Visiting Singapore

We welcome all visitors to Singapore. To ensure you have a successful and memorable trip, please read on to find out what you need to know.

You should submit your personal information, trip details and health declaration electronically within three days prior to the date of your arrival in Singapore. This can be done using the SG Arrival Card e-Service.

Please note the SG Arrival Card is  not  a visa and the use of the SG Arrival Card e-Service is  free of charge .

You can submit the SG Arrival Card via https://eservices.ica.gov.sg/sgarrivalcard/  or through " MyICA " mobile application that can be downloaded for free from either the App Store  (iOS) or Google Play  (Android). Please refer to entry requirements for more information on entering Singapore.

You will receive your SG Arrival Card in the form of a PDF document (applicable for web service only, see below for a specimen) or email once ICA has successfully processed your submission. Please note that the SG Arrival Card comes with a unique DE Number that accompanies your passport number.

You must present yourself for immigration clearance at a point of entry into Singapore. You must satisfy the basic entry requirements before you can be considered for entry. The grant of an immigration pass will be determined by the ICA officers at the point of entry.

From 11 March 2022 , all foreign visitors arriving in Singapore will be notified digitally of their Visit Pass (e-Pass) through email. There will not be any endorsement on your passport. The e-Pass notification will indicate the period of stay granted and last day of stay allowed. Please ensure that you provide a valid email address when submitting the SG Arrival Card .

If you hold a travel document issued by one of the listed countries or places, you will require a valid Singapore visa to travel to, and seek entry, into Singapore. Please refer to  visa requirements  if you require a Singapore visa and for more information.

Upon successful processing of your visa application, you will be issued an e-visa in the form of a PDF document.

Please note that possession of a valid visa does not guarantee entry into Singapore . The grant of an immigration pass will be determined by the ICA officers at the point of entry. The period of stay granted is not tied to the validity of your visa.

We continue to advise Singaporeans to defer all non-essential travel to high risk areas such as border areas between India and Pakistan, Balochistan province and Khyber Pakhtunkhwa province given the volatile security situation in these regions. 

We also continue to advise Singaporeans to take additional security precautions when travelling to other parts of the country (such as Islamabad, Rawalpindi, Lahore and Karachi). If you are already in Pakistan, you should take all necessary precautions to ensure your personal safety. You are advised to stay vigilant, monitor developments through the local news, and heed the instructions of the local authorities. Do stay in touch with your family and friends in Singapore so that they know you are safe. Ministry of Health (MOH) Public Health Advisory

Travellers should refer to the  ICA website  for the latest information on travelling to/from or transiting through Singapore. For the latest updates on Singapore's COVID-19 situation, please refer to the MOH website at  https://www.moh.gov.sg/covid-19 .  

In view of the ongoing COVID-19 situation, all travellers entering Pakistan who are aged 12 and above are required to show proof of full COVID-19 vaccination unless they have a medical certificate stating that they have been advised not to receive a COVID-19 vaccine for medical reasons. Unvaccinated or partially vaccinated travellers are required to produce a negative COVID-19 test completed no more than 72 hours prior to departure.

All travellers are also required to register on the Pass Track App before arriving in the country, and complete a health declaration form on arrival. Travellers departing from Pakistan will not be allowed to exit the country if they exhibit COVID-19 symptoms.

You may also wish to refer to the Ministry of National Health Services, Regulations and Coordination of Pakistan's website at http://nhsrc.gov.pk    for Pakistan government’s latest COVID-19 related entry requirements.  As entry restrictions may change at short notice, we advise you to contact your travel agency, or the High Commission of Pakistan in Singapore, to ensure that you have accurate information for your specific purpose prior to departure. 

Entry and Exit

Singaporeans are required to obtain a visa at https://visa.nadra.gov.pk before travelling to Pakistan. Travellers are advised to contact their travel agency, or the High Commission of Pakistan in Singapore for up-to-date information. There should be at least six months' validity on your passport on the expected date of departure from Pakistan.

Safety and Security

The threat of terrorist attacks is high, and they may take place in areas frequented by foreigners. Avoid crowded places including government and military institutions, markets, places of worship, and shopping malls.

The following provinces within Pakistan have a greater potential for armed conflict and terrorism:

  • Balochistan province and Khyber Pakhtunkhwa (KPK) province, including the former Federally Administered Tribal Areas (FATA)
  • Azad Kashmir

Street crime is common. These include assault, armed robbery, theft, and kidnapping. The frequency of such incidents increases after dark.

