What Happens During a NAAC Peer Team Visit?

The members of the Peer Team are trained to follow the protocol for the assessment process. Here is an account of what you can expect when a NAAC Peer Team visits your institution –

  • Only institutions that clear the minimum prequalification stage of DVV validation are assessed by a Peer Team.
  • Peer Team members verify, validate, assess, and score the institution with respect o qualitative metrics described by the HEI in their Self-study Report (SSR).
  • The Peer Team visits as many facilities of the institution as they can to understand the institution’s quality and experience of higher education.
  • The Peer Team members write a detailed report on each criterion around 300 to 500 words and provide a score on each qualitative metric. The score is given on a scale of 0 to 4, wherein 0 is the lowest and 4 is the highest.
  • The scores and reports are submitted online using the assessor’s portal, and they are confidential.
  • Depending upon the institution’s size, the Peer Team may choose to visit all or 50% of the departments. The peer team selects half the departments to visit, while the HEI decides the other half.
  • The institution is responsible for helping the peer team and ensuring that their schedule is managed well. It helps to render the visit fair, complete, and satisfactory.
  • The Peer Team may have specific questions about any information provided by the HEI in the SSR. They may seek pinpointed clarifications about the facts stated in the SSR. This information is almost always included in the Peer Team Report. Sometimes, the peer team receives specific requests for such clarifications from NAAC. The institution should strive to provide all the clarifications requested and answer all the queries raised by the Peer Team as best as they can.
  • The Peer Team may take any original documents of the HEI into their possession until their report is submitted. The papers should be related to the quantitative or qualitative metrics of assessment.
  • A short cultural programme of 30 to 45 mins may be organized and showcased for the peer team at a time and place mutually agreeable to everyone.
  • During the Peer Team Visit, both the HEI authorities and the Peer Team should adhere to COVID Appropriate Behaviour. The institution should ensure that the Peer Team is comfortable and can carry out the assessment with convenience.
  • After the Peer Team visit is complete, the members of the Peer Team are not to contact anyone from the HEI. If the HEI has questions, they may connect to NAAC directly.

The institution must pay close attention to and strictly follow the guidelines and instructions of the formats provided by the NAAC during the preparation of SSR reports. The institution's head has a key role to play as regards achieving the goals of self-evaluation. A steering committee usually consisting of 4 to 6 members can also be created in order to analyze crucial data and thereby assist the head of the institution. This committee is usually responsible for collecting, analyzing, and compiling the data to prepare a comprehensive yet crisp SSR.

The steering committee's coordinator can also act as the institutional facilitator during the peer team visit. The institution must pay close attention to and strictly follow the guidelines and instructions of the formats provided by the NAAC during the preparation of SSR. The SSR must be submitted in a soft copy along with hard copies, 5 in case of affiliated or autonomous or constituent colleges and 8 in case of a university.

The SSR to be submitted must be in a particular format and structure and must include a cover letter, executive summary, and institution’s profile, criteria-wise report along with inputs from every department. The report must be concise, crisp, and clear instead of bulky, vague, or unclear.

Revised MODALITIES involved in Hybrid Peer Team Visit 2021

The National Assessment and Accreditation Council (NAAC), Bengaluru has revised certain modalities involved in the hybrid NAAC peer team visit.

1) Mode of NAAC Peer Team Visit

The concerned accreditation committee Coordinator/Officer will be responsible to finalize the mode of NAAC peer team visit (On-site Visit/Hybrid Peer Team Visit) depending on the availability of the NAAC Peer team members.

2) Mandatory Onsite Visits

As per the latest NAAC guidelines, the NAAC Chairperson and the Member-Coordinator need to conduct onsite/field NAAC peer team visits for colleges & universities on a mandatory basis. In case of a hybrid visit for a college, the third member of the NAAC peer team can opt for an online visit. It can be performed by login into the official NAAC portal. In the case of a university, (2 to 3) members out of (5 to 7) team strength are allowed to opt for an online visit. Options related to choosing the number of members are available on the official NAAC portal.

3) Undertaking Letter

The NAAC accreditation committee Officer/Coordinator needs to ensure that the college or university offers an undertaking letter regarding the onsite or hybrid visit for the NAAC Assessment and Accreditation process.

4) Official Link for the Online Meetings

IT members from the official NAAC accreditation committee team shall be creating a Webex online meeting platform and share login credentials for hybrid NAAC visits. The link will be confidential & be shared only with the NAAC peer committee team members. It shouldn’t be disclosed to anyone at any given point in time. The link will have the option to add a score to ensure a smooth transition.

5) Hybrid Peer Team Visit

The NAAC Officer/Coordinator needs to ensure successful completion of the hybrid peer team visit according to the rules & guidelines of NAAC.

