The One Stop Guide to the Saudi eVisa for Tourists

I felt so shocked when on September 27, 2019, I heard that the Kingdom of Saudi Arabia had begun issuing the new Saudi eVisas for tourists, even that applicants are now being granted visas in as little as 5-30 minutes.

At first, I did not believe it. So, I decided to find out all about it. 

So what exactly is the Saudi eVisa? The Saudi eVisa allows nationals from 49 countries, aged 18 + to visit and stay in the kingdom for the purposes of tourism and/or Umrah for Muslims. It is valid either for 1 month (single visa) or up to 3 months (multiple entry) and is not renewable. Application, payment, and issue of the eVisa are done entirely online or with Visa On Arrival at the Saudi (air) port of entry.  

Today, the process of applying and issuing the Saudi eVisa as a tourist to Saudi Arabia is easy and quite straightforward. See below for more details.

However, before making the application, ensure you have all the correct documentation, provide all the information correctly, understand and accept the conditions of the Saudi eVisa .

Failure to do so can mean your application may be rejected and the money you paid for the fees will not be refunded. The correct procedure is explained in more detail below. Read it carefully to avoid costly mistakes.

Non-eligible visitors who are not from any one of the 49 countries can apply for the Saudi Visit Visa (see below) via a local Saudi embassy, consulate or mission.

Who Is Eligible For The Saudi eVisa ?

Group a- eligible applicants, ( evisa and visa on arrival ).

Group A applicants must be 18 or over and a national of one of the following 49 countries. Also, see Colored Map!

Schengen, USA, and US Visits Visa Holders

However, they must show they have used their Schengen, US or UK V isit Visa to have traveled to and from those countries after it had been issued. To show this, an entry stamp must be shown.

The Saudi eVisa or the Visa On Arrival is valid ONLY if the visitor enters the kingdom using a national carrier, for example, Saudi Airlines, FlyNas, FlyaDeal or Saudi Gul Airlines.

Visas On Arrival can be issued by passport agents or using self-service machines based at the Saudi port. Agents will check eligibility before issuing a Visit visa. Applicants MUST:

  • Be passport holder of any of the eligible countries OR
  • US or UK or Schengen Visit Visa holder
  • Have Valid Visit Visa (Not expired)
  • Must be a Tourist or Business Visit Visa
  • Must be a Visit Visa that is stamped at Port of Entry to US, UK or Schengen countries
  • Must Travel To Saudi Arabia using Saudi national air carrier
  • MUST HAVE a Credit Card with the name of The Saudi eVisa Applicant (Cash IS NOT accepted) Airlines will not allow you to fly without showing one

Note : Applicants MUST HAVE a Credit Card. The card must have the same name as the Saudi eVisa applicant. Saudi airlines will not allow you to fly to Saudi Arabia fly without one.

Who Is Eligible For The Saudi Visit Vis a? (Not Saudi eVisa )

Group b -non-eligible applicants, ( consulate visa).

Group B nationals not holding passports for the countries listed above, also including nationals holding a Schengen , US or UK Visit Visa can apply for the Saudi Visit Visa (Not an eVisa ) at their local Saudi embassy, consulate or Saudi mission. A Visit Visa will be granted to applicants on a case by case basis.

The Documents Required To Apply For The Saudi eVisa and Visit Visas .

Group a -eligible applicants (evisas).

  • A passport of an eligible country with a minimum of 6 months validity 
  • Proof of Age ( ID )
  • Passport Photo  ( Must be 200 x 200-pixel photo not exceeding 100 KB ) See below
  • Credit Card for Payment
  • Accommodation Address ONLY in Saudi Arabia

Refunds are not possible if the Saudi eVisa is rejected. Also, overstayers with a Saudi eVisa will be charged 100 SR per day.

The applicant’s religion is not needed for the eVisa application. The eVisa is issued online in 5 to 30 minutes in most cases and then sent to the applicant via email.

Saudi eVisa -The Cost 

Saudi evisa -the validity.

All three types of Saudi tourist visas ( Visit, & single/multiple entry Saudi eVisa ) are valid for use for 1 year AFTER the date of issue.

However, a single entry Saudi eVisa allows applicants to stay in the kingdom for up to 1 month only and must be used within 1 year of issue.

