How to Start a Tourism Business from Scratch

Dreaming of starting your own tourism business? Imagine leading exciting tours, sharing beautiful destinations with others, and building a business around your love of travel. But how do you begin?

In this guide, we'll show you the essential steps to get your tourism business off the ground. We'll explore practical strategies and key considerations to help you turn your passion for travel into a successful business venture. Get ready to embark on an entrepreneurial journey and learn how to start your tourism business, one step at a time.

1. Start with Market Research

tourism business hub

Conduct thorough market research to identify your target audience, competition, and potential niches in the tourism industry.

Market research helps tourism businesses identify their target markets. This involves understanding potential customers' demographics, interests, and preferences.

For example, research may reveal that a particular destination is popular among adventure-seeking millennials, while another attracts retirees looking for relaxation.

Here's how to research the market:

  • Identify Target Audience : Determine the demographics, interests, and travel preferences of potential customers.
  • Utilize Online Tools : Use Google Trends, social media insights, and travel forums for data on popular destinations and trends.
  • Analyze Competitors : Research competitors’ offerings, strengths, weaknesses, and customer reviews.
  • Attend Trade Shows : Gain insights into industry trends and network with professionals.
  • Test Concepts : Run pilot tours and gather feedback before full-scale launch.

2. Create a Business Plan

Create your own business plan from your market research. What should it include? A comprehensive tour business plan outlining your business goals, strategies, financial projections, and marketing strategies.

Create your own tour business plan with these steps:

  • Set Clear Goals : Outline specific, measurable objectives for your business.
  • Outline Strategies : Define key strategies for operations, customer service, and tour development.
  • Financial Projections : Include startup costs, revenue forecasts, and break-even analysis.
  • Marketing Plan : Identify your target audience and marketing channels.
  • Market Analysis : Summarize findings about customer needs and competitors.
  • Operational Details : Describe daily operations, staffing, and tour schedules.
  • Risk Management : Identify potential risks and mitigation strategies.
  • Sustainability Practices : If relevant, include eco-friendly operational plans.
  • Funding Needs : Detail required capital and potential funding sources.
  • Exit Strategy : Plan for future business transitions or sale.

3. Choose a Legal Structure

tourism business hub

Choosing the right legal structure for a tourism business is crucial. Sole proprietorships and partnerships are simpler but have personal liability.

LLCs offer balance, while corporations provide extensive liability protection, but involve complexity.

Here's what you can do.

  • Evaluate Liability and Complexity : Consider sole proprietorships and partnerships for simplicity with personal liability, LLCs for balanced liability protection and ease of operation, and corporations for extensive liability protection but with more complexity.
  • Assess Ownership and Taxes : Choose a structure based on the number of owners, preferred tax treatment, and financial practices.
  • Plan for Growth : Select a structure that aligns with your future growth plans and scalability.
  • Understand Legal Implications : Recognize how each structure affects legal responsibilities and operational procedures.
  • Consult Experts : Seek advice from legal and financial professionals to make an informed decision.

4. Obtain Business Licenses and Permits

Obtain the necessary licenses and permits required for your tourism business, which may vary by location and the type of services you offer.

  • Research Local Requirements : Investigate the specific licenses and permits required in your area and for the type of tourism services you plan to offer.
  • Check with Government Agencies : Contact local, state, and federal agencies to understand all regulatory requirements.
  • Prepare Documentation : Gather all necessary documents, such as identification, business plans, and insurance proof, required for the application process.
  • Apply in a Timely Manner : Submit your application well before your planned start date to avoid any delays in launching your business.
  • Stay Updated on Renewals : Keep track of expiration dates and renew licenses and permits as needed to ensure continuous compliance.

These steps help ensure that your tourism business meets all legal requirements and operates smoothly.

5. Select a Location

tourism business hub

Choosing the right location for a tourism business is crucial. It can affect visibility, accessibility, and target customers.

Here are some points to consider:

  • Consider Proximity to Attractions : Select a location close to popular tourist destinations or areas of interest to attract more customers.
  • Evaluate Accessibility and Visibility : Ensure the location is easily accessible by public transport or has ample parking, and is visible and easy to find for tourists.
  • Understand Local Regulations : Research local zoning laws and regulations to ensure your business can operate smoothly in the chosen area.

6. Acquire Resources

tourism business hub

Secure the necessary resources, such as vehicles, equipment, technology, and skilled staff, to deliver your services effectively.

