South Africa has its sights set on two of the world’s fastest-growing tourist markets — India and China. In a strategic bid to attract more visitors from these nations, the country is easing travel restrictions, including a proposed 90-day visa waiver. The tourism ministry says it recognizes the untapped potential of Indian and Chinese tourists.

South Africa’s new Trusted Tour Operator Scheme (TTOS) is the latest in a series of reforms to make the country a more accessible and attractive destination for tourists from the economic powerhouses of India and China.

A Need for Change: Understanding the Visa Bottleneck

For years, restrictive visa processes have been a significant obstacle to South Africa’s tourism ambitions. Chinese visitors, for instance, made over 100 million outbound trips in 2023 , but South Africa only managed to capture a fraction of this market — just 93,000. Indian tourists, although more frequent , account for just 4% of all international arrivals to South Africa, while Chinese tourists represent only 1.8%.

Leon Schreiber, South Africa’s Home Affairs Minister, acknowledged these barriers in a recent statement: “Traveling in large groups is the preferred option for many tourists from countries like China and India. Our visa system must adapt to reflect and capitalize on this reality.”

South Africa has also been increasing its focus on smaller cities in India . “We see a massive opportunity in India’s tier 2 and tier 3 cities. These territories hold ample promise — a new generation of eager travelers seeking unique experiences,” said Neliswa Nkani, hub head of Middle East, India, and Southeast Asia hub at South Africa Tourism.

What’s the Trusted Tour Operator Scheme (TTOS)?

The platform follows the success of South Africa’s Trusted Employer Scheme (TES), launched earlier this year to simplify work visa applications for businesses. The TTOS will similarly allow registered operators to facilitate smoother entry for their clients, expediting the processing of tourist visas.

The initiative allows vetted tour operators from India and China to submit group visa applications on behalf of tourists. The department will process these via a dedicated team, removing red tape that previously bogged down the system.

“With an initial focus on the burgeoning tourist markets of China and India, the scheme will remove some of the key obstacles preventing South Africa from becoming a favored destination for the second and fifth largest economies in the world,” the home affairs department said in a statement.

Digital Transformation on the Horizon

South Africa’s focus on visa reforms isn’t just about boosting visitor numbers — it’s about strengthening the country’s economy. According to Schreiber, a 10% annual increase in tourism could drive up South Africa’s economic growth by 0.6% and create thousands of jobs.

The South African government is also eyeing a fully automated, digital solution to visa processing in the near future. Schreiber said the government aims to establish a system that processes tourist visa applications digitally, delivering outcomes within seconds.

“Exciting as it is, the scheme is but an interim measure while we move with speed to digitally transform Home Affairs. Ultimately, our vision is for a fully automated process,” he said.

The government’s vision aligns with its broader push to introduce an e-Visa system, aimed at Indian tourists, as announced by Tourism Minister Patricia de Lille earlier this year. This would further simplify entry for tourists, allowing for easier visa applications from anywhere in the world.

In addition to the visa waiver, South Africa designed the Trusted Tour Operator Scheme (TTOS) to simplify the visa process for tourists from India and China. Selected tour operators will manage group travel, allowing the government to fast-track visa applications and boost tourism.

Boosting Tourism with TTOS

The Trusted Tour Operator Scheme (TTOS) has been designed to address challenges in South Africa’s tourism sector. Currently, Indian tourists represent just 3.9% of the country’s international visitors, a figure seen as insufficient for a growing market.

To tackle this, the Department of Home Affairs will collaborate with the Department of Tourism, the Presidency, and Operation Vulindlela.

Their joint efforts will make South Africa more accessible to tourists from India and China, ultimately driving growth in the tourism sector.

Additionally, the government is planning to roll out an eVisa system for Indian tourists , further easing the application process and enhancing travel convenience.

Under the new scheme, South Africa’s Department of Home Affairs will invite selected tour operators from India and China to register. Approved operators will oversee tourists in their groups and manage their travel arrangements.

