What is IATF?

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) is a task force organized by the Government of the Philippines to respond to affairs concerning emerging infectious diseases in the country. The IATF-EID convened in January 2020 to address the growing viral outbreak in Wuhan, China which was eventually called COVID-19. On March 9, 2020, President Duterte called the IATF-EID amidst the rising cases of COVID-19 in the Philippines. What does Fully Vaccinated mean?

F“Fully Vaccinated” against COVID-19 is defined as a traveler who has second (2nd) dose in a 2 dose series or a single dose COVID-19 vaccine MORE THAN Fourteen (14) days prior to the date and time of departure from the country of origin/port of embarkation (“Primary Series COVID-19 Vaccination”).

What does Booster mean?

“Booster” shot shall refer to doses administered to a vaccinated population that has completed a primary vaccination series.

Why do I need to register to the eTravel?

Starting 01 September 2021, all incoming travelers to the Philippines are advised to use the eTravel registration system as mandated by IATF Resolution No. 135 dated 26 August 2021.

What is the official website of the eTravel?

The https://etravel.gov.ph/ is the ONLY OFFICIAL registration website for all international inbound travelers to the Philippines.

Do I need to pay for the registration of eTravel?

eTravel registration is FREE OF CHARGE and does not collect or require any form of online payment. BEWARE of fake, fraudulent, or scam websites and entities which require payment upon registration.

Do I need to download an application to use the eTravel?

No. eTravel is an information system that is mobile responsive, and a web based online platform. To use the eTravel, all you need is a smartphone or tablet or laptop or personal computer. You can open the eTravel using a mobile or computer internet browser.

Do I need an internet connection to use the eTravel?

Yes. eTravel is an online platform and therefore can only be used when you have an internet access. It is highly recommended to use eTravel while you have good and stable internet connection.

Can I register few days before the flight (before I travel)?

Yes. You may only register within 3 days (or 72 hours) prior to your arrival in the Philippines. Travelers are enjoined to present their proof of valid eTravel registration prior to flight boarding. It is important that your recent declaration of health condition is within 72 hours before arrival.

Is all information asked in the eTravel relevant to Health Declaration Checklist requirement?

Yes. Although some questions were added so that the system can determine your category based on the IATF requirements such as age, traveler classification, itinerary, etc. so you can be categorized and easily assisted/guided by the health border authorities when you arrive at the airport or seaport.

What is eHDC?

It stands for "electronic Health Declaration Card". This is the same yellow paper form which was previously used to be filled out manually by all arriving travelers in the Philippines and submitted to BOQ upon arrival. Instead of this, the eTravel replaces it digitally and your proof of registration and submission is the QR Code form that you receive upon successful registration with the eTravel.

What is the difference between the Green QR Code and Red QR Code of eTravel?

The GREEN QR Code is issued by the eTravel system when your submission of the required information and attachments are complete and complies with the IATF latest entry protocols ( IATF Resolution No. 2, s. 2022 ) . On the other hand, you will be issued a Reg QR Code in case you have missing requirements and you will be interviewed upon arrival at the airport by a BOQ personnel to manually verify and determine if you will be required to undergo facility-based quarantine and RT-PCR Testing.

What do I need to do after I register?

Take a screenshot or Download of your personal QR Code before closing or exiting the eTravel webiste or application. You will be required to show this QR code to an airline representative before being allowed to board your flight. Upon arrival in the Philippines, you must present this QR code to the BOQ Quarantine officers for verification.

What happens if I have a QR Code issued upon successful registration with eTravel?

If you received a QR Code upon registration with eTravel, you are pre-qualified for the express lane upon your arrival at the airport/seaport. This means that there’s no need to show the other documents to the Quarantine Officer. However, the data are still reviewed and verified by the BOQ before your actual arrival at the airport in case you have submitted wrongful information and/or the supporting documents you have submitted or uploaded, such as the vaccination or COVID-19 test, is incomplete or incorrect, you will be flagged by the BOQ and may still be required to undergo manual verification upon arrival. Therefore, ensure that you have properly filled out your information and submitted the correct document.

What happens if I have a Red QR Code issued upon successful registration with eTravel?

You will be manually verified by the Quarantine Officers and determine if you are compliant with the entry protocol set by the Philippine Government. It is necessary to show the specific documents which will be asked from you by the officer.

What is “Express Lane”?

Express lane has been included in the eTravel process to provide further convenience to the health protocol compliant international inbound travelers. When you are issued a Green QR Code and the information and supporting documents you have submitted during online registration has been approved, you are qualified in the express lane where your Green QR Code will be scanned and tagged for your arrival date and time. There may be no further interview or need for submission of any documents.