  • Invest in Essential Equipment : Invest in the necessary vehicles, equipment, and technology tailored to the type of tours or services you offer.
  • Hire Qualified Staff : Recruit skilled and experienced staff to ensure high-quality service delivery.
  • Utilize Efficient Technology : Adopt relevant technology solutions for bookings, operations, and customer management to streamline your business processes.

7. Develop Branding

tourism business hub

Develop a strong brand identity, including a memorable name, logo, and tagline that resonates with your target audience. Strong brands not only attracts customers but also foster loyalty and trust.

  • Craft a Unique Brand Identity : Select a name, logo, and tagline that embody your business's spirit and appeal to your target market. Tools like Canva for design, Shopify 's Business Name Generator for name ideas, and Looka for logo creation can be very helpful.
  • Ensure Brand Consistency : Maintain a uniform brand appearance and tone across all platforms. Use tools like Adobe Spark for creating consistent marketing materials and Buffer for cohesive social media management.
  • Leverage Brand in Marketing Strategies : Base your marketing efforts on your brand identity to strengthen your market presence. Tools like Hootsuite for social media management and Mailchimp for email marketing can integrate your branding into various marketing channels effectively.

Branding is the guiding compass that will shape your marketing strategies, customer interactions, and the overall reputation of the business in the competitive world of tourism.

8. Boost Online Presence

tourism business hub

Create a professional website and establish a strong online presence through social media, online advertising, and search engine optimization (SEO).

  • Create a User-Friendly Booking Website : Use platforms like WordPress or Squarespace to build a website that showcases your tours, optimized for mobile users.
  • Use Social Media Wisely :
  • Instagram & Pinterest : Post beautiful photos and videos of destinations.
  • Facebook : Share updates and ads, and engage with customers.
  • Twitter : Tweet quick updates and respond to customer inquiries.
  • YouTube : Upload virtual tours and customer testimonials.
  • Optimize for Local Search Engines (SEO) : Improve your website's ranking in local search results, like 'near-me' searches, by using relevant keywords and creating quality content.
  • Try Online Advertising : Use Google Ads for targeted advertising to reach potential clients.
  • Keep Content Fresh : Regularly update your website and social media with new and engaging content.

9. Expand Marketing Strategies

Implement marketing strategies to attract tourists, such as content marketing, partnerships with travel agencies, and targeted advertising.

  • Engage in Content Marketing : Develop and share engaging content such as travel blogs, videos, and social media posts that highlight your tours and destinations.
  • Collaborate with Travel Agencies and Resellers : Build partnerships with travel agencies and tour resellers to expand your market reach and visibility.
  • Utilize Targeted Advertising : Employ targeted online advertising through platforms like Google Ads and social media to attract specific customer demographics.
  • Partner with Local Hotels and Accommodations : Establish partnerships with local hotels and accommodations to create joint packages or promotions.
  • Connect with Tour Affiliates : Work with affiliate marketers who can promote your tours to their audiences for a commission. TicketingHub gives this option to tour operators and even enables resellers to track their own bookings in a dashboard.

10. Build Tour Packages

Design and package your tour offerings, considering factors like itinerary, pricing, inclusions, and customer experience.

  • Design Attractive Itineraries : Create engaging tour itineraries that cover key attractions and unique experiences.

Are you researching how to start a tourism business?

To take some of the unknown out of the process, we have gathered some helpful insights for you. As with any start-up, there are many moving parts to bring together before you reach the point of lift-off.

Overall, you need to have a clear strategy, a good business idea, and be willing to put in the work.

How To Start A Tourism Business: Step-By-Step Instructions

1. formulate a plan for your business.

First, you need to develop a clear business plan .

Before setting the entity up, you’ll need a concise vision and understanding of what the business will look like and the direction it is going in. Here are some important aspects to cover:

Consider Your Unique Selling Proposition (USP)

Why will people sign-up with your company? What makes you great and stands you out from the competition? Is there something that you are going to do differently that travelers should know about?

Consider the answers to these questions and proudly claim them in your marketing materials to attract your ideal customers.

Mull Over Your Target Audience

You have a passion that is driving you to start a travel business.

It's this passion that is going to shine through and attract your ideal clients. Walk in knowing precisely who these clients are and what drives them to you, in particular.

From there, you can work on creating marketing messaging to reach them and draw them to your company.

