Year After Failed Mutiny, Russia Tightens Grip on Wagner Units in Africa

Moscow has largely taken over the African operations of the paramilitary group, once led by Yevgeny Prigozhin, who was killed after leading an insurrection against Vladimir Putin.

A video image of two men in camouflage, faces partly covered, speaking into a pink microphone.

By Elian Peltier

Elian Peltier, who is based in Dakar, Senegal, has traveled within the past year to Burkina Faso and Niger to report this article.

For years, Russia covertly propped up authoritarian leaders, exploited natural resources and fought extremists in a number of African countries.

Russia worked through the Wagner group, a shadowy web of political advisers, entrepreneurs and mercenaries. But it never revealed how closely it was controlling Wagner’s activities around the world, maintaining a distance as numerous accusations of human rights abuses were leveled against the group’s operatives on the ground.

Wagner was led by Yevgeny V. Prigozhin, a ruthless tycoon who was once a close ally of President Vladimir V. Putin of Russia. But after Mr. Prigozhin led a short-lived mutiny against Mr. Putin in June last year, Mr. Prigozhin was killed in a plane crash .

Since then, Russia has been carving up Wagner’s assets and redistributing them to branches of the Kremlin, according to interviews with a dozen diplomats and military and intelligence officials from Western countries, Russia and Ukraine. The Russian Ministry of Defense has taken control of Wagner’s mercenary arm in Africa and placed it under a bigger umbrella group, Africa Corps. Russia’s defense and foreign ministries did not respond to a request for comment.

Here is what’s to know about Africa Corps.

Where is Africa Corps deployed?

A few hundred instructors from Africa Corps first arrived in Burkina Faso, in West Africa, late last year, according to Western officials and the group’s channel on the Telegram messaging app, which diplomats, analysts and Russian news outlets have considered a credible source on the group.

Since April, about 100 instructors from the organization have been deployed in Niger to train its military, a task that until recently had been led by the United States and European countries. A week later, the United States announced that it would withdraw about one thousand military personnel from Niger.

Because Africa Corps is directly affiliated with Russia’s government, it “looks more legitimate to African governments,” said Sergey Eledinov, a security analyst and former representative of a Russian private military company working in Africa.

Russia has also provided weapons to the two countries, where military juntas are struggling to contain jihadist insurgents in the Sahel, a semiarid region that extends through both nations.

Mercenaries from Africa Corps have also been deployed in Libya, which Russia has long used as a logistical hub for military deployments in sub-Saharan Africa. Wagner’s mercenary activities there have been subsumed into Africa Corps, according to a European military official and a State Department official.

Is Africa Corps replacing Wagner?

About half of Africa Corps’ recruits are Wagner veterans, it said on its Telegram channel. And the jobs are similar: Africa Corps needs bodyguards, ground troops, drone operators and “electronic warfare specialists,” according to advertisements from the group.

But Africa Corps acts as an umbrella for Russia’s paramilitary activities on the continent — not just those of Wagner, but also of other private military companies. The mercenaries deployed in Burkina Faso are from a new structure called Bear , for instance.

“There’s some sort of competition among these companies,” said Oleksandr V. Danylyuk, a former special adviser to the head of Ukraine’s foreign intelligence service.

Russia’s military intelligence agency, known as the G.R.U., oversees Africa Corps’ operations, according to the State Department.

“The goal is the same: Establish control in several African countries,” added Mr. Danylyuk, who co-wrote a recent report on Russia’s military activities beyond Ukraine.

The name Africa Corps is reminiscent of Afrika Korps, the expeditionary force deployed by the Nazis in Africa during World War II. The Wagner group also bore a Nazi reference: It was named after the German composer Richard Wagner, one of Hitler’s favorites.

Wagner hasn’t disappeared altogether: Some of its operatives remain in the Central African Republic and Mali. Their close ties with local military, political and economic circles have made them hard to dislodge or too useful for Russia to get rid of, Western diplomats and analysts say.