What is Manual Process?

Manual process is required for travelers issued with a Red QR Code. This is to verify and determine if you are compliant with the health protocol requirements of entering the Philippines. This also happens when your submitted information or uploaded documents needed evaluation upon arrival.

Does it automatically mean that I will be quarantined if I am manually processed upon arrival by BOQ?

No. If BOQ is able to verify your information and found you to be compliant based on the entry requirements, you will be advised to proceed to Immigration without the need for facility-based quarantine.

Can I print my eTravel personal QR code instead of screenshot?

Yes. You can print this for presentation at airport/seaport of origin and upon arrival in the Philippines. Yet again, for your convenience, you may as well take a screenshot or click download to save your eTravel personal QR code in your smartphone for presentation at the airport/seaport and upon arrival in the Philippines.

I lost the screenshot of my personal QR Code, what do I do?

If you registered within 72 hours prior to your arrival to the Philippines, you may retrieve your personal QR Code and view some of your details using the "Edit Registration” tab in the eTravel website. To open my profile, go to the eTravel etravel.gov.ph/search and enter your reference number and date of birth then press the CONTINUE button as shown in the blue box below.

I made a mistake. Can I still edit my information after I have successfully registered?

For as long as you have not been processed, verified, and tagged as arrived by the border health authorities (BOQ) in the eTravel you may still change some of your information in the eTravel through the “Edit Registration” tab in the eTravel website. You will not be able to edit your data once you have arrived, verified and tagged as arrived by the Quarantine Officer. The editable information are mainly the data that is needed during the issuance of your quarantine certificate (i.e. arrival date, address, other personal info).

I have registered more than once in the eTravel for my travel, which QR code should I use?

You may use either of the QR Code but you should only choose one to present upon your arrival. Only the verified QR Code by BOQ upon your arrival at the airport/seaport is valid for your travel. Presenting different QR code during the process may cause delay or inconvenience for you.

Why can I not use the same QR Code next flight?

In compliance with the Republic Act No. 10173 (otherwise known as the “Data Privacy Act”), all sensitive personal information is immediately deleted from the eTravel database after you have been completely processed based on the quarantine and health protocol set by the Government in response to the COVID-19 pandemic and for disease surveillance and response. Your personal eTravel QR Code is therefore issued per transaction in the system and new registration is required for each travel.

How many days is the quarantine period?

1. FULLY VACCINATED- 7 days 2. PARTIALLY/UNVACCINATED- 10 days

What if the result of my COVID-19 RT-PCR is positive?

You will receive a call from the BOQ Operation Center to give instructions on your isolation procedure.

Which COVID-19 laboratory will test me?

There are twelve (12) accredited laboratories for testing of international inbound traveler to ensure service level agreement. These laboratories are required to visit and conduct testing at your quarantine hotels and are mandated to release the result within 24 hours from the time of testing. Can I select which laboratory I will be tested?

Yes, but you may only choose from the list of accredited laboratories. You can select the laboratory when you are processed by the BOQ at the airport/seaport of your arrival. You will be asked by BOQ to choose from the list your preferred laboratory.

What will I present as proof that I have completed the quarantine requirement?

You will need the BOQ Quarantine Certificate as proof of your quarantine completion. You will not be allowed by the Hotel to check out unless you are able to show valid Quarantine Certificate from BOQ.

How do I get the BOQ Quarantine Certificate?

You are only able to get the BOQ Quarantine Certificate if you have been tested by an accredited COVID-19 laboratory and you are found NEGATIVE from COVID-19. BOQ Quarantine Certificate will be issued by the BOQ Medical Team in charge at the isolation facility. Your Quarantine Certificate will only be available if your test is NEGATIVE.

Traveling to the Philippines: How to Get eTRAVEL QR CODE Online (Arrival Card)

Are you traveling to the Philippines? ALL incoming international travelers including Filipino citizens and foreigners, adults and children, must secure an eTravel QR code online 72 HOURS or THREE DAYS before your arrival.

Just like the old One Health Pass and eArrival Card, this new eTravel QR system serves as an all-in-one online platform for the arrival card, health declaration, and contact tracing.

But don’t worry, it’s easy to get one. In this article, we’ll walk you through the process one step at a time. Here’s how to do it.

WHAT'S COVERED IN THIS GUIDE?

1. Go to eTravel official website.

The official website is https://etravel.gov.ph .

Make sure it’s the legitimate website. Note that eTravel QR Code is FREE of charge. If you landed on a website requiring you to pay for the service, it’s a scam.