Design Your Tours For Post COVID-19 Travel

How To Start A Travel Business In 2021

As we emerge from the pandemic, safety while traveling will be top of mind for your clients.

Reconnection is going to be another aspect that travelers will be chasing. After months apart, there is lost time with family and friends to make up for.

When designing your tours, keep these two factors top of mind. Travelers will want reassurance that they can travel with peace of mind while having a great experience with their loved ones. As a travel company or tour operator, they will be looking to your expertise to guide them through the unknown terrain of traveling post-COVID.

Work Out Details For The Day-To-Day Operations

It’s essential to figure out the small print around how you will operate day-to-day.

Establish things like your operating hours, who you need to appoint to your team, and where you will work from. Also, consider your asset and equipment requirements and when and how you plan to go to market.

Estimate Your Costs

Naturally, you want your operation to be viable so that you can make a living off doing what you love. To get an idea of where you will be money-wise, you need to draw up a financial plan.

Steps To Start A Travel Company

Work out exactly what your business costs will be. Keep in mind that you might have start-up and day-to-day running expenses, as well as costs related to suppliers and vendors once you're operating.

With this information, you can establish how much you need to charge clients for your service or offering.

Take a minute to check whether this is relative to what your competitors charge and suited to the market you are targeting?

As you will likely have start-up costs initially, you may not make a profit right away. See if you can put a number on how many tours or how much revenue it will take to get you to this point. Make a note of this and allow a little wiggle room for the unexpected.

2. Sort Out The Legal Stuff

The next big step in how to start a tourism business is to set up your operation to trade legally.

Register Your Business

First, you need to pin down a name and register your company.

Some of the different legal business structures include sole proprietors, partnerships, limited liability companies (LLC), and corporations. Select a suitable one based on your expected annual turnover, whether you are operating alone or with a partner, and whether you wish to carry liability personally.

Open A Bank Account

What Do You Need To Start A Business

Open up a dedicated company bank account so that you can keep your personal and business finances separate.

Complete Your Tax Registration

The next step is to register your business for state and federal tax.

The type of taxes and date you’re liable to pay will depend on what legal entity you operate as. Business tax returns can get pretty complicated. So, it’s a good idea to appoint a professional tax practitioner who can ensure that you are registered correctly and prepare your returns.

Get Liability Insurance

All companies face unknown risks. To operate legally, lawfully, and safely, you need to get liability insurance at a minimum. This will protect you in the case a guest or employee has an accident.

Other insurance types to look into include Workman’s Compensation, Accounts Receivable, Property, and Errors and Omissions insurance.

Apply For Your Local Permits and Licenses

Depending on what kind of company you are starting, you may need local permits or licenses to operate, for example, a tour operator license.

Check in with your local tourism body or nearest government office to see what the requirements are.

Note that these can differ from state to state, so if you work in a state other than the one you are registered in, you may need to factor this into the equation too.

Permits and licenses required for travel businesses

3. Develop Your Branding and Marketing

When researching how to start a tourism business, you’ll hear how critical it is to establish a brand image. It should represent who you are and speak to your audience.

On top of that, you need a clear marketing strategy to grow your customer base and get your brand online. Some of the first things to focus on are to:

  • Put up a website
  • Sign up to a bookings and payment platform provider, like WeTravel
  • Design a company logo
  • Start an online blog
  • Set up social media accounts
  • Claim your Google My Business profile
  • Create profiles on review platforms
  • Sign up with OTAs, travel agents, or vendor partners
  • List on local directories

From there, it helps to know how to really sell your tours . Also, take a look at how your competitors market and sell their products. You can use the information to do even better.

4. Get The Right Tools, Technology, Team, and Equipment

Before you launch your business, be fully prepared with everything you need on the ground and to make things happen behind the scenes.

How To Put Together A Business Team

We’ve just mentioned some of the most important digital and technological considerations, including having a website, payment platform, social media accounts, and more.

Of course, you need computers, phones, and to furnish an office. You’ll need software and apps, like social media management or remote working tools.

You might also require equipment to host your tours or carry out your service, such as vehicles, radios, bicycles, and so on.

The last thing here is to hire a top-notch team. The people who work for you make or break your client experience, so choose them wisely.

5. Square Up Your Accounting

Finally, put your accounting systems in place. Keeping track of finances is vital to your business’s success, so having a formal process from the get-go is a must.