Travellers are advised to keep a low profile. Exercise a high degree of caution and remain vigilant at all times. Keep abreast of local developments by monitoring the local news, and avoid large public gatherings.

Civil unrest can escalate quickly.  If there is evidence of unrest, head to a safe place immediately.

Pakistan is a Muslim country and local laws reflect this. Dress and behave conservatively at all times. It is illegal for unmarried couples to live together. It is illegal to import alcohol and pork products. It is illegal to proselytise. The death penalty can be imposed for murder, rape, drug offences, unlawful assembly, and blasphemy. 

Additional Information

Heavy rains during the monsoon season between June and October can cause severe flooding. Monitor local forecasts and avoid areas at risk of flooding or mudslides. Note that roads may be closed.  Bottled water may be contaminated. Check with reputable sources before consumption.

Singaporeans planning overseas travel are reminded to take the necessary precautions, including being prepared to deal with accidents, natural disasters or terrorist attacks. Singaporeans are also reminded to be familiar with your destination’s local laws, customs, and COVID-19 regulations.

Demonstrations do occur in major cities across the world. Such demonstrations can sometimes escalate into violence. It is important for Singaporeans to keep abreast of local news, avoid any protests or demonstrations and heed the advice of the local authorities.

When participating in outdoor leisure activities overseas, Singaporeans should be mindful that certain sporting activities, especially in open seas, may carry risks. Besides ensuring that one has the physical competencies and appropriate condition to undertake the activity, every effort should be made to ascertain if the trip organiser or guide is reliable and competent, and that appropriate safety and contingency plans are in place. When in doubt, Singaporeans should consult the relevant professional bodies or sporting associations for specific advice.

Advisory: Email Scams

There have been reports of individuals receiving scam emails/messages purportedly sent from friends in distress overseas. These emails/messages typically originate from an email address/social media known to the receiver bearing claims of the sender getting into trouble overseas and urgently requesting financial assistance. The sender would also claim to have approached a Singapore Embassy/Consulate and the local Police for help to no avail.

MFA takes the safety of all Singaporeans very seriously.  Singaporeans in distress approaching our Overseas Missions for assistance will be rendered with all necessary consular assistance.  If you receive such emails/messages from purported friends seeking funds transfers, we strongly advise you to call them first to verify the authenticity of the emails/messages before responding to their request.  It is also not advisable to give out any personal information such as NRIC/passport numbers, address, telephone number, etc.  Any form of reply, even one of non-interest, could result in more unsolicited emails.  Members of the public who suspect that they have fallen prey to such scams should report the matter to the Police immediately.  Should Singaporeans abroad require consular assistance, they can contact the nearest Singapore Overseas  Mission  or call the Ministry of Foreign Affairs 24-hr Duty Office at +65 6379 8800/+65 6379 8855.

In 2019, the government of the Republic of Singapore launched the e-service known as Singapore Arrival Card to increase border security and make the document check process seamless and more environmentally friendly. The SGAC system replaces the paper-based Disembarkation/Embarkation Card.

Do Pakistani Nationals Need an Arrival Card to Visit Singapore?

Pakistani nationals must hold a valid Singapore tourist card for Pakistan whether they are travelling for leisure, tourism, or business. It is important to keep in mind that the SG Arrival Card for Pakistan is not the same as a Singapore visa and cannot be used in its place .

It is important to keep in mind that the applicant’s visa status does not affect the need to obtain an SGAC .   • Having a valid Pakistani passport . The passport must be valid for at least 6 months from the date of arrival in Singapore. Any candidate whose passport is bound to expire before that date must apply for a new one before starting the application process
  • Having an active email address since all the correspondence regarding the Singapore tourist card for Pakistan will be received exclusively via email
  • Having an international debit or credit card authorised for online payments to pay the SGAC processing fee.

Some applicants will be asked to submit some additional documentation , however, this need is considered on a case to case basis. Examples are proof of onward travel or return tickets to Pakistan, evidence of financial means to cover the stay in Singapore, as well as vaccine certificates.

Pakistani citizens must travel to Singapore with the same passport that they used in their application . The traveller’s passport number is directly linked to the SGAC and if the two numbers do not match, the visitor will be denied entry to the country.

Similarly, Pakistani nationals with dual citizenship and multiple passports must make sure to apply for an SGAC with the same passport that they will use for travelling to Singapore.

Although SGAC is a mandatory travel document, it does not automatically guarantee entry in Singapore . This decision can only be made by the border immigration officer at the port of entry to the country.

How Do Pakistani Passport Holders Apply for a Singapore Arrival Card?

