The Bahamas Has a New Tourism Minister

Bahamas has a new Minister of Tourism, following the country’s recent general elections.

The new Minister of Tourism is Chester Cooper, who succeeds former Minister Dionisio D’Aguilar; his portfolio includes Investments and Aviation.

Cooper is serving in the cabinet of new Prime Minister Philip Brave Davis.

“We at the Ministry of Tourism look forward with excitement to working under the new leadership of Minister Cooper, who will bring to our Ministry the wealth of knowledge and experience he has garnered from his lifetime career as a successful leader in the private sector. Minister Cooper’s energy and sharp business acumen are exactly what is needed as our Ministry continues the thrust toward tourism recovery amid an ongoing pandemic,” said Bahamas Tourism Director General Joy Jibrilu.

His career includes serving as chairman and CEO of BAF Global Group, and president and CEO of BAF Financial and Insurance LTD.

Minister Cooper “acknowledges that all of the core business in The Bahamas is driven by the international community and that understanding of the international context of business is absolutely critical to the sustainable expansion of The Bahamas’ Tourism, Aviation and Investments sectors,” he said in a statement.

Cooper assumes the helm of the nation’s number one business “with an acute awareness of the monumental task that lies ahead.” He said he “relishes the opportunity to rise to the challenge in the service of his beloved country.”

Cooper was also the inaugural chairman of the country’s Insurance Advisory Committee, and the founding director of The Bahamas Venture Fund.

Niels Olsen, Minister of Tourism of Ecuador

Visit latin america: can you explain the main lines and objectives of the ecuador tourism promotion plan that you launched in 2022.

Niels Olsen, Minister of Tourism of Ecuador (D.R.)

Niels Olsen, Minister of Tourism of Ecuador (D.R.)

One of the main requirements of the tourism sector after the pandemic was to strengthen the promotion of Ecuador as a destination in order to recover and reactivate the activity. In February of this year, we presented the promotion plan which, thanks to the support and conviction of the national government, has a budget allocated for investment for the period from 2022 to 2025 of $47.5 million, spread over the four years, of which more than $41 million will be used for promoting the country, while the rest will be used to invest in innovation and new products.

We have decided to devote 70% of this budget to promoting the country abroad, focusing on markets such as the United States, the United Kingdom and Europe, with the aim of attracting more foreign currency and injecting it into the Ecuadorian economy. The investment in international promotion is segmented in such a way that we can achieve high environmental, economic and social return tourism.

To reach our target markets, we participate in a series of international events such as: Adventure Elevate, Virtuoso, Signature, Remote, USTOA, LATA Expo, IFTM Top Resa and WTM, among others.

The remaining 30% of the budget is targeted at the domestic market, in order to achieve circulation and redistribution of resources by focusing on rurality, encouraging domestic travel to new destinations, in addition to traditional destinations. Domestic tourism has focused on certain seasons and holidays. The latter has enabled us to achieve a significant result in terms of cumulative tourism expenditure during the domestic holiday periods, which to date amounts to over $389 million, a higher amount than the same period in 2018 (316 million) and 2019 (303 million), making it the highest figure recorded in the last 5 years.

VLA: You have highlighted the need to create a new country and tourism brand, what is the current status of the project and what is your ambition in this regard?

The Ministry of Tourism is in the process of making all the necessary administrative arrangements for the creation of a new country brand, with the commitment of the Ministry of Production, Foreign Trade, Investment and Fisheries and the General Secretariat of Communication of the Presidency of the Republic.

The government is working in a professional and responsible manner throughout the process of building this brand, considering a process that involves research, strategy development and the design of the graphic identity. The aim is to generate a country brand that lasts over time, is non-politicised, represents national imports and allows us to attract visitors. We hope to have the new country brand ready by 2023.

VLA: How does your experience in the private sector help you today as a minister?

Nine years ago I started my tourism business with a lot of enthusiasm but also with a lot of fear, and along the way I have had many experiences that allow me to put myself in the shoes of my colleagues in the sector. I think that if there is one thing I can be proud of, it is that during these 18 months of work we have shown empathy and worked in a coordinated way with both the trade union leaders and the representatives of the sector, visiting the territory and, above all, listening. As a result, in the first few months of our administration, we have put in place financial relief measures.

Today, we offer three types of credits for the sector, we have returned to the most important tourism fairs for our destination in priority markets and we have implemented training programmes to strengthen the quality of tourism services in the country. Every time I visit a new company and hold meetings in the territory, I facilitate direct contact or contact with my team and we create a group, so that I can maintain a direct line of communication with them, so that I can feel their needs and solve them, and so that they can trust that I will do so.

VLA: Ecuador has been awarded for the eighth time in its history as the world’s top green destination in 2021, what are the keys to this success and how has Ecuador managed to link tourism development and environmental protection?

One of Ecuador’s main sources of economic income is undoubtedly tourism; our territory has a large amount of natural and cultural resources, which has made it essential to have a policy of protecting the areas where animal and plant species thrive; thus, 71 protected areas (PAs) have been declared in the national territory. These areas represent about 14% of the mainland and 97% of the Galapagos Islands.