You’re Now Ready To Launch

From your research on how to start a tourism business, you'll know that it's no easy feat. But, after running through the points above, you’re now ready to launch and set up for success. Congratulations and good luck; let the real work begin.

The state of tourism and hospitality 2024

Tourism and hospitality are on a journey of disruption. Shifting source markets and destinations, growing demand for experiential and luxury travel, and innovative business strategies are all combining to dramatically alter the industry landscape. Given this momentous change, it’s important for stakeholders to consider and strategize on four major themes:

  • The bulk of travel is close to home. Although international travel might draw headlines, stakeholders shouldn’t neglect the big opportunities in their backyards. Domestic travel still represents the bulk of travel spending, and intraregional tourism is on the rise.
  • Consumers increasingly prioritize travel—when it’s on their own terms. Interest in travel is booming, but travelers are no longer content with a one-size-fits-all experience. Individual personalization might not always be practical, but savvy industry players can use segmentation and hypothesis-driven testing to improve their value propositions. Those that fail to articulate target customer segments and adapt their offerings accordingly risk getting left behind.
  • The face of luxury travel is changing. Demand for luxury tourism and hospitality is expected to grow faster than any other travel segment today—particularly in Asia. It’s crucial to understand that luxury travelers don’t make up a monolith. Segmenting by age, nationality, and net worth can reveal varied and evolving preferences and behaviors.
  • As tourism grows, destinations will need to prepare to mitigate overcrowding. Destinations need to be ready to handle the large tourist flows of tomorrow. Now is the time for stakeholders to plan, develop, and invest in mitigation strategies. Equipped with accurate assessments of carrying capacities and enhanced abilities to gather and analyze data, destinations can improve their transportation and infrastructure, build tourism-ready workforces, and preserve their natural and cultural heritages.

Now boarding: Faces, places, and trends shaping tourism in 2024

Global travel is back and buzzing. The amount of travel fell by 75 percent in 2020; however, travel is on its way to a full recovery by the end of 2024. More regional trips, an emerging population of new travelers, and a fresh set of destinations are powering steady spending in tourism.

There’s no doubt that people still love to travel and will continue to seek new experiences in new places. But where will travelers come from, and where will they go?

We share a snapshot of current traveler flows, along with estimates for growth through 2030.

The way we travel now

Which trends are shaping traveler sentiment now? What sorts of journeys do today’s travelers dream about? How much are they willing to spend on their trips? And what should industry stakeholders do to adapt to the traveler psychology of the moment?

To gauge what’s on the minds of present-day travelers, we surveyed more than 5,000 of them. The findings reveal disparate desires, generational divides, and a newly emerging set of traveler archetypes.

Updating perceptions about today’s luxury traveler

Demand for luxury tourism and hospitality is expected to grow faster than for any other segment. This growth is being powered in part by a large and expanding base of aspiring luxury travelers with net worths between $100,000 and $1 million, many of whom are younger and increasingly willing to spend larger shares of their wealth on upscale travel options. The increase is also a result of rising wealth levels in Asia.

We dug deeper into this ongoing evolution by surveying luxury travelers around the globe about their preferences, plans, and expectations. Some widely held notions about luxury travelers—such as how much money they have, how old they are, and where they come from—could be due for reexamination.

Destination readiness: Preparing for the tourist flows of tomorrow

As global tourism grows, it will be crucial for destinations to be ready. How can the tourism ecosystem prepare to host unprecedented volumes of visitors while managing the challenges that can accompany this success? A large flow of tourists, if not carefully channeled, can encumber infrastructure, harm natural and cultural attractions, and frustrate locals and visitors alike.

Now is the time for tourism stakeholders to combine their thinking and resources to look for better ways to handle the visitor flows of today while properly preparing themselves for the visitor flows of tomorrow. We offer a diagnostic that destinations can use to spot early-warning signs about tourism concentration, along with suggestions for funding mechanisms and strategies to help maximize the benefits of tourism while minimizing its negative impacts.

Six trends shaping new business models in tourism and hospitality

As destinations and source markets have transformed over the past decade, tourism and hospitality companies have evolved, too. Accommodation, home sharing, cruises, and theme parks are among the sectors in which new approaches could present new opportunities. Stakeholders gearing up for new challenges should look for business model innovations that will help sustain their hard-won growth—and profits.