In return, the Department will fast-track group visa applications, marking the first use of such a system for tourists. A dedicated team will handle these applications to ensure swift processing and remove previous barriers that have deterred tourism from these markets.

Economic Benefits and Job Creation

Minister Schreiber highlighted the potential economic benefits of the TTOS, noting that a successful implementation could lead to significant growth in the tourism sector.

This increase in tourism is expected to create more jobs for South Africans, substantially boosting the economy. The initiative reflects South Africa’s commitment to becoming a top global tourism destination and making travel more accessible for visitors from India and China.

Starting in 2025, South Africa is set to launch a new visa program aimed at making it easier for tourists from India and China to visit.

South Africa will introduce a new visa scheme at the start of next year to facilitate travel for tourists from India and also China. The Trusted Tour Operator Scheme (TTOS) will simplify visa processing for Chinese and Indian tourists.

New visa scheme for tourists from India and China

In the first three months of this year, 16 000 visitors from India visited South Africa , according to Visa Guide .

Tourism South Africa aims to significantly boost this number, targeting 100 000 tourists from India by the end of this year. Tourists from India comprise 3,9% of South Africa’s international visitors.

Markedly, tourists from China account for only 1,8% of South Africa’s international visitors.

What more tourists could mean for the economy

A 10% annual increase in tourism could boost South Africa’s economic growth by 0,6%, according to Home Affairs Minister Leon Schreiber. It could also generate tens of thousands of new jobs in South Africa.

Tourism plays a key role in driving economic growth. It helps create jobs, encourages new businesses, brings in money, and has a positive impact on other industries. In 2021, tourism made up 3.2% of South Africa’s GDP, as reported by bizcommunity .

How will the TTOS work?

The TTOS will aim to improve efficiency for tourists from non-visa exempt countries like China and India. Under the TTOS, tour operators can register with the Department of Home Affairs and submit group visa applications.

A specialised team of adjudicators will manage applications through the TTOS, ensuring faster and more efficient processing. It will also eliminate the bureaucratic obstacles that have historically impacted South Africa’s tourism sector.

It is important to note that TTOS is only an interim measure to boost tourism while the Department of Home Affairs aim to move quickly to digitally transform Home Affairs. Ultimately, their vision is for a fully automated process that delivers secure tourist visa outcomes digitally and within seconds to tourists from around the world.

“It sends a powerful message that the Government of National Unity is serious about unlocking our country’s vast tourism and economic potential.” Minister Leon Schreiber

The regulations for the TTOS will be published shortly by the Department of Home Affairs, as well as information on how tour operators can apply ahead of the scheme’s rollout in January 2025.

South Africa skittle India to run away with first-test spoils

South Africa claimed a remarkable victory by an innings and 32 runs on the third day of the first test against India at SuperSport Park in Centurion on Thursday when the tourists were bundled out for just 131 inside 35 overs with Nandre Burger claiming 4-33.

The left-arm fast bowler finished with match figures of 7-83 on debut and the great Kagiso Rabada claimed 5-59 in the first innings for a match haul of 7-91, but the match will be remembered as much for the brilliant innings of 185 from former captain Dean Elgar which set up the match-winning lead of 163 runs.

Marco Jansen also enjoyed an outstanding match with bat and ball finishing with an unbeaten, career-best 84 in South Africa’s first innings of 408 and then claiming 3-36 during India’s plunge to defeat.

The result ends India’s hopes of winning a series in South Africa for the first time at their ninth attempt with only the second test to come in at Newlands in Cape Town on 3 January.

The signs were ominous for the tourists when they slipped to 62-3 at tea but few predicted that the game would be over inside 90 minutes.

Rabada claimed the prize wicket of Rohit Sharma with an unplayable leg-cutter which nipped past the outside edge to it the top of off-stump and bowl the Indian captain for an eight-ball duck.