A new propaganda outlet, African Initiative, has also been created to promote the growing ties between Russia and African countries. It is supported by Russia’s intelligence services, according to the U.S. State Department.

What does Russia want in Africa?

In short, Russia wants geopolitical clout and access to natural resources. But African leaders have a lot of suitors: not just Russia, China, the United States and European countries, but also Turkey and the United Arab Emirates, among others.

Mercenaries and disinformation specialists from Wagner have played a key role in weakening Western interests on the continent and replacing European and U.S. troops, as well as United Nations peacekeepers, in several countries.

Those developments have alarmed U.S. officials.

“The Russian Federation is really trying to take over Central Africa, as well as the Sahel,” Gen. Michael E. Langley, head of the U.S. military’s Africa Command, told Congress in March.

Russia has argued that it is championing a new multipolar world order that will help African countries bolster their sovereignty. But Russia is also seeking to grow its number of allies: Many African countries abstained from condemning Russia’s invasion of Ukraine, or even supported it, during votes at the United Nations.

Russia has signed military cooperation agreements with 43 African countries since 2015, according to the European Parliament . Russia was also the largest supplier of weapons to Africa between 2018 and 2022, accounting for 40 percent of the continent’s weapons imports .

Wagner operatives have exploited gold mines in the Central African Republic and Sudan . Russian mining companies export diamonds from Angola and Zimbabwe, and bauxite from Guinea , among others.

Russia has also increasingly been promoting a more classic state-to-state relationship.

The arrival of Africa Corps instructors in Burkina Faso late last year, for instance, followed a meeting between Mr. Putin and the country’s leader, Capt. Ibrahim Traoré, last summer. Russia has also reopened an embassy there.

Russia has also promised to help Burkina Faso and Mali develop their nuclear sectors and to take in more African students at a time when Europe is trying to keep migrants away.

“Our friend Lavrov is back!” a newspaper in Burkina Faso recently wrote as Russia’s foreign minister, Sergei V. Lavrov, visited — one of at least a dozen African countries he has traveled to since Russia’s full-scale invasion of Ukraine in 2022. Mr. Lavrov promised Burkina Faso more military supplies and instructors.

“Western influence in a number of African countries has been reduced,” Africa Corps wrote on its official Telegram channel last year. “A ‘window of opportunity’ has opened for the realization of our geopolitical interests.”

What do West Africans say?

The West African leaders who have sought closer partnerships with Russia want personal protection, soldiers and weapons to fight rebels and Islamist insurgents affiliated with Al Qaeda and the Islamic State.

Some civil society activists, civilians and local politicians in Niger, Mali and Burkina Faso interviewed over the past year say that Russia is delivering.

“This partnership with Russia is going to help us end this war on terror,” said Boureima Ouédraogo, a pro-Russian civil society activist from Burkina Faso. “Our soldiers have no fear anymore.”

But just as African militaries have been unable to defeat the insurgents despite the American and European support, they have also had limited successes with their Russian partners, security experts say.

And abuses against civilians have soared in the years since these militaries have called in Russian instructors, with Wagner mercenaries accused of mass killings and torture in Mali and rape and other crimes in the Central African Republic .

Soumaila Lah, a Mali-based security analyst, said that those living in large cities favored Russia’s presence as necessary. “But in the remote areas where mercenaries operate, local populations are noticing the cases of torture, the arbitrary arrests and the assassinations,” Mr. Lah added.

“In those places, they don’t want them anymore.”

CLEVELAND, Ohio – After a four-year hiatus, Delta Air Lines is relaunching nonstop service between Cleveland Hopkins International Airport and Salt Lake City.

The route was suspended in 2020 during the COVID pandemic, although the carrier briefly resumed the flight in early 2022 before canceling it again. Since then, Cleveland Hopkins officials have been eagerly advocating for its return.