6) Obtaining the Undertaking Letters

The NAAC accreditation committee officer should obtain undertaking letters from the respective higher education institutions before the NAAC peer team visit.

7) Providing Online Platform in Advance

The online platform that would offer the hybrid NAAC peer team visit should be allotted to the college & team members in advance.

8) Technical Issues or Glitches During Hybrid Visit

If the online visit is interrupted due to technical problems or poor internet issues, HEIs & peer members must try to reconnect again. It is the responsibility of the NAAC Coordinator/Officer to ensure that the communication goes smoothly throughout.

9) Virtual Monitoring of Hybrid Visit

The NAAC committee officials will monitor the entire hybrid NAAC visit virtually to ensure 100% transparency in the NAAC accreditation procedure.

National Assessment and Accreditation Council (NAAC) is an autonomous institution established by the University Grants Commission (UGC), under Section 12-ccc of the UGC Act of 1956, for assessing and accrediting higher education institutions (HEIs) of the country. It is registered under the Karnataka Societies Registration Act of 1960, Karnataka Societies Registration Rules of 1961 and is headquartered at Bangalore.

Assessment is the performance evaluation of an institution or its units based on certain established criteria.

Accreditation is the certification of quality for a fixed period, which in the case of NAAC is five years

 Presently, NAAC is undertaking the evaluation of the overall functioning of the institution, which comprises of the governance structure and all its academic units i.e., Schools, Departments and Centres, based on identified criteria. This is referred to as institutional accreditation.

The University Grants Commission (UGC) through a gazette notification dated 19th January 2013, has made it mandatory for Higher Educational Institutions (HEIs) to undergo accreditation by 2022.

Higher Education Institutions (HEIs) which have a record of at least two batches of students graduated or been in existence for six years, whichever is earlier, are eligible to apply for the process of Assessment and Accreditation (A&A) of NAAC. For more specific details the website may be referred to.

When an institution undergoes the accreditation process for the first time it is referred to as cycle 1 and the consecutive five year periods as cycle 2, 3, etc. The process in each cycle is similar except that from cycle 2, the frame of reference includes the impact of the last assessment and the consequential quality improvement as reflected in the AQARs submitted over the 4year post accreditation period.

1. Online submission of Institutional Information for Quality Assessment (IIQA) and Self-Study Report (SSR). 2. Data Validation and Verification (DVV) by NAAC. 3. Student Satisfaction Survey (SSS) by NAAC. 4. Peer Team Visit. 5. Institutional Grading.

IIQA is a process which ascertains whether an institution is “accreditation ready" or not. Eligible HEIs seeking A&A are required to submit Institutional Information for Quality Assessment (IIQA) online. NAAC will communicate to the HEI’s about the acceptance/rejection within 10 days from the date of receipt of IIQA application

The purpose of the IIQA process is:  To ascertain the eligibility of the institution for comprehensive assessment and accreditation by NAAC.  To ensure that the applicant institutions fulfils statutory requirements of agencies which govern it.

Yes, the IIQA process is mandatory for all institutions those who are going for NAAC Accreditation.

The IIQA applications are accepted round the year.

In case of rejection of IIQA application, HEIs may resubmit IIQA application; the IIQA fee submitted is applicable for a maximum of three attempts including the initial submission. For institutions whose IIQA is rejected they may make a second attempt with the same fee.

The eligibility conditions are as follows:

  • IQAC to be functional.
  • Timely and Regular submission of AQARs annually. 
  • Institutions to submit IIQA, six months before the expiry of the accreditation status.
  • Other steps remain the same as first cycle.

The fee structure for accreditation comprises of the following components viz. IIQA fee, Accreditation fee and Logistic expenses. For details of the payment schedule may be refer to NAAC website.

The Self-Study Report is in an online format. It has the following sections.

  • Executive Summary.
  • Profile of the Institution.
  • Quality Indicators Framework (QIF) comprising of Data Templates/Documents (Quantitative and Qualitative)
  • Evaluative Report of Departments (University and Autonomous College).

The NAAC has identified seven criteria which encompass the functioning of an institution. These criteria are disaggregated into Key Indicators (KIs) and further sub- divided into Qualitative and Quantitative Metrics.

After filling up the SSR, it should be submitted on the NAAC portal. The HEI will receive an auto generated link/ID of SSR in their registered email id. The same SSR in PDF format should be then uploaded on the college/university website.

