• Holders of Diplomatic Passports other than those issued by the Government of Afghanistan, Iraq, Kosovo, Libya, Palestine State, Somalia, South Sudan, Sudan, Syria and Yemen;
• Crew of a vessel travelling on duty or in transit to join another vessel;
• Holders of Laissez-passer issued by the United Nations, COMESA, SADC or other internationally recognized organizations;
• Holders of passport issued by the INTERPOL who come to Mauritius on official mission;
• Holders of Laissez-passer issued by the African Reinsurance Corporation and the African Development Bank Group in Respect of their directors, officers or employees travelling to Mauritius on official mission;
• Holders of passport issued by Governments of countries belonging to the European Union; and
• Persons who intend to remain in Mauritius only during the stay of a vessel by which they arrive and depart.

Tourist Visa

• The tourist visa allows a non- citizen to visit Mauritius for a short time on vacation.
• The maximum period of (six) months may be granted in a calendar year on a case to case basis, subject to Immigration requirements.

Business visa

• The Business visa allows a non-citizen to travel to Mauritius for the purpose of establishing or conducting a business or investment.
• Businessman are entitled for a maximum of 120 days in a calendar year provided that during each trip the maximum stay does not exceed 90 days and that the non-citizen is not remunerated in Mauritius.

Social Visa

• Social visa is granted to non-citizens sponsored by socio-cultural organizations for a maximum period of 45 days to carry out social and religious activities.
• Non-citizens travelling to Mauritius for religious purposes should apply and obtain a social visa prior to travel.

Multiple Entry Visa

• Granted only to foreign business persons having business interest in Mauritius and who needs a visa prior to travel. For business facilitation, bona fide business persons may be granted multiple-entry visa subject to a maximum of 120 days in a calendar year and provided the stay during each trip does not exceed 90 days.

Transit visa

• Granted to passengers travelling to a third country within a period of 24 hours.

Medical Visa

• Medical visa is granted to foreign nationals coming to Mauritius for medical treatment to be provided in private health care institutions which are duly registered with the Ministry of Health and Quality of Life under the Private Health Institutions Act.
• Medical visa is granted on arrival for the duration of treatment, but not exceeding six (6) months.

Along with this, you will also need copies of your educational qualifications, proof of professional expertise, and certification of registration in the said company.

India-Mauritius Bilateral Relations

Mauritius Overview

     India has close, longstanding relations with Mauritius, an island nation in the Western Indian Ocean, owing to historic, demographic and cultural reasons. A key reason for the special ties is the fact that Indian origin people comprise nearly 70% of the island’s population of 1.2 million (28% Creole, 3% Sino-Mauritian, 1% Franco-Mauritian).

2.   Mauritius is a former British and French colony that gained independence from British rule in 1968. Under the French rule, in the year 1729, the first Indians were brought to Mauritius from the Puducherry region, to work as artisans and masons. Under British rule, about half a million Indian indentured workers were brought to Mauritius between 1834 and the early 1900’s. About two-thirds of these workers permanently settled down in Mauritius. The first batch of these workers, comprising 36 persons, arrived in Mauritius on November 2, 1834 onboard the ship ‘Atlas’. This day is now observed in Mauritius as ‘Aapravasi Diwas’.

3.   On his way to India from South Africa, Mahatma Gandhi briefly stopped over in Mauritius from October 29-November 15, 1901 and steered the destiny of Indian labourers with his three transformative messages – the importance of education, political empowerment and staying connected with India. In his homage, the National Day of Mauritius is celebrated on March 12 (the date of Gandhiji’s Dandi Salt March).

Bilateral Relations

4. Mauritius was one of the handful of important countries with which independent India established diplomatic relations in 1948, even before the independence of Mauritius. India was represented by an Indian Commissioner in British-ruled Mauritius between 1948 and 1968 and thereafter, by a High Commissioner after Mauritius became independent in 1968.

5. The leadership of the two countries enjoys a high level of trust and mutual understanding, which is reflected in the continued high-level political engagement. These special ties have also resulted in uniquely close cooperation in maritime security, development partnership, capacity-building, cooperation in international fora and bilateral technical assistance through deputation of Indian experts to GOM.

6. The close bonds are also evident in the numerous India-assisted development projects that dot the Mauritian landscape. The enduring cultural and people-to-people ties between India and Mauritius are nurtured by the Indian Cultural Centre in Mauritius (India’s biggest in the world) and the World Hindi Secretariat, a bilateral organization for the global promotion of Hindi.

Covid-19 assistance

7.   India has traditionally been the ‘first responder’ for Mauritius in times of crisis, including during the recent Covid-19 and Wakashio oil-spill crises. On Mauritius’ request, India supplied 13 tonnes of medicines (including 0.5 million tablets of HCQ), 10 tonnes of Ayurvedic medicines and an Indian Rapid Response Medical Team to help combat Covid in April-May 2020.

8.   India was also the first country to supply Covid-19 vaccines to Mauritius, with 1 lakh doses of Covishield vaccines gifted to Mauritius on 22 January 2021. Subsequently, we supplied an additional 1 lakh doses of Covishield and 2 lakh doses of COVAXIN on commercial basis. A ten-member Indian medical team visited Mauritius in March 2022 to share best practices in COVID management

9.   Mauritius donated 200 oxygen concentrators to India on April 28, 2021, during the second wave of Covid-19 in India.

Wakashio Accident

10.   In the wake of a massive oil spill following the grounding of the Japanese vessel Wakashio off the Mauritian coast on July 25, 2020, India was again the first responder. An IAF aircraft brought 30 tonnes of technical equipment, material and a 10-member Technical Response Team on August 16, 2020. INS Nireekshak joined the Mauritian National Coast Guard (NCG) in salvaging the Mauritian Tug ‘Sir Gaetan Duval’, which sunk following an accidental collision during the Wakashio salvage operations.

Commercial Relations

11.   Since 2005, India has been among the largest trading partners of Mauritius. For the FY 2022-2023, Indian exports to Mauritius was USD 462.69 mn, Mauritian exports to India was USD 91.50 mn and Total trade was USD 554.19 mn. Trade has grown by 132% in the last 17 years, from USD 206.76 million in 2005-06 to USD 554.19 million in 2022-23.

12.   Petroleum products have been the largest export item for India between 2007 to 2019 until MRPL supply contract was terminated in mid-2019. Other Indian exports to Mauritius include pharmaceuticals, cereals, cotton, shrimps, prawns and bovine meat. Main Mauritian exports to India are vanilla, medical devices, needles, aluminium alloys, scrap paper, refined copper, men's cotton shirts, etc.

13.    FDI : Cumulative FDI worth USD 161 billion came from Mauritius to India in the two decades from 2000 - 2022 (26% of total FDI inflows into India), thanks largely to the Double Taxation Avoidance Convention (DTAC). Since the signing of the DTAC amendment in 2016, FDI inflows from Mauritius have dropped from USD 15.72 bn in 2016-17 to USD 6.13 bn in 2022-23, with Mauritius becoming India’s third largest source of FDI. In Mauritius, Indian companies have invested over USD 200 mn in the last five years.

14.    Comprehensive Economic Cooperation and Partnership Agreement (CECPA) : Mauritius and India signed the CECPA on 22 February 2021, during the visit of EAM Dr. S. Jaishankar after nearly 15 years of negotiations. It came into force on 1 April 2021 and is the first trade agreement signed by India with an African country. In August 2022, both sides added a chapter on General Economic Cooperation (GEC) and provisions related to Auto-Trigger Safeguard Mechanism (ATSM) to the CECPA. Under the CECPA, India’s exports to Mauritius amounted to USD 1.1 mn in 2021, USD 1.8 mn in 2022 and USD 1.7 million in 2023 (Jan-Aug) comprising mainly textiles, quartz slabs and spices. Mauritian exports to India under CECPA stood at USD 1 mn in 2022 and USD 3.7 million in 2023 (Jan-Aug), comprising mainly medical devices and apparel.

15.    Indian Public Sector Undertakings (PSUs) in Mauritius : At present, 11 Indian PSUs are in Mauritius: Bank of Baroda, Life Insurance Corporation, New India Assurance Corporation, Telecommunications Consultant India Ltd, Indian Oil (Mauritius) Limited, Mahanagar Telephone (Mauritius) Ltd., State Bank of India (Mauritius), National Building and Construction Company Ltd (NBCC), Rail India Technical and Economic Service (RITES), Hospital Services Consultancy Corporation Ltd. (HSCC) and EdCIL (India) Ltd.