Fellow opener Yashasvi Jaiswal (5) gloved an aggressive bouncer from Burger into the gloves of ‘keeper Kyle Verreynne and Shubman Gill (26) was bowled by a fast, full-length delivery from Jansen from around the wicket.

Shreyas Iyer (6) was bowled by a perfect Jansen yorker and first innings centurion KL Rahul could only edge a snorter from Burger to Aiden Markram at second slip.

Virat Kohli fought hard and counter-attacked in thrilling style but with wickets tumbling at the other end he finally holed to long-on for 76 from 82 balls (12x4, 1x6) where Rabada, fittingly, held a fine, running catch to end the match.

JANSEN STRANDED

Earlier. Jansen was left stranded with the bat on a brilliant, unbeaten 84 as Jasprit Bumrah (4-69) claimed the last two South Africa wickets to dismiss the home side for a mighty 408 after lunch.

Elgar and Jansen added a match-changing 111-runs for the sixth wicket in the morning session to put South Africa in complete control of the test match before Elgar was dismissed for a brilliant 185 which was the cue for Jansen to accelerate.

Resuming with an unbeaten 140, Elgar applied himself with the same diligence as he had at the start of his innings before, once again, taking full advantage of most scoring opportunities which came his way with a pair of cover drives especially memorable.

A Shardul Thakur bouncer finally ended the stand with Elgar cramped for room and gloving it down the leg side to ‘keeper KL Rahul but his first century at his home ground gave him a ‘full set’ of 100s at all of South Africa’s test venues with his 185 coming from 287 balls with 28 fours.

Jansen then ‘teed off’ and launched Thakur for a mighty, ‘pay-back’ six onto the grass embankment at deep midwicket and followed it with a rasping four through the covers against the same bowler.

Gerald Coetzee delivered an entertaining cameo of 19 from only 18 balls with a couple of fours and a sizzling six against offspinner R Ashwin over long on before driving the same bowler to mid off.

Injured captain Temba Bavuma, who damaged his left hamstring on the first day, did not appear at number 11 in what might have been a futile attempt to accompany Jansen to three figures with a belated statement from team management saying the risk of further damage to his injury was unacceptable.

South Africa Plans New Visa Scheme For Indian Tourists

South Africa's New Visa Scheme For Indians

South Africa will soon roll out a new visa initiative to boost the number of travellers from China and India . Titled the “Trusted Tour Operator Scheme (TTOS),” it will run from 2025 and streamline the visa process in a bid to boost job creation in the country.

TTOS has been designed to address issues that have been creating roadblocks for South Africa ’s tourism sector and hampering its growth in becoming a top tourism destination. It is claimed that Indian tourists make up just 3.9 per cent of international visitors to South Africa , which is deemed an insignificant number. The Department of Home Affairs will work in collaboration with the Department of Tourism, the president’s office and Operation Vulindlela—a joint initiative of the Presidency and National Treasury—to make the tourism market more accessible for tourists from India and China , and push the growth numbers.

The yet-to-be launched initiative has been designed keeping in mind the success of the Trusted Employer Scheme (TES), which helped to simplify visa processing for those businesses that were seeking to attract critical skills. Home Affairs Minister Leon Schreiber proposed a similar approach to improve efficiency for non- visa-exempt countries like India and China.

With regard to how the initiative will work, it has been said that tour operators selected from India and China will be invited to register with the Department of Home Affairs. These operators, once approved, will be responsible for overseeing tourists in their groups. They will also take the responsibility for their travel.

In response, the Department of Home Affairs will handle the task of fast-tracking group visa applications, marking the first time such a system has been used for tourists. There will be a dedicated team working to handle visa applications and ensure swift processing to eliminate all the restrictions that have been previously hampering tourism from these markets.

The home affairs minister said that there will be economic benefits from this initiative, noting that the tourism sector will likely see significant growth if the initiative is successful.