The application for SGAC for Pakistani citizens can be done online in a matter of minutes . It is important that each traveller including minors submits an individual application form, also when travelling as a group or family. Parents or guardians must complete the form on behalf of the children.

The application form requires filling out the following information:

  • Traveller’s personal details: name, gender, nationality, country of residence, date and place of birth, contact information, and travel plans
  • Basic passport information: country of the passport (that must correspond to the nationality), passport number, and dates of issue and expiry of the passport
  • Health declaration.

Candidates are asked to confirm that the information they entered in the form is correct . It is essential to make sure that there are no mistakes and discrepancies in order to avoid any delays in SGAC processing.

Before submitting the form, Pakistani passport holders need to pay for the Singapore Arrival Card processing fee . The payment is done through a secure online payment system using either Visa, MasterCard, Amex, JCB, Diners Club, Discover, or Union Pay.

The SGAC confirmation and approval is sent to the applicants by email , therefore, it is important to regularly check email for notifications. There is no need to print the Arrival Card . It can be presented in its electronic form at the Singapore border.

Singapore Arrival Card’s Processing Time for Pakistani Travellers

In most cases, Pakistani applicants will receive a response regarding their travel card in less than 24 hours . However, the SGAC processing time may be longer due to public holidays or missing or erroneous information in the application form, for example. Singapore’s visa policy is simple and the country is very open to visitors. Most nationalities can enter visa-free and enjoy stays of either 30 or 90 days. The rest can obtain an e-Visa although a local Singaporean contact or a visa agent is a requirement.

Owing to digitalization, entering and leaving Singapore is seamless through one of the automated lanes. If you’re eligible, you won’t even have to speak to an immigration officer!

Passport holders of 163 countries and territories can travel visa-free to Singapore for 30 or 90 days.

Those who aren’t visa-exempt must obtain a tourist visa. There are two ways to do that. The first is an e-Visa through a Singaporean contact. The second is through an authorized visa agent or a Singaporean embassy.

Lastly, certain nationalities can take advantage of the Visa Free Transit Facility (VFTF) if in transit in Singapore to or from a third country. This option allows stays for up to 96 hours (4 days).

Singapore does not offer Visa on Arrival.

These entry requirements apply to all foreign citizens entering Singapore:

  • At least 6 months of passport validity
  • Valid visa unless visa exempt or using the Visa-Free Transit Facility (VFTF)
  • Completed SG Arrival Card
  • Return or onward ticket
  • Proof of sufficient cash for your stay

Immigration officers very rarely ask for the last two. If you use the automated gates, you will not be asked for any proof.

It is also a good idea to check the list of Prohibited and Controlled Goods as Singaporean Customs can be a lot more curious.

The nationalities that require a Singapore tourist visa are split into two levels. 

The main difference is that Level II countries must also submit a Letter of Introduction for Visa Application (LOI).

Visa Requirements

Even though it’s an e-Visa, as an applicant, you cannot apply for the e-Visa on your own. The e-Visa application must be submitted by a local Singaporean contact or applied through an authorized visa agent approved by ICA such as VFS Global. 

The Singaporean contact must be at least 21 years old, a legal citizen or resident of Singapore, and have access to SingPass , the Singapore Identity Verification app.

Both Level I and Level II are required to submit:

  • Completed and signed Form 14A
  • A passport-sized color photograph taken within the last 3 months. These are the photo requirements .
  • A photocopy of your passport biodata page

Level II countries are additionally required to obtain:

  • Completed Form V39A which is a Letter of Introduction for Visa Application (LOI), issued by a local contact in Singapore.

Finding a local contact for LOI may prove troublesome for some travelers. A LOI issued by your Embassy can also be accepted if you are unable to secure an LOI from an individual.

The application costs 30 SGD (~22$).

If your application is successful, your Singaporean contact or the visa agent can send you the e-Visa file. You must print it and present it on arrival to enter the country.

Applications are processed within 3 working days (excluding the day of submission).

Singapore Visa-Free Transit Facility (VFTF)

e-Pass for Singapore Visa-Free Transit Facility (VFTF)

The Visa-Free Transit Facility (VFTF) allows entry into Singapore for up to 96 hours under certain conditions.

Eligible Countries

The following countries are eligible for VFTF:

Requirements

India passport holders.

Nationals of India are eligible for VFTF if they meet the following requirements:

  • Enter Singapore by any mode of transport but leave only via air or sea to a third country. You may be asked to show an onward ticket departing Singapore within 96 hours. Flight, ferry, and cruise tickets are allowed.
  • United States of America
  • You travel directly from the country that issued the visa, through Singapore, back to your home country
  • You have not been to your home country since you last used the visa

Schengen visas allow entry to both Germany and Switzerland, so they are accepted even if issued by another country.