India-assisted Projects

16.   In May 2016, India provided a grant of USD 353 million to Mauritius as a Special Economic Package for five priority projects: (i) Metro Express Project; (ii) Supreme Court Building; (iii) New ENT Hospital; (iv) Social Housing project; (v) Digital Tablets for school children.

17.   India extended a USD 500 mn Line of Credit (LoC) in 2017 to Mauritius to finance social/infrastructure projects. In October 2021, an LoC of USD 190 mn and USD 10 mn grant was approved by India for Phase III of the Metro Project. In August 2022, another LoC worth USD 300mn and a grant of USD 25 mn was announced. A MoU on Community Development Projects was signed in January 2022 to undertake around 100 small, people-oriented projects in Mauritius.

18.   Other completed India-assisted projects, include the Upadhyay Training Centre, the Jawaharlal Nehru Hospital, the Subramania Bharati Eye Centre, the Rajiv Gandhi Science Centre, the Swami Vivekananda International Conference Centre and the World Hindi Secretariat.

Other institutions built with India’s assistance

19.   The Mahatma Gandhi Institute (MGI) was established in 1976 as a joint venture between India and Mauritius for promoting Indian culture. It also hosts the ICCR Chairs in Sanskrit & Indian Philosophy (currently Mr. JM Mishra) and Hindi (currently vacant). The Rabindranath Tagore Institute (RTI) was established with Indian assistance in 2000 as a Centre of Studies on Indian culture and traditions.

20.   Mauritius also hosts the World Hindi Secretariat, an India-Mauritius bilateral organization which was constructed with Indian funding and inaugurated during the visit of President Kovind in March 2018.

Cultural Relations and people-to-people ties

21.   In 1987, India established the Indira Gandhi Centre for Indian Culture (IGCIC), which is India’s largest cultural centre abroad. IGCIC holds classes in Hindustani music, Kathak, Tabla and Yoga for over 2,500 Mauritian students every year.

22.   Since 2004, approximately 261 youngsters from Mauritius have participated in 52 batches of the Know India Programme (KIP) of the Ministry of External Affairs. As part of ‘Azadi Ka Amrit Mahotsav’, for the very first time in August 2022, the National Cadet Corps (NCC) of India invited a 10-member Mauritian youth delegation to India for a special youth exchange programme. Another 10-member delegation participated in the NCC Republic Day Camp held in January 2023. A reciprocal visit by Indian NCC cadets to Mauritius is on the cards.

ITEC and other scholarships

23.   Mauritius is one of the largest beneficiaries of the Indian Technical and Economic Cooperation (ITEC) programme and receives about 400 training slots every year for various courses. Since 2002-03, we have trained around 4000 Mauritians under civilian & defence slots of our ITEC program.

24.   Under ICCR’s Africa Scholarship Scheme, 65 scholarships slots are extended annually to Mauritian students for higher education in India. About 200 Mauritian students also enroll themselves in Indian Universities every year on a self-financing basis. Since 2020, India has also started offering scholarships to Mauritians under the e-Vidya Bharti Arogya Bharti (e-VBAB) distance learning project, with about 86, 192, 250 and 25 enrollments for the 2020, 2021, 2022 and 2023 sessions respectively.

Indian Community & OCI Card

25.   There are approximately 17,403 Indian nationals and 11,600 OCI card holders currently in Mauritius. A special carve-out for OCI Cards for Mauritian nationals, with Indian lineage traceable upto the 6th generation, was announced during the 14th Pravasi Bharatiya Divas in January 2017. Mauritius introduced a visa-free regime in 2004 for Indian tourists visiting Mauritius for a month. Mauritians are entitled to gratis E-tourist visa for visiting India. In pre-Covid times, annually about 80,000 Indian tourists visited Mauritius and 30,000 Mauritian tourists visited India. About 3,100 Indian students are currently pursuing their higher education and internship in Mauritius in various streams, including medicine, hotel management and catering, business studies, etc.

As part of ‘Azadi Ka Amrit Mahotsav’, for the very first time in August 2022, the National Cadet Corps (NCC) of India invited a 10-member Mauritian youth delegation to India for a special youth exchange programme. Another 10-member delegation participated in the NCC Republic Day Camp held in January 2023. A reciprocal visit by Indian NCC cadets to Mauritius is on the cards.

24. Under ICCR’s Africa Scholarship Scheme, 65 scholarships slots are extended annually to Mauritian students for higher education in India. About 200 Mauritian students also enroll themselves in Indian Universities every year on a self-financing basis. Since 2020, India has also started offering scholarships to Mauritians under the e-Vidya Bharti Arogya Bharti (e- VBAB) distance learning project, with about 86, 192 and 250 enrollments for the 2020, 2021 and 2022 sessions respectively.

On Mauritius’ request, India supplied 13 tonnes of medicines (including 0.5 million tablets of HCQ), 10 tonnes of Ayurvedic medicines and an Indian Rapid Response Medical Team to help combat Covid in April-May 2020.

8.  India was also the first country to supply Covid-19 vaccines to Mauritius, with 1 lakh doses of Covishield vaccines gifted to Mauritius on 22 January 2021. Subsequently, we supplied an additional 1 lakh doses of Covishield and 2 lakh doses of COVAXIN on commercial basis. A ten-member Indian medical team visited Mauritius in March 2022 to share best practices in COVID management

13.  FDI : Cumulative FDI worth USD 161 billion came from Mauritius to India in the two decades from 2000 - 2022 (26% of total FDI inflows into India), thanks largely to the Double Taxation Avoidance Convention (DTAC). Since the signing of the DTAC amendment in 2016, FDI inflows from Mauritius have dropped from USD 15.72 bn in 2016-17 to USD 9.39 bn in 2021-22, with Mauritius becoming India’s third largest source of FDI. In Mauritius, Indian companies have invested over USD 200 million in the last five years.

14.  Comprehensive Economic Cooperation and Partnership Agreement (CECPA) : Mauritius and India signed the CECPA on 22 February 2021, during the visit of EAM Dr. S. Jaishankar after nearly 15 years of negotiations. It came into force on 1 April 2021 and is the first trade agreement signed by India with an African country. In August 2022, both sides added a chapter on General Economic Cooperation (GEC) and provisions related to Auto-Trigger Safeguard Mechanism (ATSM) to the CECPA.

15.  Indian Public Sector Undertakings (PSUs) in Mauritius : At present, 11 Indian PSUs are in Mauritius: Bank of Baroda, Life Insurance Corporation, New India Assurance Corporation, Telecommunications Consultant India Ltd, Indian Oil (Mauritius) Limited, Mahanagar Telephone (Mauritius) Ltd., State Bank of India (Mauritius), National Building and Construction Company Ltd (NBCC), Rail India Technical and Economic Service (RITES), Hospital Services Consultancy Corporation Ltd. (HSCC) and EdCIL (India) Ltd.

17.  India extended a USD 500 mn Line of Credit (LoC) in 2017 to Mauritius to finance social/infrastructure projects. In October 2021, an LoC of USD 190 mn and USD 10 mn grant was approved by India for Phase III of the Metro Project. In August 2022, another LoC worth USD 300mn and a grant of USD 25 mn was announced for Phase IV extension of the Metro. A MoU on Community Development Projects was signed in January 2022 to undertake around 100 small, people-oriented projects in Mauritius.

22. Since 2004, approximately 240 youngsters from Mauritius have participated in 48 batches of the Know India Programme (KIP) of the Ministry of External Affairs. KIP is a three-week orientation programme for diaspora youth conducted with a view to promote awareness on different facets of life in India and the progress made by the country in various fields.

23. As part of celebrations of 75 years of India’s Independence, ‘Azadi Ka Amrit Mahotsav’, the National Cadet Corps (NCC) of India invited a 10-member Mauritian youth delegation to participate for the very first time in a special youth exchange programme held in August 2022. Another 10-member delegation from Mauritius participated in the NCC Republic Day Camp held in January 2023.

24. Mauritius is one of the largest beneficiaries of the Indian Technical and Economic Cooperation (ITEC) programme and receives about 360 training slots every year for various courses.

