Visa-free travel to Russia

Below you will find a list of the countries the citizens of which enjoy visa-free travel to Russia. If you are not a national of one of these countries (and do not have diplomatic status) you will need to obtain a Russian visa in your country of residence before you depart for Russia.

There is, however, one small exception. If you are traveling to St. Petersburg for up to 72 hours on a cruise ship (on the condition that you are sleeping on the ship and are accompanied by an authorized tour guide) or on ferries from Helsinki and Tallinn with St. Peter Line , you do not need a visa. There has been talk of extending this privilege to passengers on the Allegro train from Helsinki, but to date train passengers still need to get a visa. Countries the citizens of which can travel to Russia without visas are divided into four groups with different requirements and different limitations on length of stay. Even if you do not need a visa to enter Russia, you will certainly need a passport valid for at least six months after the date of your proposed exit from Russia, and you may require other official documents. Also bear in mind that, even if you don't require a visa to enter Russia, you will still need to register with the Federal Migration Service upon arrival.

Citizens of the countries of the CIS (the Commonwealth of Independent States) are permitted to stay in the Russian Federation for up to 90 days without a visa.

Citizens of these countries are allowed to stay in the Russian Federation without a visa for up to 90 days in each 180-day period, provided they will not be involved in any commercial or work-related activities during their stay.

Citizens of the countries in this group can stay in the Russian Federation for up to 30 days without a visa. They are not entitled to work while in Russia.

Citizens of these Balkan countries can also stay in Russia without a visa for up to 30 days, but must also show tourist documents ( tourist confirmation and tourist voucher ) or an official invitation to immigration officials.

Putin Orders Unilateral Visa-Free Travel

Russian President Vladimir Putin has ordered to allow visa-free travel from countries regardless of their visa policies toward Russian citizens.

A Kremlin decree dated Oct. 30 instructs Putin’s cabinet to facilitate visa-free tourism, business, educational, sports and cultural travel even if these countries require visas for Russians to visit.

Ukraine, for example, introduced visa requirements for Russian nationals as Kyiv cut diplomatic ties with Moscow and shut its borders with Russia in response to the Kremlin’s Feb. 24 invasion.

Putin set a June 2023 deadline for his prime minister, foreign and interior ministers, as well as the head of the Federal Security Service (FSB), to report on his proposals.

Additionally, the president ordered the officials to increase flights, extend tourist visas and renew Russia’s e-visa program for citizens of so-called “friendly” countries.

The order comes as Russia has been plunged into isolation over its widely condemned invasion of Ukraine.

Reciprocal airspace bans between Russia and the EU imposed over the invasion have severely limited travel, while Russia's EU neighbors Finland, Poland, Estonia, Latvia and Lithuania have banned most Russians from crossing their borders.

Russia has since 2021 maintained and expanded a list of “unfriendly” countries, which includes the United States, the United Kingdom, EU members and their Western allies, in response to economic sanctions.

The clause on visa-free travel in the Kremlin's decree does not contain mentions of “friendly” or “unfriendly” countries.

In a closely watched anti-Western speech last week, Putin hailed African, Latin American and certain Asian countries as “friends of Russia.”

Russia’s Foreign Ministry told state media Wednesday that it would prepare proposals on e-visas by the end of 2022.

Who does not need a visa to Russia?

Under the Russian Federation visa-free regime, foreign citizens with ordinary (tourist) passports (unless specified below) who fall within the following categories do not require a visa for visits of the length and nature outlined below:

  • Andorra (for visits of up to 90 days in any 360-day period). Applicants planning to stay for more than 90 days in any 1 year period require a visa
  • Antigua and Barbuda (for visits of up to 90 days in any 180-day period).
  • Argentina (for visits of up to 90 days in any 180-day period (starting from the day of first entry)). Applicants planning to stay for more than 90 days in any 180-day period require a visa if they are going to Russia to conduct commercial or work-related activities. Diplomatic or Official passport holders require a visa for the whole period of their stay
  • Bolivia (for visits of up to 90 days in 180-day period)
  • Bosnia and Herzegovina (up to 30 days for tourists and up to 90 days for other visitors). Tourist documents or the original invitation, as appropriate, must be presented to the Russian Immigration authorities
  • Botswana (up to 30 days in single trip, not more than 90 days in 180-day period).
  • Brazil (for visits of up to 90 days in any 180-day period) – for tourists, private visits or transit purposes only. In all other cases, a visa is required
  • Brunei (for visits of up to 14 days)
  • Cabo-Verde (up to 60 days)