2. Start your registration.

On the home page, you’ll see the registration section. For Filipino citizens, click the PHILIPPINE PASSPORT HOLDER box. Then, start entering the following details:

  • Transportation Type
  • Date of Arrival
  • Email Address

Tick the DATA PRIVACY AND AFFIDAVIT OF UNDERTAKING box. It’s easy to miss because the tick box is quite small, but you’ll find it before the CONTINUE button.

When you check that, a page will pop. Read first, then click the YES, I AGREE button.

Finally, hit the CONTINUE button.

3. Provide your Personal Information.

Enter the following details:

  • Passport Number
  • Citizenship
  • Country of Birth
  • Mobile Number

If the system detected that you belong to the (legal) working age group, it will require you to answer the OCCUPATION section. Choose your professional field. If you can’t find it in the choices, select OTHERS . When you are done, click NEXT .

4. Enter your address.

You will be asked to provide your specific address down to house number or unit number.

If you live in Metro Manila, choose National Capital Region or NCR.

5. Submit your travel details.

Enter the following travel information:

  • Arrival Date
  • Country of Origin
  • Purpose of Travel
  • Flight Number
  • Seat Number (optional)
  • Name of Airline
  • Airport of Arrival
  • Traveller Type (aircraft passenger or flight crew).

When you are done, click NEXT .

6. Accomplish the Health Declaration Form

This includes your Vaccination Details. If you are fully vaccinated, answer NO for the section asking if you have a negative Antigen Test result. After that are the usual ‘Yes or No’ questions about history of exposure and if you’ve been sick in the past 30 days. After answering all the items, click ‘NEXT’.

7. Review the information you encoded.

Read the summary of all the details you provided. If you need to change or correct something, just click the pencil symbol on the upper right portion of the category you want to edit. If you are good and you have nothing to correct, click SUBMIT .

8. Download your QR Code.

Congratulations! You will instantly receive your QR Code.

Don’t forget to download or screenshot it! You’ll be presenting it upon arrival in the Philippines.

  • If your QR Code page is GREEN , it means you met the travel requirements and you can directly go to express lane where you will have the BOQ officer scan your QR Code.
  • If your QR Code page is RED , you have to let the Quarantine Officer manually verify the required additional documents to determine if you are compliant with the entry protocols set by the Philippine government. Travelers who usually get RED-marked QR Code are the unvaccinated and the partially vaccinated. Again, check the entry guideline set by the Philippine Government first before traveling to the Philippines.

One QR Code is issued per transaction and per entry. You can only use it once and you need to register again and get a new QR Code the next time you travel to the Philippines.

Frequently Asked Questions (FAQs)

I want to change something after generating the qr code. how to correct it.

You can still edit your info if you noticed a typo error or you entered wrong data. However, note that you can only do this BEFORE it gets validated or verified by the BOQ officer upon your arrival sa Pilipinas. Ensure that you make your corrections before your flight to the Philippines.

To do this, just go to the main page or home page of eTravel, then click the UPDATE REGISTRATION button. Provide your reference number or transaction number and birth date.

At what point of the airport process should I present the QR code?

From the team’s experience, we were asked to present our QR Codes at these stations:

  • Check-in Counter, before departure abroad (at the country of origin)
  • Bureau of Quarantine Area, after deplaning and before the Immigration counters in the Philippines. The staff/officers will be scanning the QR code. It’s a very quick and smooth process if you have a green QR code.

The staff may also ask for it at the boarding gate (country of origin/abroad), so just ready your copy during these times.

ATTENTION! Travel requirements change from time to time, so it’s best to check with the government of the country you want to visit the updated travel restrictions and requirements before you travel. For the Philippine’s updated entry requirements, you can check the official eTravel website: https://etravel.gov.ph/entry-guidelines.

Do I still need to accomplish One Health Pass and eArrival Card?

No need. The eTravel has officially replaced the now obsolete One Health Pass and eArrival Card starting 2 December 2022.

To be honest, all these systems are very similar. The changes are not too drastic. Some items were removed such as the Philhealth Number, and then some required items are now optional. The noticeable difference is not really the content but the appearance or the user interface.

Do I have to pay for eTravel QR Code? How much is the charge?

No, you don’t need to pay anything for the eTravel QR Code. It is FREE of charge. If you landed on a website requiring you to pay for the service, it’s a scam.

Philippine One-Stop Electronic Travel Declaration System

All passengers traveling to the Philippines must complete an electronic travel declaration both ahead of their journey and before departing the country.

The Philippine One-Stop Electronic Travel Declaration (previously called eTravel) replaces the eArrival Card ( originally the One Health Pass ) and the paper-based departure card.

The one-stop declaration requires less information and simplifies the process of authorizing your arrival in and departure from the Philippines and providing your health declaration.