NAAC checks the Self-Study Report through an online assessment mechanism/process. The Quantitative metrics in the SSR will be subjected to Data Validation and Verification. If institution clears the Pre-qualifier score, of 25% the Student Satisfaction Survey will be administered and the Peer Team Visit conducted. If there are any discrepancies/factual errors then a Deviation Report is sent to the institution seeking further clarifications. The institution should edit the information and respond to NAAC within 7 days. Subsequently NAAC will re-check the submitted data and depending on the extent of deviation will inform the institution of any of the following:

  • Dates of the Peer Team
  • Deferring of the Peer Team
  • Debarring the institution from having a Peer Team.

After the Data Validation and Verification process, the NAAC will send online questionnaires to randomly selected students. The students will have to complete the survey and submit the same to NAAC online. The results of the Student Satisfaction Survey (SSS) will form a component of the overall grading of the institutions.

The duration of the peer team visit will depend on the size and complexity of the unit of assessment. It may vary from 2 to 3 days for colleges and 2 to 4 days for Universities.

The institution will be informed of the Overall Grade, CGPA and Suggestions for Quality enhancement of the institution.

Some of the possible penalties which the Executive Committee of NAAC may levy upon an institution, depending on the severity of fraudulent data are as follows:

  • forfeiting of accreditation
  • deferring of Peer Team
  • debarring from accreditation for one year
  • being temporarily blacklisted by funding
  • loss of existing accreditation status, thereby becoming ineligible for schemes/grants linked to accreditation.

The institutional score will be the cumulation of the scores on the Quantitative Metrics, Qualitative Metrics and Student Satisfaction Survey.

The ‘grade’ given to an institution is the outcome of the assessment process. It is not an absolute measure of quality and only a relative indication for the institutions to know where they stand in a quality continuum.

Yes. Once the final decision is given, the institution may make public the report on its accredited status. The public disclosure should reflect the spirit of the entire report and the outcome should not be distorted in any communication/documentation.

Yes. NAAC will make a public disclosure of the grade through its website. The information will also on request be made available to the Government, UGC and any other agencies.

The accreditation given by NAAC is usually valid for a period of five years from the date of approval by the Executive Committee (EC) of NAAC. Institutions which have secured the highest grade consecutively in the previous two cycles of accreditation and continue to do so in the 3rd cycle will be eligible for extension of validity from 5 years to 7 years.

Institutions, which would like to make an improvement in the accredited status, may volunteer for re-assessment, after a minimum of one year or before three years of accreditation. The current procedures and methodology including the manual for the Assessment and Accreditation is applicable for all institutions applying for re- assessment. However, the institution shall make specific responses based on the recommendations made by the peer team in the previous assessment and accreditation report, as well as the specific quality improvements made by the institution in the intervening period. The fee structure and other procedures would be the same as that for initial Assessment and Accreditation with the exception that the Institutions that volunteer for re-assessment will not be eligible for fee waiver and reimbursement of accreditation expenses.

The grades are awarded by NAAC based on the recommendations of the Peer Team Report with reference to a given grading pattern prevalent at  the  time  of assessment. It is not proper to convert a grade under one pattern of measurement to another.

NAAC has a large database of experts, who are reputed academics, senior educational administrators and researchers. These experts undergo a Assessors Orientation Programme prior to being inducted as Peer Team Members.

An aggrieved institution may make a written representation to the Director NAAC and pay the stipulated fee within thirty days from the date of receipt of the accreditation certificate. The matter will then be referred to the Appeals Committee.

NAAC has a dedicated Help desk/ Support option available on HEIs Portal to provide responses on any technical or academic difficulties which an institution may encounter.

ANNUAL QUALITY ASSURANCE REPORT( AQAR) is a yearly report, which should be submitted to NAAC every year by all Accredited Institutions as per the format prescribed.

The latest AQAR format is available at NAAC website as well as Institute can see AQAR Format on registered portal under “Manage AQAR” tab.

TRACK ID is the process ID created by the institution on submission of IIQA to NAAC. This Track ID concept has been implemented in NAAC from the year 2012

All the HEI’s accredited by NAAC should submit AQAR report to NAAC every year. The AQAR period would be the Academic Year. AQAR would be helpful to know the improvements of the institution after the accreditation.

During the institutional visit the NAAC peer teams will interact with the IQACs to know the progress, functioning as well quality sustenance initiatives undertaken.

NAAC has given opportunity to educational institutes for submission of pending AQARs by 31 Oct. 2020.

If the institution does not submitted earlier AQARs to NAAC. Institution need to submit all previous AQARs in online in new format on HEI Portal.

From 1st January 2019 onwards, all institutions should submit the AQARs in revised format on HEI NAAC portal only. Even if you have sent email copy, it is necessary to send the AQARs through portal. (Please use HEI portal support/helpdesk section for more clarity and communication with NAAC)

The submission of the AQAR by email has been will be closed on 31st December 2018 (in old format). The HEI’s are requested to submit the AQAR online through application available at NAAC web portal. The following steps to be followed.