A multiple entry Saudi eVisa allows you to arrive, leave and return to Saudi Arabia ( unless stated otherwise ) but it is valid and can only be used for up to 3 months AFTER the first date of entry. This too and must be used within 1 year of issue.

For multiple entry eVisa only, you can leave and reenter Saudi Arabia as many times as you wish during those valid three months.

Renewals : All three Saudi Visit visas cannot be renewed. 

Airport Visa Eligibility Precheck  

At the airport before boarding your flight to Saudi Arabia, the airlines at check-in will conduct a precheck for visa eligibility before they accept your luggage.

The Saudi eVisa will enable you to enter the Kingdom of Saudi Arabia at ALL major ports of entry using any of the Saudi Arabian national air carriers for example, Saudi Airlines, FlyNas, FlyaDeal or Saudi Gul Airlines.

Applicants Who Are Under The Age of 18 

Applicants under the age of 18 ( Minors ) CANNOT use the Saudi eVisa service, nor apply for Visa on Arrival or for a Visit Visa via the Saudi consulate.  

A representative person can apply on behalf of a Minor as a Guardian , but MUST have the authority to do so and MUST agree to the Saudi eVisa Terms and Conditions on behalf of the applicant Minor .

Overstaying 

Saudi eVisa or Visit Visa holders will be charged a penalty of 100 SR per day for each day beyond the expiration date of the visa for the days he/she remains in the kingdom. 

Special Information and Conditions

The Kingdom of Saudi Arabia ( KSA ) provides the electronic Saudi eVisa to visit the kingdom on a short term basis. It is designed to speed up the process of obtaining a visit visa to the kingdom and is operated by the Saudi Commission for Tourism and National Heritage ( SCTH ).

Saudi eVisa Applicants Must:

  • Provide a valid email address
  • Obey Saudi Laws and Ensure the Welfare and Security of the Kingdom
  • Not contravene Sharia law, national security nor violate prevailing moral principles 
  • Enter the Saudi port using the same passport as used in the Saudi eVisa application
  • Carry a hard copy (paper copy) and soft copy of the Saudi eVisa upon arrival at the Saudi port of entry
  • Submit to biometric identification by immigration authorities at the port of entry
  • Not use the Saudi eVisa to perform Umrah, Hajj, paid work or business. 
  • Have funds to support themselves during their stay in the kingdom
  • Agree that they are subject to local Saudi laws at the port of entry
  •  Agree that SCTH can suspend the application or terminate the Saudi eVisa if an applicant fails to pay the eVisa fee, gives false/wrong information in the original application or fails to abide by the terms and conditions as set out in the  Saudi eVisa contract.

Can I use the Saudi eVisa for other than tourism? Yes! However, most of the eligible 49 countries cannot because they are non-Muslim countries barring Brunei, Malaysia and Kazakhstan. The Saudi eVisa must be used only for tourist purposes for non-Muslims. Muslims CAN do Umrah but not Hajj, work or conduct business. Saudi Arabia recently changed its visa fee system for Hajj-Umrah pilgrims and visitors. As per the new rules, the visit visa fees for all nationalities are unified and the new fee is SR 300.

Single Entry Visit Visa

Under the new regulations, single-entry visit visa fees will be SR 300. Unlike before, a new single entry visa only allows you to stay up to a maximum of 30 days and a single entry visa can be renewed for up to 180 days. However, you will have to renew the visit visa every month from Absher and it requires valid health insurance and visit visa renewal fees.

Multy Entry Visit Visa

The one-year multiple entry visit visa fee is also SR 300. On a one-year multiple entry visa, one can stay a maximum of up to 90 days at a time, but this can be renewed once up to 180 days. After that, you will have to leave the Kingdom to renew the multi-entry visit visa. Once you re-enter the kingdom again you can extend your visiting visa for up to 180 days.

Do I Need Visa for Saudi Arabia?

The short answer is yes, you do. Like many other countries in Asia such as Cambodia or Thailand, KSA needs the citizens of most countries in the world to come with a visa. And now that we are talking about it, getting a Cambodia visa or visa for Thailand is much simpler than a visa for KSA.

There are four countries whose citizens don’t need a visa for Saudi Arabia. Yep, you heard that right. People from these countries can enter with their ID cards. It’s like their mini Schengen zone.