25. Under ICCR’s Africa Scholarship Scheme, 65 scholarships slots are extended annually to Mauritian students for higher education in India. About 200 Mauritian students also enroll themselves in Indian Universities every year on a self-financing basis. Since 2020, India has also started offering scholarships to Mauritians under the e-Vidya Bharti Arogya Bharti (e-VBAB) distance learning project, with about 86, 192 and 300 enrollments for the 2020, 2021 and 2022 sessions respectively.

Since the signing of the DTAC amendment in 2016, FDI inflows from Mauritius have ranged from USD 15.72 bn in 2016-17 to USD 9.39 bn in 2021-22, with Mauritius becoming India’s third largest source of FDI. In Mauritius, Indian companies have invested over USD 200 million in the last five years.

     Mauritius is an island nation in the western Indian Ocean. Indian origin people comprise nearly 70% of island’s population of 1.3 million (28% Creole, 3% Sino-Mauritian, 1% Franco-Mauritian). Mauritius is former British and earlier a French colony. It gained independence from British rule in 1968. The economy of Mauritius is dependent upon tourism, financial services, ICT, sugar and textiles. Mauritius is an upper middle income country (GDP [at current prices] is approximately USD 11 billion; and per capita GDP [in PPP terms] of approximately USD 10,230).

2. From 1834, when slavery was abolished by the British Parliament, large numbers of Indian workers began to be brought to Mauritius as indentured workers. First batch of these workers, comprising of 36 persons, arrived in Mauritius on November 2, 1834 onboard a British ship called ‘Atlas’. This day is now observed in Mauritius as ‘Aapravasi Diwas’. In all, about half a million Indian indentured workers are estimated to have been brought to Mauritius between 1834 and the early decades of the 20 th  century. About two-thirds of these workers permanently settled down in Mauritius. As a result, Indian origin population today constitutes approximately 2/3 rd  of the Mauritian population.

3. Formal diplomatic relations between India and Mauritius were established in 1948, i.e. before the independence of Mauritius. India was represented by a Commission between 1948 and 1968 and a High Commission after Mauritius’ independence. Earlier, Mauritius maintained contacts with India through successive Dutch, French and British colonial rule.

4. Leadership of the two countries enjoy high level of trust and mutual understanding, this is reflected from continued high level of political engagement. The two countries have also been cooperating on several large developmental projects in Mauritius.

5. Mahatma Gandhi  en route  to India from South Africa made a brief stopover (October 29 to November 15, 1901), in Mauritius. As a tribute to Gandhiji and the Indian freedom struggle, the National Day of Mauritius is celebrated on March 12 (the date of launch of  Dandi  Salt March).

6. Some of the recent visits by senior leadership of the two countries are listed below.

High level visits in 2018:

• Acting President of Mauritius, Paramasivam Pillay Vyapoory, visited India from 8-18 October 2018 to attend the 1 st  Pondicherry Global Economic Summit 2019 and the 5 th  World Tamils Economic Conference in Pondicherry.
• The 11 th  World Hindi Conference (WHC) was held in Mauritius from 18-20 August 2018. The Inaugural ceremony was attended by Prime Minister Pravind Jugnauth and then EAM, late Smt. Sushma Swaraj.
• President Shri Ram Nath Kovind, paid a four-day State Visit to Mauritius from 11-14 March 2018. He was the Chief Guest for 50th anniversary of Independence of Mauritius.

High level visits in 2019:

• Prime Minister Pravind Jugnauth visited India from 20-28 January 2019 to attend 15th Pravasi Bharatiya Divas (PBD) in Varanasi as Chief Guest and to attend the Kumbh Mela in Prayagraj.
• On the official invitation of PM Shri Narendra Modi, Prime Minister Pravind Jugnauth visited India on 30-31 May 2019 and attended the swearing-in ceremony of PM Modi’s Cabinet. He held an official meeting with PM Modi on 31 May 2019.

[No incoming/outgoing visits could take place in the year 2020 due to the Covid-19 pandemic]

High level visits in 2021:

EAM Dr. S. Jaishankar visited Mauritius on 22-23 February, 2021. During the visit, important agreements, such as the Comprehensive Economic Cooperation and Partnership Agreement (CECPA) and a Defence Line Of Credit (LOC) of $100 mn were signed.

7. India and Mauritius have been cooperating closely to tackle the unprecedented challenges posed by the Covid-19 pandemic outbreak in 2020. The new ENT Hospital, built with India’s assistance and inaugurated in 2019, has emerged as the key Covid treatment centre and has been a timely addition to the Mauritian healthcare system.

8. Responding to a request from the Government of Mauritius (GoM), 13 tonnes of essential lifesaving medicines were flown from India to Mauritius on 15 April 2021 via a special Air India flight. This included half a million tablets of Hydroxychloroquine.

9. The second consignment of Indian essential medicines which included about 10 tonnes of Ayurvedic medicines including Chyawanprash, arrived on 23 May 2020 in Mauritius on board INS Kesari, as part of ‘Mission SAGAR’ to deliver Covid-19 assistance to the Indian Ocean countries. An Indian Rapid Response Medical Assistance Team comprising a Community Medicine Specialist, a Pulmonologist and an Anesthesiologist also arrived on board INS Kesari to assist Mauritian health authorities.

10. India was also the first country to supply Covid-19 vaccines to Mauritius. On 22 January 2021, a consignment of 100,000 doses of ‘Made in India’ Covishield vaccines was gifted to GoM, as part of Mission ‘Vaccine Maitri’, within a week of launching India’s own vaccination campaign on 16 January 2021. Mauritius launched its Covid vaccination campaign on 26 January 2021, coinciding with the Republic Day of India. This was followed by the handing over of another 1,00,000 doses of Covishield that were commercially procured by GoM, on 22 February 2021 during the visit of EAM Dr. S. Jaishankar, to Mauritius. An additional consignment of 2,00,000 doses of COVAXIN was procured by GoM from M/s. Bharat Biotech on 18 March 2021.

11. As a mark of their appreciation for all the help extended by India in dealing with the pandemic, Mauritius donated 200 oxygen concentrators to India on April 28, 2021, during the challenging second wave of Covid-19 in India.

12. A ten-member medical team from India comprising of doctors, nursing officers and specialists dealing with COVID-19 cases visited Mauritius from March 5-12, 2022 as part of a bilateral exchange programme to share best practices regarding the management of the COVID-19 pandemic.

13. Since 2005, India has been among the largest trading partners of Mauritius, and has been one of the largest exporters of goods and services to Mauritius. Indian exports to Mauritius are 23 times larger than its imports. The bilateral trade between India and Mauritius has registered a growth of 125% from USD 206.76 million in Financial Year (FY) 2005-06 to USD 465.51 million in FY 2020-21. India’s exports to Mauritius registered a growth of 112% from USD 199.43 million in FY 2005-06 to USD 422.91 million in FY 2020-21, while India’s imports from Mauritius increased from USD 7.33 million in 2005-06 to USD 42.61 million in FY 2020-21. A trade surplus of USD 380.3 million in India’s favour was registered in 2020-21.

14. In FY 2020-2021, India exported goods worth US$ 423 million to Mauritius and imported goods worth US$ 43 million from Mauritius, as shown in the table below:-

15. Petroleum products have been the largest export item, by value, in Indian exports to Mauritius. The share of petroleum products in India’s total exports to Mauritius was USD 670.63 mn (62.26 %) in 2017-2018, USD 746.43 mn (64.30%) in 2018-19, USD 269.29 mn (40.67%) in 2019-20, USD 99.02 mn (23.41%) in 2020-21 and USD 288.84 mn (45.37%) in 2021-2022 (Apr-Jan). Besides petroleum products, main items of India’s exports to Mauritius are pharmaceuticals, cereals, cotton, shrimps and prawns, frozen boneless bovine meat. Main items of Mauritius’ exports to India are vanilla, instruments and apparatus for medical/surgical sciences, needles, aluminium alloys, waste/scrap of paper/ paperboard, refined copper, men's or boys' shirts of cotton (not knitted or crocheted), light vessels, fire-floats, floating crane, float dock, and other jewellery (whether or not plated/clad with precious metal).