The Galapagos Islands are a world reference, a natural laboratory of evolution, declared by UNESCO as World Heritage of Humanity, and for this reason in 2022 the “Fraternity Marine Reserve” was created, which is established as a tourist corridor between the Galapagos Islands and Cocos Island in Costa Rica, as a passageway for dozens of protected species, linking Ecuador (Galapagos), Colombia (Malpelo), Panama (Coiba) and Costa Rica (El Coco); In addition, the Galapagos Marine Reserve has been extended to 193,000 km2 , making Ecuador the first country in Latin America and the fourth in the world to adopt the ecological transition as a cross-cutting public policy. The reserve will also help limit indiscriminate fishing in this tropical Pacific area, which is home to 95% of unique species.

The key to success is undoubtedly national policy, as the Constitution of the Republic establishes the national system of protected areas to ensure the conservation of biodiversity and the maintenance of ecological functions. Added to this is the vision of this state portfolio to make Ecuador the pioneering tourist destination in Latin America in this new era of tourism.

In this context, we have implemented our Institutional Plan 2021 – 2025 whose objective is: “To increase and diversify the portfolio of sustainable products and destinations”¸ whose strategy is ecotourism. This plan aims to generate a portfolio of nature-related products that improve the quality of the visitor experience within the 35 tourism-oriented protected areas (PAs), increasing the level of protection, conserving ecosystems, reducing deforestation, improving infrastructure for visitor use, involving the surrounding populations in the provision of the service and generating economic income. Within this framework, coordination has been carried out with the Ministry of Environment, Water and Ecological Transition (MAATE), in order to make visible and market the productive initiatives of the tourism value chain, associated with each territory, initiatives that contribute to avoiding tourist pressure on fragile ecosystems; furthermore, the photo tourism strategy is being promoted with the collaboration of the Ecuadorian Photographers Association (AFE) for the identification of specialised sites for the practice of responsible photo tourism in protected areas.

Finally, we have proposed guidelines for sustainable destinations and beaches, which will strengthen the management of local strategies for the implementation of actions for the conservation of natural and cultural heritage, with the involvement of the actors of the territory, achieving a sustainable and environmentally friendly economic and social development.

VLA: What message would you like to send to tourism professionals?

I would like to ask my colleagues to remember that we are part of the most incredible and resilient industry. Globally, tourism generates 6 billion dollars of GDP, while in Ecuador it is the fourth largest source of non-oil income. Tourism, dear friends, is an engine of development, a generator of jobs and opportunities. Therefore, my message to the tourism professionals and those who study this beautiful profession is that we do not give up, that we continue to unite our efforts to take this sector to another level, because we have all the potential to be the first destination in the region with a new way of doing tourism, a sustainable and regenerative tourism, because where there is tourism, there must be a positive impact for the people, for the economy and for the environment.

N.B. tourism minister defends pricey trip to United Kingdom, France

Tammy scott-wallace says new brunswick can learn ‘best practices’ from windsor castle, palace of versailles.

New Brunswick's tourism minister is defending a trip she and her top officials took to the United Kingdom and France that helped her deputy minister rack up a $77,000 travel bill last year.

Tammy Scott-Wallace said the trip last September included meetings with a number of tour operators and public relations firms in London and Paris that have contracts to market the province to potential visitors from the two countries.

"That's incredibly important. It's a good day's work and it's a good seven days' work for me, I'll tell you that," Scott-Wallace said.

Her deputy, Yennah Hurley, sat next to her as she spent more than an hour responding to questions about the trip from Liberal MLA and tourism critic Isabelle Thériault during a meeting of the legislature committee studying budget estimates.

As first reported by CBC News, Hurley's expenses for the trip totalled $12,328, part of the $77,710 overall she claimed last year.

Scott-Wallace's trip cost $10,199.

"What did it give the taxpayers of New Brunswick, that you went there for eight days?" Thériault asked.

"It's really not clear what you did, except visit some places. Like, you have to face the music."

Two other officials from the Department of Tourism, Heritage and Culture also made the trip.

Scott-Wallace acknowledged that no travel conferences or tourism trade shows were part of her schedule.

But she said it was important to meet with the tour operators and public relations firms hired to represent the province in the U.K. and France to rebuild connections frayed during COVID-19 travel restrictions.

"These are key markets for our province," she said.

Departmental staff then "built an itinerary," Scott-Wallace said, that included visits to Windsor Castle, Stonehenge, the British Museum, the London Eye and the Palace of Versailles — all of them expensed to taxpayers.

The visits by her officials to the Palace of Versailles and Windsor Palace — which she pointed out she did not visit herself — provided insights into managing "built heritage," the minister said.

New Brunswick has "similar sites, but on a smaller scale, absolutely," Scott-Wallace argued.

"There are best practices all over the country, all over the world, and when we are there having meetings with stakeholders, it's important we learn those best practices while we're there."

She also said 45-minute tours offered at the British Museum in London could be a model for an abbreviated tour of the New Brunswick Museum in Saint John offered to cruise ship visitors.

She called the London facility "truly a new, modern-age museum, and I think the people of New Brunswick deserve to have a modern, state-of-the-art museum."

