Essex Parking Partnership

The service is a partnership between Essex County Council and 12 Borough/City/District Councils and is run in two areas:

• the North Essex Parking Partnership ( NEPP led by Colchester City Council).
• the South Essex Parking Partnership ( SEPP led by Chelmsford City Council).

Each Partnership is responsible for:

• its area's on-street Civil Enforcement Officers ("traffic wardens")
• the enforcement process, together with challenges to, and payments of, parking penalties ("parking fines")
• the administration of the parking restrictions ("yellow lines") and the management and maintenance of permit schemes

How does it work?

However complex the central database, users see only the view of the data that has been configured for their needs. They can then click on the map to 'drill down' to reveal more detail of associated data, images and documents. This approach keeps the interface clean and simple whilst catering for all types of user.

Finding the right location

Standard Gazetteers such as Address Point, Code Point and NLPG can be used to find a map location by street name or postcode. Navigation tools include roam, pan, zoom and bespoke search functions.

Zoom layering causes suitable base mapping to be displayed for the chosen scale.

Finding the right information

Users can select the type of information they want to see, for example, camera sites, proposed traffic orders or pay and display parking bays. Where the data changes over time, a date may be selected to view the historical situation at that time.

Drill down into layers of information

Simple queries such as 'where can I park?', are answered without initially providing too much detail. However, more information is available (from the underlying traffic order, for example) to allow TraffWeb users to answer their own detailed requests. This saves the time of authority staff and reduces the number of FoI applications.

Traffweb's open structure enables it to publish data from a wide range of sources and to be configured to address many different operational needs. It can connect to our ParkMap , AccsMap and InvMap packages, disseminating this data to a wider audience.

Essex has long suffered from an unfair reputation of being a county that’s only saving grace is its proximity to London. But that’s far from the truth. Inland, it boasts castles, stately homes and Tudor mansions, a clue to its long and prosperous history. Colchester is England’s oldest town, once occupied by the Romans. In nearby Cressing, you’ll find ancient barns, one of them the oldest of its kind in the world.

The Essex coastline is second in length only to Cornwall’s. But unlike England’s tourist hotspots, its broad sandy beaches and remote salt marshes are still off the beaten path and often crowd-free. Dedham vale, explore the pretty stour valley on foot or by boat.

Dedham Vale is still recognizable from the paintings of John Constable despite the passing centuries. Southend Pier

Jump on the train to the end of the world’s longest pleasure pier.

Southend Pier claimed its fame as the world’s longest pleasure pier. The round-trip walk from the road is almost 3 miles. Fortunately, for many years, a train has run back and forth, taking the legwork out of a trip to the end of the pier. However, many still choose to walk this breezy structure, passing fishermen hoping for a catch.

Throughout its 190-year history, the disaster-prone pier has experienced several fires. It was even decapitated in bad weather in 1986 by the MV Kingsabbey, a waste disposal tanker which became the 9th vessel to crash into the structure. But this much-loved landmark rises like the mythological phoenix after each setback. Today, historic sailing ships occasionally drop anchor, while pleasure cruises depart regularly from the Pier Head.

Mersea island, eat oysters at the water’s edge and join a 2000-year-old tradition.

Mersea Island has a long tradition of oyster farming. Legend has it the Romans joked the bivalves were the only good thing to have come out of Britain. People still chance the tide on the Strood, the causeway that offers the only road access to the island, to try them at the basic but popular Company Shed.

Though fresh oysters are on sale year-round, the best time to come is at the start of September when the Colchester Natives season begins. Their saltier taste and more intense flavor develop from the tidal mudflats in which they’re found. Unfortunately, that sediment also means you’re highly unlikely to find a pearl.

Immerse yourself in history in front of the 14th-century Guildhall

Thaxted is home to an impressive array of historic buildings, the most famous of which is the timbered 14th-century Guildhall that dominates the High Street. Built by the Guild of Cutlers, it once survived a terrible fire. Further up Watling Street is the grand parish church of John the Baptist with Our Lady and St. Laurence, begun in 1340.