Note that the eTravel declaration is not a visa or eTA . Passengers who require a visa or Philippines eTA must have both a visa/eTA and one-stop authorization. Visa-exempt travelers will still need to complete the One-Stop Electronic Travel Declaration .

What Is the One-Stop Electronic Travel Declaration for the Philippines?

Electronic travel registration includes providing a health declaration and information about the trip.

The data collected from eTravel enables Filipino authorities to perform contact tracing in the event that a traveler is found to have an infectious disease. In this way, it is an important measure to protect public health for both residents and visitors.

You must register with eTravel online before any trip to the Philippines , as well as before departure from the country . Once completed, you will receive a QR code or barcode to present on arrival or departure.

The declaration is the latest iteration of the Philippines’ digital health form. It has replaced the eArrival Card, which, in turn, replaced the One Health Pass. The original name for the form was the e-CIF. It also replaces the paper-based departure card.

The one-stop registration is now the only required health form . The eArrival Card, One Health Pass, and e-CIF are no longer in use.

How to Complete eTravel Declaration for the Philippines

Passengers register the Philippines eTravel declaration online. This is done through a web-based portal rather than a mobile app.

The registration involves completing a short online form with the requested information.

This can be done using a personal computer, laptop, smartphone, tablet, or other device connected to the internet.

The one-stop declaration form

The form asks for the following details:

  • Basic personal details
  • Travel plans
  • Accommodation
  • Vaccination status

There are fewer questions than on previous Filipino online health forms. The new form is more streamlined and quicker to complete .

Once the details are submitted, a QR code is generated .

Who Needs the Philippines eTravel Declaration?

All passengers entering or departing the Philippines must present a QR code or barcode from the one-stop declaration.

This includes:

  • Foreign residents of the Philippines
  • Filipino nationals

Travelers of all nationalities are required to complete a declaration for the Philippines. It is required for all purposes of travel, including transit through the country, and is also needed for departure.

Each traveler must complete a separate form . It is not possible to include multiple individuals on one form.

Do children need the one-stop declaration for the Philippines?

Yes, all travelers, including minors and infants , must have their own eTravel QR code/barcode on arrival/departure.

Parents or guardians may complete the online form on behalf of their dependents.

When Can I Complete the Philippines Electronic Travel Declaration?

Passengers should complete the registration process in the days leading up to their trip.

The information will be submitted for processing a maximum of 72 hours before traveling to the Philippines or departing from the country.

Can I Use the Same One-Stop eTravel Declaration More than Once?

No, the eTravel declaration is valid for a single use only .

The QR code can only be used to board a flight to/from the Philippines within 72 hours of completing the online form. Once it is scanned by a border officer on arrival/departure, it cannot be reused .

Each time you travel to or from the Philippines, you will need to register with the Philippine One-Stop Electronic Travel Declaration System..

Traveling to the Philippines With the One-Stop Declaration

After completing the online form, print or take a screenshot of the QR code or barcode . This is required to board a flight to or from the Philippines and must be shown to a Bureau of Quarantine (BOQ) officer on arrival or departure.

Passengers may present their QR or barcode in one of the following ways:

  • Printed copy
  • Digital copy on a smartphone or device

eTravel QR code or barcode?

The passenger will be issued with a QR code as long as the information provided:

  • Is complete
  • Meets the entry protocols

Travelers with a QR code will be able to use the "Express Lane" on arrival or when departing. This means that all they need to do is scan the code on arrival/departure. There is usually no further interview or checking of health-related documents.

The individual will be issued with a barcode in the following circumstances:

  • The information provided during one-stop registration is incomplete
  • The individual’s details or health documents require further checks

Upon arrival in the Philippines, they will be interviewed by a BOQ officer . Here, the information and documents will be checked. It may be determined that the individual will need to quarantine or undergo other measures.

The eTravel System is as a comprehensive digital platform for collecting data from passengers arriving in and departing from the Philippines. It is designed to facilitate border control, health surveillance, and economic data analysis efficiently. It is a prerequisite upon leaving or entering the Philippines.

There are two ways to open eTravel, it could be through the mobile application eGovPH or web. In this article, we will be teaching you step-by-step on how to navigate the website version of eTravel.

  • Open the website by typing https://etravel.gov.ph/ on the search bar or by simply clicking the link. Once you’re in, you will see “Sign In” in the upper right corner near the logo. Click on it.

2. If you have an account, you may fill in the log-in details and enter. If you already have an eGovPH account, then you may use that by clicking “Sign in to eTravel with eGovPH.” 

If you don’t have both, then click on “Create an account.” There is also an option to download eGovPH, an application where you can seamlessly register on eTravel.