16. FDI: Cumulative FDI equity inflows from Mauritius to India during the period April 2000 - December 2021 amounted to USD 155 billion (27% of total FDI inflows into India over this period), thanks largely due to the Double Taxation Avoidance Agreement (DTAA). With the signing of the amendment to the Double Taxation Avoidance Convention (DTAC) with Mauritius on 10 May 2016, sale of shares of an Indian resident company would be taxed at 50% of the applicable rate between April 1, 2017 and March 31, 2019, and capital gains tax are fully taxable with effect from April 1, 2019. Since 2016, FDI inflows from Mauritius to India have been reduced to one-third, from USD 15.72 bn in 2016-17 to USD 5.63 bn in 2020-21.

17. Mauritius was the third largest source of FDI into India during the financial year 2020-21, with FDI equity inflows amounting to USD 5.63 billion. FDI equity inflows from Mauritius to India for the period April-December 2021-22 amounted to USD 6.58 billion. According to GoM, Indian companies have invested over US$ 200 million in Mauritius in the last five years.

18. Comprehensive Economic Cooperation and Partnership Agreement (CECPA): Mauritius and India signed a Comprehensive Economic Cooperation and Partnership Agreement (CECPA) on 22 February 2021, during the visit of the External Affairs Minister Dr. Subrahmanyam Jaishankar. It came into force on 1 April 2021. The India-Mauritius CECPA is the first trade agreement signed by India with an African country and the first such agreement signed by India since 2011.

19. Under CECPA, Mauritius will provide preferential access to India on 310 products, with Tariff Rate Quotas on 88 products such as spices, tea, plastic articles, wooden furniture, parts of motor vehicles, amongst others. Under the agreement, Indian service providers will have access to around 115 sub-sectors from the 11 broad service sectors such as professional services, computer-related services, research & development, other business services, telecommunication, construction, distribution, education, environmental, financial, tourism & travel-related, recreational, yoga, audio-visual services, and transport services. Mauritius will benefit from preferential market access into India for 615 products, including frozen fish, specialty sugar, biscuits, fresh fruits, juices, mineral water, beer, alcoholic drinks, soaps, bags, medical and surgical equipment, and apparel. Mauritian service providers will have access to around 95 sub-sectors from 11 broad service sectors, such as professional services, R&D, other business services, telecommunication, financial, distribution, higher education, environmental, health, tourism and travel related services, recreational services and transport services.

20. Indian Public Sector Undertakings (PSUs) in Mauritius: At present, 11 Indian PSUs are currently functioning in Mauritius. The Bank of Baroda (BoB), Life Insurance Corporation (LIC), and New India Assurance Corporation (NIAC) were the first to establish operations, followed by other PSUs including Telecommunications Consultant India Ltd (TCIL), Indian Oil (Mauritius) Limited (IOML), Mahanagar Telephone (Mauritius) Ltd. and State Bank of India (SBI) (Mauritius) Limited, National Building and Construction Company Ltd (NBCC), Rail India Technical and Economic Service (RITES), Hospital Services Consultancy Corporation Ltd. (HSCC) and EdCIL (India) Ltd. Besides their core work, the PSUs have also contributed to various activities in Mauritius under their Corporate Social Responsibility (CSR) schemes.

21. Government of India in May 2016 agreed to provide a grant of USD 353 million to the Government of Mauritius (GoM) as a Special Economic Package (2016) to execute five priority projects identified by GoM, namely (i) Metro Express Project - USD 275 million; (ii) Supreme Court Building - USD 30 million; (iii) New ENT Hospital - USD 14 million; (iv) Social Housing project - USD 20 million; (v) Supply of digital tablets to primary school children - USD 14 million. All of these projects have now been completed. The Metro Express Project and the ENT Hospital were jointly e-inaugurated by the Prime Ministers of the two countries on October 3, 2019 and the Supreme Court project was jointly e-inaugurated on July 30, 2020. The two Prime Ministers jointly inaugurated the Social Housing Units Project on January 20, 2022 through virtual mode. On the occasion, virtual foundation stone laying ceremony for two other India-assisted projects was also held: (i) construction of a state-of-the-art Civil Service College; (ii) 8 MW Solar PV Farm.

22. India also extended a Line of Credit (LoC) of USD 500 mn in 2017 to Mauritius to finance social and infrastructure projects. In February 2021, during EAM’s visit, an agreement was signed between India and Mauritius for the extension of a USD 100 mn LoC to Mauritius for the purpose of financing procurement of defence equipment from India. Further, in October 2021, GoI approved an additional LoC of 190 mn and a grant of USD 10 mn to GoM, for the implementation of Phase III of the Metro Express project. On January 20, 2022, the two sides also signed a MoU on the Implementation of Small Development Projects in Mauritius.

23. Other India-assisted projects completed in Mauritius, include the Upadhyay Training Centre, the Jawaharlal Nehru Hospital, the Subramania Bharati Eye Centre, the Rajiv Gandhi Science Centre and the Swami Vivekananda International Conference Centre (SVICC). The Cyber Tower in the business district of Mauritius (Ebene), construction of which was completed with Indian assistance in 2005, was renamed as Atal Bihari Vajpayee Tower in August 2018.

24. The Mahatma Gandhi Institute (MGI) was established in 1976 as a joint venture between the Government of India and the Government of Mauritius for the promotion of Indian culture and education. It also hosts the ICCR Chair in Sanskrit and Indian Philosophy.

25. The Rabindranath Tagore Institute (RTI) was established with the assistance of the Government of India in 2000 as a Centre of Studies on Indian culture and traditions.

26. Mauritius also hosts the World Hindi Secretariat, an India-Mauritius bilateral organization which was inaugurated during the visit of President in March 2018. The funding for the construction of World Hindi Secretariat was provided by the Government of India.

27. India and Mauritius are both, multi-ethnic, multi-linguistic and multi-cultural countries. With the majority of Mauritian population tracing its origins to India, the composite culture of Mauritius has many aspects common with India’s diverse cultural heritage.

28. India established the Indira Gandhi Centre for Indian Culture (IGCIC) in Mauritius in the year 1987. The IGCIC is one of the largest centres of ICCR, has emerged as an important venue for promotion of Indian cultural activities in Mauritius. The IGCIC holds classes in disciplines of Hindustani music, Kathak, Tabla and Yoga for Mauritian students.

29. An active network of more than 1000 registered local socio-cultural organizations and Indian language unions (Tamil, Telugu, Marathi, Kannada, Urdu) that promote cultural links with India, add further strength and vitality to the vibrant people-to-people contacts between India and Mauritius.

30. Mauritius is one of the largest beneficiary countries of the Indian Technical and Economic Cooperation (ITEC) programme and receives every year, about 200 training slots for civilian ITEC programmes and around 160 slots for Defence ITEC programmes.

31. Mauritius is the largest beneficiary of Africa Scholarships under IAFS with 70 ICCR scholarships extended annually to Mauritian students for higher education in India. About 200 Mauritian students also enrol themselves in Indian Universities every year on a self-financing basis. India ranks fourth among the top destination countries preferred by Mauritian students for tertiary education. Since 2020, India has also started offering scholarships to Mauritian learners under the e-Vidya Bharti Arogya Bharti (e-VBAB) project for distance learning, with 86 enrollments for the July 2020 session and 192 enrollments for the January 2021 session.

A special carve-out for OCI Cards for Mauritian nationals, with Indian lineage traceable upto the 6th generation, was announced during the 14th Pravasi Bharatiya Divas in January 2017. Mauritius introduced a visa-free regime for Indian tourists in October 2004, whereby Indian tourists visiting Mauritius for a period up to 30 days do not require a visa. According to GoM, Indian companies have invested over US$ 200 million in Mauritius in the last five years.

17. Comprehensive Economic Cooperation and Partnership Agreement (CECPA): Mauritius and India signed a Comprehensive Economic Cooperation and Partnership Agreement (CECPA) on 22 February 2021, during the visit of the External Affairs Minister Dr. Subrahmanyam Jaishankar. It came into force on 1 April 2021. The India-Mauritius CECPA is the first trade agreement signed by India with an African country and the first such agreement signed by India since 2011.

18. Under CECPA, Mauritius will provide preferential access to India on 310 products, with Tariff Rate Quotas on 88 products such as spices, tea, plastic articles, wooden furniture, parts of motor vehicles, amongst others. Under the agreement, Indian service providers will have access to around 115 sub-sectors from the 11 broad service sectors such as professional services, computer-related services, research & development, other business services, telecommunication, construction, distribution, education, environmental, financial, tourism & travel-related, recreational, yoga, audio-visual services, and transport services. Mauritius will benefit from preferential market access into India for 615 products, including frozen fish, specialty sugar, biscuits, fresh fruits, juices, mineral water, beer, alcoholic drinks, soaps, bags, medical and surgical equipment, and apparel. Mauritian service providers will have access to around 95 sub-sectors from 11 broad service sectors, such as professional services, R&D, other business services, telecommunication, financial, distribution, higher education, environmental, health, tourism and travel related services, recreational services and transport services.