Down the hill, look out for a blue house bearing a plaque which reminds visitors that it was once the home of composer Gustav Holst. In nearby Stoney Lane, commemorates the infamous highwayman Dick Turpin, though his presence is more legend than fact. You’ll find the restored John Webb windmill a short stroll away, surrounded by the arable fields which characterize this fertile area of the UK.

Bradwell-on-Sea

Hike to a 7th-century stone chapel.

Bradwell-on-Sea sits on the eastern tip of the Dengie Peninsula, a considerable distance from the county’s larger towns. But a steady stream of walkers makes the pilgrimage out to this coastal spot. They hike across the farm track which leads to the chapel of St Peter-on-the-Wall. This tiny stone chapel was built in 653 AD by St Cedd after he sailed down from Lindisfarne.

Occasional summer services and weddings take place but during the week St Peter-on-the-Wall is left unlocked as a place of meditation and prayer. Originally a Roman fort, neighboring Othona is now a Christian community welcoming visitors. They’re not the only significant religious buildings in Essex – 40 miles away on the other side of Essex near Epping, you’ll find Greensted Church, the world’s oldest lumber church.

Abberton Reservoir

Birdwatching and bombs define this body of water.

Abberton is one of 3 reservoirs in Essex and at 4.9 sq km, has the 4th largest surface area of those in England and Wales. It is popular with birdwatchers for its huge variety of native and migrating species, including cormorants, lapwings, black-tailed godwits and great-crested grebes. RSPB Old Hall Marshes site is a short drive away.

The RAF 617 Squadron used Abberton Reservoir during WWII as a practice site for the Dambuster raids. The Layer Causeway stood in for the dam and preparation for Operation Chastise, as it was known, took place under cover of darkness. The reservoir, itself a target, was mined by the MOD and later cleared. Controlled detonations on the last few took place in the 1980s and the site is now officially clear.

Hadleigh Castle

Gaze out over the thames from the castle ruins.

Hadleigh Castle is the most southerly of the Essex palaces. It lies in ruins, though there’s just enough left to imagine how it would have looked when it was first built. The castle dates from the 13th century and was strategically important during the Hundred Years’ War. Picnic on the meadows surrounding the ruins and enjoy views across the Thames while you eat.

A little inland, you’ll find the 2012 Olympics cross-country cycling track. The circuit is now open to the public so borrow a mountain bike and test your mettle on the same ground used by the world’s pros. The 5-km track is accessible to all abilities but detour onto the optional black runs, such as Deanes Drop and The Leap of Faith, only if you’re an experienced rider.

Battlesbridge

Shop for antiques in an old granary barn.

Battlesbridge has a reputation for antiques that extends beyond Essex. The main center occupies an old granary barn beside the water. Sprawling over 4 floors, it overlooks the River Crouch and was a Victorian addition to the riverside quay where barges once moored up to unload coal and refill with hay and flour.

These days, antique dealers occupy many of the historic buildings in this corner of the village, selling everything from cut glass to upcycled furniture. Two good pubs, The Hawk and The Barge, as well as café on the top floor of the antique center, offer plenty of choice for a restorative lunch. Just don’t come expecting a battlefield – the village takes its name from the Bataille family who once owned much of the land.

Learn about the town’s long maritime history

A quirk of fate led to the long association the port town of Harwich has had with the sea. A storm surge in the 1100s created a deep harbor and a boat-building tradition was born. One of the most famous ships to be constructed here was The Mayflower, which sailed to the USA in 1620. The Port Books of 1609–11 designate the vessel as  of Harwich .

Harwich has much to interest the maritime enthusiast, including a Lifeboat Museum. The LV-18 Lightship moored on the quayside close to Ha’Penny Pier is a floating museum devoted to all aspects of pirate radio. Nearby, you’ll find the 1667 Treadwheel Crane, worked by men walking in the interior of 2 large wheels to raise and lower goods and materials. It’s thought to be the only one of its kind in the UK.

The Sunshine Coast

Relax on the beaches or go for seal-watching trips.