3. For those who will be creating an account: 

  • Enter your e-mail address.
  • Enter the One-Time Pin (OTP) sent to the e-mail address that you provided.
  • Enter your password.
  • Take a selfie.
  • Fill in your personal details.
  • Fill in your permanent country of residence.
  • Proceed with travel registration.

Click on the “New Travel Declaration” and input the necessary details. This will prompt on your screen.

4. Travel Registration

Note: Registrations can only be done within 72 hours prior to your arrival or departure in the Philippines. 

There are two options in the travel registration:

  • For me: This is for your personal use. If you are the owner of the account and you are the one travelling, then this is the right option for you.
  • For other: This is for other people like your family members who do not have the application yet or cannot access the website. You may do the travel registration for them.

Just click on AIR if you are travelling using an airplane or other air transportations and SEA if you are travelling through ship or other sea transportations.

Click ARRIVAL if you are travelling to the Philippines and DEPARTURE if you are travelling outside the Philippines.

You will be asked to input your personal details and travel declaration. After that, you will be able to get your QR code which will also be sent through e-mail.

There is no need to present your QR code upon travelling since the eTravel System is already integrated with the Philippine Immigration, Bureau of Quarantine, Health Department, Tourism Department, Transportation Department and the Bureau of Customs.

Gov‘t launches eTravel platform for travelers, returning residents to Philippines

The Office of the Press Secretary on Friday announced the launch of an online registration system for those travelling to the Philippines and returning residents, which aims to streamline entry and data collection processes.

The OPS said the Health Declaration Checklist of the Department of Health-Bureau of Quarantine may be accessed through the eTravel platform beginning Friday, December 2.

"The eTravel platform will host the electronic version of the paper Arrival Card that travelers must submit upon arrival in the Philippines for immigration clearance," the OPS said in its notice to the public.

"Starting 05 December 2022, the Bureau of Immigration will discontinue using the paper Arrival Card. All travelers will be required to provide their arrival information and health declaration through the eTravel portal," it added.

It said passengers using the former www.onehealthpass.com.ph would be redirected to the new eTravel domain as starting December 5, the old domain of the One Health Pass will no longer be accessible to the public.

The OPS reminded the public that registration on the eTravel platform is free.

"The public is warned against transacting with any entities or websites soliciting payments and fees of any kind as these are in no way related to the official eTravel platform of the Philippine government," the OPS said.

In a press briefing, Department of Health officer-in-charge Maria Rosario Vergeire said the eTravel will provide more convenience and accessibility to passengers which will encourage more travelers in the country.

“Ito pong eTravel registration, hindi na-compromise dito ang batas ng BOQ wherein kailangan may specific medical details na kailangan ibigay talaga ang bawat pasahero na pumapasok sa ating bansa (This eTravel registration did not compromise the BOQ law wherein the passengers entering the country must provide specific medical details),” Vergeire said.

“So this eTravel registration provides convenience, provides more accessibility and also provides convenience to arriving passengers. And therefore mas maeencourage ang travelers na pumasok sa ating bansa (it will encourage them more to visit the country),” she said.

“At ito na lang ang kailangan (This is the only thing you need). Prior to departure, you should have this para pagpasok sa bansa, seamless na, wala na masyadong pila, wala nang inconvenience (so that when you enter the country, it will be seamless, no more lines, no more inconvenience),” she added.

BI warns Holy Week travelers of scammers

T HE Bureau of Immigration (BI) on Saturday issued an advisory cautioning the public against scammers operating fake websites, and charging exorbitant fees for registration on the government's eTravel website.

With the upcoming long weekend and the expected influx of travelers, the BI is urging the public to be vigilant to avoid falling victim to online scams.

Reports of passengers being duped by fake eTravel websites and made to pay between P3,000 and P5,000 registration fees prompted the BI to issue the advisory.

Immigration Commissioner Norman Tansingco said that registration on the eTravel platform is entirely free of charge; thus, he urged travelers to register only through the government's official website at https://etravel.gov.ph to avoid falling for fraudulent schemes.

"We advise the traveling public to be cautious and register exclusively on the official government website, or through the eGovPH application. The eTravel registration process is absolutely free of charge," Tansingco said.

The agency has also encouraged individuals to immediately report fraudulent websites or entities demanding online payments to the Cybercrime Investigation and Coordinating Center (CICC) via their hotline at 1326.

Launched earlier this year, eTravel serves as a single data collection platform for arriving and departing passengers, integrating border control, health surveillance, and economic data analysis.

The joint project involves several government agencies, including the Department of Tourism, the Department of Information and Communications Technology (DICT), and the Department of Transportation, among others.

Meanwhile, the BI reported the deployment in major international airports of eTravel kiosks being provided by authorities and the DICT.