  • United Arab Emirates

Saudi Arabia Visa Types

Depending on teh purpose of your stay in the KSA, different Saudi visa types are available. Some of them can be applied online and some of them can only be obtained in a KSA consulate.

1. Saudi Arabia eVisa

Citizens of 51 countries/territories can obtain eVisas online or on arrival to Saudi Arabia. The KSA eVisa comes with a validity of 90 days.

Here are the countries whose citizens can get eVisa for Saudi Arabia. You can apply for a Saudi eVisa at the official website of Saudi Ministry of Tourism.

An eVisa can be granted for tourism, family visit or business purposes.

2. Saudi Arabia Tourist Visa

If you are not eligible to get an eVisa or visa on arrival for Saudi Arabia, you can get a visa from an embassy of KSA. The Saudi Arabia tourist visa will allow you to be in KSA for sightseeing and tourism purpose only.

3. Family Visit Visa for Saudi Arabia

A family visit visa for Saudi Arabia can be issued to foreigners who want to visit a family member in KSA.

To be eligible for this, you need to be a first line relative such as spouse, parents, children of the Saudi citizen.

You can apply Family Visit Visa online if you are from one of 51 countries eligible for eVisa or in a KSA embassy.

3. Saudi Arabia Business Visa

Foreign visitors wanting to visit KSA for business purposes such as meetings, trainings, business deals etc. can obtain a Saudi Arabi business visa.

4. Saudi Arabia Umrah Visa/Hajj Visa

Muslim pilgrims from all over the world can obtain a Umrah visa for Saudi Arabia free of charge at the Embassies or Consulates of Saudi Arabia.

If you are eligible for a Saudi Arabia eVisa, you can also use it to enter the Kingdom to perform Hajj/Umrah.

5. Saudi Arabia Work Visa

A Saudi Arabia work visa or employment visa can be issued to foreigners who will be gainfully employed in KSA. For this you need to have a job offer from an employer in Saudi Arabia.

Your employer has to procure a Saudi work permit for you, and then only you can apply for the Saudi employment visa in a Saudi embassy or consulate.

And once you receive the Saudi Work Visa and you enter the KSA, you also need to apply for a Residence Permit from the Ministry of Labor in KSA.

6. Student Visa for Saudi Arabia

If you want to study Arabic in the KSA or any other thing, you would need to get a Saudi student visa. In order to get it, you first need to be accepted in an accredited institute or university in the KSA first.

Then your university has to apply at the Ministry of Foreign Affairs for authorization for the Saudi Student Visa. Once your visa is authorized, you can apply for a Saudi study visa at a consulate of the KSA.

7. Saudi Transit Visa

Citizens of many countries who need to fly to a third country en route to Saudi Arabia and are not visa exempt for the KSA, can get a Saudi transit visa.

But you don’t need a transit visa if

  • You have a confirmed onward flight ticket a third country within 12 hours, and you don’t leave the international transit area of the airport.
  • You are traveling via Dammam (DMM), Jeddah (JED) or Riyadh (RUH) international airport.
  • You have a valid visa or residence permit or are visa-free for your final destination.

The only KSA visa that you can apply online is the Saudi eVisa, and that too if you are eligible for it. You can apply for it on the official website of Saudi Arabia .

Saudi Arabia Embassy Visa: How to Apply?

If you can’t get the Saudi visa online, you need to apply for KSA visa at a Saudi embassy in your country or any other country where you are a legal resident.

And it goes without saying that apart from the eVisa, any other visa like work visa or study visa can only be obtained from an embassy of Saudi Arabia.

And not to forget that different Embassies or Consulates always have their own way of doing things. And when it comes to Saudi Visa, most of them use authorized agencies for visa approvals.

So you can check for the visa requirements for Saudi Arabia in its embassy first, and then either make an appointment or contact the agency.

Saudi Arabia issues two types of family visas. A single entry visa and a multiple entry visa. And, every expat can apply for the visa as per his/her requirement. Let’s check the visa fee for both categories.

Single Entry Visit Visa Fee

The fee for a single entry family visa is 300 Saudi Riyals.  However, the rules have changed. Now the visa issues only for 30 days. But, you can renew it to stay up to 180 days . That means you can renew 6 times by paying the said fee each time.

Multiple Entry Visa Fee

A multiple family visit visa allows the visitor to stay up to a year. The visa issues for 3 months. After that, you can extend it through the Absher portal for another 90 days. However, on completion of 6 months, the family visitor has to leave the kingdom once.