Unbundling offerings, cross-selling distinctive experiences, and embracing data-powered strategies can all be winning moves. A series of insight-driven charts reveal significant trends and an outlook on the future.

How to Write a Tourism Business Plan

by Bryan Reynolds | Jul 10, 2023 | Destination Marketing

a person writing a business plan on a computer

Starting a tourism business can be an exciting venture, but it’s vital to have a solid business plan in place. Your business plan will serve as a blueprint for your business, outlining your goals, strategies, and financial projections. Here’s a step-by-step guide on how to write a tourism business plan.

Step 1: Executive Summary

  • Start with an executive summary, which provides a snapshot of your business.
  • It should include your business name, location, and a brief description of the services you offer.
  • This section should also highlight your unique selling proposition – what sets your tourism business apart from the competition.

post it notes on a bulletin board

Step 2: Business Description

  • Provide detailed information about your tourism business.
  • Describe your target market, the types of tours or services you’ll offer, and your business structure (e.g., sole proprietorship, partnership, corporation).
  • Also, discuss any partnerships with local businesses or organizations that will enhance your offerings.

Next up is the market analysis.

Step 3: Market Analysis

  • This section requires research into the tourism industry in your area.
  • Identify your competitors and analyze their strengths and weaknesses.
  • Understand your target customers – their preferences, behaviors, and what they value in a tourism experience.

After understanding your market, it’s time to outline your organization and management structure.

Step 4: Organization and Management

Outline your team structure..

  • Include the roles and responsibilities of each team member, and provide brief bios if possible.
  • If you’re a sole proprietor, describe any outsourced roles (like accounting or marketing).

a pencil on a paper book

Step 5: Services or Products

  • Detail the services or products your tourism business will offer.
  • Whether you’re offering guided tours, travel planning, or other tourism-related services, make sure to describe each offering clearly.
  • Explain the benefits of your services and how they meet the needs of your target market.

Finally, let’s talk numbers in your financial projections.

Step 6: Financial Projections

  • This section should provide a clear picture of your business’s financial outlook.
  • Include sales and revenue projections, a budget, a break-even analysis, and a projection of your cash flow.
  • These figures will be crucial when seeking funding or investment for your tourism business.

Why do I need a business plan for my tourism business? A business plan helps you understand your business better, assists in securing funding, and serves as a roadmap for your business’s growth. A company overview is important in the travel and tourism industry. How long should my business plan be? The length of a business plan can vary significantly depending on the size and complexity of the business. However, typically, a business plan ranges from 20 to 50 pages. Who should write the business plan? As the successful business owner, you are the best person to write the business plan. However, you can also hire a professional business plan writer or use business plan software. How often should I update my business plan? It’s a good idea to update your business plan at least once a year or whenever significant changes occur in your business or industry. What if I’m starting a small tourism business and don’t have a team yet? That’s perfectly fine. In your organization and management section, simply focus on your role and any outsourced functions. Do I need to include all these sections in my business plan? Yes, each section plays a critical role in providing a comprehensive view of your business. However, the depth of detail in each section can vary based on your specific business. Can I use my business plan to secure funding? Absolutely. Investors and lenders will often request to see a business plan to understand the viability and potential of your business. A well-crafted business plan is crucial for the success of your tourism business. By following this guide, you’ll be well on your way to creating a comprehensive and effective business plan.

Best Practices when Writing a Tourism Business Plan Template

Writing a business plan for a tourism business involves several best practices that can increase the likelihood of your venture’s success. Here are some key points to consider:

1. Be Clear About Your Business Idea:

  • Define your tourism business concept clearly.
  • Specify the type of services you will provide, such as guided tours, travel planning, or accommodation booking.

2. Conduct Thorough Market Analysis:

  • Identify your target audience and understand their needs and preferences.
  • Analyze your competitors, their offerings, strengths, and weaknesses.

3. Create a Unique Selling Proposition (USP):

  • Determine what sets your tourism business apart from competitors.
  • Your USP could be unique tour packages, superior customer service, or partnerships with local businesses.

4. Detail Your Marketing Strategy:

  • Develop a marketing and sales strategy to attract and retain customers.
  • This could involve online advertising, social media promotion, collaborations with local businesses, or special offers for repeat customers.

5. Plan Your Operations:

  • Outline how your business will operate on a day-to-day basis.
  • Include details about logistics, staff requirements, equipment needed, and any regulatory compliance issues.