19. Indian Public Sector Undertakings (PSUs) in Mauritius: At present, 11 Indian PSUs are currently functioning in Mauritius. The Bank of Baroda (BoB), Life Insurance Corporation (LIC), and New India Assurance Corporation (NIAC) were the first to establish operations, followed by other PSUs including Telecommunications Consultant India Ltd (TCIL), Indian Oil (Mauritius) Limited (IOML), Mahanagar Telephone (Mauritius) Ltd. and State Bank of India (SBI) (Mauritius) Limited, National Building and Construction Company Ltd (NBCC), Rail India Technical and Economic Service (RITES), Hospital Services Consultancy Corporation Ltd. (HSCC) and EdCIL (India) Ltd. Besides their core work, the PSUs have also contributed to various activities in Mauritius under their Corporate Social Responsibility (CSR) schemes.

20. Government of India in May 2016 agreed to provide a grant of USD 353 million to the Government of Mauritius (GoM) as a Special Economic Package (2016) to execute five priority projects identified by GoM, namely (i) Metro Express Project - USD 275 million; (ii) Supreme Court Building - USD 30 million; (iii) New ENT Hospital - USD 14 million; (iv) Social Housing project - USD 20 million; (v) Supply of digital tablets to primary school children - USD 14 million. All of these projects have now been completed. The Metro Express Project and the ENT Hospital were jointly e-inaugurated by the Prime Ministers of the two countries on October 3, 2019 and the Supreme Court project was jointly e-inaugurated on July 30, 2020. The two Prime Ministers jointly inaugurated the Social Housing Units Project on January 20, 2022 through virtual mode. On the occasion, virtual foundation stone laying ceremony for two other India-assisted projects was also held: (i) construction of a state-of-the-art Civil Service College; (ii) 8 MW Solar PV Farm.

21. India also extended a Line of Credit (LoC) of USD 500 mn in 2017 to Mauritius to finance social and infrastructure projects. In February 2021, during EAM’s visit, an agreement was signed between India and Mauritius for the extension of a USD 100 mn LoC to Mauritius for the purpose of financing procurement of defence equipment from India. Further, in October 2021, GoI approved an additional LoC of 190 mn and a grant of USD 10 mn to GoM, for the implementation of Phase III of the Metro Express project. On January 20, 2022, the two sides also signed a MoU on the Implementation of Small Development Projects in Mauritius.

22. Other India-assisted projects completed in Mauritius, include the Upadhyay Training Centre, the Jawaharlal Nehru Hospital, the Subramania Bharati Eye Centre, the Rajiv Gandhi Science Centre and the Swami Vivekananda International Conference Centre (SVICC). The Cyber Tower in the business district of Mauritius (Ebene), construction of which was completed with Indian assistance in 2005, was renamed as Atal Bihari Vajpayee Tower in August 2018.

Other institutions built with India’s assistance

23. The Mahatma Gandhi Institute (MGI) was founded as a joint venture between the Government of India and the Government of Mauritius for the promotion of Indian culture and education. It also hosts the ICCR Chair in Sanskrit and Indian Philosophy.

24. The Rabindranath Tagore Institute (RTI) was established with the assistance of the Government of India in 2000 as a Centre of Studies on Indian culture and traditions.

25. Mauritius also hosts the World Hindi Secretariat, an India-Mauritius bilateral organization which was inaugurated during the visit of President in March 2018.

26. India and Mauritius are both, multi-ethnic, multi-linguistic and multi-cultural countries. With the majority of Mauritian population tracing its origins to India, the composite culture of Mauritius has many aspects common with India’s diverse cultural heritage.

27. India established the Indira Gandhi Centre for Indian Culture (IGCIC) in Mauritius in the year 1987. The IGCIC is one of the largest centres of ICCR, has emerged as an important venue for promotion of Indian cultural activities in Mauritius. The IGCIC holds classes in disciplines of Hindustani music, Kathak, Tabla and Yoga for Mauritian students.

28. An active network of more than 1000 registered local socio-cultural organizations and Indian language unions (Tamil, Telugu, Marathi, Kannada, Urdu) that promote cultural links with India, add further strength and vitality to the vibrant people-to-people contacts between India and Mauritius.

29. Mauritius is one of the largest beneficiary countries of the Indian Technical and Economic Cooperation (ITEC) programme and receives every year, about 200 training slots for civilian ITEC programmes and around 160 slots for Defence ITEC programmes.

30. Mauritius is the largest beneficiary of Africa Scholarships under IAFS with 70 ICCR scholarships extended annually to Mauritian students for higher education in India. About 200 Mauritian students also enrol themselves in Indian Universities every year on a self-financing basis. India ranks fourth among the top destination countries preferred by Mauritian students for tertiary education. Since 2020, India has also started offering scholarships to Mauritian learners under the e-Vidya Bharti Arogya Bharti (e-VBAB) project for distance learning, with 86 enrollments for the July 2020 session and 192 enrollments for the January 2021 session.

31. Approximately 10,500 Indian nationals are currently residing in Mauritius. A special carve-out for OCI Cards for Mauritian nationals, with Indian lineage traceable upto the 6th generation, was announced during the 14th Pravasi Bharatiya Divas in January 2017. The number of OCI card holders in Mauritius is about 9,225. Mauritius introduced a visa-free regime for Indian tourists in October 2004, whereby Indian tourists visiting Mauritius for a period up to 30 days do not require a visa. Mauritians are entitled to  gratis  E-tourist visa for visiting India.

Mauritius is an island nation in the western Indian Ocean. Indian origin people comprise nearly 70% of island’s population of 1.3 million (28% Creole, 3% Sino-Mauritian, 1% Franco-Mauritian). Mauritius is former British and earlier a French colony. It gained independence from British rule in 1968. The economy of Mauritius is dependent upon tourism, financial services, ICT, sugar and textiles. Mauritius is an upper middle income country (GDP is approximately USD 14 billion; and per capita income of approximately USD 11,000).

2. From 1834, when slavery was abolished by the British Parliament, large numbers of Indian workers began to be brought to Mauritius as indentured workers. First batch of these workers, comprising of 36 persons, arrived in Mauritius on November 2, 1834 onboard a British ship called ‘Atlas’. This day is now observed in Mauritius as ‘Aapravasi Diwas’. In all, about half a million Indian indentured workers are estimated to have been brought to Mauritius between 1834 and the early decades of the 20 th century, about two-thirds of these workers permanently settled down in Mauritius. As a result, Indian origin population today constitutes approximately 2/3 rd of the Mauritian population.

4. Leadership of the two countries enjoy high level of trust and mutual understanding, this is reflected from continued high level of political engagement. The two countries have also been cooperating in several large developmental projects in Mauritius.

5. Mahatma Gandhi en route to India from South Africa made a brief stopover (October 29 to November 15, 1901), in Mauritius. As a tribute to Gandhiji and the Indian freedom struggle, the National Day of Mauritius is celebrated on March 12 (the date of launch of Dandi Salt March).

• Prime Minister Pravind Jugnauth (PMPJ) visited India from 3-10 December 2019 during which he also met PM Narendra Modi.
• PMPJ visited India from 30-31 May 2019 to attend the swearing-in ceremony of PM Narendra Modi.
• PMPJ visited India from 20-28 January 2019 to attend 15 th Pravasi Bharatiya Divas (PBD) in Varanasi as Chief Guest and to attend the Kumbh Mela in Prayagraj.
• Acting President of Mauritius, Paramasivam Pillay Vyapoory, visited India from 8-18 October 2018 to attend the 1 st Pondicherry Global Economic Summit 2019 and the 5 th World Tamils Economic Conference in Pondicherry.
• The 11 th World Hindi Conference (WHC) was held in Mauritius from 18-20 August 2018. The Inaugural ceremony was attended by PMPJ and then EAM, late Smt. Sushma Swaraj.
• c President, Shri Ram Nath Kovind, paid a four-day State Visit to Mauritius from 11-14 March 2018. He was the Chief Guest for 50 th anniversary of Independence of Mauritius.