In all other cases, a visa is required. The visa-free regime does not apply to Yugoslavian passport holders

Your recommended passport validity is 6 months from the date of your allowed stay in Russia after entry (example: If you enter Russia on the 1st of January and you are allowed to stay up to 90 days, that mean that your passport should be valid at least until 1st of October).

Generally, there are plenty of visa-free destinations for holders of Russian passports. Those include such exotic places as, for example, the South African Republic or Jamaica; but the most unproblematic destinations include its neighboring countries.

Some countries not only admit Russian citizens without a visa, but also do not require visitors from Russia to provide an international passport. Mostly, these are fellow post-Soviet states with close ties to Russia and a deep level of integration with the country. These countries include Belarus, Kazakhstan, Kyrgyzstan, as well as two states with limited recognition, South Ossetia and Abkhazia [unlike the U.S. and some other countries in Europe and beyond, Russia recognizes them as independent states]. Traveling to one of those destinations is akin to moving within the Russian borders, as an internal ID [also called passport in Russia] suffices to cross the international border.

Beware though! Some restrictions may apply due to the Covid-19 pandemic.

The list of countries that allow Russian citizens in without requiring a visa is long and extensive, covering almost all continents, North America being the only exception. 

In addition to other post-Soviet states like Armenia, Azerbaijan, Georgia, Moldavia, Tajikistan, Uzbekistan, Mongolia, the list of visa-free countries for Russian citizens includes such exotic destinations as Botswana, the South African Republic, Cape Verde, Mauritius, Morocco, Namibia, Eswatini and Tunisia in Africa.

Russians can also visit Bolivia, Brazil, Venezuela, Columbia, Costa Rica, Guyana, Guatemala, Honduras, Dominica, the Dominican Republic, Grenada, Cuba, Nicaragua, Panama, Peru, Paraguay, Salvador, Chile, Ecuador and Jamaica in South and Central America and the Caribbean, as well as some island nations in Oceania without a visa.

In Asia, visa-free destinations include Brunei, Vietnam, Hong Kong, Indonesia, Laos, Malaysia and the Philippines. 

Some other states allowing temporary free entry to Russian citizens include the Bahamas, Bosnia and Herzegovina, Israel, Qatar, Macao, North Macedonia, Maldives, Seychelles, Serbia, Turkey, Ukraine and Montenegro. The list is not exhaustive.

Note that all of these countries require Russian citizens to have a visa if they intend to stay over a certain period of time. In some cases, a visa-free period may be as long as 90 days but in others it’s only 30, 21 or 14 days.

Some countries require a visa from Russian citizens, but greatly simplify the process of receiving one. A Russian citizen may simply show up at the border, pay a certain fee and receive a visa on the spot.

The list of such countries includes — but is not limited to — Bangladesh, Bahrain, Haiti, the Gambia, Egypt, Zimbabwe, Tanzania, Uganda, India, Jordan, Iraq, Iran, Kenya, United Arab Emirates, Saudi Arabia, Syria, Sri Lanka, Ethiopia and others.

Can I visit Russia without a visa?

Visa-free stay for cruise ship passengers

If you are coming to Russia by cruise ship, you may disembark in St Petersburg and spend up to 72 hours in the city without a visa, using what is known as a tour ticket (blanket-visa) , offered as a part of a shore excursion .

You cannot receive a tour ticket separately from a tour. You should be accompanied by your tour guide the entire time you are in St Petersburg and are required to spend the night(s) on your cruise ship. If you absolutely want to have free time in St Petersburg without an escort, you shall need to apply for an actual Russian visa unless you find your nationality listed in the visa-free travel list above. If you do, you may disembark without a visa/tour ticket and stay on your own without an escort.