6. Develop a Financial Plan:

  • Prepare a detailed financial plan, including revenue projections, budget, and break-even analysis.
  • This section is crucial if you’re seeking investment or loans.

7. Review and Revise Regularly:

  • A business plan should not be a static document. Review and update it regularly to keep it aligned with your current business situation and future goals.

Remember, your business plan is not just a document for potential investors or lenders; it’s also a roadmap for your business, guiding your decisions and strategies. By adhering to these best practices, you can create a robust business plan that sets your tourism business up for success.

"We're Still Open!" Businesses Concerned Over Impression Jackson Closed

The Wyoming Office of Tourism and the Town of Jackson are fighting the mistaken impression that the collapse of Highway 22 over Teton Pass means the whole area is closed to tourists. Millions of dollars in tourism revenue are at stake.

June 11, 2024 7 min read

A “catastrophic failure” of Wyoming Highway 22 over Teton Pass overnight Friday saw a huge section wash down the mountain. A long closure of the “lifeline” between Jackson and Victor, Idaho, is expected.

It didn’t take long after a huge chunk of Teton Pass washed down the mountain for Jackson Chamber of Commerce President and CEO Rick Howe to start getting a dismaying number of frantic phone calls asking a disturbing question.

That question centered around people’s vacation plans in and around Jackson Hole.

“Is Jackson Hole open?” the callers wanted to know.

Those calls have touched off a bit of a full-court press statewide, with Jackson and the Wyoming Office of Tourism sending out their own messaging — via smoke signals or whatever else will work — that Jackson Hole is not only open for business, but eager for it.

“The national media sometimes will only state half the story,” Howe told Cowboy State Daily. “So there were some stories yesterday from national outlets that essentially said a major thoroughfare going into Jackson Hole, Wyoming, has been closed off due to a landslide, and their message was this could be catastrophic for the Jackson Hole community.”

That leaves out an important point — that there are at least three other major ways to get to Jackson, Howe said.

“People like to embellish the dramatic,” Howe said. “But all the assets are still available and open. This is just one tributary that has been shut down. The realities are it’s probably more of an impact from a local effect than a visitor effect.”

That local impact, meanwhile, is something Jackson’s businesses have already closed ranks to help cover.

Various hotels, ranging from the Kudar Motel to Jackson Hole Mountain Resort , are looking at how they can offer temporary housing for essential workers who live in Idaho.

Many businesses that can allow some employees to work remotely, so that they don’t need to commute, are already offering that.

Other businesses are considering ways to stagger shifts to try alleviate the commuter crunch. The START bus service, meanwhile, has already reworked its schedule to try and better accommodate commuters.

Jackson has hit the ground running when it comes to taking care of its workforce so that it’s open for the summer season.

Crucial Worker Hub Is Not A Usual Tourist Route

The stunning landslide that wiped out part of Wyoming Highway 22 between Jackson and eastern Idaho does create huge headaches for many Jackson workers who live in Idaho due to a lack of affordable housing in Jackson.

An estimated 20% of Jackson’s workforce lives in Idaho because of that, and Teton Pass has long been their way into Jackson for work. They do have an alternate route to get to Jackson, though it is the very definition of the long way home. It winds through Swan Valley, Irwin and Palisades on the Idaho side, and then Alpine, Hoback and South Park on the Wyoming side.

For workers, that’s an excruciating extra hour or more tacked onto the beginning and end of their work day, according to Google maps. It can take a lot longer because 4,000 other cars, many of them tourists, are also taking this scenic route into Jackson.

An estimated 5,000 or so people are now also coming from Idaho on this two-lane highway. That almost doubles the number of cars on a highway that was never designed for that.

That’s a huge pain for Jackson’s workers but for tourists, the equation is a bit different. Teton Pass is not vital for getting into either Yellowstone or Grand Teton national parks.

In fact, most visitors never go over Teton Pass at all, Howe said.

“A lot of people have never been to Jackson Hole, so they don’t know that you don’t have to go over the pass to get to national parks,” he said. “And people don’t realize that there’s multiple ways in and out of the area.”

For those tourists who have accommodations in Victor, Driggs or Alta, though, they are looking at longer driving times to get to Jackson.

But they can still reasonably get there from Idaho.

“It’s just a 60-mile difference,” Howe said. “And there are plenty of things to do over there in Idaho. So for us, it’s just letting people know stuff is still available. It might take just a little bit longer.”

