Driving in the U.S. if you are not a citizen

Depending on the U.S. states you will visit, you may need an International Driving Permit (IDP) as well as a driver's license your country.

Learn about IDPs and how to get one before you visit the U.S.

An IDP is a form of identification that many countries around the world recognize. It allows you to drive legally in a different country.

  • Not every U.S. state requires an IDP. Contact the state department of motor vehicles for each state you plan to drive in to see if they require an IDP.
  • You must get an IDP before your trip. The U.S. does not issue IDPs to foreign visitors.
  • To get an IDP, contact the motor vehicle department of the country that issued your driver's license. The fees and amount of time it will take to receive your IDP will depend on the issuing country.
  • You may need both your license and an IDP to rent a car in the U.S. Check the rental company's policies and other requirements in advance.

Driver's licenses if you are living in the U.S. as a permanent resident

If you are a citizen of another country and are living permanently in the U.S., you may be eligible to apply for a driver's license from the state where you live.

  • The residency requirement for obtaining a U.S. driver's license is different in each state.
  • Contact your state department of motor vehicles to check the ID requirements and find out how to apply for a license.
  • A state driver's license allows you to drive anywhere in the U.S.

Trails and Wilderness Conditions

Trails in Yosemite may be closed when there are hidden hazards or when they are impassable due to rockfall, snow, ice, or fire. Open trails aren't necessarily free of hazards. By entering the wilderness, you assume responsibility for your safety and must use good judgment. Trails not listed below are open, but may be snowy and very difficult to find from about November through May/June (and may have other hazards).

Yosemite Valley Area

  • The Mist Trail from its junction with the John Muir Trail (above Vernal Fall footbridge) to the top of Vernal Fall will be closed to entry Mondays through Thursdays from 7 am to 3:30 pm from July through October (dates and times subject to change). The trail will be open Fridays through Sundays and on holidays. The trail should normally be open from 3:30 pm to 7 am but it may occasionally need to remain closed overnight for safety reasons. The John Muir Trail is an alternate route to the top of Vernal Fall.
  • The John Muir Trail between Clark Point and Panorama Trail junction (near the top of Nevada Fall) is closed due a large rockfall until late June (tentatively). It is possible to hike to the top Nevada Fall via the upper portion of the Mist Trail.
  • A short section of the Valley Loop Trail at The Ahwahnee is closed due to rockfall risk, although a short detour is available.
  • The Half Dome cables are up for the season; they are planned to remain in place through October 15. A permit is required to hike to the top of Half Dome when the cables are up.

Crane Flat to Tuolumne Meadows Area

  • Elizabeth Lake Trailhead (in Tuolumne Meadows Campground) is closed. Start from the visitor center or Dog Lake parking areas instead.

Climbing Closures

Climbing closures are in effect on several routes each year from March 1 through July 15 to protect peregrine falcons . Additionally, a free wilderness climbing permit is required for all overnight big wall climbs.

Insurance Requirements

Insurance (also referred to as financial responsibility) is required on all vehicles operated or parked on California roads.

You must carry evidence of insurance in your vehicle at all times and it must be provided when:

  • Requested by law enforcement.
  • You are renewing the vehicle registration.
  • The vehicle is involved in a traffic collision.

Types of Insurance

Here are the types of acceptable insurance:

  • Motor vehicle liability insurance policy.
  • Cash deposit of $35,000 with DMV.
  • DMV-issued self-insurance certificate.
  • Surety bond for $35,000 from a company licensed to do business in California.

For information regarding cash deposits or self-insurance, contact DMV Financial Responsibility Unit at (916) 657-6677 and select Option 3.

To locate a company that issues surety bonds, contact the Department of Insurance at insurance.ca.gov or by calling 1-800-927-4357.

Minimum Liability Insurance Requirements for Private Passenger, Commercial and Fleet Vehicles

Here are the minimum liability insurance requirements (per  California Insurance Code §11580.1b ):

  • $15,000 for injury/death to one person.
  • $30,000 for injury/death to more than one person.
  • $5,000 for damage to property.

Liability insurance compensates a person other than the policy holder for personal injury or property damage.

Comprehensive or collision insurance does not meet vehicle financial responsibility requirements.

Does not include any additional Insurance requirements for Commercial and/or Fleet Vehicles deemed necessary by any Federal, State or Local Agency.

Insurance Companies that Electronically Report to DMV

Insurance companies in California are required by law (California Vehicle Code [CVC] §16058) to electronically report private-use vehicle information and as of January 1, 2023, Commercial and Fleet vehicle insurance information.

Vehicle Registration Suspensions

If DMV does not receive proof of insurance for a vehicle, we will suspend the vehicle’s registration and the vehicle may not be operated or parked on public roadways until proof of insurance is submitted.

Learn more about vehicle registration suspensions

Frequently Asked Questions (FAQs)

If you cannot afford liability insurance, you may be eligible for the California Low Cost Automobile Insurance Program. Additional information is available at mylowcostauto.com or by calling 1-866-602-8861.

DMV may ask you to submit additional insurance information, such as:

  • A document or identification card from your insurance company.
  • A DMV authorization letter, if you are a cash depositor or are self-insured.
  • California Proof of Insurance Certificate (SR 22) form for broad coverage or owner’s policy.
  • Evidence that the vehicle is owned or leased by a public entity defined in California Government Code §811.2.
  • A Statement of Facts (REG 256) certifying the motor carrier has evidence of insurance on file with the Public Utilities Commission or DMV pursuant to CVC §34630.

Yes. To prevent a vehicle registration suspension, you must notify DMV before you cancel your insurance. If you are not operating your currently registered vehicle, and it is not parked on a California roadway, you may submit an Affidavit of Non-Use (ANU) (REG 5090) to DMV.

After filing the ANU, the vehicle’s insurance may be cancelled. However, if the vehicle is still not in use when registration renewal fees are due, you must pay renewal fees or request the vehicle be placed on planned nonoperation (PNO) status. You are not eligible to file an ANU once the registration expires.