7. In the last five years, India has been among the leading trading partners of Mauritius. In 2020, India represented 10% share of Mauritian total imports and ranked 3rd in their main countries of import. The volume of exports from India to Mauritius was USD 1,027 million in 2018, USD 776 million in 2019 and USD 405 million in 2020. In the recent years, main items of exports of India to Mauritius have been petroleum products, pharmaceuticals and rice. It is also a major supplier of raw materials for the local industry namely supplying yarn and fabrics to the textile and clothing industry. The value of Mauritian exports to India in 2019 was USD 24 million and USD 32 million in 2020. In 2020, the main products exported by Mauritius include medical devices, scrap metal, fish meal and scrap copper amongst others. Scrap aluminum, vanilla beans, scrap paper, parts of machinery and garments were other major commodities exported by Mauritius to India in 2020.

8. Cumulative FDI equity inflows from Mauritius to India during the period April 2000 – September 2021 amounted to USD 153 billion (27% of total FDI inflows into India over this period), thanks largely due to the Double Taxation Avoidance Convention (DTAC). The protocol amending the India-Mauritius DTAC was signed on 10 May 2016. Mauritius was the third largest source of FDI into India during the financial year 2020-21, with FDI equity inflows amounting to USD 5.63 billion. FDI equity inflows from Mauritius to India for the period (April-September) 2021-22 amounted to USD 4.33 billion.

Owing to the historical linkages between the two countries, Mauritius was granted, at 14 th Pravasi Bhartiya Divas in January 2017, a special carve-out for issuance of OCI Cards to its nationals of Indian origin wherein restriction on the number of generations was waived off. The number of OCI card holders in Mauritius is currently about 8,500. Mauritius introduced a visa-free regime for Indian tourists in October 2004, whereby Indian tourists visiting Mauritius for a period up to 30 days do not require a visa. India-Mauritius Bilateral Relations-->

Diplomatic relations between India and Mauritius were established in 1948. Mauritius maintained contacts with India through successive Dutch, French and British occupation.

From 1820s, Indian workers started coming to Mauritius to work on sugar plantations. From 1834, when slavery was abolished by the British Parliament, large numbers of Indian workers began to be brought to Mauritius as indentured labourers. November 2, 1834 marks the day when the ship ‘Atlas’ docked in Mauritius carrying the first batch of Indian indentured labourers. This day is now observed in Mauritius as ‘Aapravasi Day’. In all, about half a million Indian indentured labourers are estimated to have been brought into Mauritius between 1834 and the early decades of the 20th century, out of whom about two-thirds settled permanently in Mauritius.

A brief stopover by Mahatma Gandhi en route to India from South Africa (October 29 to November 15, 1901), while awaiting departure of his ship SS Nowshera , is still etched in the consciousness of Mauritius. Barrister Manillal Doctor, who came to Mauritius in 1907 on the suggestion of Gandhiji, helped the Mauritian Indian community to organise themselves and laid the foundation for their struggle for political and social rights. As a tribute to Gandhiji and the Indian freedom struggle, the National Day of Mauritius is celebrated on March 12 (the date of launch of Dandi Salt March).

Political Relations

From 1948 till Mauritius’ independence, Commissioners from India were sent on a regular basis. Following Mauritius’ independence on March 12, 1968, the first Prime Minister and the Father of the Mauritian Nation Sir Seewoosagur Ramgoolam accorded centrality to India in Mauritius’ foreign policy. Subsequently, successive Mauritian leaders ensured that India occupies a position of significance and importance in the foreign policy orientation and activities of Mauritius.

High level visits have been one of the significant aspects of bilateral relations. Hon’ble President Pranab Mukherjee paid a state visit to Mauritius from 11-13 March 2013, during which he was the Chief Guest at the country’s 45th Independence Day celebrations. Three Memoranda of Understanding (MoU) relating to cooperation in the fields of health and medicine; persons with disabilities and senior citizens; and tourism were signed.

The then Prime Minister Dr. Navinchandra Ramgoolam was the only non-SAARC leader to be invited to witness the swearing in ceremony of the new Government in New Delhi in May 2014. During his visit, Dr. Ramgoolam held wide-ranging discussions with Hon'ble PM on matters of mutual interest. Dr. Ramgoolam also called on Hon’ble President Shri Pranab Mukherjee.

Hon’bleExternal Affairs Minister Smt Sushma Swaraj visited Mauritius from 1-3 November 2014, to attend, as Chief Guest, the national level celebrations commemorating the 180 th Anniversary of the arrival of Indian indentured labourers. Other elements of her visit included a Civic Reception, Reception onboard visiting Indian Naval Western Fleet Ships, a Business Meet organised by Board of Investment and Mauritian Chamber of Commerce and inauguration of International Conference on Indentured Labour Route at Mahatma Gandhi Institute.

Vice Prime Minister and Minister of Housing and Lands of Mauritius, Mr Showkutally Soodhun headed the Mauritian delegation to the 13 th PBD in Gandhinagar, Gujarat from 7-9 January 2015, and had meetings with Hon’ble Prime Minister Shri Narendra Modi, External Affairs Minister Smt Sushma Swaraj, and other senior Ministers. He also participated in the World Hindi Day celebrations in New Delhi on 10 January 2015.

Hon’ble Prime Minister Shri Narendra Modi visited Mauritius from 11-13 March 2015, as Chief Guest at the Mauritian National Day celebrations. During his visit, PM Modi commissioned the OPV Barracuda, built by an Indian shipyard and financed by a GoI Line of Credit, into the Mauritian Coast Guard. He also launch the construction works of the World Hindi Secretariat and addressed a large and enthusiastic public gathering at a Civic Reception held in his honour. He also held wide ranging discussions with the then President Rajkeswur Purryag, the then Prime Minister Sir Anerood Jugnauth, and other senior Mauritian leaders. Five agreements in various areas of mutually beneficial cooperation, including Ocean Economy and Traditional Systems of Medicine, were signed. A Line of Credit of USD 500 million to finance civilian infrastructure projects was announced during the visit.

The then Prime Minister Sir Anerood Jugnauth visited New Delhi in October 2015 as head of the Mauritian delegation at the third India-Africa Forum Summit. He held wide ranging discussions with Prime Minister Narendra Modi on the sidelines of the Summit.

President Dr Ameenah Gurib-Fakim paid a 4-day Official visit to India from 6-9 December 2015. She met Hon'ble President Shri Pranab Mukherjee, Hon'ble Minister of External Affairs Smt Sushma Swaraj, and other dignitaries. She also visited Hyderabad, where she met Hon'ble Governor of Andhra Pradesh & Telengana, and visited places of cultural and historic significance.

In April 2016, Minister of State for AYUSH, Shri. Shripad Yesso Naik visited Mauritius in connection with the International (Regional) Conference on AYUSH organized by the High Commission of India in collaboration with the Office of the President of Mauritius and the Mauritius Ministry of Health and Quality of Life.

Minister of Finance and Economic Development, Mr. Pravind Jugnauth was on an official visit to India from 12-18 September 2016. He called on Prime Minister Shri Narendra Modi and had meetings with Smt Sushma Swaraj, Minister of External Affairs; Shri Arun Jaitley, Minister of Finance; Shri Suresh Prabakar Prabhu, Minister of Railways; and Shri Kalraj Mishra, Minister of Micro, Small and Medium Enterprises.

The then Prime Minister Sir Anerood Jugnauth visited India from 09-21 November 2016. He was the Chief Guest at the Conference of Chief Justices of the World organized by the City Montessori School, Lucknow. Apart from Uttar Pradesh, Prime Minister Jugnauth also visited Goa and Maharashtra.

President Ameenah Gurib-Fakim visited India from 17-27 November 2016. She visited Chennai, Lucknow and Amritsar. She also chaired the 7 th convocation of the Lovely Professional University and was conferred Honoris Causa by the University.

Raksha Mantri Shri. Manohar Parrikar visited Mauritius from 10-11 December 2016. Shri Manohar Parrikar called on Sir Anerood Jugnauth, the then Prime Minister of Mauritius and was the Special Guest of Honour at the Commissioning Ceremony of CGS Victory and two Chetak Helicopters. The CGS Victory, a Water Jet Fast Attack Craft (WFAC), was manufactured by Goa Shipyard Limited and funded by a Government of India Line of Credit. The two Chetak helicopters from Hindustan Aeronautics Limited (HAL), were gifted by Government of India to the Police Helicopter Squadron (PHS) of the Mauritius Police Force.