Electronic visa for Vladivostok, Kaliningrad, St Petersburg and the Leningrad region

Citizens of certain countries are able to apply for e-visas to visit Vladivostok, Kaliningrad, St Petersburg and the Leningrad region . This e-visa is free of charge. The permitted stay in Russia (remember, the above mentioned cities and region only) with an e-visa is up to 8 days starting from the date of entry, within the visa’s validity period of 30 days. One should apply for an e-visa not later than 4 days before the assumed date of entry.

Russia discusses visa-free travel agreements with Asian, African, Middle Eastern countries

Moscow [Russia], March 21 (ANI): Russia’s Foreign Ministry announced that they are negotiating visa-free travel agreements with some countries in Asia, Africa and the Middle East, as reported by TASS.

Russian Foreign Ministry Spokeswoman Maria Zakharova, in a briefing, announced the plan.

“Concerning plans to expand the list of countries with which we have mutual visa-free travel, we certainly have them. Currently, negotiations are underway with a number of Asian, African and Middle Eastern countries,” she said.

In this regard, the diplomat recalled that “information on established unilateral visa-free travel is usually published on the Russian Foreign Ministry’s website and its accounts on social media.”

Earlier on Tuesday, Deputy Foreign Minister and Special Presidential Representative for the Middle East and Africa, Mikhail Bogdanov, said that Russia is working to establish a visa-free regime with all Persian Gulf countries, reported TASS.

He further emphasised that the work is going on systematically.

“In principle, such work is going on systematically. Because, of course, I think it is in the interests of our countries and peoples to communicate and to promote joint business and tourism,” he said, answering the relevant question.

Moreover, Bogdanov stated that efforts in this direction were in progress with all countries in the Persian Gulf, according to TASS.

Earlier, the Russian Foreign Ministry said that intergovernmental agreements were being drafted on visa-free travel by individuals to Bahrain, Oman, Saudi Arabia, the Bahamas, Barbados, Haiti, Zambia, Kuwait, Malaysia, Mexico and the Republic of Trinidad and Tobago. (ANI)

Vladimir Putin has marked Russia's National Guard Day with a celebratory message for troops. 

He thanked the troops for their "contribution to ensuring law and order, sovereignty and security in Russia". 

The National Guard is a military unit, separate from the armed forces, which reports directly to Mr Putin.

"I would like to pay special tribute to our comrades who are serving in Donbas and Novorossiya, in areas in close proximity to the combat zone," the Russian president added.

Volodymyr Zelenskyy has sacked the secretary of the National Security and Defence Council of Ukraine (RNBO). 

Oleksiy Danilov was replaced with Oleksandr Lytvynenko, the head of the Foreign Intelligence Service. 

Mr Danilov was the mayor of Luhansk between 1994 and 1997, before he headed up the Luhansk regional state administration from 2005 to 2006. 

Mr Lytvynenko has led the Foreign Intelligence Service since July 2021.

The country's foreign ministry has told citizens to avoid unnecessary travel to Russia after last week's deadly shooting.

More than 130 people were killed in the terror attack on the Crocus Concert Hall near Moscow.

The attack has increased existing anti-immigrant sentiment in Russia, especially towards migrant labourers from the predominantly Muslim countries of Central Asia.

The four suspects are from Tajikistan and are in pre-trial detention.

Islamic State has said it was responsible for the attack and released footage of the massacre. 

Hundreds of thousands of people from Tajikistan, Uzbekistan, and Kyrgyzstan work in Russia, and some have already said it has become tougher for them to do so. 

A demonstration sealed off streets close to the European Union headquarters in Brussels yesterday, as farmers protested against what they argue is excessive red tape, unfair trading practice and cheap imports from Ukraine. 

Farmers threw beets, sprayed manure at police and set hay alight, as a tractor blocked a main thoroughfare littered with potatoes, eggs and manure.

Police used tear gas and water cannons to keep farmers and some 250 tractors at bay.

Farmers, police and firefighters all had to nurse injuries, but none were life-threatening.

The demonstrations took place as agriculture ministers in Brussels tried to push through measures to calm the crisis.