No one from the New Brunswick Museum was part of the London visit but it was set up at the suggestion of the Saint John museum's staff, Scott-Wallace said.

Thériault told CBC News she wasn't satisfied with Scott-Wallace's responses.

"I didn't get clear answers," she said.

Scott-Wallace said New Brunswick recorded 122,600 "visit nights" from French tourists in 2023, worth $11.6 million in revenue, and 121,000 from U.K. visitors, worth $18.2 million.

Trips to the province from the U.K. were up 23 per cent last year, compared to 2022, while trips from France were up 12 per cent.

Asked if Premier Blaine Higgs or someone else approved the trip in advance, Scott-Wallace said such trips are normal for the department.

"It is budgeted for. It is part of the work that we do," she said.

Spain is in nail-biting suspense Monday as it waits for Prime Minister Pedro Sanchez to announce whether he will continue in office or not. Sanchez, 52, shocked the country on Thursday, announcing he was taking five days off to think about his future after a court opened preliminary proceedings against his wife on corruption allegations. MADRID – Spanish Prime Minister Pedro Sánchez vowed to stay in office and govern “with even more strength” Monday, ending days of speculation he might resign to stop what he called a smear campaign against his wife after she was accused of corruption.

Sánchez shocked the country last Wednesday when he announced he would take five days off to consider his future following a court's decision to open preliminary proceedings against his wife on the allegations.

A platform linked to far-right causes, Manos Limpias, or “Clean Hands,” accused Begoña Gómez of using her position to influence business deals. Spanish prosecutors say it should be thrown out. Gómez has not been indicted.

Sánchez's resignation would have ended the leadership of a prominent Socialist prime minister at a time when the center right increasingly holds sway in Europe and ahead of European elections in June.

But the politician who has forged a reputation as a steely survivor announced Monday that he would once again push on.

“I have decided to continue on with even more strength at the helm of the government of Spain,” he said in a televised speech after informing King Felipe VI of the decision. “It is a decision that does not mean a return to the status quo, this will mark a before and after, I promise you that.”

He did not say, however, what steps he would take. The leading opposition conservative Popular Party has said Sánchez’s behavior was unbecoming of a leader.

The eurozone’s fourth-largest economy had been riveted by the unusual episode that began when Sánchez, prime minister since 2018, canceled his public agenda and holed up in his residence, the Moncloa Palace.

In an emotional letter he posted on social media platform X, he declared himself “deeply in love” with Gómez and said that he could no longer stand aside and watch her being targeted. He said the moves against her constituted a personal attack on his family and he needed time to decide on his priorities.

The suspense ahead of Monday's announcement was such that Spain’s state broadcaster put a 10-minute countdown clock on the screen.

Speaking from the steps of the presidential palace Monday, Sánchez said that he and his wife “know that this campaign to discredit them won’t stop” but that he has decided that he couldn’t give his adversaries the satisfaction of giving up.

Rallies by his supporters over the past few days played a part in his decision, he said.

Sánchez, who has more than three years left in his term , had four options: resign, seek a parliamentary vote of confidence, call a new election or remain in office.

While pundits made their bets on whether his career, marked by escaping tight squeezes , was indeed over, Sánchez ended up taking the least dramatic route and decided to get back to work.

He acknowledged that the past days were unusual for a leader in his position.

“I am aware that I have shown a degree of personal intimacy that is not normally permitted in politics,” he added.

The unprecedented pause by Sánchez came at a delicate moment in Spain and in Europe.

Sánchez’s concessions to Catalan separatist parties in order to hold onto power after elections in July have dominated the political debate in Spain. The prime minster hopes to move past that now and put the focus on the what he says are the unfair tactics of his opponents.

While Sánchez denied his moves last week were political ones, analyst Montserrat Nebrera said they resulted in “a free campaign rally for five full days.”

"Those who were with him will now be with him to the death,” said Nebrera, a professor of constitutional law at the International University of Catalonia.

“It looks like a campaign move to boost the polarization of the electorate between those who are with him and those who are against him,” she said. “It is designed to have an impact in the Catalan elections and even more so in the European elections, which were not looking great for the Socialists.”

While popular internationally, the 52-year-old politician is loved or despised in Spain.

Sánchez blamed the investigation against his wife on online news sites politically aligned with the Popular Party and the far right Vox party that spread what he called “spurious” allegations.

Earlier this year, Spain’s government watchdog for conflict of interests tossed out a complaint made by the Popular Party against Sánchez in which the party claimed that Gómez had allegedly influenced her husband in a decision related to an airline.

The Popular Party criticized Sánchez's behavior on Monday.

“(Sánchez) has pulled the leg of a nation of 48 million people,” party leader Alberto Núñez Feijóo said. “He neglected his duties for five days as part of a campaign ploy.”

Sánchez justified his hiatus as necessary for him to think in peace.

“We live in a society that teaches us and demands us to to keep going at full throttle no matter what,” Sánchez said during his short speech. “But sometimes in life the only way to move forward is to stop and reflect and decide with clarity which path we want to take.”

Wilson reported from Barcelona, Spain.
