As Texas State reaches for the stars, it looks to stay affordable

A s Texas State University grows and looks to raise its academic status, it is spending hundreds of millions of dollars on research initiatives on campus.

Those investments haven’t led to a dramatic increase in the cost of attendance, and university officials say they are working to maintain the San Marcos school’s reputation as an affordable college option.

Texas State has seen its enrollment steadily increase over the past decade, rising from 35,500 in the fall of 2013 to over 38,000 last fall. The upward trajectory dipped during the 2020-2021 school year, during the coronavirus pandemic, but rebounded afterward.

The school has invested millions in infrastructure as it has grown, adding residence halls and classroom buildings and upgrading its athletics facilities. Texas State is in the process of spending about $450 million through 2027 on those projects, the biggest of which is a $137 million classroom building for studies in the STEM fields, meaning science, technology, engineering and math.

Texas State is also prioritizing becoming an R1 research institution, a designation for schools involved in a high level of research activity.

Despite those costs, attendance costs have not seen dramatic increases in recent years, according to university data.

For Texas residents, tuition and fees at Texas State are currently $6,103 for a 15-hour semester, which is typically equivalent to five classes. That's a 28% increase from 2014, when tuition and fees were $4,758, according to Texas State data, or a roughly 3% increase per school year.  About 95% of Texas State students are from Texas, according to the university. The university's tuition is expected to stay the same through the spring of 2025.

Cristine Black, Texas State’s associate vice president for budget and planning, said school revenue streams and state endowments play a big role in calculating what students end up paying. If its reserves are healthy and there isn’t a large expense gap to make up, the school can make “smaller increases” to tuition, she said.

Texas State's tuition and fees for in-state students are comparable to a number of Texas public universities. In-state tuition and fees for a 15-hour semester at the University of Texas at San Antonio is currently $5,290, according to the school. In-state undergraduate tuition and fees at the University of Texas at Austin ranges from $5,600 to $6,500 per semester, depending on the major. Texas A&M University's undergraduate resident tuition is in a similar range.

Texas State's student housing costs tend to be lower than some other public universities, according to data from the schools.

A nine-month, two-semester stay on campus in a shared space with a community bath at UT Austin starts at $13,504 per person, according to the school's website. Renting a one-bedroom dorm with a private bath costs $20,447. Single rooms at Texas A&M cost about $7,000 per semester. The lowest rates are for double rooms at $2,385 for a semester.

Texas State's single rooms hover around $4,950 to $5,500 for one semester. Double and triple rooms range from $3,400 to $4,640.

Keeping Texas State affordable is a conscious effort on the part of university leaders, Black said.

“Depending on the student, I don't know if I would necessarily label (us) as economic, but I would definitely say our demographics don't lie,” Black said. “Our demographics look at the state of Texas. …We love to be in the conversations, and if they look at us as the more affordable option, that's great. We've done everything we can to make (it) affordable to them.”

Adding to its student housing options is a priority for Texas State, Black said. Residence halls, along with dining halls, are expected to be “self-supporting, auxiliary (enterprises),” Black said.

Texas State is also prioritizing becoming an R1 research institution, a designation given by the Carnegie Commission on Higher Education indicating a school is involved in a high level of research activity. Along with academic prestige, the designation can mean access to additional funding. There are currently 11 Texas universities with R1 status.

As it seeks R1 status, Texas State is working to expand its doctoral programs, hire more researchers and professors and improve the school’s research infrastructure. There may be some external funding to cushion those expenses, Black said, but it's still costly to bring new faculty members on board.

"I can't bring a faculty member to campus, regardless of their qualifications to teach, for the same price I could even three years ago," Black said. "Those kinds of expansions require us to look at increases to our cost base to be covered from a tuition perspective."

However, building more student housing and hiring more faculty members doesn't automatically mean Texas State will become more expensive to attend, Black said.

“It's a part of the conversation," Black said, "but there's not a direct correlation."

Texas State’s Annual Security Reports and Fire Safety Report We value the safety of all members of the Texas State University community at our main campus in San Marcos, TX and separate campuses in Maxwell, TX (ALERRT Campus) and Round Rock, TX. Texas State publishes a combined Annual Security and Fire Safety Report that contains information regarding campus safety and security including topics such as: campus law enforcement authority; crime reporting policies; campus alerts (Timely Warnings and Emergency Notifications); fire safety policies and procedures; programs to prevent dating violence, domestic violence, sexual assault and stalking; the procedures the University will follow when one of these crimes is reported; and other matters of importance related to security on campus. The report also contains information about crime statistics for the three most recent calendar years concerning reported crimes that occurred on campus; in on-campus student housing facilities; in noncampus buildings or property owned or controlled by the University or a recognized student organization; and on public property within, or immediately adjacent to and accessible from, the campus. The report also provides fire statistics for any fires occurring in an on-campus student housing facility during the three most recent calendar years. The Fire Safety Report section and on-campus student housing statistics do not apply to Round Rock or the ALERRT Center, as those campuses do not currently have any student housing facilities. A paper copy of the report is available at Institutional Compliance and Ethics located at Elliott Hall A (201 Talbot Street, San Marcos, TX 78666), by calling (512) 245-4961 or electronically at  www.clery.txstate.edu/report .