E.P.A. Says ‘Forever Chemicals’ Must Be Removed From Tap Water

The rule applies to a family of chemicals known as PFAS that are linked to serious health effects. Water utilities argue the cost is too great.

For the first time, the federal government is requiring municipal water systems to remove six synthetic chemicals linked to cancer and other health problems that are present in the tap water of hundreds of millions of Americans.

The extraordinary move from the Environmental Protection Agency mandates that water providers reduce perfluoroalkyl and polyfluoroalkyl substances, known collectively as PFAS, to near-zero levels. The compounds, found in everything from dental floss to firefighting foams to children’s toys, are called “forever chemicals” because they never fully degrade and can accumulate in the body and the environment.

The chemicals are so ubiquitous that they can be found in the blood of almost every person in the United States. A 2023 government study of private wells and public water systems detected PFAS chemicals in nearly half the tap water in the country .

Exposure to PFAS has been associated with metabolic disorders, decreased fertility in women, developmental delays in children and increased risk of some prostate, kidney and testicular cancers, according to the E.P.A .

Michael S. Regan, the E.P.A. administrator, called the new regulation “life changing.”

“This action will prevent thousands of deaths and reduce tens of thousands of serious illnesses,” Mr. Regan said on a call with reporters on Tuesday. He described the rule as the most significant action the federal government has ever taken to reduce PFAS exposure in drinking water.

“We are one huge step closer to finally shutting off the tap on forever chemicals once and for all,” he said.

The E.P.A. estimated it would cost water utilities about $1.5 billion annually to comply with the rule, though utilities maintain that the costs could be twice that amount and are worried about how to fund it. States and local governments have successfully sued some manufacturers of PFAS for contaminating drinking water supplies, but the settlements awarded to municipalities have been dwarfed by the costs of cleaning up the chemicals, municipal officials said.

Industry executives say taxpayers will ultimately foot the bill in the form of increased water rates.

The 2021 bipartisan infrastructure law provides $9 billion to help communities address PFAS contamination and the E.P.A. said $1 billion of that money would be set aside to help states with initial testing and treatment.

Mr. Regan announced the regulation on Wednesday in Fayetteville, N.C., near the site where, in 2017, a Chemours chemical plant discharged water contaminated with PFAS into the Cape Fear River, making the local drinking water unsafe.

Mr. Regan, who previously served as North Carolina’s top environmental regulator, oversaw the Cape Fear PFAS investigation at the time and forced Chemours to clean up the air, soil and water in the lower Cape Fear River basin communities.

In 2022, the E.P.A. found the chemicals could cause harm at levels “much lower than previously understood” and that almost no level of exposure was safe.

Under the new rule from the E.P.A., water utilities must monitor supplies for PFAS chemicals and would be required to notify the public and reduce contamination if levels exceeded the new standard of 4 parts per trillion for perfluoroalkyl and polyfluoroalkyl substances. Previously, the agency had advised that drinking water contain no more than 70 parts per trillion of the chemicals.

Public water systems have three years to complete their monitoring. If those samples show that levels of PFAS exceed the new E.P.A. standards, the utilities would have another two years to purchase and install equipment designed to filter out PFAS.

In a 2020 peer-reviewed study , scientists at the Environmental Working Group, a nonprofit organization, estimated that more than 200 million Americans had PFAS in their drinking water.

Public health advocates and scientists said the new regulation was overdue.

“A growing body of scientific research shows that PFAS chemicals are more harmful to human health than previously thought, and at extremely low levels,” said Anna Reade, director of PFAS advocacy at the Natural Resources Defense Council, an environmental group.

In just the past year, more than a dozen peer-reviewed studies have found evidence of additional health effects of PFAS exposure, including a delay in the onset of puberty in girls, leading to a higher incidence of breast cancer, renal disease, and thyroid disease; a decrease in bone density in teenagers, potentially leading to osteoporosis; and an increased risk of Type 2 diabetes in women.

Dr. Susan M. Pinney, the director of the Center for Environmental Genetics at the University of Cincinnati, led a longitudinal study of young girls who had been exposed to PFAS after an industrial plant in West Virginia released the chemicals into the Ohio River.

She called the number of people exposed to PFAS around the country “mind boggling.”

Robert A. Bilott, an attorney who has spent more than two decades litigating the hazardous dumping of PFAS chemicals, said he had alerted the E.P.A. to the dangers posed by the chemicals in drinking water as early as 2001. “It has taken far too long to get to this point, but the scientific facts and truth about the health threat posed by these man-made poisons have finally prevailed,” Mr. Bilott said.

The E.P.A. calculated the health benefits of the new regulation at about $1.5 billion annually from reductions in cancer, heart attacks and strokes and birth complications.