All other countries

For the other countries on the VFTF list, these requirements are in place:

  • Enter Singapore by any mode of transport but leave only via air to a third country. You may be asked to show an onward ticket departing Singapore within 96 hours. Only flight tickets are acceptable.

Visa-Free Transit

Visa-free transit does NOT allow you to enter Singapore!

You are considered a transiting traveler if you travel via Singapore without clearing immigration. All nationalities are eligible.

As a transiting passenger, you are allowed to stay within the transit area of Singapore Changi Airport.

Most layovers don’t require you to clear immigration. However, be careful with low-cost carriers and tickets booked separately. If that’s your case, you likely have to pass through immigration and customs and recheck your luggage. In that case, you must have a visa or be visa-exempt.

SG Arrival Card

The SG Arrival Card is mandatory for all visitors to Singapore regardless of nationality.

You can complete the SG Arrival Card online up to 3 days before arrival. There’s no minimum required time before arrival so you can complete it at the airport too.

The SG Arrival Card is automatically linked to your passport information. If you don’t complete it properly, automated lanes will reject you and you must see a border officer to amend it.

Automated Clearance

Singapore has made strides towards complete automation of its borders. It is expected that soon all arrivals will be processed through automated lanes. For now, these are the eligible countries:

The procedure is quick and straightforward. If this is your first time in Singapore, the machine will also collect your fingerprints, an iris scan, and a face picture.

You will NOT receive a stamp on your passport. After entry, you will receive an e-Pass to the email you have provided in the SG Arrival Card with the last day of stay allowed in Singapore.

Exit is also automated and passports are not stamped either.

Electronic Visit Pass (e-Pass)

Singapore has phased out issuing physical entry stamps in the passport. An Electonic Visit Pass or e-Pass is issued and sent to your email after clearing the immigration in Singapore. You can also retrieve a copy for your e-Pass on the ICA website

The e-Pass will have the details such as your date of entry into Singapore, maximum days of allowed stay and your last day of stay granted.

Does singapore require a covid test or vaccination certificate.

All Covid-related restrictions were dropped on 13 February 2023. There are no requirements regarding testing or vaccination. That said, while submitting an SG Arrival Card, you will fill out the health declaration whether or not you are experiencing any symptoms.

Can I get an SG Arrival Card at the airport?

Yes, you can. The paper-based arrival cards are phased out, so you will have to fill out an online SG Arrival Card. You can fill it out at the airport too, takes about 5-10 minutes.

What documents are required to enter Singapore?

  • Passport valid for at least 6 more months
  • Valid visa unless visa-exempt
  • Onward ticket (very rarely, especially if using an automated lane).

Can I transit at Singapore Changi Airport without a visa?

Yes, you can, regardless of nationality, as long as you don’t leave the transit area.

Do Pakistanis Need a Visa for Singapore?

The Singapore visit visa for Pakistani citizens is required for all individuals from Pakistan. This travel authorisation must be applied for in advance of your visit via the Consulate or an authorised agent.

In addition, you must also apply for an Arrival Card in advance of your trip. This process has moved online, replacing the paper card which passengers previously filled out on the plane before landing.

How to Apply for the SG Arrival Card Online

If you apply through the Singapore Consulate in Karachi with a Pakistani passport, you need an invitation letter from the Singapore guarantor.

Local Singapore passport holders or Pakistani permanent resident cardholders can provide sponsorship. However, if you don’t have a sponsor, don’t worry, please get in touch with any excellent travel agency in your city, and they will provide you with full service. They will arrange a sponsor for you to obtain a Singapore visa from Pakistan. The travel agency charges a fee of Rs. Between 7000 and 10,000, the visa process takes about 15-21 days.

  • Taken within the last three months, 35mm wide and 45mm high, without borders;
  • A full face without a headscarf was captured (unless the applicant usually wears a headscarf according to his religious or ethnic customs, but the headscarf should not obscure the applicant’s characteristics). The face portrait from the chin to the crown should be between 25mm and 35mm; the photo should be taken on a pure white background, and the surface treatment should be matte or semi-gloss.
  • Letter from you to the consulate general stating all the reasons for your planned visit

Please make sure that you have arranged the name of the local contact person, NRIC and the name of the local contact person; on the other hand, the application will not be accepted. This is the primary function of the new system.

You must also obtain a valid round-trip or connecting ticket and related visas. It is required when entering Singapore.