Collectively known as the Sunshine Coast, the north of Essex boasts some of its broadest swathes of sand. Each has a different character. Genteel Frinton and the quiet vacation town of Holland-on-Sea contrast with kiss-me-quick Clacton. The beach at Jaywick, backed by low grassy dunes, is the prettiest of all.

The best all-rounder is Walton-on-the-Naze. The Hanoverian Naze Tower is a popular local landmark – inside this former navigation tower, there’s an art gallery and café. Seal-watching trips depart regularly to visit the common gray seals that hang out in Walton’s backwaters. Their habitat was the setting for Arthur Ransome’s children’s novel ,   Swallows and Amazons .

There are some good train links between many towns in Essex, such as Colchester to London Liverpool Street, and Ipswich to London Fenchurch Street. However, it can still be difficult to get to London from other areas at peak times. Therefore, it is important to plan your journey around off-peak times if you wish to avoid being stuck in rush hour congestion.

Consider hiring a car

If you want to get around Essex quickly, then you should consider hiring a car. There are many small car hire companies and companies which offer minibus hire in Essex. The obvious advantage of cars is the freedom they provide and the fact that if you want to go somewhere off the beaten track, you can travel on country roads or quiet lanes. Of course, this means that driving yourself is more tiring than taking public transport or travelling with others, but it can still be worthwhile if you are visiting areas which are far apart. Some of the places worth considering include Southend-on-Sea, Colchester, Chelmsford, and Walton on the Naze.

Consider using a minibus

As well as hiring a car yourself, it can be a good idea to hire a minibus or large car with friends. This is especially useful if you wish to travel in bigger groups and make the most of travelling together. There are many companies that offer minibuses for hire in Essex and can be great fun.

Coach hire for a family trip

If you’re travelling to Essex with a large group of people, then it may be worth considering coach hire in Essex. Beyond the fake tan and bling, there is plenty to explore. From coast to country the best way to discover Essex’s charms is by car. Meander through winding country lanes, passing through picturesque villages heading towards rustic shores.

One of Essex’s lesser known gems is its food. The county is home to an abundance of producers specialising in juice, meat, seafood, confectionary, wine and more. Let’s not forget this fair county has turned out some of the best chefs in the business; Jamie Oliver and the Galvin Brothers, who are Michelin-star accredited. Check out their restaurant at the Galvin Green Man in Great Waltham, near Chelmsford.

If you’re looking for a road trip with a difference, get behind the wheel and follow your hunger with pitstops at seafront restaurants, micro-breweries, artisan bakeries and vineyards. Start your journey towards the East in Burnham-on-Crouch; Essex wine country. Here you could easily confuse the landscape for Tuscany as you drive pass rows and rows of vines.

Stop at Crouch Ridge Vineyard ; a wine barn, cellar and vineyard all rolled into one. Tours and tastings are offered throughout the year. Owner Ross guides the tours, leading groups through the rows of vines used to produce Chardonnay and Pinot Noir. He explains how this area of the UK, due to its climate, is now rivalling France in the wine stakes.

Thanks to the River Crouch, the temperature stays above freezing meaning a harvest is rarely ruined by frost. The tour is followed by a tasting of three wines complete with notes and tasting tips. Book lunch afterwards in the restaurant, where you can dine al fresco on the terrace overlooking the vineyard and river. Wine is available to purchase, and the Althorne Pinot Cuvee is highly recommended.

Head North passing through Maldon where you can pick up its famous salt and local ale from the Maldon Brewing Co. Stretch your legs with a walk along the Blackwater to Heybridge Basin. Click here for 10 things to do in Maldon. 

For an overnight stay seek out the private dwellings on Osea Island . The island is only accessible at low tide for a period of four hours where cars can be driven across. At other times a river taxi ferries you back and forth. Steeped in history, here the island is your playground. Far away from noise and light pollution at night the stars glisten. Open a bottle of local wine, sit back and enjoy.