Not Eager To Repeat 2022 Hit To Tourism

Photos of the washout on Teton Pass bring to mind another catastrophic washout not so long ago. Historic flooding of Gardner River in June 2022 wiped out the north entrance road to Yellowstone National Park, forcing the evacuation of 10,000 visitors.

The park was also shut down in the midst of the very busy summer season that year until October, a devastating hit to many of the businesses in the area.

Jeanette Mikos, owner of Yellowstone Basin Inn in Gardiner, for example, said she lost in the neighborhood of $500,000 worth of reservations in 2022. Yellowstone Wonders, one of the many tour companies in the area, lost almost all of his customers as well.

State statistics show Wyoming’s overall tourism visits dropped 8.5% year over year in 2022, which Wyoming Office of Tourism Director Diane Shober told Cowboy State Daily in 2023 was largely due to Yellowstone National Park’s closure.

That impact wasn’t just centered around Yellowstone, though. Communities along the way to Yellowstone, like Casper and Cody, had fewer visitors as well.

Direct travel spending, not adjusted for inflation, was $166 million more in 2022 year over year, but adjusted for inflation, the overall spending was down 9%. Just how much top was shaved off Wyoming’s tourism spend in 2022 isn’t known.

But with 8.5% fewer visitors, it was no doubt in the millions of dollars.

Work is going quickly at the S curve that failed on Teton Pass over the weekend.

Saying It Loud And Long

A repeat of that, as national and international travelers view footage of a Teton Pass washout that looks eerily similar to the Yellowstone National Park’s north entrance road washout, is definitely not what anyone in Wyoming wants to see.

“Tourism is big business in Wyoming,” Office of Wyoming Tourism Senior Communications Manager Piper Singer told Cowboy State Daily. “As the second-largest industry, it’s crucial to continue to advocate for the health of our economy, the small businesses and many other trade-supported jobs that have felt the impact of the devastating mudslide.”

Singer said Wyoming Office of Tourism is partnering with Teton County to put out messages that ensure visitors know Jackson is accessible despite the mudslide, and that it is more than ready to welcome summer tourists to town.

“Our efforts include working with local and national media outlets on tourism experiences in Jackson, a site map to showcase the accessible roads to-and-from Jackson, as well as ongoing social media efforts,” she said.

The whole tourist season is depending on travelers getting that message, and Wyoming Office of Tourism wasn’t the only one sending that message out on Tuesday.

Jackson Hole Mountain Resort took the unusual step of saying it’s business as usual at the resort.

“While the landslide on June 8 on Highway 22 closed Teton Pass between Jackson and Victor, Idaho, JHMR and Jackson are still accessible via the Jackson Hole Airport as well as Highway 191 for visitors traveling from the North, South and East, including Yellowstone and Grand Teton National Parks,” a media release from JHMR says.

“JHMR officials spent the past three days assessing how the road closure will affect employees, their families, and guests, and determined this incident will not delay the resort’s opening day.”

Everything that’s normally available at the resort is still available, JHMR added, including a few new attractions, like the Deer Jump trail at the Jackson Hole Bike Park, which is offering some new big jumps, berms and other creative features.

How Venice Might Remake Itself as a Contemporary Art Hub

As tourists flood the lagoon city, Venice has suffered something of an identity crisis. Looking ahead, might art light the way forward?

People wearing shorts, T-shirts and dresses stand in a long line in front of a classical building in Venice.

By Laura Rysman

Reporting from Venice

Venice is a magic trick, a city on stilts rising from the water. Yet that very magic trick has also created a seemingly intractable problem, as Venice has become famously overtouristed . Today, the city’s population has dipped below 50,000, while it contends with, by some estimates, 20 million to 30 million annual tourist visits. On an average day, that means there are more tourists on the city’s antiquated streets and canals than there are residents.

That leaves Venice feeling less magical and more like a cheap amusement park — a city whose very identity is being erased by the tourist onslaught. Political responses have been meager, though officials did roll out a new access fee for day trippers in April . (The fee, however, is projected to cost the city more to administer than it will actually collect.)

While the results of that initiative remain to be seen, some commentators — including those at the Art for Tomorrow conference in Venice last week — have suggested that one solution to the city’s loss of identity might lie in the growing contemporary art scene.