The route will relaunch on Saturday, Nov. 23, and will run daily. Tickets are on sale now.

Flights from Cleveland will depart at 7:45 a.m., landing in the Utah capital at 10:18 a.m. Flights from SLC will depart at 5:20 p.m., landing in Cleveland at 10:57 p.m.

Salt Lake City is a hub for Delta, offering connections to dozens of cities throughout the Western United States, Mexico and Canada.

The carrier will fly a 160-seat Boeing 737-800 aircraft on the route.

Frontier Airlines also flies nonstop between Cleveland and Salt Lake City, one of a more than dozen new routes launched by the ultra-low-cost carrier from Hopkins earlier this year. Frontier’s service, however, is seasonal, and offered three times per week.

Delta also recently announced that it is returning nonstop service to Salt Lake City from Pittsburgh. The carrier relaunched its Columbus-to-Salt Lake City route earlier this month.

In 2023, Delta was the fourth largest carrier at Hopkins, carrying about 15% of all passengers. Delta also flies nonstop from Cleveland to Atlanta, Boston, New York City, Minneapolis and Detroit.

“We are thrilled our partner at Delta Air Lines will be resuming this service to one of our top underserved markets,” said Bryant L. Francis, Cleveland’s director of port control. “This addition not only offers Clevelanders nonstop service to Salt Lake City, but also provides dozens of additional connecting points beyond.”

BRICS ministers unveil travel enhancement roadmap, highlight Moscow-Delhi cooperation

M oscow: The BRICS (Brazil, Russia, India, China, South Africa) group of emerging-market nations, which expanded in January, to include Egypt, Ethiopia, Iran, the UAE, and Saudi Arabia, unveiled a roadmap to boost travel between member countries at their inaugural tourism forum in Moscow over the weekend.

Hosted by Russia, this year's chair of BRICS, the forum featured a plenary session on "Prospects for BRICS Tourism Cooperation in New Conditions," led by Russian economic development minister Maxim Reshetnikov. The event marked the first thematic forum for BRICS, drawing over 300 leading experts, business leaders, and government representatives from member countries.

"Today, BRICS is a key platform for developing equal cooperation. The dialogue on payment systems is advancing between our countries, with new settlement mechanisms emerging," Reshetnikov said.

The BRICS group was established in 2009 and seen by analysts as a counter to the economic heft and political influence of the G7, comprising the US, the UK, France, Germany, Italy, and Japan.

Speaking with Hindustan Times at the forum, Evgeny Kozlov, first deputy head of the Moscow mayor's office, outlined the government's initiatives to boost Moscow as a global tourism destination, especially in the current economic climate.

Kozlov emphasised the focus on attracting Indian tourists, saying: “We're promoting Moscow and Russia in India, participating in major tourist exhibitions, and organising roadshows and familiarisation trips for professionals. We’re planning promotion programmes in key Indian cities and aiming to increase the number of direct flights to make travel cheaper.”

He highlighted the importance of communication, adding, “We need to talk more about Moscow—how safe, comfortable, and hospitable it is. Last year, 60,000 people from India visited Moscow, and we hope to increase that by 10% to 15% this year. We also have an e-visa system with India, making it easier and cheaper to visit Russia, which only takes five days to process.”

Kozlov noted the cooperation with the Russian government, stating, “Tourism is a team effort. We work with Russia's Ministry of International Affairs and the Ministry of Economic Development to prioritise our efforts and simplify regulations, making it easier for foreigners to visit Moscow, which is Russia’s main transportation hub and gateway.”

‘ Ongoing negotiations between Moscow-Delhi will lead to a new chapter’

Highlighting the evolving partnership between India and Russia, particularly in trade, investment, and technology transfer, Kozlov said: "You know, in discussions with my colleagues at both the Moscow and federal government levels, we've seen an increase in business tourism here. There's a lot in common within BRICS, and much more we can do to bring our countries closer together. While I can't predict exact trade volume increases, I believe the numerous ongoing negotiations between Moscow and Delhi will lead to a new chapter in BRICS cooperation.”.