But Republicans and industry groups, along with many mayors and county executives, said the Biden administration had created an impossible standard that would cost municipal water agencies billions of dollars.

Several questioned E.P.A.’s accounting as well as the science used to develop the new standard.

The American Water Works Association, the Association of Metropolitan Water Agencies and other groups representing water utilities estimated that the cost of monitoring and remediation of PFAS could be as much as $3.2 billion annually. The figure is based on an analysis conducted for the American Water Works Association by Black & Veatch, a firm of consulting engineers.

Communities with limited resources will be hardest hit by the new rule, they said.

“When regulations are set near zero, that is not something manufacturers or water systems can economically achieve,” Brandon Farris, the vice president of energy policy at the National Association of Manufacturers, wrote in a letter to the E.P.A. “Regulations that are not economically achievable will lead to critical substances being manufactured outside of the U.S. where environmental protections are often less stringent.”

Christina Muryn, the mayor of Findlay, Ohio, a town of about 50,000 people, said that, while clean drinking water is an imperative, the E.P.A. was requiring municipalities to meet new mandates without adequate support.

“That is very frustrating to me as a citizen, as a mayor, and as someone who is responsible for our water treatment system,” Ms. Muryn said.

Public health advocates said the costs of the new rule were outweighed by the growing body of evidence of the dangers posed by PFAS.

Widely used since the 1940s, the chemicals are useful in repelling water and oil. Nonstick pans have been most famously associated with PFAS but the chemicals can be found in water-repellent clothes and carpets, certain shampoos, cosmetics and hundreds of other household items.

US Secretary of State Antony Blinken and Defense Secretary Lloyd Austin will be at President Joe Biden’s meeting with his national security team, officials told CNN.

Chairman of the Joint Chiefs of Staff Gen. CQ Brown will also be at the meeting, according to another US defense official.

Biden is returning to Washington from Rehoboth Beach, Delaware, on Saturday to meet with his team as the US is on high alert for a potential Iranian retaliatory strike against Israel.

US national security adviser speaks with Israeli counterpart as potential Iran strike looms

US President Joe Biden's top national security aide spoke Saturday with his Israeli counterpart to reiterate American support for Israeli security.

Jake Sullivan, the US national security adviser, assured Israeli national security adviser Tzachi Hanegbi of "the United States’ ironclad commitment to the security of Israel," Sullivan wrote in a post on X .

Israel's military suspends educational activities and limits gatherings amid fears of an Iranian attack

Starting at 11 p.m. local time Saturday, educational activities in Israel will be suspended and there will be limited gatherings amid fears of an attack from Iran, according to an Israel Defense Forces statement.

Gatherings will be limited to a maximum of 1,000 people around the Gaza border and in the north, following what the IDF labeled as “a situational assessment.”

“This week, we carried out a situational assessment and approved plans for preparedness for an attack from Iran... Starting tomorrow morning and in the coming days, the education establishment, programs, and school trips will not take place.” IDF spokesperson Daniel Hagari said in a video statement released on Saturday.

US identifies USAID worker killed in Jaffa, Israel

The United States Agency for International Development staffer who was killed in Jaffa, Israel, on Friday has been identified as Jacob Toukhy, the US Embassy in Jerusalem said Saturday.

“We are heartbroken to report that one of our own, Jacob Toukhy, was tragically killed last night in Jaffa,” the embassy said in a post on X . 

“To Jacob’s family, we and (USAID West Bank/Gaza) send our deepest condolences; we mourn alongside you. Jacob was a valued member of our embassy community for over two decades,” the embassy continued.

The embassy did not provide further details about the circumstances behind Toukhy’s killing.

White House condemns Iran's seizure of Portuguese-flagged cargo ship

The White House is calling on Iran to release the Portuguese-flagged cargo ship it seized on Saturday, adding that the administration “strongly” condemns the seizure.  

“We call on Iran to release the vessel & its international crew immediately,” National Security Council spokesperson Adrienne Watson said in a statement. “It must be condemned unequivocally, & we will work with our partners to hold Iran to account for its actions.”  

State news agency IRNA reported that the Iran’s Revolutionary Guard Corps (IRGC) Navy seized the Portuguese-flagged MSC Aries , which is being “directed back to Iranian territorial waters.” According to IRNA, the vessel is managed by the Zodiac Maritime, a company linked to Israeli businessman Eyal Ofer.

Tensions are already high after Iran warned it would retaliate for a suspected Israeli strike on its consulate in Syria earlier this month.