  • If the Institutions has been accredited by NAAC before 2017, Institutions need to register in the NAAC portal by clicking New Registration.
  • Create on HEI Portal  by registering on the NAAC web portal.
  • Download the AQAR (word file) and prepare the AQAR data to be submitted online through NAAC portal.
  • Submit AQAR by online by using Institutional Password.
  • Please note that the changes can be done in each Criteria after saving the file. Once final version is submitted to the NAAC you can’t change the data.

NAAC : Peer Team Visit

VVM’s Shree Damodar College of Commerce & Economics underwent the 4th Cycle of accreditation. The Self Study Report (SSR) was submitted to NAAC on 21st April, 2021. Peer Team Visit was fixed on 25th and 26th November, 2021.

Team comprising of following members visited the College for the Assessment.

  • Prof Murlidhar Chandekar, Vice Chancellor, Amravati Maharashtra- Chairperson
  • Venkata Krishna Parimala, Department of Computer Science, Tirupati, Andhra Pradesh-Member Coordinator
  • Prof Indrila Guha- Principal, Basanti Debi College, Kolkata- Member.

The team members arrived in Goa on 24th November. They were received at the airport by our faculty members. Later they were escorted to the Hotel Nanutel, by the Principal, Prof Prita Mallya, IQAC Coordinator, Dr Shami Pai, and NAAC Coordinator, Dr Rodney D’Silva.  After a discussion, the tentative schedule of the visit was discussed and finalized. The team members were kind enough to accept the schedule prepared by the College representatives.

DAY 1- 25 th November, 2021.

The team members reached the College campus at 9 am. The Guard of Honour by the NCC -Army and Navy Cadets welcomed the team to the College campus. Later they were given a traditional welcome by our faculty members.

After the welcome ceremony, the team members were seated in the Meeting Room. The presentations started at around 9.45 am with the Principal’s comprehensive presentation representing the entire college, criteria wise. During the presentation, the team members sought required clarifications from her.  This was followed by IQAC presentation by the IQAC Coordinator, Dr Shami Pai, She presented the quality initiatives taken by the College during the assessment period, the role of IQAC, and the recommendations made during the previous visit and the action taken. Next,  Dr Edwin Baretto, B.Com Programme Coordinator presented the overview of the entire Programme – activities done, faculty profiles, etc. The last presentation was by Ms Sweta Alve, on the Computer Science Department. All the presentations were followed by a discussion. The team decided not to continue with the remaining presentations. These were checked by the team members on their own while preparing the report.

As per the schedule, the NAAC Coordinator, Dr Rodney D’Silva escorted the team for a campus tour. Starting with the library, the team visited the Classrooms, Laboratories, Canteen, Incubation Centre, Sports Room, Multipurpose Hall, Gymnasium, Composting Bin, Butterfly Garden. All the facilities were checked very carefully. Various queries were raised and clarifications sought. After the campus tour, the team had a meeting with the Board of Management along with the invitees viz. The Vice Chancellor, the Registrar, CDC Chairperson, Director of Higher Education, Principals of the Sister Institutions. The interaction took place for almost 30 minutes. Later, they proceeded for lunch.

Post lunch session – the team had interactions with various stakeholders in the Smart Classroom. Starting with the current students, the team interacted with the Alumni, then the parents, then the teaching staff and finally the non teaching staff of the College. These interactions were held in a closed room in a confidential manner. The stakeholders were asked about various merits and demerits as well as the future prospects of the College.

After the interaction, the team was taken to the GD Hall for the Cultural Programme performed by the students of the College. Their performance showcased Goan Culture which included group dances such as the Kurudin, Kunbi, Fugadi and group song, the Goan Mando. The team as well as the faculty members enjoyed the Cultural Programme.

After the Cultural Programme, the team visited the Record Room for documentation checking. The team verified all the documents in detail and asked various questions which were successfully answered by the faculty in charge for each criterion.

The team returned to the hotel where they met the IQAC Coordinator and the Principal to decide the course of action for day two of the visit.

DAY 2- 26 th November, 2021.

The next day, the team called the Principal and the IQAC Coordinator to the hotel at 11:00am. The Peer Team Report was show to them by the team. After going through it, changes were suggested, which were accepted by the team. After completing all the required formalities. The Team and the faculty members along with the Principal and the IQAC Coordinator reached the College campus at 1.30pm. After the lunch, the Team began with the Exit Meeting in the GD Hall. At the meeting the Peer Team Report was presented to the Principal.

Lastly, the Principal, Prof Prita Mallya proposed the Vote of Thanks. The programme ended with the National Anthem.