Shri Manohar Parrikar also called on the President of Mauritius, Dr. Ameenah Gurib-Fakim on 11 December 2016 and interacted with seniors Cabinet Ministers of Government of Mauritius, including Vice Prime Minister Showkutally Soodhun and Finance Minister Pravind Jugnauth. 

Commerce and Industry Minister Asith Gungah visited India in December 2016, Health Minister Anil Gayan in December 2016, Minister of Cooperatives Soomilduth Bholah in January 2017, Art and Culture Minister Prithvirajsingh Roopun in January 2017, Outer Island Minister Mahen Jhugroo in February 2017, Minister Mentor SAJ in March 2017 and VPM Soodhun in March 2017.

Minister of MSME, Shri. Kalraj Mishra, visited Mauritius from 11-15 May 2017 as Special Guest of Honour at the International SME Innovation and Technology Fair and attended the 2 nd Joint Committee Meeting on MSME.

Prime Minister Pravind Jugnauth was on a State Visit to India from 26-28 May 2017. He was accompanied by his spouse, Mrs. Kobita Jugnauth, Deputy Prime Minister and Minister of Energy and Public Utilities, Mr. Ivan Collendavelloo, and other senior officials of Government of Mauritius. It was the first visit abroad undertaken by Prime Minister Jugnauth after he assumed office on 23 January 2017. External Affairs Minister of India Smt. Sushma Swaraj, Minister of Home Affairs, Shri. Rajnath Singh, Minister of Railways, Shri. Suresh Prabhakar, Minister of State (Independent Charge) for Petroleum and Natural Gas, Shri. Dharmendra Pradhan, Minister of State (Independent Charge) for Commerce and Industry, Smt. Nirmala Sitharaman, and other leaders called on Prime Minister Jugnauth on 26 May 2017. Prime Minister Jugnauth also addressed a business event in New Delhi, jointly organized by the Confederation of Indian Industry, FICCI, Assocham and the Board of Investment, Mauritius, on 26 May 2017. Prime Minister Jugnauth was accorded a ceremonial reception at the forecourt of Rashtrapati Bhavan on 27 May 2017 following which he paid tribute and respect to the memory of Mahatma Gandhi at Rajghat. Minister of Finance and Defence, Shri. Arun Jaitley, called on Prime Minister Jugnauth on 27 May 2017. Prime Minister Jugnauth met Prime Minister Shri Narendra Modi and called on the President of India, Shri Pranab Mukherjee on 27 May 2017.

At the invitation of the Speaker of the National Assembly of Mauritius, Mrs. Santi Bai Hanoomanjee, an Indian Parliamentary delegation led by Speaker of Lok Sabha, Smt. Sumitra Mahajan visited Mauritius in June 2017. The delegation called on the President and Prime Minister of Mauritius, met the Speaker and members of the National Assembly apart from meetings with other senior political leadership of Mauritius.

A delegation from Government of Bihar led jointly by the Minister of Art, Culture and Youth, Shri. Shiv Chandra Ram, and Minister of Industries, Shri. Jai Kumar Singh visited Mauritius from 02-07 June 2017. The delegation comprised a ten-member folk vocal and instrumental music troupe, a ten-member painting, sculpture and handicrafts troupe, and officials from Government of Bihar.  The cultural delegation of artists and artisans held workshops and cultural performances at the Mahatma Gandhi Institute, Small and Medium Enterprises Development Authority (SMEDA), Coromandel and Indira Gandhi Centre for Indian Culture (IGCIC), Phoenix.

A delegation from Government of Haryana led by the Minister of Food and Supplies, Shri Karan Dev Kamboj, visited Mauritius from 06-08 July 2017. Shri. Kamboj was accompanied by Members of the Legislative Assembly of Haryana, Shri. Bhagwandass Kabirpanthi and Shri Subhash Sudha, and senior officials from Government of Haryana.

At the invitation of Government of Mauritius, Hon’ble Shri Yogi Adiyanath, Chief Minister of Uttar Pradesh, India and Hon. Shri Giriraj Singh, Minister of State (Independent Charge) for Micro, Small and Medium Enterprises (MSME), Government of India, are on an official visit to Mauritius from November 1-3, 2017 to participate in the 183 rd Anniversary of Aapravasi Divas on 2 nd November 2017. Hon’ble Shri Yogi Adiyanath is the Chief Guest on the occasion. Hon’ble Chief Minister Shri Yogi Adiyanath and Hon’ble Minister of State (Independent Charge) MSME, Shri Giriraj Singh called on Hon. India and Mauritius have signed a wide range of bilateral agreements and MoUs. Some of them are the Double Taxation Avoidance Convention (DTAC – signed in 1982, ratified in 1983; Protocol amending DTAC signed on 10 May 2016; ratified in July 2016 ), Bilateral Investment Promotion and Protection Agreement (BIPA-1998), MoU on Air Services (2005), Agreement on Cooperation in Information Technology (2000), MoU on Cooperation in Biotechnology (2002), Extradition Treaty (2003), MoU on Cooperation against Terrorism (2005), MoU on Cooperation in the field of Environment (2005), Mutual Legal Assistance Treaty in Criminal Matters (2005), Agreement on the Transfer of Sentenced Persons (2005), MoU for Cooperation in the field of Hydrography (2005), MoU for Cooperation on Consumer Protection and Legal Metrology (2005),MoU Concerning Cooperation in the Exchange of Finance Intelligence Related to Money Laundering & Financing of Terrorism(2008), Protocol on the Sale of Navigational Charts; Agreement on Cooperation for the establishment of telemetry, tracking and tele-command station for satellites and launch vehicles and for cooperation in the fields of space research, science and applications; Supply Contract for the Coastal Radar Surveillance System (2009), Agreement on Early Warning of Coastal Hazards (2010), MoU on Science and Technology Cooperation (2012), MoU on Sports and Youth Affairs (2012), Educational Exchange Programme (2012), MOU on Textiles (2012), MoU between RGSC Trust Fund and NCSM for setting up a hybrid planetarium (2012), MoU on Cooperation in Election Management and Administration (2013), MoU on cooperation in MSME Sector (2013), MoU on cooperation in Communication and Broadcasting between Mauritius Broadcasting Corporation and Prasar Bharti (2014), MoU on Cooperation in Ocean Economy (2015), MoU in the field of Traditional Systems of Medicine (2015), MoU on cooperation the field of Rural Development (2016) and MoU on Air Services Operation (2016).

MoU enabling remunerative employment of family members of diplomatic agents was signed between India and Mauritius in January 2017. An MoU on Cooperatives was signed between the two countries in January 2017 during the visit of Minister Soomilduth Bholah to India. Agreements appointing RITES for the Metro Express project and Project Trident, NBCC for the new Supreme Court and Social Housing projects as well as EdCIL for the digital tablets projects were signed in March 2017. An Agreement for Parliamentary Cooperation between Lok Sabha and the National Assembly of Mauritius was signed in June 2017, during the visit of the Indian Parliamentary delegation led by Speaker of Lok Sabha. Cultural Exchange Programmes (CEP) have been regularly conducted since 1971.

India is one of Mauritius’ largest trading partners and largest exporter of goods and services to Mauritius since 2007 and is the exclusive supplier of petroleum products to Mauritius. In FY 2015-2016 India exported goods worth US$ 856 million to Mauritius (registering a decrease from US$ 1.9 billion in FY 2014-15, largely due to low crude oil prices in FY 2015-16) and imported goods worth US$ 20 million from Mauritius. India’s exports to Mauritius comprise largely of petroleum products. A three-year Agreement between the Mangalore Refinery and Petrochemicals Ltd (MRPL) and the State Trading Corporation of Mauritius for supply of all petroleum requirements of Mauritius was renewed in July 2016. Besides petroleum products, main items of India’s exports to Mauritius are pharmaceuticals, cereals, cotton, electrical machinery, and apparel and clothing accessories. Main items of Mauritius’ exports to India are iron and steel, pearls, precious/semi-precious stones and optical, photographic and precision instruments.

