The Secure Certificate of Indian Status (SCIS), more commonly referred to as the Status card, is an identity document issued by Indian and Northern Affairs Canada confirming that the cardholder is registered as a Status Indian under the Indian Act .

Note: The Certificate of Indian Status (CIS) was replaced by the SCIS in 2009. Existing versions of the CIS will remain valid until their renewal date.

An EDL provides travelers with a low-cost to a passport for entering the United States from Canada , Mexico or the Caribbean through a land or sea port of entry.

An EDL qualifies as a REAL-ID that can be used for domestic air travel in the US. However, an EDL cannot be used for international air travel, nor can it be used for domestic air travel within the borders of any of the countries mentioned above.

What does an Enhanced Driver's License offer?

The top 39 land ports of entry in and out of the US (which service over 95% of all U.S. land border crossings each year) are equipped with RFID-reading technology. This helps facilitate speedy travel for those presenting EDLs or one of the other RFID-enabled documents. The MRZ barcode is available as a backup to CBP officials if a particular port-of-entry does not have access to RFID or there is an RFID malfunction.

Scanning either the RFID or MRZ on an enhanced license is as fast if not faster than processing a traditional passport. An EDL is also significantly more durable and convenient than a passport book. As a result, an EDL can make life easier for both travelers and border officials - particularly for travelers who cross the border frequently.

How to apply for Enhanced Driver's License?

The application for an Enhanced Driver's License depends on where you live. It is currently only available to residents of the following states:

Citizenship and Immigration Canada (CIC) has worked closely with the Canada Border Services Agency (CBSA) to support interested provinces and territories in the development and implementation of the Enhanced Driver’s Licence (EDL) and/or the Enhanced Identification Card (EIC). These secure documents denote identity and Canadian citizenship for the purpose of cross-border travel into the U.S.A. at land and water ports of entry. They are an alternate document to the Canadian passport. For the purposes of this guidance, “EDL” will refer to both the EDL and the EIC.

The EDL is a voluntary program open to all Canadian citizens residing in a province or territory that has implemented an EDL program. As part of the application process, EDL applicants are required to provide proof of Canadian citizenship to the provincial EDL issuing authority as well as to complete a citizenship questionnaire.

The provinces of Quebec, Manitoba, Ontario and British Columbia have negotiated a Memorandum of Understanding with CIC and the CBSA prior to the implementation of their respective EDL programs. This initiative may have an impact on the operations of the Case Processing Centre in Sydney, Nova Scotia and the Call Centre, as it is possible that many cross-border travellers will seek confirmation of Canadian citizenship in order to apply for an EDL. It is also possible that provincial EDL issuing authorities will contact the local CIC office for information.

Provinces require that each applicant complete an EDL application and provide documentary evidence of Canadian citizenship and identity. For additional information on each province’s individual application requirements consult their website:

Some provinces will also issue an EIC to persons who are not licensed to drive. Individuals will be allowed to hold either an EDL or an EIC, not both.

CIC has committed to assist the provinces and territories by providing guidance on what constitutes satisfactory evidence of Canadian citizenship. This includes developing a citizenship questionnaire for EDL applicants, providing a list of acceptable citizenship documents and delivering training on citizenship to the provincial issuing authorities to mitigate the risks of potentially issuing an EDL to someone who is not a Canadian citizen.

The EDL citizenship questionnaire developed by CIC is a tool for the provinces to identify applicants who may need to be referred to CIC to clarify their citizenship status and in some cases to apply for an updated citizenship certificate. CIC’s citizenship training material and training session given to the provincial trainers ensure consistency in the decision-making process as it relates to the examination of the citizenship questionnaire and of the documentary evidence of citizenship presented by an EDL applicant.

The EDL provincial issuing authorities have been advised to redirect clients who require additional documentary evidence of citizenship to either the CIC Call Centre or the CIC website. It is important to note that a referral from the province to CIC does not necessarily mean that there is doubt about a person's citizenship status. Since the provincial EDL issuing authority does not interpret the citizenship legislation nor verify the person's status, a referral may simply mean that a person needs an updated citizenship certificate to show that they are a citizen.

