cannot obtain a national passport or travel document according to the Belgian Ministry of Foreign Affairs: Tibetans and persons of Palestinian origin do not have to submit such a certificate. Under the 1951 UN Convention Refugee Travel Document (blue) is issued by the United Kingdom to a refugee who has been granted asylum in the UK. If someone has been recognised as a refugee then they can apply for a travel document under the 1951 refugee Convention, which is a blue passport-sized document. Information about applying for this travel document is available  on the UK government website .

The Refugee Travel Document Normally is normally issued for up to 10 years for adults and for up to 5 years for children, or in line with limited leave. It also may be issued with a shorter validity if considered appropriate.

Travel documents are normally valid for all countries other than the country asylum is claimed from and/or the country of origin.

Stateless person’s travel document

The travel document is normally valid for up to 5 years (children) or 10 years (adults) or in line with the leave granted. The stateless travel document is normally valid for all countries.

Certificate of Travel

Certificates of Travel may be issued to individuals who:

  • are permanently resident in the United Kingdom, or
  • have been granted Humanitarian Protection (HP) or Discretionary Leave (DL) to enter or remain in the UK for a limited period, following an unsuccessful asylum application  and  can provide documentary evidence that they have been formally and unreasonably refused a passport by their country of origin.

The certificate of travel is normally valid for up to 5 years or for the length of leave the individual has. The Home Office guidance states that the certificate of travel is normally valid for all countries but there were previously issues with the acceptance of the document in a number of countries, including many European ones. It is recommended that a particular country’s rules should be checked before applying for such a document and travelling to that country.

However, if an individual stay outside of the UK for a period of more than 2 years, that leave to remain (whether indefinite or limited) will lapse. The leave to remain will not lapse if someone comes back and left again during the two-year period – it must be continuous for the leave to lapse.