The visitor can return any time on the same visa. And may stay up to another 90 days. Then, you can extend it again for the next 3 months. So, in that way, the visitor can stay up to 12 months in KSA.

Who needs an Umrah visa?

For over 1.8. billion Muslims in the world today, Umrah is a very significant and holy pilgrimage. Pilgrims from all over the world embark on their journey to Mecca, located in the Kingdom of Saudi Arabia. Umrah involves rituals like Tawaf and Sa'i, performed under specific conditions. Pilgrims participating in Umrah must obtain a Saudi Arabia Umrah visa before arriving in the country. This visa allows the holder to travel to the Kingdom for the purpose of performing Umrah for a specific period of time.

While citizens of Gulf Cooperation Council (GCC) countries enjoy visa-free entry, others can apply for a Saudi tourist e-Visa to undertake Umrah, with exceptions during the Hajj season. Other nationals that are not eligible for the Saudi e-visa can apply for a Saudi tourist visa through an accredited agency.

Recent visa regulations, effective from 2022, extended the Umrah visa duration from 30 to 90 days, providing ample time for pilgrims to complete their rituals. However, it's important to note that Umrah-specific visas cannot be extended. Other types of visas, including tourist, transit, and visa-on-arrival, are available for various purposes in Saudi Arabia and may be used for Umrah.

All visitors to Saudi Arabia who plan to participate in the holy pilgrimage of Umrah must either obtain an Umrah visa or a Saudi tourist e-visa. For nationals from 63 eligible countries, Saudi Arabia offers a one-year, multiple-entry e-visa. The e-visa allows for stays of up to 90 days per visit, enabling participation in tourism-related activities like cultural events, leisure and recreation, family visits, and Umrah.

Notably, the e-visa does not permit visits for Hajj. Studying is also not allowed while holding a Saudi e-visa. The e-visa aims to facilitate exploration of Saudi Arabia's rich heritage, vibrant culture, and diverse landscapes, from the mountains of Abha to the Red Sea beaches and the vast expanse of the Empty Quarter.

All other international visitors not eligible for a Saudi e-visa must apply for an Umrah visa through an authorized agency. An Umrah visa can be reserved through designated application platforms like Nusuk. Individuals can apply for themselves directly or with accompanying individuals through Nusuk.

Applicants must meet specific eligibility criteria to obtain a Saudi e-visa or Umrah visa. All applicants must be practicing Muslims and be at least 18 years old if applying alone. Minors under 18 can apply for either the e-visa or the Umrah visa alongside a parent or legal guardian. Anyone age five and above can perform Umrah.

Most importantly, applicants for the Saudi e-visa must have legal residency or be a citizen of one of the 63 eligible countries. Nationals of other countries must apply for an Umrah visa through an authorized agency.

Since 2022, Saudi Arabia has relaxed specific regulations, permitting women aged 18 to 65 to undertake Umrah without a male guardian as long as they travel in a group and have formal consent from their husband or father, known as a mahram . 

The updated Saudi Arabia visa regulations implemented in 2022 prolonged the validity of Umrah visas from 30 to 90 days. This offers pilgrims more time to complete their sacred rituals during their stay in the Kingdom.

Travelers with a Saudi e-visa will typically receive a multiple-entry visa valid for one year and permits stays of up to 90 days. However, Saudi Arabia also offers a single-entry visa valid for 90 days, allowing a 30-day stay. Applicants should confirm their travel plans before submitting their visa application.

Depending on the type of visa selected, it is critical to review the visa details to avoid overstaying and the associated penalties. Umrah visas cannot be extended and departure before the visa expiry is mandatory. Specific guidelines apply to Umrah visas during Ramadan, necessitating departure by the end of the holy month and precluding Eid-ul-Fitr celebrations in Saudi Arabia.

Application Process

The application process for the Umrah visa and the Saudi e-visa are distinct and will depend on the applicant’s nationality. The basic steps for the two procedures can be found below:

Submitting the e-visa form is simple and easy to do. Applicants can complete the application form online by submitting their passport details and other required information.

Applicants can pay the fee of $199 online using a valid credit or debit card.

The applicant will receive their approved Saudi e-visa via email. All applicants should review the visa information to ensure it’s correct before traveling.