“With the ministry of economic development, we have a new initiative planned: the BRICS Cities Touring Club. It's a big announcement. This club aims to promote city breaks within BRICS, which are now the second most popular travel choice after seaside vacations. We see huge potential for intra-BRICS city cooperation in tourism, inviting tourists to explore the unique hospitality and culture of each city.”

“We have full support from the ministries of economic development and international affairs in Russia for this initiative. I believe BRICS capitals and other cities will embrace this idea, lead to new online and possibly offline meetings in Moscow or elsewhere this year and shape a fresh vision for tourism development among BRICS cities”.

The forum's business programme included three sessions involving the BRICS business communities. The discussions focused on innovation, sustainability, digitalisation, and cooperation, forming the basis for future collaborative efforts.

At the event, Reshetnikov also highlighted Russia's tourism growth, anticipating over 90 million tourist visits this year—a 30% increase from pre-pandemic levels. Foreign tourism to Russia has surged, with a 50% rise in foreign visitors in the first four months of 2024.

Shockingly bad. Bad communication, bad coordination, bad customer service. The only redeeming quality is it was cheap.

Always a pleasant experience when dealing with RTT. The guides are super knowledgeable and friendly. The tours are also a good value. I prefer them to the less expensive MWR trips. The reason is the guides and the size of the buses. RTT tends to provide more room on larger buses.

Commercial aviation is one of the world’s most fascinating sectors. As a subset of leisure, tourism, and logistics industries, airlines have never been more crucial than today. The great COVID-19 outbreak of 2019-2022 has more or less brought the world to its knees in dramatic fashion.

A global pandemic has translated into economic seizures, especially due to the massive reduction in travel and therefore aviation. Despite aviation being a low-margin business due to the volatility of oil, high CapEx, and several different factors, it is still one of the most important businesses in the world.

When an airline is formed, they’ll usually designate a specific city from which its operational tendrils form a web. Hubs have become pervasive throughout aviation. Simply put, it’s much easier to strive for operational optimization if you only have to worry about 1 core city through which you operate flights.

In this guide, we’ll investigate what an airline hub is, why it’s important, and then break all of the major airlines down into their hub cities. Let’s get started.

Emirates hub and spoke route network

According to strategic aviation consultant Stephen Holloway , “An airline hub may be defined as an airport that receives many passengers or as an airport that serves as an operating base of an airline, whether or not the airline allows for connecting traffic.”

The easiest way to describe a hub for a given airline is to attribute the amount of traffic as a percentage of its total traffic. Alternatively, you can also calculate the percentage of flights operated by a particular airline in a specific airport.

There are 2 main operating strategies for airlines:

  • Airlines like Qantas, Emirates, Etihad, Qatar Airways, Singapore Airlines, and EL AL are some of the best examples of hub and spoke airlines.
  • Airlines like Southwest, Hainan Airlines, Ryanair, and easyJet are some of the best examples of point-to-point airlines

Hub and Spoke versus Point to Point

Generally, smaller planes are used on point-to-point routes due to the lower demand relative to massive hub-and-spoke routes. For example, a point-to-point Hainan Airlines flight from New York City (JFK) to Chengdu (CTU) is operated using a 787-9, and Air China operates a hub-and-spoke route from New York City (JFK) to Beijing (PEK) using a 747-8, which can hold more passengers.

To visualize, check out Etihad’s route network:

Etihad Route Network

Most of Etihad’s flights go through Abu Dhabi. This is consistent with the hub-and-spoke philosophy, which is capable of funneling travelers across the world via its hub in Abu Dhabi.