Cumulative FDI equity inflows from Mauritius to India during the period April 2000-March 2016 amounted to USD 95.91 billion (33% of total FDI inflows over this period), thanks largely due to the Double Taxation Avoidance Convention. Mauritius was the single largest source of FDI into India during the financial year 2015-16, with FDI equity inflows amounting to USD 8.35 billion - 20.8 % of total inflows in 2015-16. The protocol amending the India-Mauritius DTAC was signed in May 2016. For the 8-month period post DTAC-amendment (May-December 2016), total investment from Mauritius was USD 12.8 billion, compared to USD 8.35 billion in the preceding 12 months.

Eight Indian Public Sector Enterprises are currently functioning in Mauritius. The Bank of Baroda (BoB), Life Insurance Corporation (LIC), and New India Assurance Corporation (NIAC) were the first to establish operations, followed by other PSUs including India Handloom House, Telecommunications Consultant India Ltd (TCIL), IndianOil (Mauritius) Limited (IOML), Mahanagar Telephone (Mauritius) Ltd. and State Bank of India (Mauritius) Limited. Besides their core activities, the PSUs have also contributed to various activities in Mauritius under the Corporate Social Responsibility (CSR) schemes.

Some high-visibility Indian-assisted projects in Mauritius include the Mahatma Gandhi Institute, the Upadhyay Training Centre, the Jawaharlal Nehru Hospital, the Subramania Bharati Eye Centre, the Rajiv Gandhi Science Centre and the Rabindranath Tagore Institute. Prestigious symbols of recent Indian assistance include the Cyber Tower at Ebene and the Swami Vivekananda International Conference Centre (SVICC).

The Offshore Patrol Vessel Barracuda, built by an Indian shipyard under a GoI Line of Credit, was commissioned into the Mauritian National Coast Guard during the visit of Prime Minister Shri Narendra Modi in March 2015. India also provides extensive capacity building and training inputs to the Mauritian armed forces, besides carrying out regular joint patrolling/surveillance exercises and in the Mauritian EEZ. India has also provided assistance in the setting up of Mauritius’s National Hydrographic Unit. On 12 July 2016, a new Dornier aircraft (using a US$16 Million Indian LoC), built by Hindustan Aeronautics Limited (HAL), was inducted into the Mauritius Police Force/National Coast Guard. 

Over the past forty years, India has extended several Lines of Credit to Mauritius to assist in the development of its infrastructure, human resource, skills development, capacity building, project appraisal, etc. In March 2015, a new Line of Credit of USD 500 million for civilian infrastructure projects was announced by Prime Minister Shri Narendra Modi during his visit to Mauritius.

The Indira Gandhi Centre for Indian Culture (IGCIC) at Phoenix is one of the largest centres of ICCR, which from March 2000, has emerged as an important venue for promotion of Indian cultural activities in Mauritius. The IGCIC holds classes in disciplines of Hindustani music, Kathak, Tabla and Yoga for Mauritian students. A Cultural Exchange Programme (CEP) (2015-2018) was signed in March 2015. Festival of India in Mauritius 2015 was organised from August 2015-May 2016 in collaboration with the local Ministry of Arts and Culture. The Festival was inaugurated by Hon’ble Minister of State for Culture Shri Mahesh Sharma on 21 August 2015.

The Mahatma Gandhi Institute (MGI) was founded as a joint venture between the Government of India and the Government of Mauritius for the promotion of Indian culture and education. The foundation stone  of the  Institute was laid on 3rd June 1970 by the then Prime Minister of India, Smt. Indira Gandhi and the then Prime Minister of Mauritius, Sir Seewoosagar Ramgoolam . It also hosts the ICCR Chair in Sanskrit and Indian Philosophy. The Rabindranath Tagore Institute was established with the assistance of the Government of India in 2000 as a Centre of Studies on Indian culture and traditions. Mauritius also hosts the World Hindi Secretariat. Yoga and traditional Indian systems of health (AYUSH) are extremely popular among the general public in Mauritius; the first and second International Day of Yoga were celebrated in the country on a grand scale while an International Conference on AYUSH was organised in April 2016. An active network of local socio-cultural organisations and language unions add further strength and vitality to the vibrant people-to-people contacts.

Indian Technical and Economic Cooperation (ITEC) has been India’s flagship capacity building programme since its inception in 1964 and has acquired a strong brand name in India’s development partnership with Mauritius. Mauritius is one of the largest beneficiary countries of the Indian Technical and Economic Cooperation (ITEC) programme. Mauritian nationals have taken advantage of large number of scholarships offered by India on civilian and defence related training courses at Indian institutions (In 2016-17, there were 200 civilian, 21 Air Force and 92 Naval training slots under ITEC. For FY 2017-18 190 civilian slots have already been announced).

The Pan African e-Network Project was inaugurated on February 26, 2009 in Mauritius, which connected it other African countries and India through a satellite and fiber-optic network. It has benefited Mauritius with sharing of India’s expertise in education and health care. All three modes - VVIP, telemedicine and tele-education - are currently operational.

Mauritius is the largest beneficiary of Africa Scholarships under IAFS with 97 ICCR scholarships extended annually to Mauritian students for higher education in India. Another about 200 Mauritian students enrolls themselves in Indian Universities every year on a self-financing basis. India ranks fourth in terms of Mauritian students studying in overseas tertiary education institutions.

Indian Community

There are nearly 10,000 Indian nationals in Mauritius. A special carve-out for OCI Cards, only for Mauritius, without any restriction on the number of generations, was announced during 14 th Pravasi Bharatiya Divas in January 2017. Mauritius introduced a visa-free regime for Indian tourists in October 2004, whereby Indian tourists visiting Mauritius for a period up to 30 days do not require a visa.           Mauritius is an island nation in the western Indian Ocean. Indian origin people comprise nearly 70% of island’s population of 1.3 million (28% Creole, 3% Sino-Mauritian, 1% Franco-Mauritian). Mauritius is former British and earlier a French colony. It gained independence from British rule in 1968. The economy of Mauritius is dependent upon tourism, financial services, ICT, sugar and textiles. Mauritius is an upper middle income country (GDP is approximately USD 14 billion; and per capita income of approximately USD 11,000).

•  PMPJ visited India from 20-28 January 2019 to attend 15 th Pravasi Bharatiya Divas (PBD) in Varanasi as Chief Guest and to attend the Kumbh Mela in Prayagraj.
• President, Shri Ram Nath Kovind, paid a four-day State Visit to Mauritius from 11-14 March 2018. He was the Chief Guest for 50 th anniversary of Independence of Mauritius.

7. India is Mauritius’ second largest trading partner after China and was the exclusive supplier of petroleum products to Mauritius from 2007 till 2019. In 2019, India exported goods & services worth USD 776 million to Mauritius and imported goods & services worth USD 24 million from Mauritius. For China, the corresponding figures in 2019 were as follows: exports of USD 935 million to Mauritius and imports of USD 32 million from Mauritius. India’s exports to Mauritius comprise largely of petroleum products. Besides petroleum products, main items of India’s exports to Mauritius are pharmaceuticals, cereals, cotton, shrimps, prawns and frozen boneless bovine meat. Main items of Mauritius’ exports to India are vanilla, medical/surgical instruments and appliances, needles, aluminum alloys, waste paper/paperboard, refined copper, cotton shirts, light vessels, fire-floats, floating crane, float dock and jewelry.

8. Cumulative FDI equity inflows from Mauritius to India during the period April 2000-March 2019 amounted to USD 134.46 billion (32% of total FDI inflows over this period). The Protocol amending the India-Mauritius Double Taxation Avoidance Convention (DTAC) was signed on 10 May 2016. Mauritius was the single largest source of FDI into India during the financial year 2017-18, with FDI equity inflows amounting to USD 15.94 billion. In FY 2018-19, FDI inflows from Mauritius halved to USD 8.08 billion.

9. The protocol amending the India-Mauritius DTAC was signed on 10 May 2016. The Comprehensive Economic and Commercial Partnership Agreement (CECPA) between India and Mauritius was signed during the visit of EAM Dr. S. Jaishankar to Mauritius on 22 February, 2021 and it came into force on April 1, 2021.

16. Mauritius is one of the largest beneficiary countries of the Indian Technical and Economic Cooperation (ITEC) programme and for FY 2018-19, 210 Civilian slots and 169 defence slots and 5 slots each for IORA and World Hindi Secretariat were offered.