US defense secretary speaks with Israeli defense minister to discuss "urgent regional threats"

US Secretary of Defense Lloyd Austin spoke with Israeli Defense Minister Yoav Gallant Saturday “to discuss urgent regional threats and reiterated unwavering U.S. support for Israel's defense,” according to a readout from Pentagon press secretary Maj. Gen. Pat Ryder.

Austin reiterated “that Israel could count on full U.S. support to defend Israel against any attacks by Iran and its regional proxies,” Ryder said in the brief readout.

Both Austin and Secretary of State Antony Blinken have spoken with Gallant in recent days as the US and Israel are on high alert for a potential retaliatory attack by Iran.

Biden will return to the White House Saturday to discuss situation in the Middle East

US President Joe Biden is returning to the White House Saturday from Rehoboth Beach, Delaware, to “consult with his national security team about events in the Middle East,” according to the White House.

Biden was originally supposed to return to the White House on Sunday.

Countries advise against travel to Iran, Lebanon, Israel and Palestinian territories as flights suspended

Countries are warning citizens to avoid traveling to to Iran, Lebanon, Israel and the occupied Palestinian territories amid potential threats of ramped-up regional tensions stoked by Israel's war in Gaza.

France urged its citizens Friday to “absolutely refrain” from parts of the region. India, Germany, Canada and the United States issued or re-emphasized similar travel advisories to citizens.

Airlines suspend flights: Dutch carrier KLM announced Saturday that it would stop flying over Iran and Israel "as a precaution."

The carrier will continue to fly to and from Tel Aviv.

"KLM uses a safety management system to determine whether a flight to a specific destination can be operated safely. We are also in direct contact with the Dutch government and other governments. This analysis shows that we can still fly safely to and from Tel Aviv," KLM said in a statement.

Both Austrian Airlines and Lufthansa announced a suspension of flights to and from the Iranian capital of Tehran through April 18.

Israeli defense minister calls on public not to take law into own hands after Israeli teen's death

Israel's Defense Minister Yoav Gallant on Saturday urged the public to avoid taking the law into their own hands after the body of a 14-year-old Israeli boy, Binyamin Achimair — who went missing Friday morning in the occupied West Bank — was found by Israeli security forces and police.

"I appeal to the public, let the security forces act quickly in the hunt for the terrorists - revenge actions will make it difficult for our fighters in their mission - the law must not be taken into one's hands," Gallant said in a post on X.

Earlier on Saturday, eyewitnesses told CNN that hundreds of Israeli settlers are surrounding Palestinian towns and attacking residents across the occupied West Bank.

The one thing you'll want to do is the only thing not to do while driving during solar eclipse

The 2024 solar eclipse will shroud much of the United States in darkness on Monday, leaving many people to wonder: Is it safe to drive during the celestial event?

We know Americans should wear certified eclipse glasses when looking directly at the eclipse. And millions of Americans are in the eclipse's path of totality , the moment that occurs when the moon completely blocks the sun's light from reaching us. During totality, the eclipse can be viewed with the naked eye.

The eclipse will begin in Texas at 1:27 p.m. CDT and end in Maine at 3:35 p.m. EDT, but the exact time of the eclipse varies by where you are in its path. If you plan to drive during this time, you may not only have to contend with traffic , but need to take steps to stay safe.

Here's what to know about driving during the eclipse.

Is it safe to drive during an eclipse?

It's safe to drive during an eclipse as long as you don't look up at the sky. AAA is telling drivers to be focused on the road if they are operating a car during the total solar eclipse.

"Anyone operating a vehicle should not be attempting to look up at the sky during the eclipse – their eyes should be on the road," said Aixa Diaz, a spokeswoman from AAA.

The automobile insurance company is advising Americans who want to safely view the total eclipse to "find a safe place to park (not on the side of a road or highway) away from other traffic and then wear your eclipse glasses," Diaz said.

Do not wear eclipse glasses while driving

It should go without saying, but authorities are also reminding people to not drive while wearing eclipse glasses .

The Missouri and Texas departments of transportation are both advising drivers to not wear eclipse glasses during the natural phenomenon and to focus on the road.

"Do not wear eclipse glasses while driving," reads a list of safety tips from the Texas department. Thousands people are expected to drive to towns along the path of totality, including Dallas, ahead of the eclipse.

Several state transportation departments  released similar warnings  ahead of the 2017 total solar eclipse. Wyoming's, for example, warned people traveling to the state about how they wouldn't be able to see the road with solar eclipse glasses on.

"When the glasses are worn, a person shouldn’t be able to see anything except the solar eclipse, which is why it is unsafe for a person to wear them when driving," the warning reads.

"Eclipse glasses are for eclipse viewing, not driving. They shouldn’t be treated like normal sunglasses," Diaz said.