From here, head further north again to the pretty village of Tiptree, famed for its jam. The Jam Factory is open to visitors and offers an insight into the jam-making process and history of this village’s legacy. Don’t leave without trying an afternoon tea of freshly baked, warm fruit scones, cream and jam. Dine in the restaurant with its traditional oak beams or during the summer sit outside on the terrace. You can even return to your childhood and request a specially made jam sandwich!

For the next stop on your foodie adventure, head East towards the shores of Mersea Island . Essex has 350 miles of coastline with each seaside town offering something special. While crowds make their way to Southend on Sea for fish and chips, cockles at Leigh on Sea and candyfloss at Walton-on-the-Naze, Mersea Island remains fairly undeveloped.

Pastel coloured beach huts line the shore, the worn wooden jetty leads you to the water and the discarded oyster shells are a sign of its crop. The West Mersea Oyster Bar and The Company Shed are two, no thrills restaurants, located on the waterfront. Wooden panelled and weathered but with queues out the door year-round.

The oysters are the biggest sell at The West Mersea Oyster Bar ; stacks of large shells piled on ice, complete with accompanying garnishes. If oysters aren’t for you, try the seafood platters with crab, cockles, prawns and more or the slabs of freshly fried fish complete with chunky chips.

The Company Shed keeps it simple with dressed crabs, juicy lobster slathered in garlic butter, crab cakes, mussels and scallops. You’re welcome to bring your own bread and wine too, though the white wine from the local vineyard is certainly worth a try.

It’s easy to work your way around Essex feasting from the land. However, should you require a hearty pub roast, head to Constable Country. Walk along the river at Dedham to work up an appetite and eat at one of the village’s cosy pubs. 

For Christmas, Essex doesn’t disappoint either. Kelly Bronze turkeys are reared in Danbury, Cole’s Christmas Puddings are manufactured in Saffron Walden and Fairfield Crisps are created using potatoes farmed in Colchester.

The food tour doesn’t stop there, if you’re looking to brush up on your cookery skills, book yourself a place at one of the many cookery schools ; The Mistley Kitchen in Manningtee and The Cookery School at Braxted Park, both offer a range of worldly cuisine workshops.

North Jersey traffic - road work on I-80; construction on GWB, Route 4

At the Prudential Center, Chris Tomlin perform on Thursday and Judas Priest performs on Friday. Then the venue hosts the Professional Women’s Hockey League New York team on Saturday.

Scheduled construction, road work, sign work and utility work will cause daytime lane closures on the George Washington Bridge; Interstate 80; U.S. highways 1&9, 46, 202 and 206; state routes 4, 7, 15, 20 and 23.

Bergen County traffic

• Construction on Route 4 will intermittently close all eastbound lanes between Whitehall Street in Fair Lawn and Orange Avenue in Elmwood Park, 9 a.m. to 3 p.m. April 16; and up to two lanes in each direction, near Jones Road in Englewood, 11 p.m. to 5:30 a.m. through April 20.
• Road work on I-80 westbound closes the right lane near exit 63 in Lodi, 10 a.m. to 3 p.m. April 16.
• A traffic shift on the New Jersey Turnpike eastern spur southbound between Ridgefield and Newark, 9 p.m. April 16 to 6 a.m. April 17.
• Construction on Route 202 closes all southbound lanes near Franklin Avenue in Mahwah and Oakland, 6:30 a.m. to 5 p.m., April 17 and April 18.

• On the Garden State Parkway northbound, installation of traffic monitoring systems will close up to two lanes near the Bergen Toll Plaza in Saddle Brook and between exit 159 in Saddle Brook and exit 165AB in Paramus, 10 p.m. April 17 to 6 a.m. April 18. Milling and paving will close up to two northbound lanes at the Bergen Toll Plaza in Saddle Brook, and between exit 159 in Saddle Brook and exit 163 in Paramus, 8 p.m. April 19 to 7 a.m. April 20.
• Construction on the George Washington Bridge eastbound upper level closes the right lane, 10 a.m. to 4:30 p.m. through April 19; two lanes, 10 p.m. April 19 to 10 a.m. April 20; and three lanes, 9 p.m. April 20 to 8 a.m. April 21. On the lower level, the right lane is closed, 10:30 a.m. to 4:30 p.m., April 16 through April 20.
• Road maintenance operations on Route 9W will close the right lane in both directions between Route 46 in Fort Lee and Sage Road in Englewood Cliffs, 9 p.m. to 6 a.m. through April 19.
• Daytime utility work will close various local roads in Tenafly and Englewood through May 10.