On the flip-side, let’s look at Hainan Airlines’ international route network below:

Hainan Airlines route map

As you can tell, Hainan Airlines operates several different flights and covers a lot of area with its point-to-point network. That means customers can fly on lesser-known routes like from New York City (JFK) to Chongqing (CKG) without having to inconveniently stop in Beijing (PEK) or Shanghai (PVG).

Bottom Line: An airline hub is advantageous because air transportation can be consolidated into 1 destination, which allows for a greater scale. If an airline can fill larger aircraft easily, it will realize significant cost savings. However, with technological advances from fuel-efficient aircraft and a greater appetite for convenient nonstop flights in the point-to-point model, the hub-and-spoke model is quickly losing favor.

We discussed what hub airports are in the above section, so let’s briefly touch on focus cities. According to the Encyclopedia of Transportation: Social Science and Policy , focus cities are defined as a “ destination from which an airline operates limited point-to-point routes .”

By extension, a focus city appeals to the “local” instead of connecting markets much more than a hub city.

Airline hubs are crucial for numerous things. Since Upgraded Points has always been focused on points and premium cabin travel, we’ll be talking about airline hubs as they relate to these topics.

Knowing which hubs exist for a particular airline will be extremely important in crafting an award itinerary. After all, how can you plan a Cathay Pacific first class award flight without first knowing that Cathay Pacific’s hub is Hong Kong (HKG)?

The other, less obvious reasons why you should care about airline hubs may be as follows:

  • Hub-and-spoke routes can sometimes have the most award availability. Sometimes, it’s the other way around, where the airline’s ultra-premium routes have sufficient revenue demand, thereby drying up award availability.
  • Figuring out where airline hubs are can help you plan a journey with as little time wasted possible actually going through airports and in the air.
  • Airline hubs offer the most operational flexibility. Because most of their flights go through hubs, you can then plan a connecting flight with a convenient schedule.
  • One of the best examples of this would be comparing an itinerary on Delta nonstop from Los Angeles (LAX) to Paris (CDG). Award availability will be rare/expensive, but if you choose to go from Los Angeles (LAX) to Salt Lake City (SLC) and then to Paris (CDG), you’ll find huge award availability.
  • One other example would be comparing an itinerary on American Airlines nonstop from Los Angeles (LAX) to Hong Kong (HKG). Award availability will be nearly impossible to find, but if you start your search in Phoenix (PHX) or San Diego (SAN) and go through Los Angeles (LAX) and then finally to Hong Kong (HKG), you’ll see a ton of award availability that isn’t bookable with the nonstop option. Frequently Asked Questions

Which airports are hubs.

Many airports are hubs. It just depends on which airlines you’re talking about. For example, American Airlines has these airport hubs in the U.S.:

Also, American Airlines’ focus cities are believed to be:

  • Reagan-National (DCA

On the other hand, Delta Air Lines has these airport hubs:

Therefore, you’ll need to figure out which airline you want to learn about in order to find its hubs because each airline designates different cities as its hubs.

What is a hub for an airline?

In other words, if an airline has lots of traffic, flights, and general operations at a particular airport, that airport is considered a hub.

What is a hub and spoke topology?

Hub and spoke topology is a type of route network that describes connecting numerous minor destinations to a central, hub location. Then, long-haul flights universally depart from the hub airport. This is in contrast to a point-to-point model, which operates smaller, low-capacity airplanes on nonstop routes, even if they’re not between 2 major cities.

What are the benefits of the hub and spoke system?

Operationally, it is much easier to achieve economies of scale and lower OpEx when you employ a hub and spoke system. For example, Emirates can maintain all of its flight attendant bases and primarily only consider operations through 1 airport: Dubai (DXB).

Usually, hub and spoke models save airlines money. In many cases (except for hub captives), booking airplane tickets from hub-and-spoke model airlines results in cheaper fares. However, in some cases, booking flights as a hub captive (e.g. American Airlines in Dallas-Fort Worth (DFW))) can result in diminished competition and higher fares.