Clients may contact CIC in some of the following situations:

1. Before an interview is scheduled with the provincial authorities

The EDL citizenship questionnaire has been developed in such a way that an EDL applicant will be required to complete the questionnaire before the interview is scheduled. The applicant will be prompted to contact CIC in the event that clarification of their Canadian citizenship status is required. Depending on the situation, some clients will be required to complete and submit a proof of application.

In the event that an EDL applicant contacts the Call Center to obtain information on the EDL application process or the EDL application itself, the call center agent will refer the client to the appropriate provincial issuing authority for clarification or additional information.

Note: If the client is strictly calling to confirm their effective date of citizenship because they have lost their commemorative document, the call centre agent may, if satisfied of the identity of the client and if the information is readily available in the Global Case Management System, release that information to the client. If the client needs official confirmation, they will need to complete and submit a proof of application.

2. After the interview session with the provincial authorities

When the citizenship status of an EDL applicant is unclear, the applicant will be asked to consult CIC’s website to obtain and complete an application for proof of citizenship. In some cases the person may also contact the Call Center for assistance with the application form.

On occasion, the provinces enrolled in the EDL program may contact local CIC offices to validate the citizenship status of some of their applicants. Although CIC and CBSA have negotiated information sharing agreements with each province, these were developed only for the purpose of sharing information in the context of the quality assurance reviews and do not provide authority to release citizenship information to the province under the EDL program. The provinces have been provided a contact name at National Headquarters to use when they require clarification on citizenship matters.

EDL applicants who contact a local office to ask about the EDL program should be referred to the EDL issuing authority in their province, who will answer their questions. When the questions are specific about their Canadian citizenship status, the client should be referred to either the Call Centre or the CIC website to obtain additional information.

Can You Get into Canada with an Enhanced Drivers License If You Have a DUI?

Americans with an Enhanced Identification Card (EIC) or Enhanced Drivers License (EDL) from Washington State, Minnesota, South Dakota, Michigan, New York, or Vermont can be allowed to travel to Canada without a Passport . Enhanced Driver's Licenses are only valid for land and marine crossings, however, so you will not be able to fly to Canada with it as your only form of identification. An Enhanced Driver's License or EDL can enable a US citizen to visit Canada for both leisure and business purposes.

Regardless of whether you are using a US passport or Enhanced Driver's License to cross the Canadian border, a DUI or similar offense such as DWI or OWI can make you criminally inadmissible to the country and cause you to be denied entry at the border . If you have a drunk driving arrest or conviction on your record, you will often need Criminal Rehabilitation or a Temporary Resident Permit in order to get into Canada. Impaired driving is now a serious crime in Canada punishable by up to ten years in prison, so even a DUI reduced to reckless driving or a civil DUI violation (such as DWAI in the State of New York) can cause an American to be refused admittance by Canadian border officers!

The procedure for how to go to Canada with a DUI is fundamentally the same for people with enhanced driving permits as it is for US passport holders, the main difference is you cannot fly to Canada with an EDL even if you fix your criminal inadmissibility. A TRP can allow an American with an impaired driving offense to enter Canada for a limited amount of time, while Rehabilitation is a permanent fix that is available five years after all sentencing ended. Other misdemeanor and felony criminal convictions such as theft, domestic violence, assault, and possession of a controlled substance could also cause issues when attempting to drive to Canada with an enhanced ID.

The Canadian border has unlimited access to the FBI NCIC (National Crime Information Center) database, and more than a dozen US states share DMV driving records with Canada as well. Consequently, when an American attempts to drive into Canada with an Enhanced Driver's License it is easy for border security agents to flag him or her for a past DUI.

Do I Need a Passport to Go to Canada If I Have an Enhanced ID?

If you plan to fly into Canada, you will need a passport. If you plan to cross into Canada via a land border, however, a qualifying enhanced license can work as long as you do not have a DUI arrest in your past. Consequently, Americans with an Enhanced Driver's License (EDL) who wish to enter Canada by vehicle are often able to do so without a passport.