Essex County traffic

• On the Garden State Parkway , two northbound lanes will be closed due to a traffic shift between exit 145 in East Orange and exit 153A in Clifton, 1 to 6 a.m., April 17 and April 18.
• Road work on I-280 will close at least one lane westbound near the Stickel Drawbridge in Newark, 9 p.m. to 4 a.m., April 17 through April 20; and eastbound near exit 5 in Roseland, 9 p.m. April 18 to 4 a.m. April 19.
• Chris Tomlin's Holy Forever World Tour stops at the Prudential Cente r at 7 p.m. April 18 and Judas Priest brings its Invincible Shield Tour to the arena at 7:30 p.m. April 19. Then, as part of the Professional Women’s Hockey League's inaugural regular season, the PWHL New York team will host PWHL Boston at the venue at 3:30 p.m. April 20.
• Construction and a traffic shift on the New Jersey Turnpike will close the outer roadway southbound between exit 14 in Newark and exit 6 in Mansfield, 9 p.m. to 5 a.m., April 18 through April 22.
• Construction on Route 23 closes the right lane in both directions near Bloomfield Avenue in Verona, 9 a.m. to 3 p.m. through April 19.

Hudson County traffic

• Construction on Belleville Turnpike northbound near Newark Jersey City Turnpike in Kearny closes the left lane, 9 a.m. to 3:30 p.m. April 17.
• Construction in the Lincoln Tunnel will close the south tube eastbound, 11 p.m. to 5 a.m., April 17 through April 19.
• On Tonnelle Avenue in North Bergen, line striping will close the southbound right lane near Route 3, 10 p.m. to 6 a.m. through April 18; and sign work and utility work closes the right lane in both directions between Secaucus and Paterson Plank roads, 9 a.m. to 3 p.m. through April 18.
• Sign work and utility work on Route 440 closes the northbound left lane near Truck Route 1&9 in Jersey City, 9 a.m. to 3 p.m. April 18.
• Construction on the Bayonne Bridge closes the left lane in both directions, 9 a.m. to 3 p.m. through April 18.
• Construction in the Holland Tunnel will close one lane in the eastbound south tube, 11 p.m. to 5 a.m. through April 19.
• On Route 3 , construction and bridge work will close up to two westbound lanes between the New Jersey Turnpike in Secaucus and Paterson Plank Road in East Rutherford, 8 p.m. to 5 a.m. through April 20.

Morris County traffic

• On I-80 , road work closes one lane near exit 34 in Wharton, Jefferson and Rockaway eastbound, 10 a.m. to 2 p.m. April 16; and westbound, 9 a.m. to 1 p.m. April 19 and April 22. One lane will be closed eastbound between exit 37 in Rockaway and Denville, and westbound near exit 35 in Rockaway, 9 a.m. to 2 p.m. April 18; and westbound near exit 30, 9 a.m. to 1 p.m. through April 19.
• On Route 10 in Roxbury, construction closes one lane eastbound near Sussex Turnpike, 8 p.m. to 5 a.m. through April 18; and westbound near St. Theresa Terrace, 8 p.m. April 18 to 5 a.m. April 19. Gas main work will close one lane in both directions near Main Street, 8 p.m. to 5 a.m. through April 18; and near Hillside Avenue, 8 p.m. April 18 to 5 a.m. April 19.
• On Route 46 in both directions from 8 a.m. to 3 p.m. through April 19 , utility work closes the left lane in both directions between I-80 and Beverwyck Road in Parsippany; and construction closes one lane between I-80 and Route 53 in Denville and near Canfield Avenue in Mine Hill.
• On Route 15, from 9 a.m. to 4 p.m. through April 19, construction closes two lanes in both directions near Berkshire Valley Road in Rockaway and Jefferson, and road maintenance closes the left lane southbound between Taylor and Berkshire Valley roads in Jefferson
• Construction on Route 23 northbound will close the right lane between Maple Lake Road in Butler and Paterson Hamburg Turnpike in West Milford, 8 p.m. to 6 a.m. through April 20.