Authorities asked commuters to stay out of the city and work from home as much as possible.

Ukraine's national football team has helped to lift spirits after it qualified for Euro 2024. 

For a few weeks in June and July, the tournament will now provide some distraction from the ongoing war for Ukrainians. 

The team came from behind to defeat Iceland 2-1 in their playoff final in Poland last night.

They will be in Group E with Belgium, Slovakia and Romania.

Their opening game will be against Romania on 17 June. 

Ukrainian President Volodymyr Zelenskyy praised the team's resilience in difficult times.

"Thank you, team. For the important victory and making it to EURO," he said in a post on X.

"For proving once again, whenever Ukrainians face difficulties they do not give up and continue to fight, Ukrainians certainly win."

Ukraine's air force chief has said Russia launched 13 Shahed drones at Ukraine overnight.

Ten of these were downed over Kharkiv, Sumy and Kyiv regions, Mykola Oleshchuk said.

"Anti-aircraft missile units, mobile fire groups, electronic warfare equipment... were involved in repelling the air attack," he added.

It's not yet clear whether there was any damage.

Details are being revealed of a secretive assassination campaign "possibly" run by Ukraine's national spy service to take out Ukrainian citizens collaborating with Russia. 

In an hour-long televised interview, the SBU's senior officer Lieutenant General Vasyl Malyuk said Ukrainian spies had targeted "very many" people responsible for war crimes and attacks against Ukrainian citizens. 

He also gave an unusual insight into an assassination campaign - run through networks of secret agents and clandestine operatives - taking out Ukrainian nationals collaborating with the Kremlin to arrest and torture other Ukrainians. 

Mr Malyuk said Ukraine could not take responsibility for the killings formally, telling national broadcaster ICTV: "Officially, we will not admit to this. But at the same time I can offer some details."

Once intelligence has been confirmed, the SBU is sanctioned to carry out the assassination by civilian authorities, Mr Malyuk said. 

Who has been killed or targeted?

Perhaps the most high-profile killing was that of Ukraine-born Vladlen Tatarsky, a Kremlin propagandist and media personality. 

Mr Malyuk said he was targeted for his military service fighting against Ukraine and his calls for the elimination of Ukrainians.

The propagandist was killed when he was handed an explosive-rigged statuette in a St Petersburg cafe in April last year.

The spy boss said operatives had duped an intermediary, a young woman, into handing the statue to Mr Tatarsky. 

Mr Malyuk said the SBU would not take credit for the assassination but Mr Tatarsky deserved it because of his repeated abuse of Ukrainian prisoners of war. 

Another high-profile execution was former Ukrainian parliament member Ilya Kyva, who spoke against Ukrainian independence and was a fugitive from Kyiv authorities. 

Ms Kyva had been convicted of treason and was collaborating with Russia's FSB when she was killed by an assassin who shot her at close range, Mr Malyuk said. 

Ukrainian citizen Zakhar Prelepin, a senior police official in a "separatist" government supported by the Kremlin in Ukraine's eastern Luhansk region, was also targeted. 

Mr Prelepin had called publicly for the murder of Ukrainians, Mr Malyuk said.

He survived an explosion at his country house in Luhansk which killed several other police gathered there in September 2022. 

Mr Malyuk said he was left with severe injuries to his midsection. 

Another senior police official in the Luhansk region working with Russia, Igor Kornet, also survived an explosion which hit a barber shop in May 2023. 

Mr Malyuk added that another high-profile assassination attempt, this time against Russian political philosopher and close Vladimir Putin ally Aleksandr Dugin.

The attempt failed when Mr Dugin switched cars with his daughter, who was killed in a bomb rigged by agents.

Russian air defence units have downed 18 airborne targets over the southern region of Belgorod, the regional governor has said. 

One person was injured and there was damage to private homes and cars, governor Vyacheslav Gladkov said.

Belgorod, which borders Ukraine, has suffered repeated attacks from Ukraine for the past few months. 

At the beginning of the year, about 25 people were killed in the biggest attack on the region. 

There have also been a number of incursions into Belgorod.