Do I Need a Passport to Go to Canada If I Have a REAL ID?

A REAL ID will not suffice at the Canadian border. While it can allow an American to fly domestically within the United States, it does not provide proof of US citizenship and thus will not allow a person to travel internationally. If you have a REAL ID and want to visit Canada, you will likely need to apply for a USA passport.

Beginning in May 2025, Americans will not be able to board a domestic flight with a standard license. Instead, they will need a REAL ID-compliant driver's license, an EDL license, or a passport. While a REAL ID is a federally recognized form of identification, it does not enable a person to drive across the Canadian border the way an enhanced ID does.

What Type of Documents Do I Need to Travel from Vancouver to Seattle?

No matter how you travel from Vancouver to Seattle--whether it's by car, train or bus --you must have the correct travel documents to enter the U.S. and return to Canada or you could be refused entry and this may affect your future travel plans. You also need to have the required documents for any children traveling with you.

Canadian citizens must have either a Canadian passport, a NEXUS card, a Free and Secure Trade (FAST) card, a Certificate of Indian Status, or an enhanced driver's license (EDL) or enhanced identification card (EIC).

Vancouver residents who are not Canadian citizens must have a passport and any visas or visa waivers that are required for travel to the U.S./outside Canada. Check the U.S. Border and Protection site for details for your specific country of origin and allow plenty of time before your trip to obtain any necessary visas.

What About Children Under 15?

For travel by air to the U.S. from Canada, children, like adults, must have either a passport or a NEXUS card. However, when traveling by car, bus or train from Canada to the U.S. (the usual mode of travel from Vancouver to Seattle), Canadian citizens aged 15 years or under are only required to present proof of Canadian citizenship, such as an original or a photocopy of a birth certificate, or an original citizenship card.

The Canada Border Agency also says that divorced or separated parents should carry copies of the legal custody agreements for the children. Make sure you have this with you at all times in case any disputes arise and you need to prove that you are legally able to travel with your child or children. 

What is an Enhanced Driver's License (Edl) or Enhanced Identity Card (EIC)?

Enhanced driver's licenses (EDL) and enhanced identity cards (EIC) are alternatives to passports that will allow Canadian citizens to cross the border between the U.S. and Canada. What is a NEXUS Card and How Do I Get One?

The NEXUS card offers expedited travel to "low risk" travelers who frequently cross the U.S./Canada border. When driving from Vancouver to Seattle, the NEXUS card allows you to cross into a special lane, so that you can skip the longer line-ups, greatly reducing the amount of time you spend waiting at the border. The NEXUS card can also be used during air travel, to reduce wait times in customs lines.

To apply for your NEXUS card, you must pay the $50 (Canadian or U.S.) per person application fee, book an appointment to be interviewed by both Canadian and U.S. border officials, then pass the interview. To travel in the NEXUS lane at the border, all passengers in a car must have their own individual NEXUS cards. (So an entire family must have a NEXUS card for each traveling family member, including babies and children.)

OLYMPIA — Next month the state will offer an enhanced driver’s license that eases travel to Canada. You’ll need to make an appointment to apply for the license at one of only 11 Department of Licensing offices equipped to provide the special features. The new license with enhanced features will cost $40. That’s $15 more than the standard fee.

The “super license” will be an accepted form of identification for Washington residents returning from Canada by land or sea. That means it will get you across the border at Blaine or into Seattle on a cruise ship. But if you’re returning to Washington by airplane from any country, including Canada, you’ll still need a U.S. passport to satisfy federal Homeland Security workers at airports.

The passport requirement for air travel from outside the United States is already in effect. The federal requirement for proof of citizenship and identity at land and sea ports of entry takes effect Jan. 31.

Department of Licensing spokeswoman Gigi Zenk says when border guards scan your enhanced license, your picture and the information on your license will appear on their computer screen. A radio frequency identification device will be embedded in the enhanced license with a unique number that links to your information.

• Passport card: This wallet-sized card can be used to re-enter the United States from Canada, Mexico, the Caribbean, and Bermuda at land border crossings or sea ports of entry. It cannot be used for air travel.