Passaic County traffic

• A traffic shift on the Garden State Parkway will close up to two southbound lanes between exit 154 in Clifton and exit 151 in Bloomfield, midnight to 6 a.m., April 16 and April 17.
• Construction on Route 3 will close all eastbound lanes intermittently between Broad Street and the Garden State Parkway in Clifton, 8 p.m. to 5 a.m., April 16 through April 19.
• On Route 46 , installation of fiber optics closes the right lane westbound near Riverview Drive in Totowa, 9 a.m. to 3:30 p.m., April 17 and April 18; and construction closes the right lane in both directions near Broad Street in Clifton, 9 p.m. to 6 a.m. through April 20.
• On Route 23 northbound , utility work closes the right lane near Route 202 in Wayne, 6 to 8 p.m. April 17.
• On Route 20, construction closes the left lane in both directions between 21st Avenue and E. 30th Street, 9 a.m. to 3 p.m. through April 19.
• Road work on I-80 eastbound closes up to three lanes near exit 55 in Totowa, 11 p.m. April 19 through the end of the day April 22.

Sussex County traffic

• Construction on Route 206 southbound closes the right lane near Lackawanna Drive in Byram, 9 a.m. to 3 p.m. through April 19.

All US 280 lanes reopen near Chelsea, Shelby County Sheriff’s Office says

All lanes of U.S. 280 are now open after they were blocked Sunday on a section of road east of Double Oak Mountain due to power lines down on the roadway.

The shutdown was between Dunnavant Valley Road, also known as Shelby County 41, and Essex Drive, the Shelby County Sheriff’s Office said at noon on Sunday. Traffic was being diverted to Old Highway 280.

Alabama Power estimated that repairs could take another seven to eight hours.

Creamfields South and RideLondorin road closures that could cause travel disruption this weekend

With the final bank holiday weekend of May upon us, Essex will be seeing out the month with two massive events on the same weekend. RideLondon, the huge charity cycling event, plus the electronic music festival Creamfields South both return for their second year.

RideLondon will see numerous roads in Essex close on Sunday (May 28), while Hylands Park will be shut to all visitors while Creamfields South takes place over the next few days. With the two events happening simultaneously and in close proximity to one another, there is undoubtedly going to be travel disruption, particularly in the Chelmsford area.

The A414 that connects Chelmsford to Writtle, the M11 and Harlow is set to be closed throughout the day on Sunday, with various roads across the rest of the county also shut. At Hylands Park, most of the public entrances will be closed, with other parking arrangements for guests of the festival in place.

We've put together a round-up of the key closures and changes to the roads of Essex and entry to Hylands Park over the next few days below. Information has been provided by Chelmsford City Council along with the organisers of RideLondon and Creamfields South.

Creamfields South closures and changes - May 25 to June 1

May 25 (Thursday) to May 29 (Monday) - Hylands Park is closed for Creamfields South . This applies to the whole park, including The Stables visitor centre and café, the Pleasure Gardens and One World Garden and all the estate’s car parks. Entry to the park through the A414 dual carriageway London Road entrance will only be available for pre-authorised access, such as those attending weddings at Hylands House. These areas reopen on Tuesday 30 May

An overflow car park in the northeastern corner of the park next to the Parish Church of St. Mary in Widford will be open during this period to provide alternative parking. This parking area is separate from the church’s own car park and can accommodate around 60 vehicles. Car parking charges will apply to this car park. A temporary toilet will be available at this site

Footpaths through Hylands Park , all the way through the estate will be closed until Thursday, June 1. Permissive footpaths are pathways you’re allowed to use because the landowner has made the route available to the public.