Teeming with tourists since the Middle Ages, Venice drew merchants from abroad and religious pilgrims setting sail to the Holy Land, but only with our era’s explosion of cheap and easy travel has the city tipped toward crisis, as the number of visitors has skyrocketed. There are almost 10 times as many tourists as there were two decades ago, and the city has been grappling with the familiar problems that arrive when masses of vacationers descend: overwhelmed city infrastructure, environmental strains and an inflated real estate market.

As vacation rentals eat up local housing, the city has been suffering from human erosion — the loss in Venice’s center of about 1,000 inhabitants per year. Its current population represents less than a third of its postwar level. A national law passed in 2022 permitted Venice to curb vacation rentals, but no restraints have gone into effect, despite outcry from activist groups like Ocio, which tracks housing.

As the city succumbs to tourism, it has slipped into an identity crisis. After all, without its locals and its traditions, what exactly is Venice?

Last week, during the Art for Tomorrow conference — an annual event convened by the Democracy & Culture Foundation, with panels moderated by New York Times journalists — thinkers on a panel titled “Sustainability and the Pitfalls of Beauty” debated how Venice and other beloved ports of call could be saved from their popularity and the resulting tourist deluges.

“One of the main reasons for the existence of Venice is art and beauty,” said Toto Bergamo Rossi, the director of Venetian Heritage, an organization dedicated to preserving the city’s culture. Challenging the mayor’s wisdom on the new access fee, he suggested that it could be replaced with a city reservation system — capping the number of spots available to tourists.

But for now, many people’s hopes for Venice lie in its cultural regeneration, as the last few years have seen artists, collectors and gallerists moving into Venice and opening new contemporary art venues. Many of Venice’s new adoptees hail from elsewhere, drawn in by the city’s archaic charm, and by the Venice Biennale.

Created in 1895, the Biennale has become a premier event of the art world, and its significance has rendered Venice a capital of contemporary culture. The 2022 edition drew 800,000 ticketed attendees — a fraction of the millions of visitors arriving in Venice annually.

However, as Scott Reyburn, a Times contributor, put it during the panel discussion, rather than merely consuming the city with social media’s “click-and-run tourism,” Biennale visitors come for the city’s culture, and their presence helps to invigorate it. It’s an event that does not reduce the quantity of the tourism, as Bergamo Rossi acknowledged, but it does increase its quality.

The Biennale also sees collateral exhibitions in palazzos, churches and other locations around the city, filling all of Venice with contemporary art and rendering it an attractive stage for new art sites — including Berggruen Arts & Culture, the Stanze della Fotografia, the Vincenzo De Cotiis Foundation, and galleries like those of Lorcan O’Neill, Tommaso Calabro and Patricia Low.

“Look at where we are now,” said Bergamo Rossi, pointing out that the main location for the Art for Tomorrow conference, the 18th-century Palazzo Diedo, became an art foundation because Nicolas Berggruen, an investor and philanthropist in Los Angeles, was drawn to the city’s cultural spirit.

“Venice has an unusual magnetism,” Berggruen explained in a phone interview.

In the last year, he has inaugurated two locations of his Berggruen Institute in the lagoon city: first Casa dei Tre Oci, which welcomes thinkers from various disciplines, and then Palazzo Diedo’s Berggruen Arts & Culture, which opened its doors with a show featuring site-specific works by Hiroshi Sugimoto, Urs Fischer, Mariko Mori and other artists. The Palazzo also hosts residencies, so artists can spend time interacting with and creating in Venice.

Berggruen said that the city “has always had a role between East and West that transcends Italy and transcends Europe.”

He added: “We felt that Venice could again be a crossroads for creation and ideas.”

To resist total touristification, a city needs to be a place worth living, not just visiting.

Venice, now rich in champions of the arts, is strengthening its cultural identity. At the same time, though, it remains to be seen exactly how willing politicians are to limit vacation rentals and tourist numbers and to protect local businesses ever more displaced by tourism.

And yet, art is flourishing — a harbinger of an invigorated city.

“Venice teaches you that human creations can be incredible, like a city built on water,” said Paolo Rosso, a founder of the Floating Cinema, where art films and performances are shown to an audience which, he said, was composed primarily of “Venetians and the new Venetians who moved here because they love the city.”

The uniquely Venetian event, Rosso continued, “creates a shared terrain dedicated to art — because, art creates communities.”

An earlier version of this article incorrectly spelled the first reference to the last name of a founder of the Floating Cinema. He is Paolo Rosso, not Russo.