Foreign nationals who are not eligible for the Saudi e-visa can apply for their Umrah visa through a travel agent authorized by the Saudi Arabia Ministry of Hajj and Umrah.

Applicants must gather all the required documents, including a valid passport, a recent passport-sized photo, and proof of residence. Other requirements may apply depending on the applicant’s unique situation.

Application forms can be submitted to the travel agency and should be completed with the most accurate, up-to-date information. As for the Umrah visa cost, Umrah visas are free of charge.

Umrah visas are typically processed within five (5) business days. Applicants should factor this into their travel plans.

Once the visa is approved, the applicant can collect their passport with the new visa from the travel agency. They can proceed with their travel plans to Saudi Arabia.

Requirements for Umrah Visa

All applicants traveling to Saudi Arabia for the holy pilgrimage of Umrah must adhere to some requirements to ensure the visa process is as smooth as possible. The following are the basic criteria that applicants must meet for the Saudi e-visa and Umrah visa, respectively:

Passports must be valid for at least six (6) months beyond the date of entry into Saudi Arabia. There is an exception for United States citizens who can enter with a valid passport, regardless of the time remaining until it expires.  

All applicants must have a valid form of payment when applying for their e-visa online. A credit or debit card will suffice for most applications.

Applicants must be at least 18 years old to travel to Saudi Arabia alone. Anyone under 18 can travel with a parent, grandparent, or adult sibling over 18.

Applicants for the Umrah visa must have a passport valid for at least six (6) months past the date of entry into Saudi Arabia.

Applicants must also be at least 18 years old to travel to Saudi Arabia alone. Travelers under 18 must be accompanied by a parent, grandparent, or adult sibling who is over 18. 

If residing in a country that is not their country of origin, applicants should submit valid proof of residency, such as a residency card or work visa.

Applicants should include a roundtrip airline ticket to Saudi Arabia that departs within 90 days of arriving in the country.

The visa form should be filled out accurately with the applicant’s most recent contact details and personal information.

This applies to any applicants with non-Muslim names and those who converted to Islam. 

  The photo must be on a white background and should be attached to the application form. The applicant must be photographed facing forward.

Women and children should be accompanied by a mahram, a husband, father, or other male relative. Proof of relationship can be submitted as a marriage certificate, birth certificate, or other valid document. **As of 2022, women between 18 and 65 can go on Umrah without a mahram if they travel in an organized group and obtain a notarized No Objection Certificate signed by their mahram.

All travelers must be vaccinatedagainst Meningococcal Meningitis. The vaccination certificate should be less than three (3) years old and should be issued at least 10 days prior to entering Saudi Arabia. It must be valid for three (3) years. Travelers should have their vaccination certificate with them when they enter the country.

The processing times for the Saudi e-visa are much faster than the Umrah visa. Saudi e-visas are typically issued within 24 hours. Visas for Umrah issued by authorized travel agencies are usually processed within five (5) business days. All applicants are advised to plan ahead and start their visa process early in case of any unforeseen delays. 

The Saudi e-visa currently costs $199. This fee is subject to change at the discretion of the Saudi Arabian Ministry of Tourism. For all nationals who are not eligible for the e-visa, the Umrah visa itself is free of charge. However, other costs may apply during the visa application process and certainly during the trip to Saudi Arabia to perform Umrah. Applicants should be sure to budget ahead of time before traveling.  

For foreign nationals who are not eligible for a Saudi e-visa, the processing time for an Umrah visa is around five (5) business days. Processing times can vary depending on the country and specific circumstances. It’s essential to plan ahead to ensure there is enough time to complete the visa procedure and to factor in any unexpected delays. The Saudi e-visa is an excellent option for those nationals who are eligible, as it only takes around 24 hours to be processed.

Unfortunately, Umrah visas are only issued for stays of up to 90 days. Extensions are not permitted at this time.

Yes, there are certain conditions and restrictions associated with Umrah visas. These may include requirements such as traveling with a registered tour group, staying only in approved accommodations, and adhering to specific entry and exit dates specified on your visa.

No, Umrah visas are generally not issued for travel during the Hajj season. During the Hajj season, which occurs once a year during the Islamic month of Dhu al-Hijjah, specific Hajj visas are issued exclusively for pilgrims performing the Hajj pilgrimage.
